This policy paper examines the problem of still not optimal efforts to fulfill staff at Primary Health Care, which is indicated by the large number of staff vacancies at Primary Health Care, starting from the planning stage to staff placement. Based on the problems above, policy recommendations that can be implemented to accelerate the fulfillment of medical personnel and health workers in Primary Health Care, namely formulating new regulations that regulate the restructuring of the management of medical personnel and health workers as well as regulations that give authority to the Central Government (Menkes) to issue Practice Permits (SIP) so that it can expand the reach of health facilities according to needs The research method used is a descriptive approach from data on the availability of Primary Health Care and the number of health workers from the Ministry of Health, as well as secondary data based on performance report documents and literature studies of other documents from various sources. Accelerating equal distribution of health workers is carried out through cross-sectoral collaboration. Meanwhile, by paying attention to various aspects so that the efforts made can comprehensively encourage the achievement of the desired goals, possible policy options consist of filling health workers in Primary Health Care with the Government Employee with Work Agreement (PPPK) scheme, a policy of redistributing health workers from excess areas to areas that lack certain types of health workers, arranging practice permits, determining incentive indices for health workers, career development for health workers, cross-program and cross-sector collaboration, and fulfilling health facilities in one package with fulfilling health workers. The Ministry of Health and cross-sectoral support in accelerating the fulfillment of medical personnel and health workers in Primary Health Care to formulate new regulations governing the restructuring of the management of medical personnel and health workers as well as regulations that give authority to the Central Government (Menkes) to issue SIPs so that they can expand the reach of health facilities according to needs.

This qualitative literature review explores how strategic openness reshapes corporate restructuring practices, particularly in contexts of financial distress and institutional change. Drawing on recent empirical and conceptual studies, the review synthesizes findings from over 60 peer-reviewed sources to examine the impact of transparency, stakeholder engagement, and participatory strategy-making on organizational turnaround. The study reveals that openness fosters reflexive capabilities, enhances legitimacy, and enables adaptive strategic responses to crisis. However, it also uncovers tensions such as coordination complexity and the paradox of urgency versus inclusivity. The findings contribute to a broader understanding of open strategy as a viable governance mechanism in restructuring regimes and offer policy insights for integrating participatory principles into corporate recovery frameworks. This review emphasizes the importance of openness as a strategic capability that can facilitate resilient and sustainable organizational renewal in turbulent environments

This research aims to explain that left-wing groups have returned to political participation in the Latin American region, which has given birth to the Pink Tide 2.0 phenomenon. The rise of the Pink Tide 2.0 phenomenon began with Mexico in 2018 and Argentina in 2019. This trend continued throughout 2021 and 2022, when many left-wing leaders won elections in Latin America; including Bolivia, Peru, Honduras, Chile, Colombia and Brazil. Elements of the political movement like its predecessor were characterized as "anti-American" and prioritized social-based development, but had a new transformation that focused on environmental protection and fighting climate change, realizing social justice for every race, gender political emancipation (feminism and LGBTQ+), as well as sustainable economic restructuring to eradicate poverty and inequality. This research uses qualitative methods with literature study, as well as social developmentalism theory according to Lena Lavinas. This research concludes that Pink Tide 2.0 emerged due to Latin American society's distrust of right-wing leaders, because they saw stagnant development and increasingly massive inequality following the worsening of the regional economy during the 2010s and the Covid-19 pandemic. Pink Tide 2.0 is the rise of left-wing regimes in Latin America to involve broader segments of society in the sustainable development of each sector.

Penelitian yang dilakukan guna mengetahui bagaimana strategi yang ditrerapkan oleh PT. Bank SUMUT Kantor Cabang Syariah Medan Ringroad dalam menghadapi masalah pembiayaan bermasalah dari nasabah bank tersebut. Penelitian yang dilakukan  peneliti ialah penelitian kualitatif. Dengan metode pendekatan kepustakaan dalam pengumpulan data sekundernya. Sedangkan data primer yang dikumpulkan didapatkan melalui metode lapangan. Dimana data primer tersebut dikumpulkan melalui wawancara dan juga observasi langsung terhadap objek penelitian yaiitu PT. Bank SUMUT Kantor Cabang Syariah Medan Ringroad. Dari penelitian yang dilakukan dapat disimpulkan bahwa dalam upaya penanganan pembiayaan bermasalah, PT. Bank SUMUT Kantor Cabang Syariah Medan Ringroad melakukan beberapa strategi, diantaranya: 1) Penjadwalan kembali (rescheduling); 2) Persyaratan kembali (reconditioning); 3) Pentaan kembali (restructuring); 4)Penyelesaian melalui jaminan; 5)hapus buku dan hapus tagih (write off).

The Covid-19 pandemic has occurred. Since 2019, almost all countries in the world have experienced it. The Indonesian population is experiencing a pandemic that causes millions of people to experience difficulties, one of which is economic factors, namely in paying off debt or murabaha financing at Islamic banks and conventional banks. This is due to a decrease in daily income. If these conditions are not addressed properly, it will result in a decline in the economic growth of a country. This article aims to examine the application of the Qur'an Surah Al Baqarah verse 280 to the gift of restructuring murabahah financing to customers affected by the Covid-19 pandemic. The researcher used the literature review method. In addition, this study also uses a narrative analysis method to describe the reality that occurs in the field and conducts interviews with customers and the Bank. The research study conducted in this article shows that the application of Surah Al Baqarah verse 280 during the Covid-19 pandemic can be a solution to maintain the level of economic growth in Indonesia.

This research discusses the handling of problematic funding at Bank Syariah Indonesia KCP Sibuhuan. Based on observations in the field, many consumer financing problems, especially for certain products, arise due to various factors. The aim of this research is to find out the strategies used by Bank Syariah Indonesia KCP Sibuhuan in handling problematic financing for consumer products, as well as the factors that cause these problems and the steps that must be taken if these problems arise. Again. The research was conducted using a qualitative methodology, and the findings show that Bank Syariah Indonesia KCP Sibuhuan's approach to overcoming problematic financing in consumer financing products is to develop the company's human resources (HR), providing advice to clients via telephone and face-to-face conversations. visits, and perfecting the company website, all that remains is for the client to submit a Warning Letter (SP), chat with the client, develop a financing restructuring strategy, and finally implement the final handling strategy by selling the client's assets or collateral. Financial problems at Bank Syariah Indonesia KCP Sibuhuan are not caused by internal bank problems, but external factors such as customer lifestyle, layoffs, requests for other financing, unreliable customers, and work at bad companies. If an opportunity arises, problematic consumer goods are being refinanced at Bank Syariah Indonesia KCP Sibuhuan. This is done by assessing the money given, talking to all financial units, and avoiding problems with previous financing.

The purpose of this research is to find out how the legal rules regarding cooperation agreements in business activities are viewed from a business law perspective and what forms of cooperation in trade activities can be carried out by company management. By using normative juridical research methods, it is concluded: 1. The legal rules regarding cooperation agreements in business activities are reviewed from the perspective of business law, referring to Civil law, especially Article 1313 of the Civil Code, which states that "An agreement is an act in which one or more people bind oneself to one or more other people." So it is clear that agreements give rise to agreements, as well as the Trade Code and Indonesian laws and regulations in various forms of business entities. 2. Forms of cooperation in trading activities that can be carried out by company management, such as Mergers, Consolidations, Joint Ventures and Franchising. A merger is a combination of one or several business entities so that from an economic point of view they are one unit, without merging the merged business entities. Consolidation/merger between two or more business entities that combine themselves to merge into one and form one new business entity (consolidation). This aims to "make healthy" the business entity concerned or what is usually called restructuring. Joint Venture is an agreement between two or more parties to collaborate in an activity. Banking is one way to solve problems related to business finance. Banking is a place to provide financing to develop a business that is being worked on. According to the theory, Account Officers have an important impact on determining customers. The formulation of the problem in this study is How is the analysis of the role of the Account Officer in overcoming problematic financing at the BSI KCP Gatot Subroto bank? and How is the performance analysis of the Account Officer in overcoming problematic financing at the BSI KCP Gatot Subroto bank? This study uses a qualitative research method with a type of field study research. Data was collected through interviews, documentation and observation. The results of this study mention the role of the account officer in analyzing and processing financing applications at the BSI KCP Ponorogo bank including managing accounts, managing products, managing financing and managing sales by approaching debtors and the need for review at any time. The performance of the BSI KCP Gatot Subroto bank account officer in preventing problematic financing at the BSI KCP Gatot Subroto bank includes the financing application stage where the account officer gives time to prospective debtors to complete the requirements as a standard selection in financing, the financing proposal stage with reference to the selection of information obtained from existing social, the stage of providing financing facilities which shows that the account officer offers existing facilities based on the features of the selected prospective debtor, the financing stage which reviews the financing facilities by reviewing the financing facilities obtained by the prospective debtor or debtor. The efforts to resolve problematic financing at BSI KCP Gatot Subroto bank are financing restructuring which includes rescheduling.

Merger or in English it is called Merger is one of the methods carried out as part of restructuring in addition to various other forms. Merger is a new trend carried out by companies that are in the developing stage to develop a company to expand the company's target market. In carrying out a company merger, of course there is a company that is more dominant and stronger and on the one hand there is a company that is positionally weaker. So that the parties that carry out the merger are two companies that have dominance and a minority that are used to strengthen the company under one umbrella of business entity. If viewed from the financial aspect, the position is divided into two, namely majority shareholders and minority shareholders. . This of course results in unfair business competition so that in overcoming fair business competition in the financial aspect, legal protection must be given to weak parties in terms of Law No. 40 of 2007 concerning Limited Liability Companies, which UUPT provides legal protection minority shares stipulated in Article 37 Paragraph 1, Article 62, Article 126 with the aim of achieving usability, certainty and justice in accordance with legal objectives.

The purpose of this study is to understand the restructuring mechanism in solving problematic murabahah financing at Bank Sumut Syariah KC Medan Katamso. This research uses descriptive qualitative method. The source of the data obtained and used in this study was obtained directly at the research location at PT Bank Sumut Syariah KC Medan Katamso. This study uses primary data. In addition, in this study, raw data was also collected in the form of secondary data, such as evidence, documents or historical reports, documents, archives, whether published or not. The data collection that the writer did was through observation, interviews and document studies. Observations were made through direct observation at PT Bank Sumut Syariah KC Medan Katamso. Interviews were addressed directly to the Business or Marketing division of PT. Bank Sumut Syariah KC Medan Katamso according to the information needs by answering the questions raised by the author. Document research conducted by the author is in the form of written data or other documents needed by the author. After doing the research, it can be concluded that the North Sumatra Sharia KC Medan Katamso Bank in implementing the restructuring mechanism there are principles that must be followed in resolving problem financing contained in Bank Indonesia Regulations and can be said to be good. The principles applied by Bank Sumut Syariah KC Medan Katamso are in accordance with Bank Indonesia Regulation No. 13/9/PBI/2011 concerning amendments to Bank Indonesia Regulation Number 10/1/PBI/2008 concerning Financing Restructuring for Sharia Banks and UUS. Namely, rescheduling, reconditioning, and restructuring.

This study examines the implications of legal policies on the social structure of village communities in rural areas of Indonesia. Using a qualitative approach based on literature review, this research analyzes how the implementation of various legal policies affects social dynamics, power relation patterns, and local institutions in rural areas. The results show that legal policies, especially those related to decentralization, agrarian reform, and recognition of indigenous communities, have resulted in significant changes in rural social structures. However, their impact varies depending on local context and community capacity in responding to changes. This study identifies transformations in local leadership, restructuring of access to resources, and shifts in traditional value systems. These findings highlight the importance of a more contextual and participatory approach in the formulation and implementation of legal policies in rural areas.

The Covid-19 pandemic has had an impact on various sectors of life, including a shock effect for the banking industry. The decline in bank credit growth in mid-2020 is evidence of the shock effect. To anticipate various effects, the central bank supports the government by issuing various policies. BPR is growing rapidly in both urban and rural areas. BPR is seen as able to directly touch the community and small business owners with various financial activities. However, at the beginning of the COVID-19 pandemic, OJK recorded a very high credit restructuring value. Similar conditions were also experienced by BPRs in the Residency of Semarang. This study aims to determine whether there is a difference (which is a shock effect) in the financial performance of BPR before and during the covid-19 pandemic. The sample obtained by purposive sampling method is as many as 62 BPR located in the Residency of Semarang. This study uses secondary data in the form of quarterly BPR financial reports. Financial performance analysis was carried out using the CAMEL method. As a result, financial performance in terms of the capital ratio (CAR) and liquidity ratio (LDR) was proven to be affected by the shock effect of the COVID-19 pandemic because there were significant differences between before and during the COVID-19 pandemic. Financial performance in terms of asset quality, management ratios and income, each of which is measured by the ratio of NPL, ROA and BOPO, it is proven that there is no difference between before and during the covid-19 pandemic.

The provision of credit / loans by credit-giving institutions, both banks and other financial institutions, is intended as an effort to make a profit, so the lending institution views credit / loans as a reliable source of income or profit. In connection with the issue of credit / loan provision, credit institutions such as PT. BPR Arto Moro Semarang as the party that lends money (creditors) needs to get a guarantee as a condition for the loan that the debtor will receive on condition that he gives interest when repaying the loan. In practice, the obstacles that PT. BPR Arto Moro Semarang, especially for debtors with guarantees by using the Deed of Providing Mortgage Rights (APHT) which is registered with the National Land Agency (BPN), if the credit is jammed and failed to promise, the bank will take the final step in accordance with applicable law, namely implementing execution of mortgage rights through the Office of State Wealth and Auction Services (KPKNL) or through the District Court (PN). The type of research used in this research is normative juridical. Juridical research, is used, among other things, to analyze various legal theories and laws and regulations related to the juridical review of the accounts payable agreement as a principal agreement with guarantees of insurance rights at PT. BPR Arto Moro Semarang. Juridical means that this research emphasizes the science of law. Meanwhile, normative is this research that examines the rules that apply in society. Thus normative juridical is an approach to the study of legal problems from the aspect of applicable legal regulations. The results of this study are: the settlement of bad credit tied to mortgage rights at PT. BPR Arto Moro Semarang after performing credit rescue through 3R (rechedulling, restructuring and reconditioning). Before the execution of mortgage rights is carried out, non-litigation measures by way of selling collateral based on mutual agreement based on paragraph (2) article 20 of the Mortgage Rights Law. During 2018 to 2020 Mortgage Execution can contribute to the settlement of non-performing loans as much as 45% or Rp. 15,731,212,000, - from an amount of Rp. 34,964,970,686, -. Meanwhile, the occurrence of bad credit is due to internal factors: a. Loans not fully channeled for business, b. Business management skills are still lacking, c. Very tight business competition. External factors are due to unstable economic conditions, which consequently have an impact on the ability of customers to pay off their debts.   Keywords : Bad credit, collateral, execution, and mortgage.

Penanganan wanprestasi nasabah perbankan syariah dapat dilakukan dengan cara menghindari wanprestasi nasabah pembiayaan melalui prudential banking dengan penerapan character, collateral, capacity, capital dan condition serta penerapan asas akad dalam Islam yaitu asas ilahiyah , asas al-hurriyah, asas al-musawah, asas al-‘adalah, al-ridha, ash-shidq dan al-kitabah. Sedangkan cara mengatasi wanprestasi  nasabah pembiayaan adalah dengan cara melakukan restrukturisasi melalui rescheduling, reconditioning dan restructuring serta fatwa Dewan Syariah Nasional- Majelis Ulama Indonesia.
