Human resource development is a process of how management gains experience, skills and attitudes to achieve success as leaders in the organization, so that development activities are aimed at helping employees/employees to be able to handle their responsibilities in the future. Bearing this in mind, training and human resource development programs are needed which are carried out periodically and continuously, in order to provide satisfactory (prime) service. Thus, companies/institutions need to have good operational implementation instructions, as well as educated officers who can implement these operational systems and procedures appropriately. Apart from development, training activities are also very influential on human resources because with this training human resources will be encouraged to be able to provide excellent service for candidates or those interested in buying or using their services. And it is no less important to provide training to customer service on how to serve in a very friendly, polite, knowledgeable manner so that clients/interested people can feel comfortable when communicating or making transactions.

This research discusses the implementation of the Digital Population Identity (IKD) application at the Disdukcapil of Tanjungpinang City in the context of E-Government. The implementation of digital identity technology as an effort to improve the efficiency of public services faces a number of challenges, including communication, resource availability, disposition, and bureaucratic structure. In terms of communication, Disdukcapil Kota Tanjungpinang uses social media and goes directly to the field to socialize and activate the IKD application. Challenges arise from people who are still unfamiliar with technology, requiring further efforts in assisting the use of the application. Resources, such as a lack of budget and dedicated teams can hinder effective implementation. Although existing teams have been empowered in the past, further attention needs to be paid to the balance of quality and quantity of human resources. The disposition of Disdukcapil officers in helping people activate IKD is positive. Within the bureaucratic structure, despite the shortage of personnel, coordination and division of labor are quite good. This research uses qualitative research methods by obtaining primary data in the form of interviews at the Tanjungpinang City Population and Civil Registration Office directly and documentation, as well as secondary data obtained from media information, the internet and other documents. In conclusion, the implementation of IKD faces several obstacles, but good communication and disposition efforts show seriousness in realizing the success of the program. Suggestions that the author can give are for the Disdukcapil of Tanjungpinang City to increase the effectiveness of implementation through strengthening communication, increasing human resources, and evaluating the bureaucratic structure on going basis.

The aim of this research is to find out more about the Labuhanbatu Regency Library and Archives Service's approach to static archive preservation, as well as the challenges faced and the steps taken to overcome them.  To ensure the security and protection of archives, static archive preservation is carried out.  This type of research uses qualitative descriptive techniques.  This research uses the Miles & Huberman data analysis approach, which specifically focuses on data reduction, data presentation, and drawing conclusions.  Through observation, interviews, and documentation, researchers collect information for data analysis.  Two people participated in this research as informants.  Using a purposive sampling approach, these informants were selected from among those who met the requirements of the research subjects, namely, archivists who had knowledge of archival preservation. The research findings show that although the static archive preservation of the Labuhanbatu Regency Library and Archives Service is good, it still does not meet the expectations of the theory that guides the research.  Archives activists are of the opinion that despite their best efforts, archives are still not optimally maintained due to various obstacles, including inadequate funding, inadequate facilities and infrastructure, and human resources who do not understand archives.  Efforts made by archivists include providing special archival training on archival science, building inadequate facilities and infrastructure with allocated funds, and prioritizing the use of the budget for crucial tasks to achieve archive maintenance in good condition.

The research method used is a qualitative method with descriptive research that uses interview methods to describe data obtained directly by researchers. The research results show that the media transfer processing process as a preservation effort must use guidelines, namely SOP (standard operational procedure) or media transfer processing workflow issued by the National Archives of the Republic of Indonesia. With this SOP (standard operational procedure), it will be easier for archives to transfer documents. Vocational training in Indonesia is organised based on cooperation or mutual agreement between educational institutions and companies. This research highlights the unavailability of legal regulations that specifically protect vocational trainees. The lack of specific regulations causes the implementation of existing labour regulations to be limited to companies where vocational training is held. Through this normative jurisprudence research, it can be seen that the vacuum legis condition, namely the existence of a vacuum of specific legal rules, has begun to have a solution. The Indonesian government has actually started to improve the quality of human resources through vocational education and training by making three new regulations related to vocational training. There are three new regulations that have been issued, namely: Presidential Regulation No. 68 of 2033 concerning Revitalisation of Vocational Education and Vocational Training issued on 27 April 2022. Coordinating Minister for Human Development and Culture Regulation No. 5 of 2022 governing the Organisation and Working Procedures of the National Coordination Team for Revitalising Vocational Education and Vocational Training, promulgated on 14 September 2022. Coordinating Minister for Human Development and Culture Regulation No. 6 of 2022 on the National Strategy for Vocational Education and Vocational Training, also promulgated on 14 September 2022. It is expected that these regulations can be implemented to protect the individual rights of prospective workers in vocational training in Indonesia.

This article discusses the implementation of the Integrative Holistic Early Childhood Development Policy in the City of Bogor. This research aims to describe the implementation of HI PAUD policies in Bogor City. This research method is descriptive with a qualitative approach. The data collection techniques used were observation, interviews and documentation. This research uses the Policy Implementation theory according to George C. Edward III, in which there are four indicators to assess the success of a policy, namely (1) Communication, communication has been carried out, but has not been optimal because socialization has not been carried out thoroughly to every PAUD unit; (2) Resources, in terms of the quantity of human resources, are inadequate, causing the delivery of information to be less effective, the limited budget means that the Bogor City Education Office only helps a little in terms of facilities for PAUD units; (3) Disposition, the officers have the knowledge and ability as a form of commitment in implementing the HI PAUD policy, but incentives cannot be given to PAUD Unit managers due to budget limitations; (4) Bureaucratic structure, in implementing HI PAUD policies, implementers only refer to applicable regulations and make adjustments to the conditions of each school. The suggestion from this research is that socialization must be carried out massively, it would be better for the Bogor City Education Office to add personnel, maximize the use of social media and provide incentives to PAUD unit managers.

Apart from that, there are obstacles in preparation because it requires an increase in the number and quality of implementing human resources with appropriate accounting education, socialization, and technical guidance to produce reliable and transparent financial reports. There is a shortage of implementing human resources in each SKPD and supporting equipment is not yet ready.
