This Community Service Activity aims to improve the competence of SMP K Materdai teachers in designing and compiling teaching modules that apply the principles of differentiated learning in accordance with the direction of the Merdeka Belajar policy. Differentiated learning is an approach that adjusts the process, content, and learning products based on the needs, interests, and learning profiles of students. Through this training, teachers are given a conceptual understanding and practical skills in developing adaptive and contextual teaching modules. The activity methods used include socialization, interactive discussions, module preparation practices, and formative feedback. The results of the activity show an increase in teachers' understanding and ability in compiling applicable differentiated teaching modules. This training is a concrete step in supporting the implementation of the Merdeka Curriculum and improving the quality of the learning process in schools. The sustainability of the activity is planned through continued mentoring and collaboration in developing teacher learning communities.

This study aims to describe and analyze: the application of the MPaspor application as one of the bureaucratic reform strategies and the supporting and inhibiting factors for the implementation of the M-Passport application as one of the bureaucratic reform strategies in the Special Class 1 Immigration Office of the City of Surabaya.  The research method to be used is qualitative descriptive.  Data Collection Techniques include: Interviews, Observations, Documentation. The research informant is the Head of the Suarabaya Special Class I Immigration Office. The data analysis technique using interactive model analysis was developed by Miles et al., (2014), namely data condensation, data presentation, and conclusion drawn. The results of the study show . Mobile Passport as one of the Bureaucratic Reform Strategies at the Surabaya Special Class I Immigration Office is carried out based on the Institutional Aspect, namely the M-Passport Application based on the Letter of the Director of Immigration Traffic Number IMI.2-UM.01.01-4.0700 dated February 18, 2022 concerning the Follow-up of the Implementation and Implementation Policy of Mobile Passport (M-Paspor) at Immigration Offices throughout Indonesia. In terms of bureaucratic reform, M Passport services in the institutional field, office employees must have proficiency, that is, each office employee must be able to master the skills and knowledge needed in serving citizens, especially foreign citizens who take care of ITAS and ITAP. In terms of resources, it is already available and given full support with the availability of competent IT experts to support the development and implementation of the M-Passport application. The Financial Resources provided continue to be provided for the launch, maintenance, and renewal of the M-Passport application. In terms of governance, as a Technical Implementation Unit of the Special Class I Immigration Office of Surabaya by paying attention to the provision of facilities to support the running process of a bureaucracy.  The Surabaya Special Class I Immigration Office provides a guarantee of passport processing time by officers during the interview session, photo taking, and fingerprint scanning for three working days. Passport application service fee Passport costs Rp 350,000, while electronic passport costs Rp 650,000. One of the supporting factors for the implementation of the M Passport Application at the Surabaya Special Class I Immigration Office is supporting facilities and infrastructure, such as queue machines, service counters, and computers. Inhibiting factors include application servers that often crash or have problems. In addition, there is a lack of public understanding that in taking care of passports, original documents must still be brought.

This research aims to determine the effectiveness of the policy for implementing recess activities for council members in accommodating the aspirations of the community in East Java Province, based on the perspective of effectiveness theory. The recess is a formal mechanism designed to bring the legislature closer to the community in order to absorb input and hopes that can be integrated into the legislative and budgeting process. This study identified four main aspects of effectiveness: goal achievement, efficiency, relevance, and policy impact. Using qualitative research analysis and data collected through in-depth interviews, observation, and document analysis. The research results show that even though research is an important means for the community to convey needs, its implementation still faces obstacles, such as violations of follow-up to aspirations that have been received and a mismatch between community priorities and the development programs being implemented. This research provides encouragement for follow-up mechanisms and increasing legislative capacity in managing community aspirations so that res activities are more effective and relevant in supporting development at the regional level.

This study examines Legal certainty is a crucial element in effective governance, especially in the context of laws and regulations. This research examines the enforceability of the Minister of Home Affairs Regulation No. 86/2017, which regulates the preparation of the Local Government Work Plan (RKPD). This research finds that legal certainty in the RKPD is strongly influenced by the implementation and supervision of the regulation. In addition, challenges in harmonization between central and local regulations are an important factor in ensuring effective enforcement. The results show that the ambiguity in Article 78 results in uncertainty in the integration of pokir into the RKPD, thus reducing the effectiveness of DPRD participation and potentially creating conflict between the executive and legislature. To improve legal certainty, it is suggested that further revision and explanation of the provision is needed, as well as training for local officials on more effective implementation of the regulation. The findings are expected to serve as recommendations for policymakers in drafting clearer and firmer regulations.This research recommends clarification and revision of Article 78 to create a clearer framework and support synergy between local governments and DPRDs. The findings are expected to contribute to the improvement of more inclusive and responsive regional planning policies.

This study aims to evaluate the implementation of electoral policies in Surabaya City using SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The main issue faced is the suboptimal application of policies, despite various programs being launched to increase voter participation. SWOT analysis is a tool used to identify strengths, weaknesses, opportunities, and threats within an organization or policy. This research employs a qualitative approach with a case study design, involving in-depth interviews, participant observation, and document analysis to collect data from policymakers, policy implementers, and the general public. The results indicate that the primary strengths lie in competent human resources and capable technological infrastructure, while weaknesses include a lack of inter-agency coordination and budget constraints. Opportunities can be leveraged through technological advancements and community support, whereas threats include regulatory changes and cybersecurity risks. The study provides recommendations to enhance coordination, develop voter training and education programs, and strengthen cybersecurity. Thus, it is hoped that the electoral process in Surabaya will become more effective, efficient, and transparent, gaining full trust from the public.

This study aims to describe and analyze: the effectiveness of the implementation of the Revenue and Expenditure Budget policy and the implications of the implementation of the Regional Budget and Expenditure policy in Lumajang Regency. The data analysis technique uses the technique developed by McNabb (2002), namely Grouping the data according to key constructs, Identifying bases for interpretation, Developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that regional financial policies in Lumajang Regency, especially the policy of increasing Regional Original Revenue (PAD), are inseparable from the Central Government's policies in the framework of financial relations between the Central and Regional Governments. Meanwhile, the Lumajang Regency Government's policies to increase Regional Original Revenue (PAD/Pendapatan Asli Daerah) include: Digitalization to increase the efficiency and transparency of financial management, Adjustment of regional taxes and levies, Re-collection of taxpayers, Cooperation with the private sector and NGOs in the management and collection of regional taxes and Improvement of regional tax management management. The model of the implementation of the Regional Original Revenue (PAD) policy implementation model in Lumajang Regency is Top Down. The Government of Lumajang Regency, East Java is committed to continuing to encourage an increase in Regional Original Revenue (PAD). The contribution of Lumajang Regency's PAD in 2024 compared to the APBD (Anggaran Pendapatan Belanja Daeerah) structure only reaches 16 percent, so that to meet the needs of the expenditure budget in the APBD budgeting structure, it still depends on transfer funds, To reduce dependence on transfer funds, the government is optimizing regional tax revenues, especially from the Rural and Urban Land and Building Tax (PBB-P2). The implication is that to increase regional tax and levy revenues, efforts are needed to increase production and business capacity in the regions. Increasing production capacity and business activities is an important factor to increase regional tax and levy revenues. In addition, it is also necessary to increase the capacity of regional tax administration as one of the requirements to increase tax capacity and effort in the regions (taxable capacity and tax effort).

This study aims to describe and analyze: The Implementation of Restaurant Tax Collection in Increasing Regional Original Revenue (PAD: Pendapatan Asli Daerah)) of Malang Regency and the Obstacles to the Implementation of Restaurant Tax Collection in Increasing the PAD of Malang Regency.  The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Policy on Regional Taxes (specifically Restaurant Tax) in Malang Regency is inseparable from the pattern of fiscal relations between the Central and Regional Governments. This kind of relationship pattern is none other than related to the decentralized policy model that tends to use a top-down approach. The contribution of Restaurant Tax to Regional Taxes during the period 2021-2024 as a whole only reached an average of 5.53%. Although overall from year to year during the 2021-2024 fiscal year period, the contribution of Restaurant Tax to Malang Regency Regional Original Revenue revenue fluctuates, the increase in the realization of Restaurant Tax has been able to help the implementation of local government activities, both routine and development activities. Obstacles to the implementation of restaurant tax collection in increasing the PAD of Malang Regency can be in the form of: a. Low taxpayer awareness: Many restaurant entrepreneurs do not pay taxes or are in arrears of taxes.  b. Lack of supervision: Many restaurants or restaurants operate without a license or register. c. Lack of socialization: The public does not know the benefits of paying taxes. d. Lack of bookkeeping: Small and medium-sized restaurants often do not keep bookkeeping.  e. Manipulated transactions: Taxpayers deposit, calculate, and pay taxes themselves, resulting in data manipulation

The results of the study show that the Policy on Regional Taxes in Maybrat Regency is inseparable from the pattern of fiscal relations between the Central and Regional Governments.  To increase PAD, the Maybrat Regency Government will apply taxpayers and levies comprehensively to all types of businesses in Maybrat Regency. This includes stalls, food stalls, shops, and building shops. In general, the policy of increasing Regional Original Revenue from the Regional Tax sector carried out by the Maybrat Regency Government is a policy in the form of intensification. Policy Implementation Implementation of Regional Tax Policies in Supporting PAD Maybrat Regency, West Papua includes communication carried out by the Maybrat Regency Dispenda, Maybrat Regency Government through socialization to OPDs, Village Heads of Business Actors in Maybrat Regency. The human resources owned by the Maybrat Regional Government are very limited. The disposition or attitude of policy implementers in Maybrat Regency is quite committed to increasing PAD through regional taxes. Bureaucratic structure. covering the dimension of standard operating procedures (SOP) realized through the Decree of the Regent of Maybrat Regent Number 61 of 2012 concerning the amount of tax collection and regional levies in Maybrat Regency. The obstacles faced include structural obstacles in the form of still the same level of echelonization between the Regional Original Revenue generating agencies and the Regional Revenue Office as the coordinator of the management of Regional Original Revenue, so that there are difficulties in coordinating the implementation of policies and reporting systems. Institutional constraints in the form of weak tax planning can be seen from the weak management of data collection and inventory of regional tax potential. Technical obstacles to the implementation of Regional Tax policies include limited facilities and capabilities for Regional Tax collectors and collectors. Non-technical obstacles to the implementation of Regional Tax policies are in the form of inadequate facilities and infrastructure.

The policy of relocating the market from Rada Mata market to Oba Komi market permanently aims to organize a better and cleaner city because the existence of Rada Mata market raises several problems, the first is the narrow location of the market, the place is not strategic, the existence of gas stations, and access to highways leading to the airport and the port which results in traffic congestion. The policy of the Southwest Sumba Regency government is a good solution, but in the implementation of the policy is not optimal, there is no firmness from the government to continue implementing the existing decision but what happens is all traders return to selling in the relocated market. Type of Qualitative Research. This study aims to determine, analyze the supporting and inhibiting factors in the implementation of the Regional Government policy on the relocation of the Rada Mata market to the Oba Komi marke.

This study analyzes the transformation of public services in Surabaya City through the implementation of Digital Population Identity (IKD), focusing on efficiency, effectiveness, transparency, accountability, and public participation. Using a qualitative case study method, data were collected through interviews, observations, and document analysis from policymakers, policy implementers, and the community. The findings show a positive impact of IKD on service efficiency and effectiveness, but challenges remain, particularly related to digital literacy. Transparency has improved due to real-time information access. Accountability has increased through digital complaint features, though staff capacity needs enhancement. Public participation has risen. The study recommends enhancing socialization, digital literacy, technological infrastructure, and staff capacity to maximize the benefits of IKD.

Governor's Regulation Number 35 of 2022 regulates the system and procedures for the disbursement of funds within the South Sumatra Provincial Government, including the Education Office. The implementation of this regulation aims to increase transparency, efficiency, and accountability in regional financial management. This study analyzes the extent to which these regulations have been implemented as well as the factors that affect their effectiveness. The research method used is qualitative descriptive with a case study approach at the South Sumatra Provincial Education Office. The results of the study show that the implementation of this regulation has had a positive impact in accelerating the process of disbursing funds and increasing budget supervision. However, there are still several obstacles, such as limited human resources who understand regulations and technical challenges in the financial administration system. Therefore, further training and improvement of financial system infrastructure are needed to optimize the implementation of this regulation.

South Tangerang City is one of the areas prone to flooding, with various influencing factors, such as a lack of communication between local government organizations and weak spatial planning supervision. Uncontrolled development by several large developers has constricted river flows, while suboptimal drainage and water absorption systems have exacerbated the situation. In flood mitigation efforts, coordination between the Regional Disaster Management Agency, the Public Works Agency and the Environment Agency is necessary to ensure anticipatory efforts and sustainable solutions. Existing Regional Regulations and Governor Regulations, including regional spatial plans and technical guidelines for flood control, are an important foundation for flood management in the region. The purpose of this research is to find out and analyze how the implementation of flood disaster mitigation policies in Regional Regulation Number 2 of 2012 concerning Disaster Management. This research uses the theory of George C. Edward III. with 4 indicators, namely communication, resources, disposition, and bureaucratic structure. The results showed that the unity of action in handling floods still faced obstacles, where the Environmental Agency had not fully carried out its responsibilities in maintaining waste in drainage channels and rivers.

The purpose of this thesis is to see an overview of supervision and implementation of administrative controls agains incidents at work at heights at construction project of PT X. Dependent variable for this thesis is incidence of work at heights, while  independent variable is administrative supervision and control. This research used descriptive qualitative using a case study design. In this research, researchers conduct field observations, in-depth interview and documents review that related to incidents of work at heights that have occurred. Data collection was carried out from July to August 2021. Data were analyzed in a qualitative descriptive through in-depth interviews using purposive sampling technique to the parties who signed work permit work at height starting from the foreman, safety officer, implementer (civil engineering person in the production division who is in the field), paramedic, construction manager and head of the Safety Health and Environment (SHE) division construction project of PT X. The result of this research showed neamiss incident that occurred in construction project of PT X. caused by lack of coordination beetween production team and SHE, SWA (Stop Work Authority) policy has not been maximally implemented, and inconsistent implementation of work permit. This phenomenon occured because the project almost finish and there are many targets that must be completed immediately.

This paper discusses in depth the regulation and implementation of Law Number 23 of 2014 on Regional Government in Indonesia, as well as its impact on regional autonomy and the relationship between central and regional governments. This law serves as an essential foundation for more effective and efficient regional government management, but it also presents various challenges in its implementation. The issues raised in this research include challenges in applying the principles of decentralization and deconcentration, as well as the authority granted to regional governments in managing natural resources, public services, and other aspects related to regional autonomy. The aim of this research is to explore and analyze the legal aspects that influence the effectiveness of regional policies, using a normative legal approach and descriptive analysis. This research method involves an in-depth literature study, including an examination of existing regulations and analysis of relevant literature. The research findings indicate that although the Regional Government Law provides rights and authorities for regions to manage their own governmental affairs, there are several obstacles in its implementation. These obstacles include regulatory ambiguities, a lack of harmonization between implementing regulations, and issues in monitoring and evaluating the performance of regional governments. Furthermore, the relationship between central and regional governments often does not function optimally, resulting in uncertainties in carrying out the duties and responsibilities of each party. The conclusions drawn from this research emphasize the need for evaluation and adjustment of existing regulations, as well as the importance of better collaboration between central and regional governments. This is necessary to ensure that the goals of equitable and fair development can be achieved. The research also recommends the need for clearer and more integrated implementing regulations, as well as enhancing human resource capacity at the regional level to support effective policy implementation.

Diabetes Mellitus (DM) is one of the diseases whose prevalence continues to increase in the world, so it can be said that DM has become a problem that needs attention. Indonesia is in 9th position with a total of 563 million sufferers. Central Java Province recorded 647,093 DM sufferers and in Pemalang Regency, DM is ranked first with a total of 18,579 sufferers at the Belik Health Center in Belik District, Pemalang Regency in 2022. The purpose of this study was to analyze the DM disease prevention and control policy program at the Belik Health Center. The Belik Health Center has 2 DM disease management programs, 2 programs, namely the Posbindu (Integrated Development Post) program and the Prolanis (Chronic Disease Management Program). Method: this study is a study with a qualitative method and a case study approach. Results: This study was conducted by means of in-depth interviews and direct observation to the research site, interviews with key informants and triangulation to obtain information related to services and implementation of DM prevention and control programs in the Belik Health Center area.

This study aims to describe and analyze: Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy and Factors Inhibiting the Capacity of the Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that there are 4 (four) factors that affect the Governance Capacity of the Jombang Regency Regional Government in the Implementation of the Upper Secondary Education Policy. First: The communication pattern carried out by the Jombang Education Office is ineffective so that the aspirations and problems that arise cannot be accommodated properly. Second: Resources & Funding, namely the implementer (policy implementer) of the resource aspect shows that Human Resources at the Jombang Regency Education and Culture Office is supported by 266 employees. Third: Implementer Attitude (Dispositions). show a positive attitude and sufficient willingness to carry out a good secondary education program. Fourth: The bureaucratic structure is quite clear, namely the Jombang Regency Education Office, the school and the Board of Education/community leaders, but the bureaucratic procedures are still long. The factors that hinder the implementation of education policies in Jombang Regency are factors that come from within are the existence of facilities and infrastructure, the motivation of teachers and students. Then the factor that comes from outside is the school's accessibility to a variety of sources, both resources and funds

Drug abuse is a serious social problem in Indonesia, including in Mojokerto City. The government, through Law Number 35 of 2009 on Narcotics, has established medical rehabilitation programs as a primary solution for handling drug users. This study aims to analyze the implementation of medical rehabilitation facilities for drug users at the National Narcotics Agency (BNN) of Mojokerto City and identify the challenges faced in its implementation. The findings indicate that the medical rehabilitation program has been carried out through various stages, including detoxification, medical therapy, and psychosocial assistance. However, several obstacles hinder its effectiveness, such as limited human resources and facilities, social stigma against drug users, and suboptimal inter-agency coordination. Therefore, improvements in facilities, medical personnel, and stigma reduction strategies are needed to support the success of rehabilitation programs for drug users.

This study aims to describe and analyze: The Implementation of Regional Regulation 19 of 2022 concerning the Authority of the Civil Service Police Unit in the Control of Street Vendors in Situbondo Regency. 2. The obstacles faced and what solutions have been carried out by the Civil Police in Controlling Street Vendors in Situbondo Regency. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Pamong Praja Police Unit in controlling Street Vendors in Situbondo Regency Based on article 19 of 2022 article 2 has been running in accordance with its duties and functions. In regulating street vendors, four policy implementation models are Communication Factors, Disposition Resources or Attitudes and Bureaucratic Structures.  The obstacles faced include human resource factors, both in terms of communication skills and approaches, as well as the number of members. The solutions carried out include Improving the Quality and Quantity of Human Resources at Satpol PP. By conducting an intensive coaching program to improve the competence and expertise of Satpol PP members in collaborating with the community to create community security and increase the number of Satpol PP members who are tasked with controlling street vendors. That housing and settlement development by private business entities is compatible with the Sustainable Development Goals (SDGs) or can also be called Sustainable Development Goals (SDGs) is a sustainable development agenda initiated and agreed upon by the United Nations. Meanwhile, the construction of houses by individuals or individuals is very inconsistent with the programs or agendas set forth by the national and world governments. Of course, if we examine further, the development carried out by each person is very contrary to "participating in implementing world order" as described in the preamble to the 1945 Constitution of the Republic of Indonesia. The legal issue of this normative legal research: What is the government's authority in the implementation of housing development? How is the legal protection for people or entities that organize housing development in Law Number 1 of 2011 concerning Housing and Residential Areas? The government's authority in the implementation of housing development includes policy regulation, implementation supervision, housing provision facilitation, inter- government coordination, community empowerment, and education. Through this authority, the government seeks to create a decent and sustainable residential environment for all levels of society. Legal protection for persons or entities that organize housing development is comprehensively regulated in Law No. 1 of 2011 concerning Housing and Residential Areas. Legal protection includes: 1. This study aims to describe and analyze: the management of Regional Original Revenue in Regional Revenue of Malang Regency for regional development, the obstacles faced by the Regional Government of Malang Regency in the Management of Regional Original Revenue and the efforts made as well as the recommendations of the PAD management model. The research is descriptive analysis with the type of research being field research. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that regional financial management in Malang Regency, especially the Regional Original Revenue (PAD) management policy in Malang Regency, has not been fulfilled because the Regional Government of Malang Regency has not made sufficient and adequate contributions or regional revenues have not been in accordance with what is hinted at in the 2023 budget period. Some of the obstacles faced by Malang Regency in managing local revenue are: a. Limited authority in the collection of Regional Original Revenue. b. Human Resources (HR) of government apparatus to support the mastery, utilization and development of science and technology, supporting facilities and infrastructure, especially to provide convenience for taxpayers and in the development of the management of potential and sources of income need to be improved.
