Pemberdayaan Masyarakat: Jurnal Aksi Sosial 2025 Lembaga Pengembangan Kinerja Dosen

Household waste management is a significant challenge in creating clean, healthy, and sustainable residential areas. Dependence on manual monitoring methods often leads to delays in waste collection, waste pile-ups, and operational inefficiencies. This community service program implements a Smart Trash Monitoring Sistem (STMS) based on the Internet of Things (IoT) in Graha Panyindangan Estate, Indramayu. The system utilizes ultrasonic sensors and ESP32 to detect waste levels and sends real-time data to a dashboard accessible by residents and cleaning staff. The results of implementing STMS show improved efficiency in waste management, with waste collection being carried out on time based on accurate, real-time data. This system also reduces the need for manual inspections and encourages responsible waste management behavior among residents. In addition to technical benefits, there have been social changes, such as increased environmental awareness and the formation of new social norms within the community. The involvement of local leaders in supporting the system’s sustainability further strengthens the implementation of the smart living concept, resulting in a cleaner, healthier, and more sustainable residential environment in the long term.

Household waste management remains a critical challenge in creating clean and sustainable residential environments. Manual monitoring methods often lead to delayed waste collection, overflowing bins, and operational inefficiency. This community engagement program implements an Internet of Things (IoT)-based Smart Trash Monitoring SIstem (STMS) at Graha Panyindangan Estate, Indramayu. The sIstem utilizes ultrasonic sensors and ESP32 microcontrollers to detect the fill level of household waste containers and transmit data in real time to a user-accessible dashboard. The results demonstrate that the STMS provides accurate waste-level information, reduces manual inspections, enhances collection efficiency, and fosters data-driven behavior among residents. Social changes also emerged, including improved environmental awareness, new social norms, and the emergence of local leaders supporting sIstem sustainability. This program contributes to the realization of smart living in modern residential communities, ensuring better waste management, cleaner environments, and more sustainable practices for future generations. It also provides valuable insights into the role of technology in addressing environmental issues at the community level.

Digital transformation has emerged as a major catalyst for reform in contemporary public administration, reshaping how governments design, deliver, and evaluate public services. This literature review synthesizes key findings from international studies to map the dynamics of technological innovation and bureaucratic adaptation in the era of digital government. The results demonstrate that technologies such as artificial intelligence, blockchain, cloud computing, and the Internet of Things accelerate administrative processes, enhance accuracy, reduce service costs, and strengthen transparency and accountability. However, the review also emphasizes that technological advancement alone is insufficient; the success of digital transformation depends on the capacity of public institutions to reorganize work structures, build digital competencies, and shift bureaucratic culture toward more adaptive and collaborative practices. Furthermore, digital participation platforms have expanded opportunities for citizen engagement, yet persistent digital divides—driven by socio-demographic disparities and unequal access to infrastructure—pose significant challenges to inclusive participation. The literature also reveals recurring barriers related to infrastructure readiness, cybersecurity, resistance to change, and limited digital literacy among public employees. Cross-country evidence from Turkey, Singapore, Italy, Iran, and the UAE shows similar transformation patterns, highlighting bureaucratic adaptation as a mediating factor between technological innovation and governance outcomes. Overall, this review offers an integrated conceptual understanding of digital transformation in public services and underscores the need for holistic strategies that combine technological investment, organizational reform, and inclusive governance to ensure sustainable and equitable digitalization.

Suhu dan kelembaban merupakan parameter lingkungan yang harus dijaga pada ruang kubikel untuk memastikan peralatan distribusi listrik tetap bekerja secara optimal. Pada multi-kubikel, perbedaan fungsi dan beban menyebabkan karakteristik suhu dan kelembaban pada tiap ruang kubikel tidak sama, sehingga pemantauan secara manual menjadi kurang efektif dan efisien. Penelitian ini bertujuan untuk merancang dan membangun prototype sistem monitoring dan kontrol suhu-kelembaban pada multi-kubikel berbasis Internet of Things (IoT) yang terdiri dari tiga buah kubikel. Sistem ini menggunakan ESP8266 sebagai mikrokontroler utama dan sensor DHT20 sebagai sensor suhu dan kelembaban yang masing-masing dipasang pada kubikel dengan kondisi lingkungan berbeda. Sistem dilengkapi dengan aktuator kipas dan lampu, serta notifikasi real-time melalui LCD dan Telegram. Meskipun kontrol dan monitoring dilakukan secara terpisah pada tiap kubikel, notifikasi kondisi seluruh kubikel terintegrasi pada satu kanal Telegram yang sama. Pengujian kinerja sistem dengan memberikan variasi suhu dan kelembaban yang berbeda untuk tiap kubikel. Kubikel 1 diberi kondisi normal (suhu 35°C-40°C dan kelembaban 50%-70%), kubikel 2 diberi kondisi overheat (suhu di atas 40°C), sedangkan kubikel 3 diberi kondisi overhumidity (kelembaban > 70%). Hasil pengujian menunjukkan sistem mampu melakukan kontrol suhu dan kelembaban dalam ruang multi-kubikel serta mengirimkan notifikasi melalui Telegram dengan tingkat keberhasilan 100% dan rata-rata delay 5,6 detik.

The increasing global energy demand drives the search for efficient and sustainable renewable energy solutions. Solar panels have become one of the most widely used technologies; however, their efficiency remains limited when installed in a static position. This research aims to analyze the performance of a single-axis auto tracking system on a 10WP solar panel integrated with the Internet of Things (IoT) for real-time monitoring, specifically in powering a portable powerbank. The research method employed was a quantitative experimental design with three testing scenarios: powerbank charging using an auto-tracking solar panel, a static solar panel, and conventional household electricity as a comparison. Charging data were collected via an IoT system integrated with the Blynk application in real-time. The results indicate that the auto-tracking system increased charging efficiency by around 10%, compared to only 6% with a static panel in one hour. This performance is nearly equal to household electricity charging, which reached approximately 10–11%. The study concludes that the single-axis IoT-based auto-tracking system significantly enhances the performance of small-scale solar panels and holds strong potential for portable energy solutions in remote areas.

Financial management and administration have an important role in maintaining the sustainability and quality of educational institutions. Effective financial management is one of the indicators of good institutional governance and has a direct effect on the quality of educational services. This study aims to analyze the implementation of financial management and administration in MTs Muhammadiyah 3 Al-Furqon Banjarmasin. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, direct observations, and documentation studies. The results of the study show that the financial management of madrasah has been carried out systematically and transparently with a clear division of duties between the head of the madrasah, the treasurer, and the school committee. The use of the Madrasah Activity Plan and Budget (RKAM) digital application has been proven to increase efficiency, accuracy, and administrative order in financial reporting. However, there are still several obstacles, such as delays in the disbursement of School Operational Assistance (BOS) funds and limited internet networks. Good cooperation between madrassas and foundations also plays a role in maintaining the sustainability of educational programs. Overall, the madrasah financial system reflects the principles of transparency, accountability, and professionalism in the management of education finances.

Perkembangan sistem informasi seiring dengan kemajuan teknologi informasi yang signifikan, berperan dalam penyimpanan, pengelolaan, dan pendistribusian informasi. Salah satu contohnya adalah dalam pengelolaan data instalasi kabel serat optik. Dinas Komunikasi dan Informatika Bangkalan, sebagai instansi pemerintah, menghadapi tantangan dalam pencatatan data serat optik yang masih dilakukan secara konvensional menggunakan perangkat lunak Excel. Untuk mengatasi masalah ini, peneliti merancang dan mengembangkan "Sistem Informasi Instalasi Kabel Serat Optik di Kabupaten Bangkalan." Tujuan dari sistem ini adalah untuk meningkatkan efisiensi dan efektivitas dalam pengelolaan data, menyederhanakan proses pencatatan, dan mempercepat akses informasi kepada pihak terkait. Hasil pengelolaan data dalam sistem informasi ini mencakup empat proses utama: pengelolaan data titik instalasi, pengelolaan data lokasi, pengelolaan data pengguna, dan pengelolaan data kecepatan internet. Penerapan metode waterfall dalam perancangan sistem informasi ini memberikan solusi untuk meningkatkan efisiensi dan efektivitas dalam pengelolaan data. Perancangan sistem informasi ini terdiri dari lima (5) perancangan utama yaitu: 1) Menampilkan halaman pengunjung ketika aplikasi diakses, 2) Menerima dan mengolah data berdasarkan tindakan CRUD (create, read, update, delete), 3) Melakukan verifikasi data login dan menampilkan pesan error apabila data login salah, 4) Menyediakan fitur pencarian data, dan 5) Menghasilkan laporan data instalasi.

Penelitian ini mengembangkan sistem pemantauan berbasis Internet of Things (IoT) untuk mengoptimalkan kinerja Mini PC dan pemeliharaan real-time di CV Permata Gemilang Jaya. Metodologi waterfall diterapkan menggunakanNodeMCU sebagai mikrokontroler utama, dilengkapi dengan sensor DHT22, DS18B20, dan INA219 untuk memantau parameter suhu, CPU, dan memori. Arsitektur sistem mengintegrasikan kerangka kerja Laravel dengan database MySQL, menghasilkan aplikasi web responsif dengan kontrol akses berbasisperan untuk Admin Pusat, Admin Regional, dan Teknisi Cabang. Infrastrukturserver cloud dengan konektivitas GSM cadangan memfasilitasi pemantauanterpusat di wilayah Ciayumajakuning. Desain sistem menggunakan Unified Modeling Language (UML) dengan diagram kasus penggunaan dan diagram aktivitas yang komprehensif. Penerapan sistem pemberitahuan otomatisdengan mekanisme peringatan berbasis ambang batas memungkinkan deteksidini anomali perangkat. Antarmuka yang dioptimalkan untuk selulermeningkatkan aksesibilitas teknisi untuk operasi lapangan. Validasi sistemmenunjukkan strategi pemeliharaan preventif yang sukses dalam mengurangiwaktu henti perangkat dan mengoptimalkan efisiensi operasional infrastrukturteknologi informasi.

The manual employee attendance process at the Perjuk Village government level often results in inaccurate data, delayed recapitulation, and difficulties in real-time attendance monitoring. This study aims to develop an Internet of Things (IoT) and Radio Frequency Identification (RFID)-based village employee attendance system to simplify the administrative process and improve the efficiency of attendance recording. The development method used is the Research and Development (R&D) model with stages including needs analysis, system design, validation, field trials, and product revisions. The system was built using an ESP32 microcontroller, an RC522 RFID module, and a Wi-Fi connection to transmit attendance data to a web-based server. Testing was conducted using the black box method to ensure all system features run according to design. The results of the black box test show that all features run according to design. The system records attendance automatically with 100% accuracy, saves data to the server database, and displays reports in the form of tables, graphs, and statistical cards. The study concludes that this IoT and RFID-based attendance system is able to improve the accuracy, speed, and efficiency of recording compared to manual methods, and is in accordance with operational needs at the Perjuk Village Office.

Abstract Kebakaran merupakan salah satu bencana yang dapat mengancam keselamatan jiwa dan harta benda, khususnya di lingkungan hunian padat seperti rumah kos. Kos Putri Kanaya Projo merupakan salah satu kos putri di Ungaran Timur, Kabupaten Semarang, yang berisiko tinggi mengalami kebakaran akibat kelalaian penghuni dalam penggunaan peralatan listrik maupun kompor gas. Penelitian ini bertujuan untuk merancang dan membangun sistem pendeteksi kebakaran dini berbasis mikrokontroler dengan dukungan teknologi Internet of Things (IoT).  Sistem dikembangkan menggunakan mikrokontroler ESP32 yang terhubung dengan sensor MQ-2 (asap/gas), sensor PIR (api), dan sensor DHT22 (suhu/kelembapan). Output sistem berupa notifikasi peringatan pada aplikasi Blynk, buzzer sebagai alarm suara, serta tampilan informasi melalui LCD. Metode penelitian yang digunakan adalah prototyping dengan tahapan perancangan, implementasi, pengujian, serta penyempurnaan sistem. Hasil pengujian menunjukkan bahwa sistem mampu mendeteksi asap, gas, suhu tinggi, dan api dengan akurasi di atas 90% serta memberikan notifikasi peringatan melalui aplikasi Blynk dengan waktu respon kurang dari 10 detik. Dengan demikian, sistem ini efektif sebagai solusi deteksi dini kebakaran pada lingkungan kos sehingga dapat meningkatkan keamanan dan meminimalisir risiko kerugian material maupun korban jiwa

This study analyzes the gap in the implementation of Information Technology IT service management at an internet service provider in Purwokerto using the ITIL V4 Service Value System SVS framework. The company faces a number of major problems, such as delays in incident handling, data fragmentation between operational applications, low automation in network monitoring, and suboptimal coordination between the technical and customer service divisions. The purpose of this study is to evaluate the level of compliance of current service practices with ITIL V4 SVS best practices and to formulate recommendations for improvements that can increase operational efficiency and service reliability. The research uses a qualitative descriptive method with a case study approach, with data collected from interviews and observations in the technical and customer service divisions, then analyzed based on the five main components of ITIL V4 SVS. The results show that the company has implemented several ITIL principles, particularly in terms of customer value focus and process simplicity, but the implementation of iterative feedback, data integration, and automation is still at a low level of maturity. This study concludes that strengthening the real-time monitoring system, increasing cross-divisional visibility, and establishing a Continual Improvement Register are important steps towards realizing more efficient, responsive, and sustainable IT service management.

Penelitian ini mengkaji persepsi siswa terhadap penggunaan e-learning dalam pembelajaran Pendidikan Kewarganegaraan di SMAN 4 Pekanbaru. Dengan pendekatan kualitatif melalui wawancara terhadap satu guru dan kuesioner terbuka kepada sepuluh siswa kelas XI, penelitian ini menelusuri bagaimana pembelajaran digital memengaruhi pemahaman siswa terhadap nilai-nilai kewarganegaraan. Hasil penelitian menunjukkan bahwa siswa umumnya memiliki persepsi positif terhadap e-learning karena fleksibilitas dan kemudahan akses, meskipun keterbatasan interaksi langsung menjadi kendala. Hambatan lainnya termasuk koneksi internet yang tidak stabil dan motivasi belajar yang menurun. Namun, strategi pembelajaran kontekstual seperti penugasan presentasi budaya lokal terbukti mampu memperkuat nilai kewarganegaraan dan keterlibatan siswa. Penelitian ini menegaskan pentingnya komunikasi pembelajaran yang efektif dan konten digital yang berpusat pada siswa dalam pembelajaran PKn. E-learning, bila dirancang dengan baik, dapat berperan besar dalam pembentukan karakter dan kewarganegaraan digital.

ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi aplikasi Smart Village dalam meningkatkan pemberdayaan masyarakat dan literasi digital di Desa Mlese, yang dikenal sebagai Desa Pelopor Pancasila. Penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi lapangan, wawancara mendalam, serta studi literatur. Hasil penelitian menunjukkan bahwa aplikasi tersebut memberikan dampak positif berupa kemudahan administrasi desa, transparansi informasi, serta penguatan nilai-nilai Pancasila melalui kolaborasi antarwarga. Namun, masih terdapat tantangan seperti rendahnya literasi digital pada kelompok lanjut usia, keterbatasan akses internet, dan preferensi layanan tatap muka. Pemerintah desa berupaya mengatasi kendala ini melalui pelatihan dan pendampingan, meskipun perbaikan infrastruktur dan sosialisasi lebih intensif masih diperlukan. Kesimpulannya, Smart Village memiliki potensi besar untuk mendukung transformasi digital dan pemberdayaan masyarakat sesuai dengan nilai-nilai Pancasila Kata Kunci : Smart Village, Literasi Digital, Desa Pelopor Pancasila.   ABSTRACT This study aims to analyze the implementation of the Smart Village application in enhancing community empowerment and digital literacy in Mlese Village, known as a Pancasila Pioneer Village. The research employed a descriptive qualitative method, with data collected through field observations, in-depth interviews, and literature studies. The findings indicate that the application positively impacts village administration by simplifying processes, increasing information transparency, and strengthening Pancasila values through community collaboration. However, challenges remain, such as low digital literacy among the elderly, limited internet access, and a preference for face-to-face services. The village government is addressing these issues through training and assistance, although more intensive infrastructure improvements and outreach are still needed. In conclusion, Smart Village holds significant potential to support digital transformation and community empowerment in alignment with Pancasila values. Nusantara Mengabdi Kepada Negeri 2025 Asosiasi Peneliti dan Pengajar Ilmu Hukum Indonesia

Digital transformation has reshaped community life by increasing internet dependency in daily communication, financial transactions, and public services. However, this rapid development has also intensified cybersecurity risks, particularly link-based scams and the misuse of Artificial Intelligence (AI). Limited digital literacy at the family level makes communities vulnerable to phishing attacks, personal data breaches, and AI-generated fraud. This community service program aimed to strengthen digital literacy among residents of RW 03 Kalipancur, Semarang, through participatory education focusing on link scam detection and responsible AI usage. The program involved interactive lectures, case discussions, simulations, and pre-test and post-test evaluations with 18 participants from family groups, PKK cadres, and elderly residents. The results showed a significant increase in understanding, from an average pre-test score of 43% to a post-test score of 84%. Beyond knowledge improvement, participants demonstrated increased awareness and behavioral change toward safer digital practices. The findings suggest that community-based participatory approaches effectively enhance family-level digital resilience and can serve as a replicable empowerment model in other communities facing similar digital threats.

This research seeks to examine the partnership between government and community in enhancing digital administrative services in Ketegan Village, Taman District, Sidoarjo Regency. The research context centers on the local government's attempts to advance digital public service transformation, which encounter obstacles like low digital literacy, insufficient infrastructure, and poor collaborative governance at the village level. The study utilized a qualitative strategy featuring a case study technique, gathering data via in-depth interviews, participatory observation, Focus Group Discussions (FGDs), and reviews of policy documents related to Sidoarjo’s Smart City initiative. The results show that although digital infrastructure and institutional dedication are in place, execution is still obstructed by restricted technological capability, unreliable internet access, and poor public digital literacy. Collaboration between the government and community is starting to develop through local projects, but it remains informal and does not have a sustainable coordination structure. The research suggests improving the digital skills of officials and citizens, creating organized digital collaboration platforms in villages, and adopting participatory assessment methods to guarantee an inclusive and flexible digital transformation. These results are anticipated to act as a guide for local authorities in enhancing governance of digital-based public services.

The student admission process in many educational institutions is still conducted manually, leading to issues such as data duplication, input errors, and delays in reporting. This study designs and implements a desktop-based student registration information system using VB.NET and MySQL, equipped with an admission-status checking feature and an automated quota-management module. The system was developed using the waterfall model, consisting of requirement analysis, system design using UML, implementation, and black-box testing. Two user roles are supported: admin and student. Admin users can manage applicant data, configure program quotas, open or close the registration period, and generate reports, while student users can create accounts, complete registration forms, and independently check their admission results. The implementation results show that all core functions operate validly based on testing involving two respondents. The quota-management feature successfully restricts the number of applicants according to predetermined capacities, and the admission-status module automatically displays pass or fail results. The system improves administrative efficiency, enhances data accuracy, and reduces reliance on manual record-keeping. Therefore, this desktop application serves as an effective solution for schools requiring a reliable and efficient admission management system without depending on stable internet connectivity.

Right now, the utilization of data and correspondence innovation fundamentally affects different business areas, including producing. One arising idea is e-business, otherwise called electronic business. This idea underlines data exchanging and paperless exchanges through different innovations like Electronic Trade of Data (EDI), email, electronic notice sheets, electronic assets move, and other organization based propels. An e-business data framework is a gadget, innovation, or system that uses equipment, programming, organizations, and human insight to interface, do exchanges, and complete different hierarchical exercises without being restricted by time or area. This study aims to formulate an information technology development strategy for CV. Situsindo Prima using the VRIO (Value, Rarity, Imitability, Organization) and SWOT (Strengths, Weaknesses, Opportunities, Threats) approaches. CV. Situsindo Prima is a company engaged in Software Development and IT Consulting, focusing on providing technological solutions for both public and private sectors in Purwokerto, Indonesia. The research employs a qualitative descriptive approach by utilizing secondary data obtained from the company profile, literature reviews, and previous studies relevant to strategic information systems management. The results indicate that the company possesses several competitive advantages derived from its competent human resources, strong project reputation, and well-established relationships with public institutions. The VRIO analysis reveals that these resources have significant strategic value and potential for sustainable competitive advantage if supported by an effective organizational system. The SWOT analysis further identifies that internal strengths can be leveraged to capture external opportunities, such as the increasing demand for digital transformation and government support for technological innovation. The formulated strategies include developing a knowledge management system, implementing Service Level Agreements (SLA) for after-sales services, innovating products based on cloud computing and Internet of Things (IoT), and enhancing human resource capabilities through training and certification programs. In conclusion, this research successfully achieved its objectives by producing a comprehensive and applicable IT development strategy for CV. Situsindo Prima. The findings are expected to serve as a reference for strategic planning and strengthening competitive advantage within the digital transformation era.

 Digital transformation in public service is an inevitable necessity in the era of modern governance. This study aims to analyze the effectiveness of the implementation of the Smart Civil Registration System (Smart System Dukcapil) in digital administrative services in Palangka Raya City as part of the national e-government initiative and the strengthening of electronic-based governance. The research employs a qualitative descriptive method, collecting data through in-depth interviews, direct observations, and document analysis of relevant regulations and the implementation of the system within the Department of Population and Civil Registration (Disdukcapil) of Palangka Raya City.The findings indicate that the implementation of the Smart System Dukcapil through applications such as the Sistem Informasi Dukcapil Oloh Itah (SI-DOI) and Digital Population Identity (IKD) has significantly improved efficiency, transparency, and data accuracy in population administration services. These digital innovations have streamlined bureaucratic processes, minimized physical interaction, and enhanced public satisfaction with administrative services. However, the system’s effectiveness is still constrained by challenges such as limited internet infrastructure in peripheral areas, low digital literacy among citizens, and inadequate technical capacity among civil servants in operating digital systems optimally. Theoretically, the implementation of the Smart System Dukcapil reflects the realization of good governance and smart governance principles through the integration of technology, bureaucratic reform, and community participation. This study recommends strengthening human resource capacity, expanding digital infrastructure, and promoting continuous public education to ensure system sustainability. Consequently, digital population administration in Palangka Raya has the potential to become an innovative, inclusive, and adaptive model for regional public service governance.
