The irfani approach in the study of Islamic law is a method that integrates spiritual experience, intuition, and moral values in understanding and applying legal principles. This research aims to explore the relevance, implications, and challenges of the irfani approach within the context of Islamic law in Indonesia. By employing normative juridical analysis and literature study, this study finds that the irfani approach enriches the understanding of Islamic law by linking it to contemporary issues, such as social justice, environmental protection, and human rights. This perspective encourages a more holistic and ethical interpretation of legal principles, moving beyond rigid textual analysis. Furthermore, this research highlights the potential harmonization between Islamic law and customary law (adat law) in Indonesia. This integration can create a more inclusive, culturally adaptive, and community-responsive legal system, which aligns with Indonesia's pluralistic legal landscape. However, challenges remain in the widespread acceptance and implementation of the irfani approach. Resistance often arises from scholars and institutions that prefer conventional, textual, and rationalistic approaches to Islamic law, perceiving the irfani method as subjective or lacking legal rigor.Despite these challenges, strengthening education, scholarly dialogue, and interdisciplinary engagement between Islamic law scholars, legal practitioners, and policymakers can foster a greater appreciation for the ethical and spiritual dimensions of Islamic law. By incorporating mystical insights and moral considerations, the irfani approach has significant potential to contribute to the evolution of Islamic law in Indonesia, ensuring its relevance, inclusivity, and adaptability in addressing the complex challenges of modern society.

This study is the result of research on the implementation of radicalism prevention policies through the independent curriculum P5 project in elementary level education schools in Garut Regency. This research is also motivated by the author's interest in radicalism prevention policies, especially among young people. The Garut Regency Government has issued Garut Regent Regulation Number 143 of 2023 concerning the Regional Action Plan for Preventing and Combating Violent Extremism that Leads to Terrorism, one of which aims to prevent radicalism in the school environment due to concerns about the spread of radicalism among young people. This research uses a qualitative research method with a descriptive approach. Data were obtained through literature study and field study (observation and interview). The data validity technique used was the triangulation of sources and methods. The results of this study indicate that there are several challenges faced by policy actors in policy implementation such as limited human resources, the influence of the environment and local culture, the wide area of distribution of primary level education schools and low parental participation.

This research examines the role of Pancasila as a philosophical pillar in strengthening Indonesian democracy and shaping just legal policies amidst the dynamics of legal changes. The research background highlights the challenges in actualizing Pancasila's values within the legal system, reflected in the incongruence of legal policies with the principle of justice, limited public participation, and obstacles in the era of globalization. This qualitative study, employing a literature review method, aims to analyze the application of Pancasila's values in addressing legal challenges and to identify the constraints in its implementation as a foundation for democracy. The findings indicate a mismatch between legal policies and Pancasila's values due to political factors, a lack of understanding, complex bureaucracy, and systemic injustice. Limited public participation in policy formulation also poses a constraint. The implications of this research underscore the need to enhance the understanding and internalization of Pancasila's values in the legal policy-making process, as well as to increase public participation to achieve a more just and democratic legal system in accordance with the ideals of Pancasila.

This study aims to analyze the role of environmental education in raising ecological awareness and to identify the supporting and hindering factors in its implementation. Using a qualitative approach, data were collected through literature reviews, interviews, and observations at both formal and non-formal educational institutions. The findings indicate that environmental education plays a significant role in shaping environmentally friendly awareness and behavior among learners. It encourages a deeper understanding of ecological issues and fosters a sense of responsibility toward the environment. However, in practice, the implementation of environmental education still faces various challenges. The main obstacles identified include limited resources, a shortage of educators with specific competencies in environmental topics, and a lack of policy support from both government and educational institutions. On the other hand, practice-based learning methods—such as field activities, environmental projects, and collaborations with local communities—have proven more effective in enhancing active participation and engagement among students. The main contribution of this study is to provide insights into optimal strategies for the implementation of environmental education, along with recommendations for policymakers to improve its effectiveness through curriculum strengthening and innovative teaching methods. These findings also serve as a foundation for developing more contextual and applicable learning models. For future research, it is recommended to broaden the scope of the study by examining the effectiveness of environmental education in various socio-economic contexts and exploring the use of digital technologies in environmental learning.

The development of the Toba Caldera Geopark as a national priority tourism destination is part of the government’s efforts to drive regional economic growth, improve community welfare, and strengthen Indonesia’s position in sustainable tourism. However, its implementation presents significant challenges in balancing economic development, environmental sustainability, and social justice, particularly for indigenous communities around the area. This study aims to analyze the impact of the Toba Caldera Geopark development policy on the environment and local indigenous communities. A multidisciplinary approach was employed, combining qualitative methods through in-depth interviews and participatory observations, along with quantitative data from surveys and official secondary sources. The results indicate potential conflicts between tourism infrastructure development and nature conservation, including environmental degradation and the erosion of local cultural values. Additionally, there is a risk of marginalization of indigenous communities in terms of access to natural resources and their involvement in decision-making processes. Therefore, this study recommends the need for more inclusive and sustainable policies that place indigenous communities at the center of geopark management. Active participation of local communities, recognition of customary land rights, and development approaches based on local wisdom are essential to achieving equitable, sustainable, and environmentally responsible development of the Toba Caldera Geopark.

The rapid advancement of information technology in the modern era has significantly transformed various aspects of life, including the dissemination of information and digital services. In Indonesia, this transformation is marked by the widespread use of electronic systems in daily activities, by the government, private sector, and individuals alike. However, this progress also brings new challenges, particularly concerning child protection in digital spaces. Children, as a vulnerable group, are at risk of exposure to inappropriate digital content, misuse of personal data, and online exploitation.This article aims to analyze the obligations of electronic system providers in ensuring child protection, as regulated in Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 on Electronic Information and Transactions (ITE Law). The study uses a normative juridical approach, analyzing applicable regulations, literature reviews, and relevant case examples.The findings indicate that Law Number 1 of 2024 strengthens the legal framework regarding the responsibilities of electronic system providers to ensure children's safety in the digital world. These responsibilities include content filtering, protection of children's personal data, and the provision of reporting and violation handling systems. This article emphasizes the importance of the active role of electronic system providers in creating a safe and child-friendly digital environment, as well as the need for government oversight and public participation in its implementation. This study is expected to serve as a reference for policy development on child protection in the digital era.

Academic literacy is one of the main factors in improving the quality of college graduates. Developed countries have implemented various strategies to improve literacy levels in higher education environments in order to create competitive graduates who are ready to face global challenges. This article aims to analyze policies and implementation of strategies to improve academic literacy in universities in developed countries. Using a qualitative approach based on literature studies, this study found that technology integration, research-based learning, improving criteria, and providing supporting facilities such as digital libraries and academic literacy training are effective steps in improving student literacy. The results of this study are expected to be a reference for higher education institutions in developing countries in designing policies to improve academic literacy

Health service management has an important role in managing resources effectively and efficiently, dealing with the dynamics of community needs, and ensuring quality health services through a systematic and humanistic approach. However, there are still shortcomings in the availability of adequate resources and managerial skills of implementing officers in service units that do not meet the standards. This study aims to analyze the direct impact of health management on accessibility, quality, effectiveness, and policy-making in health services.This study uses a literature review method with data sources obtained from Google Scholar, National Library e-Resources, and Garuda Portal. The research data was taken from 2015-2025. Based on the literature review, effective health management includes strategic planning, strengthening internal management, managing human resources, community involvement, and utilizing technology. The implementation of health management is proven to improve the competence of health workers, accelerate service processes, and increase patient satisfaction. In addition, good health management also encourages the expansion of health facility distribution, maintains the availability of drugs and medical devices, and improves the quality of infrastructure. However, there are challenges that need to be overcome, such as limited human resources and challenges in implementing Electronic Medical Records (EMR) in various healthcare facilities. The review shows that health management positively impacts accessibility, service quality, effectiveness, and evidence-based policymaking. The background of this study is the importance of effective communication between schools and parents in supporting the education process and student development. Social media has become one of the popular and effective communication tools in conveying information quickly and widely. This study aims to determine the implementation of social media use policies in communication between schools and parents and supporting and inhibiting factors. The research method used is a qualitative approach with documentation techniques, observation and in-depth interviews with schools and parents. The results of the study show that the use of social media has provided many benefits in increasing the speed and efficiency of communication between schools and parents. However, there are several obstacles such as lack of response from some parents, limited internet access, and limited technological infrastructure. However, support from adequate technological infrastructure and active participation from parents can be the main supporting factors in the successful implementation of this policy.

Integrated public services in a one-stop service system, such as the one implemented at the Mal Pelayanan Publik (MPP) Badung, serve as an answer to the public's demand for efficient, fast, and transparent bureaucracy. However, in its implementation, MPP still faces various strategic challenges, such as fragmentation between agencies, limited human resources, and suboptimal digital system integration that supports cross-sector services. This study aims to analyze adaptive and collaborative managerial strategies to address these challenges and explore digital innovation opportunities to improve service quality. By using a literature review method from various journals, policy reports, and supporting documents, this study shows that the success of the one-stop service system greatly depends on visionary leadership, synergy between agencies, and adequate technological support. The discussion concludes that flexible, responsive managerial strategies that emphasize cross-agency collaboration can enhance efficiency and user satisfaction. Therefore, updating digital systems, involving the community, and improving human resource capacity are crucial steps in realizing modern and sustainable public services. Another key factor for success is the adoption of innovative digital technologies. By investing in digital infrastructure, MPP can automate many of its processes, reducing paperwork, speeding up response times, and ensuring better coordination between departments. The development of user-friendly platforms and mobile applications will also allow citizens to access services more easily, improving their satisfaction. Additionally, involving the community in the decision-making process through feedback and engagement mechanisms can help identify areas for improvement and tailor services to better meet the public's needs. To ensure long-term success, continuous capacity building for human resources is essential. Well-trained staff, equipped with the skills and knowledge to operate advanced systems, will be able to provide higher-quality services.

This study aims to discuss the implementation of a democratic system within the presidential institution using a literature study approach. The findings and discussions in this research explain an event analyzed by the researcher based on previous literature studies that have been examined by earlier scholars. The results of this study indicate that Indonesia, as a constitutional state, implements a clear division of power among state institutions to ensure stability in governance. This principle of the rule of law is not only applied in Indonesia but is also a widely accepted concept in many countries worldwide. The establishment of state institutions is based on legitimate authority as stipulated by law, with the President holding a strategic role as the head of state, as regulated in the 1945 Constitution of the Republic of Indonesia. This study concludes that to maintain a democratic system of governance, a well-structured administrative framework is necessary, emphasizing government accountability. This ensures that every policy and action taken is always based on legal principles and carried out transparently and responsibly.

This study aims to analyze the efficiency of raw material inventory control for bread products at Rejeki Bakery in Mijen, Semarang, and to examine the application of the Material Requirement Planning (MRP) method in optimizing raw material inventory costs. The research employs a quantitative approach using secondary data as the main source. The data analysis technique utilized in this study is the Material Requirement Planning (MRP) method, which includes three inventory control techniques: Lot For Lot (LFL), Economic Order Quantity (EOQ), and Period Order Quantity (POQ). Each method was analyzed to determine the most efficient inventory cost. The results show that the raw material inventory cost using the Lot For Lot (LFL) method is Rp 2,400,000.00, the Economic Order Quantity (EOQ) method results in an inventory cost of Rp 2,992,600.00, while the Period Order Quantity (POQ) method incurs a cost of Rp 6,924,800.00. Additionally, the current raw material inventory cost under Rejeki Bakery’s management policy is Rp 2,681,600.00. Based on these findings, the implementation of the Material Requirement Planning (MRP) method at Rejeki Bakery in Mijen, Semarang, has demonstrated its effectiveness in improving the efficiency of inventory management. Among the three techniques analyzed, the Lot For Lot (LFL) method proves to be the most cost-effective, as it minimizes excess inventory while ensuring that production needs are met. This study highlights the importance of selecting an appropriate inventory control method to optimize costs and enhance operational efficiency in bakery production.

Current efforts to eradicate corruption are not only focused on arresting and imposing criminal sanctions on perpetrators, but also through efforts to restore the country's financial and economic losses by confiscating assets or property belonging to perpetrators of corruption. Asset recovery or confiscation of assets from perpetrators of corruption is an important thing that must be considered in handling corruption cases, as a form of recovery of state losses. Therefore, there must be a good policy formulation to support the implementation of asset recovery. Indonesia needs special regulations or rules that have legal force and have special rules regarding the mechanism for confiscating assets and property suspected of being obtained from the proceeds of corruption. This study is entitled Asset Confiscation as a Form of Punishment for Perpetrators of Corruption. The purpose of this study is to determine and explain legal policies related to asset confiscation.

Tax aggressiveness refers to corporate actions aimed at reducing taxable income through tax planning strategies. This study aims to provide empirical evidence regarding the effect of profitability and liquidity on tax aggressiveness, with corporate social responsibility (CSR) disclosure as a moderating variable. This research is based on agency theory and focuses on manufacturing companies in the food and beverage sub-sector listed on the Indonesia Stock Exchange (IDX) from 2020 to 2022. The study sample consists of 87 companies, selected using a purposive sampling technique. The research employs Moderated Regression Analysis (MRA) to analyze the data. The findings indicate that profitability significantly influences tax aggressiveness, while liquidity does not. Additionally, CSR does not moderate the relationship between profitability and tax aggressiveness, nor does it moderate the effect of liquidity on tax aggressiveness. The theoretical implication of this research supports and expands the understanding of agency theory in tax-related decision-making. The practical implication suggests that highly profitable companies should avoid engaging in tax aggressiveness, as it may damage their corporate image. Moreover, fair tax policy implementation and enhanced government supervision are necessary to minimize tax avoidance practices

This study discusses the comparative implementation of the 2013 Curriculum (K13) and the Independent Curriculum in elementary education at UPT SD Negeri 060816. The main focus of this study is to analyze the differences in implementation, identify the challenges and advantages of each curriculum, and evaluate their impact on learning effectiveness. The research method used is observation and interviews with grade 4 and 6 teachers as the main respondents. The results of the study show that the 2013 Curriculum is more structured with complete learning materials, while the Independent Curriculum provides flexibility for teachers and students in the project-based learning process. However, there are significant challenges in the implementation of the Independent Curriculum, including limited learning resources, demands for teacher creativity, minimal parental participation, and difficulties in project-based assessments. However, both curricula have their respective advantages in developing student competencies. This study is expected to contribute to understanding the effectiveness of both curricula at the elementary education level and become a reference for policy makers in improving the quality of learning in schools.

According to the anthropometric standards for evaluating children's nutritional status, stunting is a growth failure condition based on the weight-for-age (W/A) or height-for-age (H/A) index, where the measurement results fall within the threshold (Z-Score) of -2 SD to -3 SD (short/stunted) and -3 SD (very short/severely stunted). In 2023, 27.3% of the toddlers in Penfui Timur Village were still stunted. The purpose of this study is to ascertain how stunting reduction policies are being implemented in Penfui Timur Village, Kupang Regency. This research used a qualitative descriptive method with data collection techniques of in-depth interviews, observation and documentation. The informants in this study is 8 informants, consisting of 2 main informants and 6 supporting informants. The main informants are the head of the Penfui Timur village and the nutrition staff of the Tarus Health Center. The supporting informants are 2 posyandu cadres, mothers of stunted toddlers, pregnant women, village residents, and teenage girls.The data analysis process in this research begins by collecting data from interviews and then reducing the resulting data. After that, the data is presented and concluded. The study's result showed that although the policy has been applied effectively, it still falls short of the implementation theory's requirements. The implementers' low educational and human resource levels, the ignorance of expectant mothers and parents of children with stunted growth, and the lack of facilities and infrastructure are the contributing reasons. Although the village government's communication component with other implementing parties has been functioning smoothly, communication with the leaders of the target community has not been at its best. The policy implementers are already familiar with the methods and duties associated with their respective areas of responsibility. The bureaucratic structure's policy implementers are already familiar with the technical facets of reducing stunting. Based on the results of the study, it is recommended to increasing the knowledge involved in  implementation policy for stunting reduction

This research describes the Implementation of Population Administration Policies on Administrative Vulnerable Populations (Study on Suku Anak Dalam in Bungo Regency, Jambi Province). Based on the results of the research, it can be concluded that the implementation of population administration in administratively vulnerable populations such as Suku Anak Dalam (SAD) has been implemented by the Bungo District Government through the Bungo District Population and Civil Registration Office, but only a small proportion of SAD residents are recorded and obtain population documents. This is due to the absence of specific regulations governing the data collection and recording of administratively vulnerable populations such as SAD. In addition, the causes of the lack of optimal administration of administratively vulnerable populations such as SAD in Bungo Regency, Jambi Province are limited resources and funds, as well as natural factors due to the distance from the city, a nomadic and closed lifestyle, plus language problems that are difficult to understand. Therefore, in order to achieve Orderly Population Administration specifically for vulnerable populations such as SAD, there needs to be a policy that applies specifically to SAD residents in addition to policies that apply generally in population administration data collection. In addition, the relevant agencies can carry out cross-sectoral cooperation and need to make special plans regarding the financing of data collection and form a Special Officer Unit to carry out data collection of administratively vulnerable populations such as SAD in the Bungo Regency area.

This study aims to analyze the budgeting process, factors that form the basis of budgeting and obstacles to the budget implementation and realization process at the Secretariat of the Regional People's Representative Council (DPRD) of Jambi Province. The analytical tool used is qualitative descriptive research. Based on the results of the study, it can be concluded that the budgeting process at the Secretariat of the Jambi Provincial DPRD follows the regional government budget cycle which consists of three main stages, namely budget preparation and determination, budget implementation, and APBD accountability reports. Budget preparation is carried out through coordination with the Executive Budget Team, then discussed with the DPRD before being ratified, while its implementation takes place after the APBD is approved, with accountability through semester and annual reports audited by BAWASDA and BPK to ensure transparency and accountability. Basic factors in budgeting include effectiveness, efficiency, and compliance with regulations. There are obstacles such as the incomplete discussion of the Draft Regional Regulation according to the Regional Legislation Program, changes in the number of Draft Regional Regulations that have an impact on activity planning, and low budget absorption due to external factors, such as changes in Central Government policies that complicate the preparation of the APBD. In addition, the lack of government assertiveness in enforcing policies and the suboptimal performance benchmarks complicate budget evaluation, so that improvements to the performance measurement system and better coordination between regional and central governments are needed.

This research aims to analyze the optimization of the issuance of electronic land certificates in Gorontalo City and find out the efforts of the government (BPN) Gorontalo City in optimizing the issuance of electronic land certificates. This type of research is empirical legal research. This method involves a juridical sociological approach, namely an approach that starts from existing legal rules or norms and then harmonizes with the reality that exists in society. The results of this study indicate that the issuance of electronic land certificates (E-Certificate) in Gorontalo city is considered not optimal. Researchers found that there are 3 out of 4 indicators that have not been maximized in its implementation, namely the readiness of land office infrastructure, policy implementation, and public understanding. Furthermore, the efforts that have been made by BPN Gorontalo City in optimizing the issuance of electronic land certificates are conducting Socialization and Education to the Public, Improving Information Technology Infrastructure, Cooperation with Stakeholders, Increasing Human Resources Capacity and Resolving Obstacles and Constraints.

This study aims to describe and analyze the policies of the Bangkalan Regency Regional Government in increasing development in the fisheries sector in coastal areas, as well as the supporting and inhibiting factors for development in the sector. Data collection techniques include interviews, observations, and documentation. Research informants are from the Bangkalan Regency Bappeda, the Bangkalan Regency Agriculture Office, the Bangkalan Regency Government in the field of development, and district and village offices. The data analysis technique uses the interactive model developed by Miles et al. (2014), namely data condensation, data presentation, and conclusion drawing. The results of the study show that the policies of the Bangkalan Regency Regional Government in increasing development in the fisheries sector in coastal areas have accommodated the interests of the community, especially in the fisheries sector, which touches all levels of society, so the development policies implemented run as planned. The process of communicating and delivering information about fisheries development policies, especially in coastal areas, is carried out through meetings between Muspika and the Fisheries Service, attended by all appointed employees to participate in socializing fisheries development policies.
