This study explores the integration of hybrid AI control models, combining reinforcement learning (RL) and robust adaptive control, to improve the adaptability, performance, and stability of autonomous manufacturing systems. Traditional control systems, while effective under stable conditions, often struggle to cope with disturbances and varying production demands. Hybrid AI models, which integrate classical control methods such as Proportional Integral Derivative (PID) with machine learning techniques like RL, deep Q-networks (DQN), and deep deterministic policy gradient (DDPG), enhance decision-making capabilities in dynamic production environments. The study develops a hybrid RL robust control framework and tests it in both simulation and real-world scenarios. Performance metrics, including production efficiency, system stability, and adaptability, are assessed under various disturbance conditions, such as machine failures and fluctuating demands. The hybrid model significantly outperforms traditional PID control in terms of efficiency and stability, demonstrating faster convergence and better adaptability in dynamic environments. Statistical analysis confirms the superiority of the hybrid system over standalone RL models and traditional PID control. This model’s scalability and adaptability make it a promising solution for Industry 4.0 applications, addressing key challenges in real-world manufacturing systems by ensuring computational efficiency and the ability to manage large-scale data. The findings contribute to the development of more robust and efficient control strategies for autonomous manufacturing systems in uncertain environments.

The digital transformation within the public sector has shifted from an optional advancement to a primary parameter for local government success in managing dynamic metropolitan areas. This research examines the acceleration of Smart Governance in Surabaya through the implementation of the mandatory non-cash parking policy on public roads. Using a qualitative approach with a descriptive-analytical design, the study explores how this transition redefine the relationship between the government, parking attendants, and citizens. Findings indicate that the policy effectively minimizes budget leakage and enhances fiscal transparency. The integration of digital payment systems has transformed traditional parking management into a data-driven service, fostering public trust through accountable financial tracking. Furthermore, the shift from cash to digital transactions has successfully professionalized the role of parking attendants within the urban ecosystem. However, success relies heavily on consistent infrastructure readiness and public literacy. The study concludes that Surabaya's non-cash parking model serves as a vital instrument for strengthening Regional Original Revenue (PAD) while modernizing urban governance. These implications suggest that digital integration is not merely a technical change but a fundamental shift in bureaucratic culture. This model provides a strategic framework for other Indonesian metropolitan cities aiming to implement similar digital-based public service innovations and sustainable smart city governance.

Fraudsters increasingly exploit unauthorized credit card information for financial gain, targeting un-suspecting users, especially as financial institutions expand their services to semi-urban and rural areas. This, in turn, has continued to ripple across society, causing huge financial losses and lowering user trust implications for all cardholders. Thus, banks cum financial institutions are today poised to implement fraud detection schemes. Five algorithms were trained with and without the application of the Synthetic Minority Over-sampling Technique (SMOTE) to assess their performance. These algorithms included Random Forest (RF), K-Nearest Neighbors (KNN), Naïve Bayes (NB), Support Vector Machines (SVM), and Logistic Regression (LR). The methodology was implemented and tested through an API using Flask and Streamlit in Python. Before applying SMOTE, the RF classifier outperformed the others with an accuracy of 0.9802, while the accuracies for LR, KNN, NB, and SVM were 0.9219, 0.9435, 0.9508, and 0.9008, respectively. Conversely, after the application of SMOTE, RF achieved a prediction accuracy of 0.9919, whereas LR, KNN, NB, and SVM attained accuracies of 0.9805, 0.9210, 0.9125, and 0.8145, respectively. These results highlight the effectiveness of combining RF with SMOTE to enhance prediction accuracy in credit card fraud detection.

This article discusses the implementation of the Integrative Holistic Early Childhood Development Policy in the City of Bogor. This research aims to describe the implementation of HI PAUD policies in Bogor City. This research method is descriptive with a qualitative approach. The data collection techniques used were observation, interviews and documentation. This research uses the Policy Implementation theory according to George C. Edward III, in which there are four indicators to assess the success of a policy, namely (1) Communication, communication has been carried out, but has not been optimal because socialization has not been carried out thoroughly to every PAUD unit; (2) Resources, in terms of the quantity of human resources, are inadequate, causing the delivery of information to be less effective, the limited budget means that the Bogor City Education Office only helps a little in terms of facilities for PAUD units; (3) Disposition, the officers have the knowledge and ability as a form of commitment in implementing the HI PAUD policy, but incentives cannot be given to PAUD Unit managers due to budget limitations; (4) Bureaucratic structure, in implementing HI PAUD policies, implementers only refer to applicable regulations and make adjustments to the conditions of each school. The suggestion from this research is that socialization must be carried out massively, it would be better for the Bogor City Education Office to add personnel, maximize the use of social media and provide incentives to PAUD unit managers.
