This study is motivated by the importance of improving the performance of police officers as the frontline of public service, which is influenced by transformational leadership, organizational communication, and work discipline. In practice, variations in officer performance are still observed at police precincts under the Solok Police Department, as evidenced by differences in case resolution rates, service responsiveness, and the effectiveness of task execution. These conditions are suspected to be related to the suboptimal implementation of transformational leadership, organizational communication, and work discipline among officers. This study aims to analyze the influence of transformational leadership and organizational communication on police officer performance, as well as to test the role of work discipline as a moderating variable. The research method used is a quantitative approach with a field research design. The study population consisted of all 126 members of the police stations under the Solok Police Department, with a sample size of 124 respondents. Data collection was conducted by distributing questionnaires to police officers, which were then analyzed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) method. The results of the study indicate that transformational leadership has a positive and significant effect on member performance, with a coefficient of 0.754, a T-statistic of 3.550 (>1.96), and a P-value of 0.000 (<0.05); thus, the first hypothesis is accepted. Organizational communication has a negative and significant effect on performance with a coefficient of -0.615, a T-statistic of 2.509 (>1.96), and a P-value of 0.012 (<0.05). Work discipline does not moderate the effects of transformational leadership or organizational communication on performance, as both show insignificant results. In conclusion, improved police officer performance can be achieved through the implementation of effective transformational leadership and the strengthening of organizational communication.

This study aims to analyze the implementation of Good Governance principles—transparency, accountability, participation, effectiveness, efficiency, rule of law, and inclusivity—in public administration services at the Sungai Tabukan Sub-district Office, especially in the Service, Economy, and Social Welfare Section. The method used is a qualitative approach with a case study design through observation, in-depth interviews, and documentation of sub-district officials and service user communities. The data was analyzed through reduction, presentation, and conclusion drawn, and tested for validity by triangulation and member check techniques. The results of the study show that procedural transparency, compliance with SOPs, and administrative accountability mechanisms have been running relatively well, so that services such as SKKM, marriage recommendations, and population documents can be processed openly and can be traced. However, the limitations of human resources, facilities, and digital infrastructure cause the effectiveness and efficiency of services to still be conditional and depend on key actors. Community participation has been facilitated through forums and feedback channels, but it is still dominated by village intermediaries so that the direct involvement of residents is not optimal. In terms of the rule of law and inclusivity, services have been based on regulations and are non-discriminatory, although there are still inequality in access and speed of services between regions. The main supporting factors include leadership commitment, internal work culture, and the existence of SOPs, while inhibiting factors include limited human resources, facilities, and information systems that have not been integrated. It was concluded that the implementation of Good Governance in public administration services in Sungai Tabukan District has been running functionally, but has not been fully consolidated systemically. Therefore, it is necessary to strengthen policies through the digitization of services, increase the capacity of the apparatus, improve facilities, integrate data-based accountability and transparency systems, and expand citizen participation channels to realize more professional, fair, and sustainable public administration service.

The circulation of illegal cigarettes in Kudus Regency remains a serious problem that is detrimental to the state and disrupts a healthy business competition climate. This study aims to analyze the forms and mechanisms of law enforcement by the Kudus Customs and Excise Supervision and Service Office against these violations based on Law Number 39 of 2007 concerning Excise, and to identify inhibiting factors in its implementation. The research method used is an empirical juridical approach with a qualitative descriptive research type through interviews with officials of the Kudus Customs and Excise Supervision and Service Office and a literature study of related documents and regulations. The circulation of illegal cigarettes is still found in various forms of violations, with plain cigarettes without excise stamps being the most frequently found type. The resulting impacts include reduced state revenue, disrupted competitiveness of the legal cigarette industry, and low levels of public legal compliance. In its implementation, the Kudus Customs and Excise Supervision and Service Office faces obstacles in the form of limited personnel and facilities, difficulties in location searches, and low public legal awareness. This research is expected to contribute to increasing the effectiveness of law enforcement in the excise sector and support efforts to eradicate the circulation of illegal cigarettes in Indonesia

Administrative letter services at the village (nagari) level are still largely conducted using conventional methods, resulting in various issues such as limited service hours, slow processing times, and risks of document loss. This study aims to develop a web-based letter service system with the implementation of digital signatures in Nagari Bukit Bais to improve efficiency, security, and transparency of public services. The research adopts the Agile Development method with an iterative approach, including requirement analysis, system design, implementation, and testing. The developed system enables citizens to submit requests online and is equipped with features such as officer verification, digital signing by the village head, automatic notifications, digital archiving, and document verification using QR Codes. Security mechanisms are implemented using SHA-256 cryptographic hashing and RSA-2048 digital signature algorithms, supported by X.509 digital certificates. Functional testing using end-to-end methods shows that all system features operate successfully without failures, while non-functional testing confirms the reliability of document security and integrity. The resulting system is able to automate the entire service process, reduce processing time, and ensure document authenticity and security. Therefore, this system can serve as a solution to support the digital transformation of public services at the village level.

The development of the digital era has significantly transformed government administration, particularly in technology-based public services. This transformation requires strengthening the principles of good governance, which include transparency, accountability, public participation, effectiveness, efficiency, and legal certainty. State Administrative Law plays a strategic role in ensuring that bureaucratic digitalization remains within the correct legal framework and does not deviate from good governance principles. This study employs a normative juridical approach with a literature review method to analyze the role of State Administrative Law in strengthening good governance in the digital era. The findings show that State Administrative Law functions as an instrument of legality, discretionary control, data protection, improved accountability, and enhanced public service efficiency. Thus, State Administrative Law is not only regulatory but also adaptive to technological developments in achieving good governance in the digital era.

Waste management has become a critical environmental issue at both global and national levels due to increasing population and changing consumption patterns. In Indonesia, waste generation exceeds 60 million tons annually, with a significant portion consisting of plastic waste that requires hundreds of years to decompose. One of the main challenges in addressing this issue is the low level of public awareness and understanding regarding waste types and their decomposition time. This community service program conducted by students of Universitas Negeri Padang aims to improve environmental awareness through environmental education and community empowerment using an innovative visual medium in the form of waste decomposition time educational boards. The activity was implemented in Pasar Hilir Hamlet, Lumindai Village, using a participatory approach involving observation, socialization, board design, production, and installation. The results indicate that the program successfully enhanced community knowledge regarding the differences between organic and inorganic waste and their environmental impacts. The educational boards, placed in strategic locations near waste disposal areas, function as effective visual tools that continuously deliver information and reinforce environmentally responsible behavior. In addition, this program contributes to improving environmental cleanliness, strengthening community participation, and increasing environmental literacy. Therefore, the innovation of waste decomposition time educational boards serves not only as an informative medium but also as a sustainable educational tool to promote long-term behavioral change toward environmental awareness.

The implementation of regional autonomy and fiscal decentralization aims to enhance local governments' financial independence. However, fiscal imbalances between the central and regional governments led to the enactment of Law Number 1 of 2022 (UU HKPD), designed to strengthen regional fiscal capacity. This law introduces a piggyback tax system through a surcharge on the Motor Vehicle Tax. This study analyzes the dynamics of the piggyback tax system in Semarang City, focusing on the implications for taxpayer resistance and regional financial capacity. Using a descriptive qualitative approach, the study reviewed secondary data from regulatory documents, financial reports, and academic literature. The findings show that the shift towards centralistic fiscal policies and the increase in tax burdens have sparked significant taxpayer resistance. This resistance occurs both passively, due to poor regulatory literacy, and actively, through delays in tax payments. The resistance damages the psychological contract between the state and citizens, undermining local financial stability. It risks reducing local revenue, increasing tax collection costs, and limiting fiscal space for infrastructure development. The study suggests that Semarang’s government needs to adopt an adaptive governance framework with transparent tax allocation, digitalization of services, and persuasive policies to restore public trust and encourage compliance.

Immunization is one of the most cost-effective efforts to improve maternal and child health. The proper use of Buku Kesehatan Ibu dan Anak (KIA) – Mother and Children Health Manual can server as an indicator of the quality of care provided to children in health center services. This study aims to determine the correlation between the use of KIA towards basic immunization compliance in Ulee Kareng Publich Health Center, Banda Aceh. This study employed a quantitative research design using a cross-sectional approach. The population consisted of 521 mothers with babies. The sample was 84 respondents chosen using the probability cluster sampling technique. This study was conducted in Ulee Kareng Publich Health Center from May 27 to June 24, 2025. The data were analyzed using the Chi-Square test.The results showed a correlation between the use of KIA and basic immunization compliance, with a p-value of 0.008 (P<0.05) at Ulee Kareng Public Health Center, Banda Aceh. These results indicated that mothers who used the KIA books had a better understanding of the importance of basic immunization compliance, compared to those who did not utilize them properly. It can be concluded that there is a correlation between the use of KIA books and basic immunization compliance. This study suggests that health workers provide information on the importance of the KIA books and advise mothers to use it properly.

This study examines the importance of legal protection for healthcare workers in medical services, particularly in the Central Surgical Installation of the Regional General Hospital of Mataram City, which involves high medical risks. The background of this research is based on the increasing potential for medical disputes and the vulnerability of healthcare workers to legal claims due to discrepancies between medical outcomes and patient expectations. The objective of this study is to analyze the implementation of legal protection and identify the challenges faced in practice. The research employs a descriptive method with a qualitative approach, utilizing interviews, observations, and documentation studies. The findings indicate that legal protection has been implemented through standard operating procedures, informed consent, and internal hospital policies in accordance with applicable laws and regulations. However, its implementation remains suboptimal due to several constraints, including limited legal awareness among healthcare workers, inadequate legal assistance systems, and increasing public demands. The study implies the need to enhance legal education for healthcare workers and strengthen the role of hospitals in providing effective legal protection to support professional and safe healthcare services.

Students in the transition period are vulnerable to experiencing mental health problems and tend to self-diagnose due to easy access to information and low mental health literacy. This research aims to determine the relationship between mental health literacy and the tendency to make a diagnosis in students at the Faculty of Public Health, Nusa Cendana University, Kupang. This type of research is quantitative research with a correlational approach. Respondents in this study numbered 301 people using probability sampling techniques. Data collection techniques used the mental health literacy scale and self-diagnosis scale. Data analysis uses the product moment correlation test. The research results show that there is a significant negative relationship between mental health literacy and self-diagnosis (r = -0.846 < 0.05), which means that the higher the mental health literacy, the lower the tendency for self-diagnosis in students, and vice versa. In addition, mental health literacy contributed 71.6% to the tendency of self-diagnosis. It is hoped that students not only have a high level of mental health literacy but also quality, so that they realize that self-diagnosis is an inappropriate action and students are expected to take advantage of available professional mental health services.

The rapid development of corporate business activities in Indonesia has contributed positively to economic growth; however, it also has the potential to cause losses to consumers. In practice, corporations often engage in unlawful acts that harm consumers, including violations of consumer rights, the provision of goods and/or services that do not meet required standards, and actions that contravene statutory regulations. This study aims to analyze the forms of legal protection for consumers as well as corporate liability for unlawful acts committed by corporations. This research employs a normative legal method with statutory and conceptual approaches. The legal materials used consist of primary, secondary, and tertiary sources, which are analyzed qualitatively. The findings indicate that legal protection for consumers has been regulated in various laws and regulations, particularly the Consumer Protection Law; however, its implementation still faces several challenges, such as weak law enforcement, low consumer awareness, and the complexity of proving corporate liability as a legal subject. Furthermore, corporate liability may be imposed through civil, criminal, and administrative sanctions depending on the nature of the violation committed. In conclusion, strengthening regulations and more effective law enforcement are necessary to ensure consumer protection from unlawful acts by corporations. In addition, enhancing the role of supervisory institutions and public legal awareness is essential to create a balance between the interests of business actors and consumers.

The development of a student's personality, particularly during classroom interaction, is heavily influenced by their level of self-confidence. A lack of self-assurance often leads to public speaking anxiety, which subsequently restricts student engagement and diminishes academic performance. This phenomenon is frequently identified among tenth-grade Vocational High School (SMK) students who are navigating a period of environmental transition. This research focuses on enhancing the self-confidence of Grade X SMK students struggling with speech-related anxiety through the implementation of group guidance services utilizing role-playing methods. The study follows a Guidance and Counseling Action Research (GCAR) design conducted over two cycles, consisting of preparatory, executive, monitoring, and evaluative phases. The participants were tenth-grade students with low self-confidence profiles as determined by questionnaires and field observations. Data were analyzed using a descriptive quantitative approach to compare performance levels before and after the intervention. The results demonstrate that group guidance integrated with role-playing is an effective strategy for optimizing student self-confidence, as shown by the consistent upward trend in scores throughout the cycles. These findings suggest that this technique serves as a strategic instrument for school counselors to mitigate social anxiety among students.

This research investigates how digital transformation contributes to innovation in public services as part of the move toward smart governance. The study employs a literature review approach by evaluating a variety of pertinent materials, which include global journals, scholarly books, and official publications from the years 2018 to 2025. Results show that digital transformation notably enhances the quality of public services regarding their efficiency, effectiveness, openness, and ease of access. The incorporation of technologies like e-government platforms, mobile apps, artificial intelligence, and big data analysis allows governments to provide services that are quicker and more responsive. Additionally, digital platforms foster public involvement by offering means for communication and participation in decision-making activities. Despite these advancements, there are still several obstacles to overcome, such as the digital divide, insufficient infrastructure, low levels of digital skills, and resistance to change within bureaucracy. These issues emphasize the need for cohesive strategies that include investment in technology, development of human resources, and regulatory assistance. The study concludes that digital transformation is vital for achieving smart governance; however, its effectiveness relies on the preparedness of infrastructure, institutions, and society to embrace digital advancements.

This research is motivated by the importance of strengthening a professional public service culture through the integration of public administration values, norms, and ethics. Although various regulations and codes of ethics have been established in public organizations, gaps remain between formal norms and service practices in the field, such as low levels of responsiveness and professionalism among civil servants. This study aims to analyze the relationship between values, norms, and ethics in shaping public service culture, and to examine the role of organizational ethics and codes of ethics in strengthening public administration professionalism. The research employed a qualitative approach with a descriptive-analytical design through a literature review of relevant journals, books, and policy documents. Content analysis techniques were used to identify patterns of relationships between concepts. The results indicate that the internalization of ethical values ​​such as integrity, accountability, and transparency significantly influences the quality of public services. An organizational code of ethics serves as a formal instrument that clarifies standards of conduct for civil servants and strengthens a professional work culture. Consequently, public organizations need to strengthen ethics training, oversight mechanisms, and the integration of ethical values ​​into performance evaluation systems to build responsive and public-interest-oriented services.

ABSTRACT Hospitals can be established by the Central Government, Regional Government, or the Community. Hospital management organized by the Government can apply the financial management pattern of BLU or BLUD. Hospital independence can be achieved through healthy business processes. The dual role of hospitals as public services and business entities. The commercial health sector is increasingly closely linked to the global health industry. Collaboration between BLU hospitals and private business entities is often manifested in KSO contracts. KSO contracts must contain legal principles (rechtbeginselen) which serve as basic norms and guidelines in the formation or creation of legal regulations. The principle of personality in KSO contracts is important to ensure the parties' performance is balanced. This study uses a normative or doctrinal legal research methodology by examining primary legal sources in the form of KSO contracts between BLU hospitals and private business entities, the Civil Code, and other material laws. A study was also conducted on secondary legal sources in the form of legal materials consisting of books or legal journals regarding legal principles, the views of legal doctrines, and the results of legal research. Leprosy remains a significant public health problem in various developing countries, including Indonesia. This disease is caused by Mycobacterium leprae, which attacks the skin and peripheral nerves and can cause long-term physical, psychological, and social impacts if not treated early and adequately. Health-seeking behavior in leprosy patients is also influenced by structural factors such as the availability of health facilities, distance, transportation costs, and the quality of communication between health workers and patients. Research in various endemic countries confirms that friendly, accessible primary health care services that provide comprehensive education can improve early detection and therapy adherence. Patient SA, an 11-year-old child diagnosed with multibacillary (MB) leprosy and has been undergoing treatment for four months. The progression of the disease to MB indicates limitations in early symptom recognition and the family's health-seeking behavior, which may be influenced by low perceptions of disease susceptibility and severity, lack of knowledge, and barriers to accessing health services. However, after the diagnosis was confirmed and education provided by health workers, positive behavioral changes occurred, indicated by the patient's adherence to routine therapy as recommended.

Micro, Small, and Medium Enterprises (MSMEs) are one of the key pillars of the rural economy, including in Karangkuten Village. Although they exist in significant numbers and possess considerable economic potential, most rural MSMEs still face various limitations in the marketing aspect, particularly in utilizing rapidly developing digital media. This Community Service Program (KKN) of the Faculty of Economics aims to support the digitalization process of MSMEs through the creation of engaging promotional videos integrated with the official website of Karangkuten Village. The implementation method of this program includes stages of socialization for MSME actors, video recording in six hamlets, a systematic editing process, as well as uploading and handing over the results to the village government. The results of the activity indicate that this program successfully produced MSME promotional video content that is not only engaging and informative but also suitable for publication on the village website as a digital promotional medium. In addition to increasing the visibility and branding of MSMEs, this program also contributes to strengthening the image of Karangkuten Village as a culinary village and a center for innovative creative MSMEs. This program is expected to provide long-term impacts in improving the competitiveness of MSMEs and encouraging sustainable and inclusive rural economic growth.

Early Childhood Education (PAUD) or Kindergarten (TK) is an important level of education in building the foundations for children's overall development, covering aspects of religious and moral values, physical-motor skills, cognitive skills, language, social-emotional skills, and the arts. The development of PAUD/TK currently shows a positive trend, as seen in the increasing public awareness, number of institutions, and participation of children aged 4–6 years. However, challenges still arise, such as limited facilities and infrastructure, variations in educator competence, differences in access to services between regions, and the need for stimulation at home. Competition among early childhood education institutions is quite fierce, driving innovation in learning quality, teacher competence, facilities, and flagship programs. In this context, marketing management plays a strategic role in building the institution's image, conveying information about educational services, identifying community needs, and increasing the institution's competitiveness in an ethical and sustainable manner. TK Muslimat NU Pakembaran, as a religious-based PAUD institution, plays an important role in developing children's development and instilling Islamic values. Although the marketing strategy is still simple and predominantly based on a familial approach and word-of-mouth promotion, these efforts are effective in building community trust and loyalty. In the future, strengthening a more systematic marketing management can increase competitiveness, expand the reach of information, and support the sustainability of the institution in providing quality, religious, and character-building early childhood education services.

This research specifically examines how the involvement of the community in the process of digitizing services at the population and civil registration office of Gorontalo City. Co-production is a collaboration between the government and the community to improve the quality, effectiveness, and satisfaction of services. The main problems in this study are the low participation of the community in population administration and challenges in the efficiency of services and the use of digital technology. The method used is qualitative descriptive through observation, interviews, and documentation. The results of the study show that co-production has been implemented through community involvement in data verification, the use of digital services, and active communication between officers and the community. However, there are still obstacles such as low digital literacy and limited human resources. In addition, technology infrastructure and internet access factors also affect the optimization of digital services. This study concludes that co-production is able to increase the effectiveness, responsiveness, and accountability of public services, although efforts are still needed to increase institutional capacity and community participation in a sustainable manner as well as a more inclusive digital education strategy.

This research is motivated by the escalating prevalence of illegal online lending practices in Indonesia, which generate a multitude of legal problems, particularly those concerning the validity of loan agreements and debt collection practices. The simplicity of access through smartphone applications, rapid processing times often approved within minutes and minimal administrative requirements have rendered these services immensely popular among the public. However, this accessibility also paves the way for unlicensed providers to operate unchecked, preying on desperate borrowers. The study aims to analyze the legal validity of illegal online loan agreements pursuant to the Indonesian Civil Code (KUHPerdata) and regulations issued by the Financial Services Authority (Otoritas Jasa Keuangan, OJK). Additionally, it examines the legal position of debt collection from a civil law perspective. A normative juridical method is employed, utilizing statutory and conceptual approaches, with qualitative analysis of the data. This reveals a significant gap between legal norms and field implementation. The implications emphasize the critical need for robust law enforcement, enhanced consumer protection mechanisms, and stricter oversight of fintech lenders to establish legal certainty and justice for society.
