This study aims to analyze the influence of red tape on public satisfaction with public services in Indonesia. The research focuses on the definition of red tape, the characteristics of administrative procedures in public services, the level of public satisfaction, the influence of red tape on public satisfaction, and the factors influencing the relationship between red tape and public satisfaction. This study used a library research method with a qualitative descriptive approach. Data were obtained through collecting various literature sources such as books, scientific journals, articles, and previous research results relevant to the research topic. The results indicate that red tape is a long, complicated, and excessive bureaucratic procedure that hinders the effectiveness of public services. Furthermore, the results indicate that the quality of human resources, service transparency, bureaucratic culture, and the use of information technology are factors influencing the relationship between red tape and public satisfaction. Digitalization of public services and bureaucratic reform are important solutions to reduce red tape and improve the quality of public services in Indonesia. Thus, it can be concluded that red tape has a significant influence on the level of public satisfaction with public services. Therefore, the government needs to simplify administrative procedures and improve service quality to create effective, efficient, and community-oriented public services.

This study examines the systemic transformation of Japan’s refugee and immigration policy from 2021 to 2025, exploring how humanitarian paradigms have been superseded by state security considerations. The research aims to analyze how Japan constructs refugees as an existential threat to legitimize its restrictive reception regime, synthesizing Realism and Constructivism to explore the intersection of securitization, national interest, and identity. Methodologically, this paper employs a qualitative interpretive case study by integrating Ruth Wodak’s Discourse-Historical Approach (DHA) and Interpretive Process Tracing (IPT) to examine government texts, policy documents, and parliamentary debates. The findings reveal a profound policy asymmetry driven by intersubjective threat framing and institutionalized topoi (abuse, threat, law and order). Ukrainian displaced persons are positively categorized as evacuees (hinanmin) to align with G7 geopolitics, whereas traditional asylum seekers are pejoratively labeled as "repeated applicants" and framed as threats to public order, social harmony (wa), and ethnic homogeneity (tan’itsu minzoku). This discursive construction successfully legitimizes extraordinary measures within the 2023 amendment of the Immigration Control and Refugee Recognition Act (ICRRA), including the abolition of automatic deportation suspensions and the expansion of a surveillance state via alternative monitoring (kanri sochi). Ultimately, this study demonstrates that international norm compliance is deeply mediated by domestic cultural appropriateness (nihonjinron). It implies the necessity for future ethnographic research on grassroots impacts and suggests transparent asylum evaluation metrics aligned with non-refoulement principles.

Down syndrome, or Trisomy 21, is the most common chromosomal disorder in humans and is primarily caused by nondisjunction events during meiosis. Although advanced maternal age has long been recognized as the major risk factor, recent scientific evidence indicates that genetic mutations, gene polymorphisms, and meiotic recombination abnormalities also play important roles in the occurrence of Trisomy 21. This literature review aims to analyze the role of genetic mutations in the pathogenesis of Trisomy 21, with emphasis on the mechanisms of nondisjunction, oocyte aging, meiotic recombination errors, and folate metabolism disorders. The method used was a narrative literature review based on seven major scientific sources discussing the genetic and molecular factors underlying Trisomy 21. The findings indicate that genetic mutations and variations affecting meiotic regulation, recombination positioning, chromosome cohesion, and DNA methylation significantly increase the risk of chromosome 21 nondisjunction. In addition, age-related decline in oocyte quality and polymorphisms in folate metabolism genes further exacerbate chromosomal instability. Understanding these mechanisms is essential for the development of genetic counseling, early detection, and more effective prevention and management strategies in the future.

This study examines the legal protection of children's rights to inclusive education and its implications for the institutional governance of Early Childhood Education (ECE) in Indonesia. A normative juridical method with a descriptive-qualitative library-based approach is used to evaluate the coherence between macro-level child protection regulations and operational standards for school management. The data are entirely secondary, sourced from statutory laws, ministerial regulations, and pertinent scientific literature. The findings reveal a fundamental tension: the constitutional rights of children with special needs to access non-discriminatory ECE are robustly guaranteed by the 1945 Constitution, Law No. 35/2014 on Child Protection, and Law No. 8/2016 on Persons with Disabilities, yet a wide gap persists at the implementation level. This discrepancy arises because derivative ECE governance instruments including accreditation frameworks and curriculum standards still frame inclusion readiness as a voluntary component rather than a binding obligation. Consequently, ECE institutions encounter systemic barriers in human resource management, physical accessibility, and curricular flexibility. The study underscores the urgency of transitioning ECE management toward a Human Rights-Based Approach (HRBA) and recommends that the Ministry of Basic and Secondary Education reform accreditation instruments by embedding inclusive indicators as mandatory prerequisites for institutional feasibility, thereby aligning administrative governance with the fulfillment of children's constitutional rights.

This study examines the phenomenon of fatherlessness in Indonesia and its relevance to Human security. Rather than limiting the concept to the physical absence of a father, this research highlights functional fatherlessnes s, where the father is present but does not perform his roles in caregiving, emotional support, and economic responsibility. Using a qualitative approach through literature review and conceptual analysis, this study explores how disruptions in family roles can generate broader social vulnerabilities. The findings indicate that fatherlessness is closely linked to various dimensions of human security, particularly personal, economic, and community security. The absence or dysfunction of paternal roles weakens the family as the primary unit of protection, potentially affecting individual well-being, social stability, and the overall quality of human resources. Furthermore, this study finds that existing state responses tend to be reactive and have not fully addressed the issue of functional fatherlessness as a structural social concern. Therefore, this research argues that fatherlessness should be understood not merely as a private family issue, but as a non-traditional security challenge that requires comprehensive policy attention to strengthen human security in Indonesia.

This article discusses the relevance of the concept of the bonum commune (the common good) in the thought of Thomas Aquinas as a moral foundation in the era of digital disruption. The era of digital disruption is characterised by profound changes in the way humans live, interact, and utilise technology. Amidst these developments, a weak moral foundation has led to a lack of technological orientation towards the common good. Without a fundamental moral foundation, technology will be directed solely towards profitability, disregarding human values and fostering an individualistic society. This study employs a qualitative method based on a literature review, analysed through a hermeneutic reading of Aquinas’s principal work, the *Summa Theologica*, as well as literature on digital ethics. The results of the study indicate that the bonum commune is a fundamental ethical principle that can guide the use of digital technology towards justice, social responsibility, and the common good.

This study aims to examine the factors influencing employee engagement in AI-driven organizations, particularly from the perspective of Artificial Intelligence (AI) leadership. This literature review focuses on the relationship between AI leadership, AI utilization, and employee engagement in contemporary organizational settings. The review was based on recent empirical studies selected according to their relevance to artificial intelligence, leadership, employee engagement, work engagement, and knowledge sharing. The analysis indicates that AI does not inherently improve employee engagement merely through its availability in the workplace. Employee engagement is likely to improve with AI-savvy leadership that is supported by meaningful AI utilization, an innovative organizational culture, effective change leadership, work engagement, and enhanced team performance. AI implementation can promote employee knowledge sharing through learning opportunities, especially when supported by paradoxical leadership and positive employee attitudes toward technology. Therefore, this review highlights the importance of human-centered leadership in enabling employees to experience AI as a source of learning, collaboration, empowerment, and meaningful contribution.

The escalation of negative sentiment in the digital space towards Rohingya refugees in Indonesia throughout 2023-2026 has reflected a shift in public perspectives, from humanitarian principles to restictive rejection. This study aims to analyze how digital discourse on TikTok dan Instagram platforms frames the Rohingyan refugee issue as a national security threat through the lens of Barry Buzan`s Securitization Theory and Ruth Wodak`s Critical Discourse Analysis (AWK). This study uses qualitative methods with note-taking techniques and filtering hastag-based viral data related to refugee rejection. The results show that the securitization process was successfully driven by three main typologies of netizen narratives: domestic socio-economic jealousy, delegetimization of Internasional authorities (UNHCR) by referring to popular legal discourse on the 1945 Constitution, and demands for an active role for the military (TNI AL) and Polair at maritime borders. The accumulation of speech acts that have gone viral on social media is evidence of the creation of strong horizontal pressure, thus urging the Indonesian goverment to review its policies towards a more restrictive direction (viral-based policy) to prioritize national soverignity and security over global humanitarian commitments.

The concept of naskh and mansukh is one of the most crucial methodological instruments in the discipline of Ushul Fiqh, serving to dissect the dynamics of Islamic law determination (tasyri') diachronically. This article aims to comprehensively analyze how the mechanism of naskh operates within the Al-Qur'an and Hadith and its juridical implications on the process of istinbath (deduction) of Islamic law. The urgency of this study lies in the fact that a flawed understanding of the abrogated verses can lead a mujtahid to establish laws that are juridically expired. Utilizing a qualitative-normative research method with a socio-historical approach, this article explores the classifications of naskh, ranging from the sharp debate over the Sunnah's authority to abrogate the Al-Qur'an to the fundamental differences between naskh, takhshish, and taqyid. The analysis also encompasses a comparative study of the views among the four major schools of thought (Hanafi, Maliki, Syafi'i, and Hanbali) in responding to conflicting evidences. The findings indicate that naskh is not an indication of inconsistency within Divine revelation, but rather a manifestation of the principles of tadarruj (gradualism) and taysir (facilitation) that accommodate the mental readiness of the community and the welfare of human beings. Practical implications of this concept are found in the evolution of laws concerning the direction of the qiblah, the iddah period, and the prohibition of khamr. Through a profound understanding of naskh, Islamic law demonstrates its elasticity in addressing contemporary challenges without losing its divine substance. In the modern era, this principle can be actualized in national legislative drafting through gradual regulatory methods.

This research is motivated by the persistent gap between the ideals of Islamic education and their implementation in practice, which has not yet fully reflected humanitarian values. This condition indicates that the educational process still requires renewal in order to achieve the objectives of Islamic education more optimally. The study aims to examine the concept and implementation of humanism in the philosophy of Islamic education. The method employed is library research, involving the review of various scholarly sources, including books and journal articles relevant to the topic. The findings reveal that Islamic education fundamentally possesses a strong humanistic foundation in developing individuals holistically through the integration of intellectual, moral, and spiritual dimensions. However, current educational practices continue to face several challenges, such as teacher-centered learning, the tendency toward pragmatic educational orientations, and the suboptimal integration of moral and spiritual values. Therefore, more adaptive and human-oriented educational reforms are needed to enable Islamic education to respond effectively to contemporary challenges.

The rapid development of Artificial Intelligence (AI) has transformed various sectors of human life, including church ministry and religious organizational management. This study aims to analyze Christian leadership ethics in the use of AI within modern church ministry. The research employs a qualitative descriptive method through theological literature review and analysis of recent studies concerning digital technology and pastoral ministry. The findings indicate that AI provides significant benefits for church administration, digital communication, congregational data management, and online evangelism. Nevertheless, ethical challenges also emerge, such as the weakening of pastoral relationships, data privacy concerns, algorithmic bias, and the risk of dehumanization in ministry practices. From a Christian theological perspective, ministry is fundamentally relational and incarnational, reflecting the example of Jesus Christ who ministered through personal presence, compassion, and direct interaction with people. Therefore, AI should be understood as a supportive instrument rather than a substitute for spiritual authority and pastoral presence. Christian leadership in the digital age must be grounded in integrity, transparency, spiritual discernment, and respect for human dignity as the image of God (imago Dei). This study contributes to the development of ethical guidelines for churches in utilizing AI responsibly while maintaining theological integrity and Christian spiritual values.

Government procurement plays a strategic role in supporting effective, efficient, transparent, and accountable public administration. To promote procurement reform, the government has implemented an electronic procurement system through the Electronic Procurement Service (LPSE). The implementation of the Electronic Procurement System (SPSE) in Pematang Siantar City aims to improve procurement quality, reduce irregularities, and accelerate the delivery of goods and services. However, several challenges persist, including limited human resources capable of operating the system, technical disruptions, lack of outreach to local vendors, and weak coordination between the Procurement Unit (UKPBJ) and related agencies. This study aims to analyze the effectiveness of SPSE implementation in Pematang Siantar City. The research uses a descriptive qualitative approach. Data were collected through interviews with UKPBJ officials and procurement officers from several local government units, direct observation of procurement activities via SPSE, and documentation review. Data analysis employed Duncan’s effectiveness indicators: goal attainment, integration, and adaptation. The results show that SPSE implementation has not been fully effective. In terms of goal attainment, procurement processes follow established procedures, but delays still occur due to system disruptions and limited user competence. In terms of integration, coordination between UKPBJ and technical units remains suboptimal, affecting communication and oversight. Regarding adaptation, although the information technology infrastructure is adequate, human resource capacity is still limited. Therefore, improving human resources, strengthening coordination, and enhancing system reliability are necessary to achieve optimal effectiveness.

This study examines the interpretation of the Qur’anic verse mentioning the lion in QS. Al-Muddathir [74]: 51 through the approach of tafsir ilmi (scientific exegesis). The aim of this research is to analyze the theological meaning of the term qaswarah, explore the interpretations of classical and contemporary exegetes, and relate them to the perspective of animal science as well as the underlying wisdom. This study employs a qualitative method with a library research approach, using primary sources from Qur’anic verses and classical tafsir works, and secondary sources from books, journal articles, and relevant scientific literature. The results show that the term qaswarah in QS. Al-Muddathir [74]: 51 has various interpretations, such as lion, hunter, or something frightening. However, most exegetes tend to interpret it as a lion due to its relevance to the context of the parable in the verse. The parable illustrates people who turn away from the truth like wild donkeys fleeing in fear from a predator. From the perspective of tafsir ilmi, this depiction aligns with scientific facts that identify the lion as an apex predator capable of triggering a fight-or-flight response in prey animals. Furthermore, the mention of the lion in the Qur’an is not merely descriptive but also contains theological, ecological, moral, and psychological values. The lion serves as a symbol to describe irrational human behavior in rejecting the truth. Thus, tafsir ilmi demonstrates a harmonious relationship between revelation and science, where natural phenomena are used as a medium to convey profound moral and spiritual messages.
