This study aims to analyze the extent to which community participation influences the public policy-making process in Indonesia. The public policy-making process encompasses a series of actions and decisions that lead to the development and adoption of specific public policies. Community participation is a critical element in this process as it aids in shaping, defining, and implementing policies that directly affect the community. This research employs a qualitative methodology, gathering data through in-depth interviews, document studies, and participant observations of stakeholders directly involved in the public policy formulation process. The findings indicate that while community participation is granted a significant role in policy formulation, several barriers remain, such as a lack of information, limited technical capacity among community members, and other structural issues that impact the level and quality of participation. This study advocates for increased transparency and openness of information, training and capacity-building initiatives for communities, and enhanced participation in the policy formulation process. It contributes to the literature on the role and influence of community participation in public policy formulation, particularly in the Indonesian context.

The increasing complexity of public demand for telecommunication services, particularly internet services, has pushed PT. Telkom, as one of the state-owned enterprises (SOEs), to continuously enhance the quality of its services. One of its flagship products, Indihome, offers faster internet connectivity compared to dial-up services. However, Indihome has been frequently criticized by customers due to service disruptions. This indicates a need for developing effective strategies to address customer complaints. The primary issue faced by the public is the lack of knowledge regarding service disruptions, leading to difficulties in explaining the problem to technicians for repair. This research aims to develop a Telkom service disruption diagnosis system that can assist the public in identifying issues early without direct consultation with an expert. The system is developed using an expert system method, where information about service disruptions is processed to generate accurate diagnoses. With this system, customers can identify the type of disruption and provide clearer information to Telkom technicians. The research findings indicate that the most common disruptions are caused by faulty adapters or modems and disconnected configurations, with a density value of 54.49%. This system is expected to improve Telkom’s public service quality, minimize customer complaints, and expedite the repair process for Indihome services.

The use of e-commerce in the world of trade has had a huge impact on Indonesian society, this is related to very important legal issues. The importance of legal issues in the field of E-commerce, especially in providing legal protection for consumers who carry out buying and selling transactions via the Internet. This development emerged due to offers and acceptance from the public, as evidenced by the emergence of various online stores such as Kaskus, Tokopedia, Bukalapak, Shopee and Lazada. This research aims to find out and analyze legal protection for consumers in online buying and selling transactions (e-commerce) and to find out and analyze legal remedies that can be taken by consumers if there is a default in online buying and selling transactions (e-commerce). The approach method used in this research is a normative juridical approach. The specification of this research is descriptive analysis. The data source used is secondary data, which consists of primary, secondary and tertiary law. The data collection tool is library research. The data analysis technique used is qualitative analysis. The results of this research and discussion are legal protection for e-commerce users by upholding consumer rights in accordance with Law Number 8 of 1999 concerning Consumer Protection articles 19, 20, 21, 24, and 26 and regulations related to the implementation of online buying and selling (e-commerce) and the implementation of consumer protection is also supported by involving several parties such as the government, national consumer protection bodies and non-governmental consumer protection institutions. Legal efforts that can be taken to resolve defaults in Law Number 8 of 1999 concerning Consumer Protection are litigation and non-litigation.

This study aims to evaluate the effectiveness of the Online Single Submission (OSS) system in enhancing licensing services and accelerating development in Bima City. Employing a qualitative descriptive approach, the research collected data through interviews, observations, and documentation, analyzing the implementation of OSS at the Investment and Integrated One-Stop Service Office (DPMPTSP). The results indicate that the implementation of OSS has improved the speed, accuracy, transparency, and accessibility of licensing services. The licensing process, which previously took a long time, can now be completed within a maximum of one week. Digital socialization and real-time tracking features have also improved public understanding and reduced misuse of authority. However, the effectiveness of OSS is still hindered by several challenges, such as limited staff, inadequate budget, technical disruptions, and digital divides. Technical issues like system and network disruptions, along with resistance to change, further obstruct the process. To address these challenges, improvements in technology infrastructure, competency training, and increased transparency are required. Overall, although OSS has had a positive impact, further efforts are needed to overcome existing challenges to ensure the system's optimization in supporting the acceleration of development in Bima City.

This research discusses the identification of slum level in Mandala Sub-district, North Jayapura District, Jayapura City. The research employs a qualitative descriptive approach with primary data obtained from observations, interviews, and documentation. Mandala Sub-district faces issues of development inequality and high population density, including unsuitable living conditions in its residential areas. The identification results indicate that the slum level in Mandala Sub-district falls under the category of "Mild Slum (KR)" according to the Ministry of Public Works and Housing Regulation No. 2 of 2016. The recommended approach for handling slum areas is through redevelopment, which includes improving housing and the surrounding environment, enhancing the quality of neighborhood roads, providing better access to clean water, managing wastewater, waste disposal, and fire protection measures. This research is expected to provide an overview and recommendations for more effective and sustainable handling of slum areas, involving the collaboration of the government, private sector, and community.

The use of Family Medicinal Plants (TOGA) as a form of approach in stunting prevention has become the main focus of the community service program in Curug Village, Mekar Agung Village. This program intends to increase public knowledge and skills in utilizing TOGA in preventing and reducing the prevalence of stunting in toddlers. The approach used is educational, through socialization and training to mothers at posyandu. The results of this activity have an impact on increasing public awareness and understanding of the importance of balanced nutrition and the role of TOGA in supporting children's health. In addition, this program has also succeeded in building a community that cares more about health issues, especially in efforts to prevent stunting. The implementation of this program involves cooperation between midwives, posyandu cadres, and students, who directly assist the community in implementing TOGA as part of a healthy lifestyle. Thus, this activity is expected to be a model and applied in other regions to reduce stunting rates and improve the quality of public health.

The purpose of this research is to analyze the function of the Kupang City Manpower and Transmigration Office in tackling employment problems and efforts to overcome the obstacles faced in the city of Kupang. This type of research uses Sociological juridical research. The research location was carried out at the Kupang City Manpower and Transmigration Office. The types of data used in this research are primary data and secondary data. Data collection techniques with observation, interviews, and documentation. Data processing techniques with editing, data classification, data systematization, data reduction, and data verification. Data analysis techniques are analyzed using qualitative descriptive juridical methods. The result of this research is that the Kupang City Manpower and Transmigration Office (Disnakertrans) has a strategic function in managing and overcoming labor problems in the region. Disnakertrans is responsible for implementing labor policies that include job placement, transmigration, employment expansion, and problem solving in industrial relations. The main functions of the Disnakertrans include guidance, supervision, control, public services, program development, budget supervision, as well as policy development and dispute resolution. There are 2 factors that inhibit the Disnakertrans in tackling labor issues in Kupang City, namely the budget and human resources. Efforts need to continue to be made to provide training, direction, and guidance to human resources so that they can work more professionally, purposefully, and responsibly in accordance with their duties.

Environmental issues are complex public issues that involve various interests, thus requiring a collaborative governance approach. West Kalimantan Province, as a region with abundant natural resources, faces various environmental challenges, such as deforestation, land use conflicts, and environmental degradation. This study aims to analyze actor collaboration in policy networks on environmental policy in West Kalimantan Province. This study uses a qualitative approach with a case study research type. Data were collected through in-depth interviews, observations, and documentation studies, then analyzed qualitatively from a policy network perspective. The results show that actor collaboration in environmental policy has not been optimal due to weak cross-sector coordination, differences in interests among actors, minimal involvement of indigenous peoples, capacity gaps, and low levels of trust. This study concludes that strengthening inclusive, collaborative, and trust-based policy networks is a key factor in improving the effectiveness of environmental policy in West Kalimantan Province.

Issues (GAP): The author focuses on understanding the extent to which these functions are implemented and how they impact on organizational performance in the Food Plant, Horticulture, and Farming Services of Malang District. Objective: This study aims to analyze the implementation of the management functions that exist in the agency, as well as to identify any factors that are impeding the application of such functions. Methods: This research uses descriptive qualitative methods, observations, and interviews with related stakehoslders. Research results: DTPHP has implemented a fairly good management function, but some officers need to be further enhanced in execution, the head of the division performs more control over the work, in order to reduce errors and deviations in tasks.These findings could provide insights for service management to improve operational efficiency, organizational performance, and overall public service.

The relocation of Jakarta's capital to the National Capital Region (IKN) has sparked a heated debate in public policy circles. This article delves into the reasons why the House of Representatives (DPR) rejected the proposal, highlighting several key factors. The financial aspect was a major concern, given the high cost of building new infrastructure in IKN Nusantara, particularly in light of limited state funds and other development priorities. The social impact was also an important consideration, as population displacement, changes in lifestyle, and economic uncertainty were among the many potential consequences of moving the capital. Additionally, environmental issues such as ecosystem damage and increased pollution were also significant points of concern. Political stability was another crucial factor in the DPR's decision, as the potential disruption to stability caused by the move would need to be carefully assessed. The DPR has emphasized the importance of broad public consultation to ensure that any proposed relocation is supported by the community. An article highlights South Africa's successful capital relocation as an example of effective planning, strong public participation, and the resolution of infrastructure issues. These remarks can be applied to the Indonesian context to achieve a successful relocation.

Mass media plays a significant role in shaping public perceptions of issues such as sexual and domestic violence. This study focuses on how text structure, word choice, and gender representation in news articles influence public understanding of violence. The aim of this research is to analyze how news about sexual violence and domestic violence constructs narratives and social responses through language use and text structure, and how gender representation affects public perception. The study employs critical discourse analysis based on Norman Fairclough's theory. Two news articles were selected for analysis: one about sexual violence in front of a young girl and one about domestic violence. The articles were examined for text structure, word choice, and gender representation to understand how they construct narratives. The analysis reveals that the news about sexual violence emphasizes the perpetrator's actions and the authorities' responses, using sensational language to create a negative image of the perpetrator. In contrast, the news about domestic violence focuses more on the victim's suffering and power dynamics, with detailed descriptions of physical and emotional abuse. Media shapes public perceptions of violence and gender through word choice and text structure.

The Indonesian government issued Presidential Regulation Number 79 of 2023, amending Presidential Regulation Number 55 of 2019, to accelerate the adoption of battery-based electric vehicles (BEVs) and reduce greenhouse gas emissions through incentives. These incentives, both fiscal and non-fiscal, aim to encourage the public to switch to electric vehicles. However, the environmental impact of electric vehicles needs consideration in the context of sustainable transport. This study analyzes the challenges of the incentive policy in promoting BEVs and its potential connection to greenwashing practices, aiming to develop effective solutions for environmental issues related to these incentives. Using a normative juridical approach, the research relies on secondary data, including primary legal materials and secondary sources like textbooks, journals, expert opinions, and jurisprudence. The findings highlight the need for supervision in providing incentives and suggest prioritizing the electrification of public vehicles to achieve sustainable green transportation. Additionally, the study emphasizes strengthening non-motorized and electricity-based public transportation modes and transitioning to renewable energy sources to mitigate environmental impacts.

The background of this research focuses on the impact of climate change in Australia, caused by extreme temperature fluctuations that have resulted in various social, environmental, and economic consequences. This study is analyzed using Green Politics theory and Propaganda theory, both of which play a significant role in shaping policies and public perceptions related to these issues. The research method used is a descriptive qualitative approach, which guides the investigation to explore or capture the situation to be studied comprehensively, broadly, and in depth, specifically through the analysis of Green Party propaganda from the perspective of Green Politics concerning the impact of climate change in Australia. Data were collected through public documents, books, scientific journals, mass media, and websites accessed from the internet. The findings indicate that Green Politics theory provides an effective framework for understanding how environmental policies in Australia can be influenced by political ideologies and economic interests. Meanwhile, propaganda theory reveals that the propaganda techniques used by the Australian Green Party, as proposed by Harold Lasswell, have proven to significantly increase public awareness and support for more progressive climate policies, despite facing inherent challenges. This study concludes that the integration of these two theories offers deep insights into the political dynamics underlying responses to climate change in Australia.

This article discusses the Public Relations (PR) strategies implemented by the Department of Communication and Informatics (Diskominfo) of Binjai City to enhance the positive image of the Binjai City Government. This study adopts a qualitative approach, analyzing primary data from interviews with the head of the news and audiovisual division and the IKP (Public Communication and Information) team members of Diskominfo Binjai, along with secondary data from related documents. The analysis reveals that Diskominfo Binjai has employed various PR strategies, including information campaigns, social media activities, public events, and collaboration with local mass media. It was also found that the use of information and communication technology (ICT) is an integral part of their PR strategy. This study highlights the importance of PR in building and maintaining a positive image of local government in the current digital era, particularly concerning sensitive issues.

Twitter has become a social media that is widely used to communicate, communicate information, obtain information, and is often used as a place to discuss issues such as the Israeli-Palestinian conflict. The @erlanishere account is one of the humanitarian activists who regularly posts about the Palestinian situation. The stories presented not only provide information, but also arouse the emotions of the public and raise awareness and solidarity with the suffering of the Palestinian people. So this account is appointed as the Commander of the Netizen Julid Anti-Israeli Special Operations Unit. Only by using the tag, @erlanishere can coordinate netizens to voice the Israeli conflict in Gaza. In this way, the information can spread to netizens throughout Indonesia. The research into @erlanishere's account aims to understand the narrative of Israeli atrocities in Palestine and their impact on public perceptions. Using the critical discourse analysis method by Teun A.Van Dijk, the results of the research on this @erlanishere account were, able to mobilize public support and sympathy for Palestine, through the use of emotional language, visualizing violence, and presenting critical facts about Israeli actions.

Quality basic education is inextricably linked to teacher competence. Competence is a person's ability or capability to perform a task based on his abilities. However, following the Covid-19 pandemic, many schools, including instructors, are struggling to adapt to the New Normal Era. One of these is elementary School No. 11 Dauh Puri, one of Denpasar's public elementary schools. Most teachers are elderly, and professional skill is required to design instructional media in a creative manner. One of the issues of Elementary School 11 Dauh Puri is teacher competence. Teachers lack the necessary expertise in science and technology to create engaging learning materials, particularly for foreign languages, that spark student interest. One of the methods proposed for improving teacher abilities is to provide training in the use of Canva as learning materials as well as the usage of Quizziz for assessment or evaluation of student learning. Teachers appreciate community service, which includes the use of Canva and Quizziz to create teaching materials. Despite the fact that she had official training, the teacher feels helped.

The linkage between the Civil Service Police Unit officers with appropriate agencies whose activities have a close connection in creating a conducive environment between local government and the people can perform activities in a safe, peaceful, orderly and applicable in areas with motivating people to create the rule of law. This needs to be pursued so that the police authority of the civil service as a law enforcement officer in fostering peace and order will be based on the activities and supervision of extension, no longer be a matter of the sanctions, penalties or fines. Be aware that in creating an orderly and safe condition, not just the responsibility of the Municipal Police alone, but public participation is crucial the achievement of order and peace. Given the number of homeless and migrants who are not registered in the registry office or the competent authority, in addition to the lack of government attention to the homeless, so the implication raises public order and public tranquility be disturbed. Principal issues to be addressed in this study is the First, the setting and the authority of the Municipal Police and the Homeless curb migrants in Badung, and constraints faced in the Municipal Police enforcing rules on homeless and migrants. This study is the approach taken by the normative approach to law (statute approach), approaches the concept (conceptual research), case-based approach (case approach) the nonnative analysis shows that the police authority of the civil service is based on the principles of the law, the nonns applicable law, whereas the juridical conceptual analysis regarding the effectiveness of law enforcement. Based on the results of the discussion, setting and Municipal Police Authority in carrying out duties and discipline Homeless Population entrants subject to the provisions of Law No. 32 of 2004, and regulations Badung District No. 4 of 2001 on public order. Constraints faced by local governments in the enforcement of rules against bums and penduduku immigrants are human resource constraints the police civil service itself is still not professional and legal culture of society that still considers the work is still a beggar or bum culture.

Maritime security and environmental protection in Indonesian waters, especially in Tanjung Uban, are strategic issues considering the high level of shipping activities and potential threats to marine ecosystems. This study focuses on the juridical analysis of the role of the Marine and Coast Guard Unit (KPLP) in improving maritime security and environmental protection, with a case study at the Tanjung Uban Class II Marine and Coast Guard Base. The purpose of this study is to evaluate the effectiveness of the implementation of the duties and functions of the KPLP based on the existing legal framework, identify the obstacles faced, and provide recommendations to improve the performance of the KPLP. The research method used is a qualitative approach with descriptive analysis, including document studies, field observations, and interviews with related parties. The results of the study show that although KPLP Tanjung Uban has a strong legal foundation, the implementation of their duties and functions is still not optimal. The main obstacles include limited resources such as adequate personnel and equipment, lack of continuous training which results in low personnel competence, and ineffective coordination with related agencies such as the Indonesian Navy and Bakamla. The low awareness and compliance with safety and environmental regulations among maritime industry players also exacerbates the situation. Based on these findings, this study provides several suggestions. For KPLP, an increase in the budget is needed for the procurement of resources and equipment, as well as continuous training for personnel. For the public, especially ship owners and other users of waters, it is important to increase awareness and compliance with maritime and environmental regulations through active participation in education and socialization programs. Meanwhile, the government must strengthen coordination between relevant agencies through the establishment of regular coordination forums and integrated information systems, to ensure better synergy in surveillance, law enforcement, and emergency response in the waters of Tanjung Uban. This research is expected to make a significant contribution to improving maritime security and environmental protection in Indonesia, as well as becoming a reference for the development of more effective policies and strategies in the management of water areas

This study aims to analyse reasoning in the opinion columns of Kabar Madura, a prominent local newspaper in Madura. The research employs a qualitative approach with a descriptive-analytical design to understand and evaluate the quality of argumentation in these opinion columns. Data were collected through content analysis and discourse analysis of opinion articles published within a specific timeframe. The findings reveal that while many articles demonstrate effective rhetorical use and a critical approach, there are deficiencies in evidence presentation and logical consistency. More experienced writers tend to construct stronger arguments supported by relevant evidence, whereas less experienced writers often struggle to formulate coherent and logical arguments. This variation in argumentative quality indicates a need for writer training and capacity development. Additionally, the analysis shows that some articles adopt a critical approach that aids readers in understanding the complexities of local issues. The local social and cultural context also influences reasoning in the opinion columns, with articles relevant to the daily lives of the Madurese community receiving more positive responses. The study concludes that enhancing reasoning quality in opinion columns can improve the credibility and impact of local media in shaping public opinion. Practical recommendations include providing training for writers and further research encompassing more local media and mixed methods for more comprehensive results. This research contributes significantly to the development of more critical and responsible journalism within the local media context in Indonesia.

Urban drainage systems face mounting pressure due to the combined impacts of rapid urbanization and climate change. The expansion of impervious surfaces and altered precipitation patterns contribute to increased stormwater runoff, exacerbating flood risks and water quality issues in cities. Traditional drainage systems, focused primarily on controlling water volume, are insufficient to address the growing complexity of urban drainage challenges. This study proposes Sustainable Urban Drainage Systems (SUDS) that integrate flood management, water quality improvement, and climate resilience. By incorporating nature-based solutions such as permeable pavements, green roofs, and rain gardens, these systems aim to reduce runoff, enhance groundwater recharge, and mitigate the negative effects of urbanization. Through a Multi-Criteria Decision Making (MCDM) framework, this research evaluates various drainage solutions based on technical, socio-economic, and environmental criteria. The findings indicate that SUDS outperforms traditional systems in flood mitigation, water quality control, and climate resilience, highlighting their importance in adapting to changing climatic conditions. This paper emphasizes the need for sustainable drainage solutions to ensure long-term urban resilience and improve the overall quality of urban environments.
