Electronic Medical Records (EMR) are essential for improving the quality, efficiency, and continuity of healthcare services. Despite mandates requiring full implementation of EMRs in Indonesian healthcare facilities by the end of 2023, many hospitals continue to face challenges in achieving effective adoption. This study aims to analyze the implementation of EMRs in the outpatient services of Nur Hidayah Hospital, Yogyakarta, using the 5M framework: Man, Money, Machine, Materials, and Method. Employing a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document analysis involving key informants from medical records staff, registration officers, and IT personnel. The findings revealed that while the availability of staff and supporting infrastructure such as computers and software was generally adequate, limitations persisted in human resource specialization, training access, and system integration. Financial planning for EMR-related needs was done through annual budgeting (RAB), but coordination between departments remained minimal. Key challenges included slow internet connectivity, limited IT staff, and lack of specific Standard Operating Procedures (SOPs) for EMR usage. Overall, the EMR system has been implemented in most outpatient units, yet not all units have fully transitioned due to technical and organizational barriers. This study concludes that optimizing EMR implementation requires not only technological readiness but also organizational alignment, continuous staff development, and robust inter-departmental coordination.

This study investigates the impact of tail configuration variations on flight stability and battery energy efficiency in Unmanned Aerial Vehicles (UAVs). Three distinct tail types were tested: the conventional tail, the T-Tail, and the V-Tail. The objective was to compare how these tail designs affected the overall performance of UAVs, especially focusing on the balance between stability and energy efficiency. The experiments were conducted through a series of flight tests in a controlled outdoor environment, providing reliable and accurate data. During these flight tests, several performance metrics were recorded, including IMU-based angular deviations for pitch, roll, and yaw, energy consumption, flight time, voltage, and battery power. The data collected allowed for a thorough analysis of how the tail design influenced the flight characteristics of the UAVs. The results showed that the T-Tail configuration provided the highest flight stability, as indicated by the smallest angular deviations and minimal vibration during flight. This design’s enhanced stability made it the most reliable, especially for missions requiring precision control. In contrast, the V-Tail configuration proved to be the most energy-efficient, consuming only 22.80 Wh. Despite its low energy consumption, the V-Tail showed the lowest stability due to control coupling between the pitch and yaw axes, resulting in higher angular deviations and less precise control. The conventional tail, while not the best in terms of either stability or energy efficiency, struck a reasonable balance between the two. This configuration provided adequate stability while ensuring efficient battery usage, making it a suitable choice for general UAV applications. The findings of this study highlight the direct influence of tail design on UAV performance. There is a clear trade-off between flight stability and energy efficiency, with the conventional tail offering the best compromise.

This paper explores the application of quantum-inspired optimization algorithms in the training of large-scale Graph Neural Networks (GNNs) within distributed cloud-edge environments. GNNs have gained significant attention due to their ability to model complex relationships in graph-structured data, yet their training presents challenges such as high computational demand, inefficient resource allocation, and slow convergence, especially for large datasets. Traditional meta-heuristic algorithms, while useful, often face scalability and performance issues when applied to such large-scale tasks. To address these challenges, we propose a quantum-inspired meta-heuristic algorithm that leverages quantum principles, such as superposition and entanglement, to enhance optimization processes. The algorithm was integrated into a hybrid cloud-edge system, where computational tasks are dynamically distributed between edge nodes and the cloud, optimizing resource utilization and reducing latency. Our experimental results demonstrate significant improvements in training speed, resource efficiency, and convergence rate when compared to traditional optimization methods such as Genetic Algorithms and Simulated Annealing. The quantum-inspired algorithm not only accelerates the training process but also reduces memory usage, making it well-suited for large-scale GNN applications. Furthermore, the system's scalability was enhanced by the hybrid cloud-edge architecture, which balances computational load and enables real-time data processing. The findings suggest that quantum-inspired optimization algorithms can significantly improve the training of GNNs in distributed systems, opening new avenues for real-time applications in areas such as social network analysis, anomaly detection, and recommendation systems. Future work will focus on refining these algorithms to handle even larger datasets and more complex GNN architectures, with potential integration into edge devices for enhanced real-time decision-making.
