This research investigates the economic impacts of port development and management on coastal communities, focusing on the role of vocational education in workforce preparation. Ports serve as pivotal economic hubs, driving regional growth through trade facilitation, job creation, and infrastructure development. However, they also pose environmental challenges such as pollution and habitat degradation, necessitating sustainable management practices. The study evaluates these dual aspects by analysing indicators such as GDP growth, workforce readiness, environmental sustainability, and strategic management in port operations. Findings highlight the significant contributions of ports to local economies while emphasising the importance of vocational education in equipping communities with skills for port-related jobs. Strategic management and governance are critical in maximising economic benefits while mitigating environmental impacts and ensuring regulatory compliance. The research underscores the need for integrated approaches that balance economic growth with environmental sustainability to foster resilience in coastal regions.

The Job Creation Law contains various changes to the Environmental Protection and Management Law, one of which is the public's right to access environmental information. This can be seen in Article 22 of the Job Creation Law which amends Article 26 paragraph (2) of the Environmental Protection and Management Law, which stipulates that the public, especially environmental observers, must be involved in every activity carried out by business actors or activities, by providing open and complete information before the activity is carried out. The concept of Business Licensing in the environmental sector regulated in the Environmental Protection and Management Law using a permit-based approach has been changed to the application of standards and risk-based in Law Number 6 of 2023 concerning Job Creation, this means that the granting of permits will be carried out by the central government based on calculations of the level of danger and the potential value of danger to aspects of health, safety, the environment and/or utilization of resources. In addition, there is also the loss of participation of the affected community in all forms of decisions in the Environmental Impact Analysis (AMDAL) process which previously involved potentially affected communities, now only involving directly affected communities.

Employment agreements are a crucial step in establishing the employer-employee relationship. While both the Indonesian Labor Law and the Job Creation Law encourage written agreements, verbal contracts are also legally recognized. Written employment agreements serve as a binding instrument and evidence, yet many labor relationships operate without them. This can lead to legal disputes, particularly regarding workers' rights, as exemplified in the Mamuju District Court Decision No. 2/PDT.SUS-PHI/2018/PN.Mam. This study employs a descriptive-analytical approach, adhering to the normative legal research method. Secondary data is gathered from primary legal materials, secondary legal materials, and tertiary legal materials. The findings reveal that workers' rights under verbal agreements are still protected by the Labor Law and the Job Creation Law. However, the absence of written documentation of agreed-upon terms for termination of employment can pose challenges in proving these terms in court. In the Mamuju District Court Decision No. 2/PDT.SUS-PHI/2018/PN, the court ordered the defendant to pay double the plaintiff's entitlements due to the wrongful termination of employment through coercion. The court found that the plaintiff's termination was unrelated to any company policy violation and could not be substantiated due to the lack of written documentation.

Unemployment is a significant economic problem that can affect society's well-being. In an Islamic economic perspective, unemployment is viewed through the lens of social justice, equitable distribution of wealth, and other sharia principles. The causes of unemployment in an Islamic economy include unfair distribution of wealth, lack of relevant education and skills, injustice in the conventional interest-based financial system, and economic and political instability. To overcome unemployment, Islamic economics offers solutions through the effective implementation of zakat, alms and waqf, the use of profit-sharing-based financial instruments such as mudharabah and musyarakah, as well as investment in education and skills training. The government also plays an important role in creating an environment that supports job creation through fair and stable policies. Encouraging entrepreneurship through training and access to capital is also an effective strategy in reducing unemployment. This holistic approach not only aims to reduce unemployment levels, but also to create a more just and prosperous society in accordance with Islamic economic principles.
