This study aims to “analyze the growth rate and contribution of entertainment tax to Regional Original Income (PAD) in Sukoharjo Regency during the period 2019 to 2024. Entertainment tax is one type of regional tax that has the potential to increase PAD revenue if managed optimally. The method used in this study is quantitative descriptive with a documentation, observation and interview approach using data on the realization of entertainment tax revenue and total PAD from the Sukoharjo Regency Regional Finance Agency. The results of the study show that the growth rate of entertainment tax has fluctuated significantly from year to year, with the highest growth occurring in 2022 at 261.04% after experiencing a drastic decline during the pandemic. Meanwhile, the contribution of entertainment tax to PAD in general is still very low, below 10% each year, with an average contribution of 0.768%. This finding shows that although entertainment tax has shown positive growth in several years, its contribution to PAD is still not optimal. Therefore, a more effective management strategy is needed so that the potential revenue from this sector can be maximized to support regional development.”

Aceh’s economy has long been dominated by the oil and gas sector, particularly LNG Arun exports, which contributed more than 40% of regional GDP (GRDP) in the early observation period. However, declining production after 2014 drastically reduced its share to below 20%, and in recent years, to only around 10–12%. This study aims to analyze the contribution of oil and gas (migas) and non-oil and gas (nonmigas) exports to Aceh’s economy and to assess the potential of export diversification as a sustainable development strategy. The research employs a quantitative approach using secondary time series data from 2007–2021 obtained from BPS, Bank Indonesia, and other official sources. Data were analyzed descriptively and through simple econometric models, including OLS regression and cointegration tests. The findings reveal that oil and gas exports are significant in the short term but have weakened in the long term. In contrast, non-oil and gas exports, although relatively small, exhibit stable growth and demonstrate a long-term relationship with GRDP. These results underscore the importance of diversifying exports towards nonmigas commodities, particularly coffee, cocoa, rubber, and fisheries. The practical implication is the urgent need for Aceh’s development strategy to shift from oil and gas dependence towards globally competitive nonmigas industrialization

This research explores cultural preservation strategies through the development of the tourism sector, using the Surakarta Palace as a case study. The Surakarta Palace, a cultural heritage site in Central Java with significant historical and cultural value, plays a vital role in preserving Javanese traditions while contributing to regional tourism growth. This study adopts a descriptive qualitative method with data collected through observation, interviews, and documentation. The findings reveal that the Surakarta Palace actively preserves culture through various initiatives such as organizing traditional ceremonies, staging classical Javanese art performances (like gamelan and wayang), and managing museums that house historical artifacts and royal collections. These strategies serve not only to maintain cultural continuity but also to increase the attractiveness of the palace as a cultural tourism destination. Despite these efforts, several challenges remain. These include limited financial resources, minimal use of digital media for promotion, and the lack of public awareness—especially among younger generations—regarding the importance of cultural heritage. To address these challenges, the study emphasizes the need for integrated collaboration between the government, the Surakarta Palace institution, and the surrounding community. Strengthening digital-based promotional strategies and educational outreach is also considered essential to increase public engagement and sustainable tourism impact. In conclusion, the Surakarta Palace serves as a strategic model for cultural preservation within the tourism framework. By improving stakeholder cooperation and adapting to technological advances, cultural heritage can be preserved effectively while supporting local economic development through tourism. Therefore, cultural preservation and tourism development should be positioned as complementary efforts, where the sustainability of both depends on strategic planning, inclusive participation, and adaptive innovation in facing the dynamic demands of modern tourism.

This research evaluates the direction of Indonesia's defense policy under the leadership of President Prabowo Subianto, taking the Indonesia-Turkey strategic partnership as the main case study. Using a qualitative approach with an instrumental case study method, this research analyzes the dynamics of military cooperation that includes key projects such as the development of the Bayraktar drone, involvement in the KAAN fifth-generation fighter jet, and collaborative submarine construction plans. The results show that these partnerships represent a strategy of defense equipment diversification and strengthening the domestic defense industry, and reflect a shift in Indonesia's strategic orientation from dependence on Western countries towards a more balanced partnership with the Global South. The findings confirm that Prabowo's defense policy shows continuity from the previous period, but also brings innovation through a more pragmatic, independent and responsive approach to regional and global security challenges.

The management of national border areas is a strategic issue in the modern international system, directly linked to sovereignty, national security, and regional stability. This study aims to examine the role of international law in border management through a qualitative literature-based approach. Findings indicate that core principles of international law, such as uti possidetis juris, state sovereignty, and non-intervention, serve as the normative foundation for boundary formation, recognition, and dispute resolution. Current challenges such as illegal immigration, infiltration, and territorial claims demand the strengthened implementation of international law within national policy. Local government involvement and economic diplomacy also play vital roles in building adaptive and responsive border governance. In Indonesia’s case, land and maritime border dynamics highlight the need for a comprehensive strategy that integrates legal, diplomatic, and regional development aspects. This study underscores the importance of synergy among state actors to safeguard territorial integrity and foster sustainable cross-border cooperation.

Food security is a crucial aspect of national development that ensures the availability, affordability, and safety of food for all communities. This article examines the Indonesian government's strategies to maintain food security through public policies using a qualitative literature study approach. The study focuses on agricultural infrastructure development, productivity improvement, food diversification, strengthening distribution systems, and empowering communities and farmers. Both central and regional governments play strategic roles in formulating and implementing adaptive policies addressing challenges such as climate change, resource limitations, and food price volatility. Additionally, large budget allocations and innovative financing approaches like green bonds and public-private partnerships are key instruments supporting sustainable food security. The role of regional governments is also vital in regulation, facilitation, and community empowerment to ensure local food security. The findings indicate that integrated public policies and stakeholder synergy effectively enhance national food security comprehensively and sustainably.

Digital transformation has become a central driver in reforming public services in Indonesia. However, the effectiveness of government expenditure in supporting this transition remains a critical issue. This study aims to examine the extent to which public spending contributes to the improvement of digital public service quality, efficiency, and accessibility. Using a quantitative approach with a descriptive-explanatory design, data were collected from ten regional governments through documentation and surveys. The results show a positive correlation between government spending on digitalization and service performance, although this relationship is also influenced by factors such as infrastructure readiness, human resource capacity, public participation, and inter-agency coordination. The findings emphasize the importance of sustainable budgeting and measurable monitoring in managing digital fiscal policies. The study recommends an integrated strategy combining fiscal planning, bureaucratic capacity-building, and public digital literacy to ensure inclusive and impactful digital service transformation.

In order to provide financial access to groups in society that are not yet fully served by formal financial institutions, cooperatives have become very important. LKMS Amanah Berkah Nusantara Cooperative is one example of a sharia cooperative, with a non-profit model and a strong social orientation, this cooperative is here to be a solution to financial problems in the business being run. The cooperative needs to be more adaptive in strategizing its development in the face of changes in the current external environment. This research uses the Matrix Space approach, measuring four dimensions, namely financial strength, competitive advantage, industry strength and external environmental stability. As a result, Amanah Berkah Nusantara MFI Cooperative is in an aggressive strategy position as shown through the calculation of space coordinates (X = 4; Y = 0.67), which means that the cooperative has significant strengths in industrial strength and fairly good environmental stability, although it still faces challenges in terms of internal efficiency and technological competitiveness. The most recommended strategy is an active growth strategy that includes regional expansion outside the sub-district, strengthening the inetrnal digitalization system, and differentiating services through intensive assistance to customers

The young generation is a group of people aged 15-35 who are passionate about changing the world, creative, and energetic. The young generation is often considered an agent of change who can bring positive changes in society. In the digital era, there is a need for efforts to preserve and develop regional cultural wealth so that it remains relevant and known by the younger generation. Local culture can help young people develop a sense of pride in their identity and cultural heritage. The Sangihe Islands in the north of North Sulawesi Province, on the Indonesia-Philippines border, have a variety of local cultures, ranging from historical relics, folk beliefs, arts, traditional ceremonies, traditions of managing natural resources both sea and land, the Sasahara sea language, and the tradition of going to sea that makes the Sangihe people excellent sailors. Being in the Indonesia-Philippines border area and as a spice trade route since ancient times has opened up for changes in the culture of society. And the current development with modernization that has invaded the cultural resilience of its people has entered the outermost islands such as Sangihe Talaud. The young generation is currently a major player in the digital world. This article raises the issue of the strategy of the young generation in cultural resilience in the digital era. That the young people of Sangihe play a role in elevating their local culture which is threatened with erosion. Their various social media platforms with creative efforts elevate the nature and culture of Sangihe Talaud, and have proven successful in rediscovering local cultural values. Sangihe Talaud with its natural potential and diverse arts and culture can be a social capital in the cultural resilience of Sangihe Regency as the northern gateway to eastern Indonesia, as the front line of the archipelago on the edge of the Pacific.

Regional tourism development is a crucial strategy for driving local economic growth and preserving cultural heritage. However, field conditions often reveal that policy implementation does not always proceed optimally. The Sekarsari Bathing Area in Mojokerto City is one of the tourism sites targeted by development policies, yet it has not demonstrated significant impact on community welfare or tourism attractiveness. This study aims to evaluate the implementation of regional tourism development policies at the Sekarsari site using William N. Dunn’s policy evaluation theory, which includes six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. This research adopts a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and document analysis from various stakeholders such as the tourism office, site managers, local businesses, and community members. The research instruments were developed flexibly and iteratively according to field dynamics. Data analysis was conducted through data reduction, data display, and conclusion drawing in an interactive manner. The findings reveal that the tourism development policy at Sekarsari has not yet yielded optimal outcomes. The main weaknesses lie in the lack of community participation, uneven distribution of economic benefits, and limited innovation and promotion. Although there have been improvements in basic infrastructure and a modest increase in visitor numbers, the policy has not been fully responsive to local needs. In conclusion, the current policy does not fully meet Dunn’s six evaluation criteria and requires revisions in both strategic planning and technical implementation. This study recommends that future tourism policies be more community-based, inclusive, and adaptive to local contexts. For future research, a mixed-methods approach involving quantitative and geospatial analysis is suggested to strengthen comprehensive evaluative evidence.

The Tigray conflict and the Ethiopian Government in 2020-2022 were mainly motivated by dissatisfaction with the policies of Prime Minister Abiy Ahmed. TPLF as a representative party of the Tigray ethnic group attacked the government until it received a counterattack that further prolonged the conflict situation. The conflict then sparked international attention, including China. China played a role in bridging the conflict resolution indirectly. This study aims to review the efforts made by China in helping to bridge the conflict resolution. The method used uses a descriptive qualitative approach. The study found that China fully used a quasi-mediation diplomacy strategy in an effort to resolve the conflict. China's efforts are reflected through personal identity and the results of the interactions that were established. China promotes the principle of non-intervention and regional resolution, even providing humanitarian assistance and sustainable development. China is not directly involved in maintaining national interests, both materially and socially, in the form of applicable relations and norms.

This study aims to analyze the dynamics of rice production in Tasikmalaya City during the period 2020 to 2025, as well as identify challenges and formulate relevant strategies in order to support national food self-sufficiency. The approach used is descriptive qualitative by utilizing secondary data from the Central Statistics Agency (BPS) and various policy documents and relevant scientific studies. The results of the study indicate that rice production in Tasikmalaya City experiences fluctuations influenced by natural factors, policies, and pressure on agricultural land. The main challenges faced include land conversion, limited technology, and farmer access to training and financing. To overcome this, the proposed strategy includes protecting agricultural land, increasing farmer capacity, and strengthening agricultural institutions and infrastructure. This study makes an important contribution to efforts to increase regional rice production in supporting national food security in a sustainable manner.

Industrialization plays a critical role in the process of economic development, particularly in shaping a stronger and more competitive economic structure. For Indonesia, an industrialization strategy is not merely a tool for boosting economic growth, but a key instrument for promoting long-term structural transformation. This article discusses how industrialization strategies should be designed holistically, taking into account not only the manufacturing sector but also the interconnections with agriculture and services. Within the national development framework, the state must take an active role by implementing fiscal policies, providing infrastructure support, and offering incentives for value-added industries. Lessons from newly industrialized countries show that the success of industrialization is highly dependent on consistent policy coordination, strong leadership, and robust institutional capacity. Furthermore, industrial strategies must be responsive to global challenges such as technological change, international competition, and regional disparities. Therefore, industrial development planning in Indonesia should be oriented towards achieving economic efficiency, strengthening domestic production capabilities, generating broad employment opportunities, and ensuring equitable distribution of development benefits. This paper aims to provide a conceptual foundation for formulating a national industrialization strategy that is not only responsive to global trends but also capable of addressing domestic needs in an inclusive and sustainable manner.

This research discusses the strategies implemented by the Sikka Regency Regional Revenue Agency (Bapenda) in increasing restaurant tax payments. Restaurant tax is one of the sources of Regional Original Revenue (PAD) that plays an important role in regional development. However, restaurant tax collection still faces various obstacles, such as low levels of taxpayer compliance, lack of education and socialization, and weak supervision and law enforcement. This research uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation studies. The results showed that Bapenda of Sikka Regency implemented three main strategies to increase restaurant tax payments, namely conducting socialization to business actors, conducting petition tests to test the level of taxpayer compliance, and installing online recording devices (M-Pos) to monitor transactions. Although these strategies have been implemented, their effectiveness is still limited due to the lack of regulations governing the use of M-Pos and low taxpayer participation in socialization activities. Based on data from 2019 to 2023, the realization of restaurant tax revenue only reached the target in 2019 and 2020, while in subsequent years it decreased. Therefore, it is necessary to increase education, strengthen regulations related to the use of M-Pos, and stricter supervision so that taxpayer compliance increases and the tax revenue target increases.

Improving the quality of higher education is one of the strategic priorities in developing competitive human resources. The Internal Quality Assurance System (SPMI) is the main mechanism mandated by Permendikbud Number 53 of 2023 to ensure the quality of higher education services in accordance with the National Higher Education Standards (SN-Dikti). This study aims to examine the strategy of the Higher Education Service Institution (LLDIKTI) IV of West Java and Banten in accelerating the implementation of SPMI in Private Universities (PTS). This research method uses a qualitative descriptive approach with data collection through interviews, document studies, and field observations. The results of this study conclude that SPMI Clustering in the red, yellow, and green zones is an important instrument in mapping the readiness and progress of quality implementation in private universities in LLDIKTI IV. Universities in the red zone face major challenges in compiling and reporting SPMI documents, while universities in the yellow zone already have documents but are not yet fully complete or validated. On the other hand, universities in the green zone have met all reporting requirements and have a more established quality system. As a form of support, LLDIKTI IV has taken various acceleration steps, including the SPMI Clinic, the Regional Facilitator Assistance Program, and various SPMI innovations, such as the development of the SPMI Dashboard, the SPMI Guidelines, and award mechanisms for facilitators and the best universities. Through these steps, it is hoped that more universities will be able to move from the red and yellow zones to the green zone, so that the quality of higher education in the LLDIKTI IV region continues to improve and become more competitive.

Cluster approaches based on local potential and industrial estate development have proven effective. Companies play an important role in creating industrial ecosystems and running CSR programmes. Collaboration between the government, companies and communities is key to successful regional industrialisation.

Industrialization has been a major driver in Indonesia’s transition from an agrarian to a modern economy. Its contribution to productivity growth, job creation, and economic diversification makes it a strategic component of national development. The integration between industry and other sectors such as agriculture, services, trade, and labor proves essential in strengthening competitiveness and achieving inclusive growth. Findings indicate that despite its potential, industrialization in Indonesia still faces challenges such as import dependency, limited skilled labor, and regional disparities. Therefore, future industrial strategies should focus on enhancing sectoral linkages, promoting equitable development, and improving human capital and infrastructure capacity to support sustainable economic growth.

Regional development is a key strategy for enhancing community welfare. However, the dynamics of growth in each region are shaped by distinct characteristics of rural and urban areas. Rural areas face unique challenges in adapting to changing times, given their economic structures are largely dominated by agriculture and limited infrastructure. In contrast, cities tend to have more diversified economies, supported by industry, services, and better access to education and technology. The socio-economic disparities between rural and urban areas pose a significant challenge in regional development. The quality of life for communities in both regions is often affected by disparities in income, healthcare, education, and employment opportunities. Ongoing modernization and urbanization lead to transformations in social and economic structures in cities and rural areas. A comparative socio-economic analysis of rural and urban areas can provide valuable insights into how these differences impact regional development strategies. This study can also inform policies aimed at achieving balanced development between rural and urban areas, thereby promoting more equitable distribution of community welfare

Rebana Metropolitan Area is designed as an economic growth center in the northeastern part of West Java by emphasizing integrated and sustainable investment. Cirebon Regency acts as a buffer zone as well as an Industrial Designation Area (KPI) which has great potential in supporting regional economic growth. This study aims to identify the leading sectors of Cirebon Regency that can be optimized in regional economic development. The method used is quantitative descriptive analysis with the Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Klassen Typology approaches to identify base sectors and prospective sectors. The results of the analysis show that Cirebon Regency has nine basic sectors and eleven prospective sectors that have the potential for further development. Some of the main sectors, such as manufacturing industry, trade, and agriculture, still face challenges of competitiveness and integration with other regions in the Rebana Region. Therefore, a development strategy is needed that focuses on strengthening developing sectors to become leading sectors and encouraging underdeveloped sectors to transform to become more competitive. In conclusion, optimizing the leading sectors in Cirebon Regency can support more sustainable economic growth in the Rebana Metropolitan Area through targeted economic planning.

This study aims to analyze the marketing strategy implemented by the Regional National Crafts Council (DEKRANASDA) in Samosir Regency in developing local craft products and enhancing their competitiveness. This research employs a qualitative approach with data collection techniques through interviews, observation, and documentation. The findings reveal that DEKRANASDA has applied the elements of the marketing mix, including product, price, place, and promotion. However, several significant challenges persist, particularly in terms of limited promotional media and intense market competition. One major obstacle is the insufficient utilization of digital media as a marketing tool, which results in a limited market reach. Furthermore, product innovation needs to be improved to better align with consumer preferences and current market trends. Therefore, this study recommends that DEKRANASDA develop a digital-based marketing strategy, such as utilizing social media, e-commerce platforms, and an official website to enhance promotional reach. Additionally, innovation in design, raw materials, and product variations should be undertaken to attract consumers and compete in a broader market. This research provides important insights into the development of more effective marketing strategies to increase the income and competitiveness of craft products in Samosir Regency.
