The resolution of cases solved by maramba against the people or faced with various legal, social, cultural, and economic obstacles. Limited access to law enforcement and low legal knowledge make victims reluctant to seek justice. The research used is empirical legal research or empirical juridical research. Data collection for this research is interviews, observations and document studies. The data to be collected is then processed using the observation method. The results of the study show that the choice of customary resolution that prioritizes reconciliation also makes cases rarely processed through formal law. Economic dependence on maramba further weakens the position of ata. Violations committed by maramba (king) against the ata (lower) people in Rindi District, East Sumba, can be resolved through two channels: criminal law and customary law. Criminally, tournaments are regulated in Article 351 of the Criminal Code and can be reported to the authorities. However, people more often choose customary resolution through mediation by traditional elders (rato) who emphasize compensation or peace rituals. Social inequality, maramba dominance, economic dependence, and cultural pressure make it difficult for the ata people to fight back. They are reluctant to report because they are afraid, do not understand the law, and believe more in customary resolutions which are considered to maintain social harmony.

The issue of limited employment access for persons with disabilities is a strategic concern that demands serious attention, particularly in Medan City. Unit Layanan Disabilitas (ULD) under the Department of Manpower of Medan City was established as a government initiative to support persons with disabilities in obtaining equal employment rights. ULD has demonstrated positive initiatives through skills training, coordination with companies, and the placement of workers with disabilities. However, its effectiveness in realizing inclusive employment still faces various internal challenges, such as limited personnel capacity and suboptimal work structure. The research method used in this study is qualitative with a case study approach. Data were collected through interviews, observations, and documentation studies. The data was analyzed qualitatively usingInstitutional Capacity Development indicators proposed by Merilee S. Grindle (1997), which include three dimensions: Human Resource Development, Organizational Strengthening, and Institutional Reform. The results of this study indicate thatthat in the dimension of human resource development, some ULD members have not received adequate training, there are no specialized assistants, and the recruitment process is not yet based on specific competencies. In terms of organizational strengthening, unclear division of tasks, weak internal communication systems, and suboptimal leadership in directing cross-sectoral teamwork were identified. Meanwhile, in the institutional reform dimension, there is still a lack of concrete policy support from the local government. Nevertheless, ULD has successfully facilitated the employment of 42 persons with disabilities in companies that provide inclusive job opportunities to fulfill the 1% employment quota for persons with disabilities

This research aims to see whether group guidance using problem solving techniques can improve students' learning skills at Madrasah Aliyah Negeri (MAN) 3 Medan. This research uses quantitative methods with a quasi-experimental approach, non-equivalent control group design. In this design, both groups (experimental and control) underwent an initial test (pre-test) and a final test (post-test), but only the experimental group was given treatment, while the control group was not given treatment. The research population consisted of students in class X-1 (30 students) and X-2 (30 students). The sample was selected using a purposive sampling method, with a total of 16 students who had low learning skills, namely 8 students from the experimental group (class X-2) and 8 students from the control group (class X-1). The research instrument is a learning skills questionnaire with 26 statements whose validity and reliability have been tested. Data were analyzed using the T-test. The T-test results showed that the experimental group experienced an increase in learning skills, with a significance value of 0.000 < 0.05. This means that problem solving techniques are effective in improving students' learning skills. In contrast, the control group did not show a significant increase in learning skills, with a significance value of 0.022 > 0.05. The results of the independent sample t-test show a significance value (2-tailed) of 0.000 <0.05, which means there are differences in students' learning skills before and after being given services in the experimental group.

This research compares three forecasting methods, namely Single Exponential Smoothing (SES), Double Exponential Smoothing (DES), and Triple Exponential Smoothing (TES), in analyzing the realization of the Medan City Regional Budget (APBD) for the 2019-2024 period. This study aims to find the most accurate method in forecasting the budget, so that it can help optimize the use of APBD by local governments. The APBD realization data was analyzed using Minitab software, and the accuracy of the method was measured based on Mean Absolute Percentage Error (MAPE). The results showed that TES has the smallest MAPE value of 0.12%, compared to SES (12%) and DES (14%). Thus, TES is the best method to predict the budget realization in the following year, producing a forecasting value of 5,500.86 million rupiah. This research is expected to support the government in making more precise and efficient budget decisions.
