This community service activity in the form of assistance aims to enhance the capacity of the Regional House of Representatives (DPRD) of Magelang City as a legislative body in formulating gender-responsive regulations through the drafting of the Regional Regulation on Gender Mainstreaming (Raperda PUG). This activity represents a commitment to supporting the development of regional regulations that are responsive to gender equality issues and provide legal certainty in achieving gender-inclusive national development, as mandated by Presidential Instruction Number 9 of 2000 on Gender Mainstreaming in National Development (Inpres No. 9/2000). To achieve broader gender equality—in family, community, national, and state life—it is necessary to implement gender mainstreaming strategies within national development, one of which is through the formulation of regional regulations. The assistance was carried out in two stages, namely preparation and implementation. The output of this activity consists of analyses and recommendations on the Raperda PUG, covering sociological and juridical aspects, which were presented both orally and in written form to the Special Committee II (Pansus II) of the DPRD of Magelang City.

The capacity of village officials to understand village legislative procedures is a key factor in realizing accountable and law-based village governance. However, conditions in Tanjung Village, Pademawu District, Pamekasan Regency indicate that village officials' understanding of the village regulation drafting process is still limited, and there are no regulations regarding the management of village tourism potential. This community service activity aims to improve the legislative capacity of village officials through technical assistance in drafting Village Regulations (Perdes). The method used was a participatory approach through field observations, Focus Group Discussions (FGDs), village legal education, and assistance in drafting simple academic papers and Perdes drafts. The activity results indicate an increased understanding of legislative mechanisms among village officials and the development of a draft Village Regulation on Village Tourism Management, which has been submitted to the Tanjung Village Government as one of the main outputs. Furthermore, this activity contributed to the formation of a local legal culture and increased village government participation in the legislative process. This mentoring model can be replicated in other villages as a strategy to strengthen village governance based on regulations and local needs

Notaris merupakan pejabat umum yang memiliki kewenangan untuk membuat akta autentik sebagai alat bukti dengan kekuatan hukum sempurna. Namun dalam praktik, notaris tidak jarang terseret perkara pidana ketika akta yang dibuatnya digunakan sebagai sarana tindak pidana. Fenomena tersebut tampak dalam Putusan Mahkamah Agung Nomor 379 K/Pid/2021.Rumusan masalah dalam penelitian ini meliputi: 1.Apa saja faktor-faktor yang menjadi sebab adanya tindak pidana penipuan dalam pembuatan akta perjanjian pengikatan jual beli?2.Apa dasar pertimbangan hakim dalam memutuskan perkara Nomor 379 K/PID/2021?3.Bagaimana akibat hukum pertanggjungjawaban pidana dalam tindak pidana penipuan pembuatan akta perjanjian pengikatan jual beli dari putusan Nomor 379 K/PID/2021?Metode penelitian yang digunakan adalah yuridis normatif dengan pendekatan kasus dan perundang-undangan. Spesifikasi penelitian bersifat deskriptif analitis, dengan sumber data berupa bahan hukum primer (putusan pengadilan, peraturan perundang-undangan), bahan hukum sekunder (literatur, doktrin), serta bahan hukum tersier sebagai penunjang. Analisis dilakukan secara kualitatif dengan menguraikan norma hukum yang relevan serta penerapannya.

Di tengah dinamika industri musik yang terus berkembang pesat di Indonesia, permasalahan royalti atas karya musik menjadi tantangan besar yang memerlukan solusi hukum yang konkret dan efektif. Performing rights merupakan hak pokok yang dilindungi dalam UU Hak Cipta (UUHC) atas pemanfaatan karya dalam pertunjukan publik, pada penerapannya belum optimal dan sering menimbulkan permasalahan hukum antara pencipta lagu, performer, dan event organizer. Konteks penelitian ini menghadirkan peranan strategis Notaris sebagai penjaga keabsahan kontrak melalui penyusunan klausul performing rights pada kontrak event organizer sebagai solusi preventif terhadap permasalahan royalti di industri musik Indonesia. Rumusan masalah penelitian ini meliputi: bagaimana kedudukan performing rights menurut UUHC, bagaimana penerapan klausul performing rights pada kontrak event organizer, serta bagaimana peranan Notaris dalam penyusunan klausul performing rights sebagai upaya mencegah sengketa royalti. Penelitian ini menggunakan metode pendekatan yuridis normatif dan konseptual, dengan mengkaji peraturan perundang-undangan, doktrin hukum, dan praktik industri musik secara sistematis serta analitis. Hasil penelitian menunjukkan bahwa klausul performing rights yang disusun dan disahkan oleh Notaris memiliki peran sentral dalam memastikan legalitas, kekuatan mengikat, serta perlindungan hak cipta, sehingga mampu meminimalisir potensi sengketa royalti dan pelanggaran hak cipta. Berdasarkan analisis terhadap regulasi dan kebutuhan praktis sebagaimana uraian dalam penelitian ini, Peneliti menyusun sebuah draf klausul Performing Rights yang komprehensif dan aplikatif untuk dimuat dalam kontrak antara Event Organizer dan Performer. Disarankan perlunya standarisasi klausul performing rights, peningkatan pengetahuan hukum bagi event organizer, sosialisasi kewajiban royalti, serta peningkatan kapasitas Notaris di bidang kekayaan intelektual guna membangun ekosistem industri musik yang lebih adil, transparan, dan berkelanjutan di Indonesia.

Penelitian ini mengkaji implementasi Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Desa Reban, Kecamatan Reban, Kabupaten Batang, Jawa Tengah, dengan fokus pada aspek regulasi dan pembiayaan. Program yang bertujuan memberikan kepastian hukum atas hak tanah masyarakat ini menghadapi berbagai tantangan seperti keterbatasan anggaran desa dan ketidaksesuaian biaya dalam SKB 3 Menteri Nomor 34 Tahun 2017 dengan kondisi ekonomi terkini. Penelitian ini menggunakan pendekatan yuridis empiris dan metode deskriptif analitis, penelitian ini mengumpulkan data melalui wawancara dan studi kepustakaan. Landasan teori mencakup efektivitas hukum, sistem hukum, hukum responsif, dan kepastian hukum, yang memberikan kerangka analisis dalam konteks pertanahan Indonesia. Hasil penelitian menunjukkan bahwa pelaksanaan PTSL di Desa Reban telah sesuai dengan Pasal 19 UU No. 5/1960 dan Peraturan Menteri ATR/BPN No. 6/2018. Program ini mencapai keberhasilan signifikan dengan 349 sertifikat yang berhasil diterbitkan dari 448 bidang tanah yang didaftarkan. Pelaksanaan melibatkan tahapan sistematis mulai dari sosialisasi hingga penerbitan sertifikat, dengan koordinasi yang baik antara pemerintah, BPN, dan masyarakat. Kendala utama yang ditemukan adalah ketidaksesuaian biaya dalam SKB 3 Menteri yang menetapkan Rp150.000 per bidang tanah, yang tidak mencukupi biaya operasional akibat inflasi. Hal ini mendorong panitia PTSL di beberapa daerah mengambil inisiatif menetapkan biaya yang lebih tinggi melalui musyawarah.

Penelitian ini dilatarbelakangi oleh munculnya persoalan yuridis dalam pelaksanaan mekanisme Agunan yang Diambil Alih (AYDA) oleh perbankan, terutama terkait validasi Pajak Penghasilan atas Pengalihan Hak atas Tanah dan/atau Bangunan (PPh TB). Kasus BPR RAY memperlihatkan kebuntuan administratif akibat penolakan validasi pajak oleh DJP, yang menimbulkan ketidakpastian hukum dalam penyelamatan kredit bermasalah. Rumusan masalah mencakup: (1) bentuk pertentangan norma antara POJK 33/2018 dan PMK 261/2016; (2) penyebab disharmonisasi norma; dan (3) akibat hukumnya terhadap pelaksanaan AYDA. Penelitian ini bertujuan mengidentifikasi bentuk, penyebab, dan akibat hukum dari disharmonisasi tersebut. Metode yang digunakan ialah yuridis normatif dengan spesifikasi deskriptif-analitis melalui studi pustaka dan wawancara. Hasil penelitian menunjukkan bentuk pertentangan antara PMK 261/2016 yang mengedepankan pendekatan formal kepemilikan dan POJK 33/2018 yang menekankan substansi penguasaan aset. Disharmonisasi ini disebabkan oleh pengambilalihan AYDA secara sukarela, penafsiran subjek pajak penghasilan, serta ketiadaan regulasi penghubung antarregulator. Akibat hukum disharmonisasi ini terjadi di sektor perbankan, perpajakan dan pertanahan. Hasil penelitian kemudian dianalisis menggunakan teori sistem hukum, teori hukum responsif dan teori keadilan distributif. Dari hasil penelitian ini dapat disimpulkan disharmonisasi norma menimbulkan hambatan dalam praktik AYDA dan menimbulkan akibat hukum di berbagai sektor. Di akhir, peneliti memberikan saran akademik mendorong penelitian AYDA yang multi kasus dengan teori hukum yang lebih variative. Untuk saran praktis penelitian ini menegaskan pentingnya harmonisasi antar regulator sehingga pengaturan AYDA tidak saling bertentangan. Beban pajak sebaiknya disesuaikan dengan prinsip keadilan dan kemampuan membayar. BPR maupun masyarakat dapat menempuh judicial review ke Mahkamah Agung untuk menjamin kepastian hukum dan keseragaman tafsir regulasi

The enactment of Law Number 1 of 2023 concerning the Criminal Code brought fundamental changes to the regulation of the crime of adultery in Indonesia. The expansion of the scope of criminalization, including regulations regarding extramarital relationships, has given rise to debate regarding its compliance with the principles of the formation of laws and regulations and its impact on criminal law enforcement. This study aims to analyze the provisions of the adultery article in the new Criminal Code from the perspective of the principles of the formation of laws and regulations and assess its implications for the effectiveness of the criminal justice system. This study uses a normative legal research method with a legislative and conceptual approach. Legal materials were obtained through literature studies and analyzed qualitatively and juridically. The results show that the regulation of the crime of adultery in the new Criminal Code has a clear normative purpose, but still leaves issues regarding the clarity of formulation, legal certainty, and potential human rights violations. Furthermore, the application of the adultery article has the potential to create obstacles in law enforcement practices, particularly related to evidence, caseload, and the legitimacy of the criminal justice system. Therefore, further evaluation is needed to ensure that these regulations align with the principles of sound legislative development and ensure legal justice.

Kajian Administrasi Publik dan ilmu Komunikasi 2025 Asosiasi Peneliti Dan Pengajar Ilmu Sosial Indonesia

The issue of street vendors (PKL) in Sidoarjo Regency, particularly in the Gading Fajar area, has become a significant concern as it relates to public order, the use of public space, and the economic dynamics of small communities. To address these challenges, the Sidoarjo Regency Government enacted Regional Regulation Number 3 of 2016 as the legal basis for structuring and empowering PKL. This study examines how the regulation is implemented in practice and evaluates its effectiveness using a qualitative descriptive method through interviews, observations, and documentation, analyzed with Leo Agustino’s policy evaluation model, which assesses five key aspects: administrative resources, institutional coordination, infrastructure and technology, financial support, and regulatory adequacy. The findings show that the implementation of the regulation has not yet reached optimal performance, as limited socialization, insufficient personnel, weak coordination among agencies, inadequate supporting facilities, and low compliance with zoning rules hinder the achievement of policy objectives. These issues are reflected in the continued presence of PKL operating in non-designated areas despite clear regulatory provisions. Therefore, strengthening institutional capacity, improving facilities, enhancing enforcement consistency, and developing more operational technical guidelines are essential to ensure more effective and sustainable management and empowerment of street vendors in Sidoarjo Regency.

This study examines the legal dilemmas in Employment Termination (PHK) within the banking sector, arising from the tension between Labor Law and banking regulations. A normative analysis reveals that termination practices are often caught in a conflict between the principle of worker protection and the bank's obligation to comply with prudential principles and maintain its financial health. The most critical points of friction lie in termination due to efficiency measures, serious disciplinary violations, and the clash between banking secrecy and the evidentiary process in the Industrial Relations Court. It is concluded that the lack of harmonization guidelines creates legal uncertainty, necessitating more concrete regulatory synergy between labor authorities and the Financial Services Authority (OJK) to achieve certainty and fairness for all parties involved.

Penelitian ini membahas secara mendalam mengenai perlindungan hukum bagi nasabah dalam sengketa gadai syariah, khususnya yang berkaitan dengan pengembalian barang jaminan setelah pelunasan utang. Perkembangan industri gadai syariah di Indonesia yang sangat pesat menunjukkan adanya peningkatan kepercayaan masyarakat terhadap lembaga keuangan berbasis syariah. Namun, di sisi lain, dinamika ini juga memunculkan tantangan baru dalam aspek perlindungan konsumen, terutama ketika terjadi wanprestasi, kesalahan administrasi, atau kelalaian lembaga gadai dalam menjaga serta mengembalikan barang jaminan milik nasabah. Melalui pendekatan yuridis normatif dan studi kasus terhadap Putusan Pengadilan Agama Banjarmasin Nomor 1112/Pdt.G/2021/PA.Bjm, penelitian ini berupaya menganalisis bentuk tanggung jawab hukum lembaga gadai serta perlindungan yang seharusnya diterima oleh nasabah sebagai pihak yang dirugikan. Hasil kajian menunjukkan bahwa dalam perspektif hukum syariah, barang gadai (marhun) memiliki kedudukan hukum sebagai amanah yang wajib dijaga dengan penuh tanggung jawab oleh pihak penerima gadai (murtahin). Apabila lembaga gadai lalai dalam menjaga atau gagal mengembalikan barang tersebut, maka tindakan tersebut dapat dikategorikan sebagai wanprestasi sekaligus pelanggaran terhadap prinsip keadilan dan hak-hak konsumen. Perlindungan hukum terhadap nasabah diatur dalam berbagai peraturan, antara lain Kitab Undang-Undang Hukum Perdata (KUHPerdata), Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen, serta pengawasan yang dilakukan oleh Otoritas Jasa Keuangan (OJK) terhadap lembaga keuangan syariah. Namun demikian, efektivitas implementasi peraturan tersebut masih menghadapi berbagai kendala, seperti lemahnya pengawasan, kurangnya pemahaman masyarakat mengenai hak-haknya, serta minimnya mekanisme penyelesaian sengketa yang cepat dan transparan. Oleh karena itu, diperlukan penguatan sistem pengawasan serta edukasi hukum bagi masyarakat agar prinsip keadilan, kepastian hukum, dan kemaslahatan dalam transaksi gadai syariah dapat terwujud secara menyeluruh.

Penelitian ini menganalisis dasar hukum dan tanggung jawab notaris dalam tindak pidana pemalsuan akta otentik berdasarkan Kitab Undang-Undang Hukum Pidana (KUHP) dan Undang-Undang Jabatan Notaris (UUJN). Notaris memiliki kewenangan membuat akta otentik yang berkekuatan hukum sempurna, namun hal ini juga menciptakan celah bagi pemalsuan yang merugikan. Pemalsuan akta termasuk tindak pidana pemalsuan surat, menimbulkan kompleksitas dalam menentukan batas tanggung jawab notaris karena kewajiban verifikasi notaris yang terbatas dalam investigasi materiil, serta adanya perbedaan pendekatan antara KUHP dan UUJN. Penelitian ini menggunakan metode hukum normatif dengan pendekatan statute dan conceptual, mengkaji peraturan dan literatur hukum. Hasilnya menunjukkan bahwa notaris dapat dikenakan sanksi pidana jika terbukti sengaja terlibat dalam pemalsuan. Kesimpulannya, diperlukan harmonisasi antara KUHP dan UUJN untuk memastikan kepastian hukum bagi notaris dan masyarakat, dengan penekanan pada pembuktian unsur kesengajaan (dolus) notaris.

Based on Article 19 of the UUPA in conjunction with Article 37 paragraph (1) of PP 24/1997, the transfer of land rights through sale and purchase can only be registered if proven by a PPAT deed. However, because the process of fulfilling the requirements is quite complicated, people often buy and sell land verbally without following formal procedures. Regarding this practice, Decision Number 5592 K/Pdt/2024 is interesting because the Supreme Court has confirmed the validity of verbal land sales. This case study aims to understand the legal considerations in the decision in terms of contract law and the provisions of the Land Registration Regulation, as well as how the decision is implemented. The method used is a legal-normative approach through a review of legislation and court decisions, with a qualitative legal analysis of land sales and the implementation of the decision. The results of the study show that verbal land sales are valid according to Article 1320 of the Civil Code, but cannot be registered as a transfer of rights because Article 37 of Government Regulation No. 24/1997 requires a PPAT deed. Court decisions that have permanent legal force but are not voluntarily implemented can be enforced through the District Court with a 14-day aanmaning process, and if they are still ignored, execution will be carried out. If the forced execution does not go according to plan, the parties concerned can file a request for cancellation of the legal product based on Articles 38-40 of Agrarian Ministerial Regulation No. 21/2020.

Penelitian ini bertujuan untuk menganalisis kedudukan Dewan Perwakilan Rakyat (DPR) dalam perspektif norma dan konstitusi, mengidentifikasi penyebab krisis kepercayaan publik, serta menegaskan urgensi penguatan peran wakil rakyat dalam sistem ketatanegaraan Indonesia. Metode yang digunakan adalah studi literatur dengan pendekatan normatif-yuridis melalui telaah terhadap UUD 1945, peraturan perundang-undangan, literatur akademik, dan laporan survei kepercayaan publik. Hasil penelitian menunjukkan bahwa krisis kepercayaan publik terhadap DPR disebabkan oleh kesenjangan antara norma konstitusional yang menempatkan DPR sebagai representasi rakyat dan praktik politik yang terjadi. Untuk mengatasi persoalan tersebut, DPR perlu memperkuat posisinya dengan menegakkan prinsip akuntabilitas, transparansi, dan integritas. Penguatan ini diperlukan guna memulihkan legitimasi publik, memperkuat kualitas demokrasi, dan memastikan DPR menjalankan fungsi konstitusionalnya secara optimal.

The government places the protection of women and children in Surabaya City as a top priority in efforts to reduce the annual surge of violence. To strengthen prevention, handling, and the fulfillment of women’s and children’s rights at the community level, the Surabaya City Government issued Regional Regulation No. 3 of 2023 concerning the Implementation of Child Protection, which is then implemented through the Program of Women- and Child-Friendly Arek Suroboyo Village (KAS-RPA). Focusing on Benowo District and Kandangan Subdistrict, this study aims to examine the synergy of policies among stakeholders in the implementation of the KAS-RPA program. To obtain a real understanding of the implementation conditions, this research applied a descriptive qualitative approach through field observations, in-depth interviews, and documentation. A shared perception among DP3APPKB Office, Benowo District, Kandangan Subdistrict, and Kandangan village cadres in supporting the implementation of the KAS-RPA program demonstrates the level of policy synergy achieved, according to the research findings. Communication patterns among institutions also take place openly and in a structured manner through regular coordination. The attitudes of policy actors indicate a positive commitment to the success of the program, supported by a clear and well-coordinated organizational structure. However, limitations in resources still exist, such as the lack of supporting facilities and the insufficient number of active cadres, affecting program optimization. The implications of these findings emphasize the importance of enhancing resource support and community participation to ensure a more sustainable implementation of the policy and a direct impact on reducing violence against women and children in Surabaya.

This research discusses the urgency of establishing a Village Regulation regarding the management of Tuah Benua Market to identify legal issues and the urgency of forming a village regulation. Minister of Home Affairs Regulation Number 42 of 2007 concerning Village Market Management does not specifically regulate market fees, sanctions, and prohibitions on trading outside Tuah Benua Market, resulting in a legal vacuum. This research uses empirical legal methods with direct observation and interviews in the field. The research results are expected to provide recommendations for the formation of effective Village Regulations in the management of Village Markets and support local economic development. The formation of a Village Regulation on the management of Tuah Benua Market is crucial to create legal certainty and improve the management of the Village Market. Village Regulations can regulate prohibitions on trading outside the market area, sanctions for traders who violate, and market fee policies. Thus, Tuah Benua Market can become a orderly, conducive, and beneficial trading center for the surrounding community. Village Regulations must be made considering the needs of the village community and implemented effectively to create a conducive and fair trading environment.

The urgency of marriage as an effort to elevate human dignity and sustain life and progeny is regulated in Law Number 16 of 2019, which amends Law Number 1 of 1974 concerning Marriage. The state requires marriage registration to guarantee the validity and legal protection of the rights of married couples and their children. One important provision in this regulation is the determination of the minimum age for marriage, which is 19 years for both men and women. However, in practice, underage marriages, including unregistered marriages, still occur. This study uses a normative-empirical research method, combining written legal analysis with field data to examine the application of laws and regulations in community practice. The results show that underage marriages can be legalized by the Religious Court based on Minister of Religious Affairs Regulation Number 20 of 2019. This regulation provides legal certainty and protection of children's rights, but has also raised controversy regarding the potential legalization of early marriage. This regulation has had a significant impact on the practice of itsbat nikah anak kecil, especially at the Bulango Ulu Religious Affairs Office (KUA), by reducing unregistered marriages. However, challenges in verifying evidence, socio-cultural pressures, and the normalization of early marriage remain major obstacles that must be overcome through education and cross-sector collaboration.

This study explains the relationship between law, legal science, and regulations in building a national legal system that is effective, fair, and responsive to societal needs. As a state based on the rule of law, Indonesia utilizes law as the basis for regulating all aspects of national and state life. Legal science plays a crucial role as a guide in the law-making process, from planning, drafting, deliberation, ratification, and evaluation. This study uses a normative juridical approach by studying various legal theories, such as the Stufenbau des Recht (The Law of Law) by Hans Kelsen and Hans Nawiasky, the theory of law as a tool for community development by Roscoe Pound, and the principles contained in Law Number 13 of 2022 concerning the Formation of Legislation. The results show that legal quality is highly dependent on the application of legal science principles, such as clarity of purpose, transparency, and public participation. However, challenges remain, such as poor coordination between institutions, low-quality academic papers, and minimal public participation in the legislative process. Therefore, the consistent application of legal science is essential to produce legal products that are consistent, non-contradictory, and capable of guaranteeing justice and legal certainty. In conclusion, collaboration between law, legal science, and legislation is key to creating a democratic national legal system based on Pancasila and the 1945 Constitution.

This study examines the role of the Village Consultative Body (BPD) in the formation of Mendalo Indah Village Regulation Number 02 of 2018 regarding Waste Collection, referring to Minister of Home Affairs Regulation Number 111 of 2014. Using an empirical juridical approach with a qualitative research method, the study was conducted in Mendalo Indah Village, Muaro Jambi Regency, Jambi Province. Data were collected through participatory observation, in-depth interviews with key stakeholders (including the Village Head, BPD Chair, and community leaders), and documentation. The findings indicate that while the BPD's role in forming village regulations is generally less than optimal, it has a more active role during the discussion and finalization of the draft regulations. However, the initial drafting and proposing stages are often initiated by the Village Head, with limited proactive involvement from the BPD. Key challenges identified include inadequate BPD human resources, limited understanding of their duties, and poor communication and coordination between the BPD, the Village Government, and other stakeholders. The study concludes that improving the BPD’s capacity, knowledge, and collaboration is essential for more effective participation in village regulation formation.

The formation of regional regulations (Perda) is a constitutional derivative of the implementation of regional autonomy within the framework of the Indonesian legal system. Substantively, Perda function as regulatory instruments aimed at accommodating the specific interests of local communities, in line with fundamental values, contextual needs, and the hierarchy of applicable laws and regulations. However, the high frequency of annulment or cancellation of Perda indicates dissonance or non-compliance with the principles of sound legislative formation. This phenomenon raises the urgency to review the extent to which philosophical, sociological, and legal foundations have been internalized and comprehensively implemented in the regional legislative process. Therefore, this study focuses on analyzing the relevance of these three fundamental foundations to the quality and legitimacy of regional legal products. This study adopts a normative-juridical legal research method, involving descriptive analysis of the corpus of laws and regulations, legal doctrine, and the empirical practice of Perda formation. The results highlight that: the philosophical foundation provides a normative orientation in the form of ethical-teleological values ​​and goals; the sociological foundation reflects the actual needs and social realities of the communities subject to regulation; Meanwhile, the legal basis guarantees formal legality and vertical and horizontal consistency with the national legal system. Key findings indicate that these three foundations are inherently relevant and complementary in determining the quality of regional regulations. Synergy and harmonious integration between them are essential prerequisites for producing regional legal products that have legal validity, are capable of upholding substantive justice, and are responsive to the dynamics of public needs.

This study discusses the Effectiveness of Monitoring the Tangerang Regent Regulation Number 12 of 2022 concerning the Restriction of Operational Hours for Freight Vehicles on Roads in Kronjo District, Tangerang Regency. The purpose of this research is to understand how effectively the monitoring of the Regent Regulation Number 12 of 2022 is being implemented in relation to limiting the operational hours of freight vehicles in the Kronjo District, Tangerang Regency. This study employs a descriptive qualitative method. Data collection techniques include observation, direct interviews, and documentation. The validity of the data was tested using triangulation and member checks, based on the theory of Effective Supervision by Handoko, which includes the following indicators: Accurate, Timely, Objective and Comprehensive, Focused on Strategic Control Points, Economically Realistic, Organizationally Realistic, Coordinated with Workflow, Flexible, Operationally Instructive, and Accepted by Members of the Organization. The results of the study show that monitoring of Regent Regulation Number 12 of 2022 in Kronjo District has had a positive impact, as evidenced by a reduction in traffic congestion and accidents caused by trucks. However, the effectiveness of the monitoring is not yet optimal, as some vehicles still operate outside the permitted hours, partly due to the lack of infrastructure, such as monitoring posts in the Kronjo area.
