This study examines Legal certainty is a crucial element in effective governance, especially in the context of laws and regulations. This research examines the enforceability of the Minister of Home Affairs Regulation No. 86/2017, which regulates the preparation of the Local Government Work Plan (RKPD). This research finds that legal certainty in the RKPD is strongly influenced by the implementation and supervision of the regulation. In addition, challenges in harmonization between central and local regulations are an important factor in ensuring effective enforcement. The results show that the ambiguity in Article 78 results in uncertainty in the integration of pokir into the RKPD, thus reducing the effectiveness of DPRD participation and potentially creating conflict between the executive and legislature. To improve legal certainty, it is suggested that further revision and explanation of the provision is needed, as well as training for local officials on more effective implementation of the regulation. The findings are expected to serve as recommendations for policymakers in drafting clearer and firmer regulations. This research recommends clarification and revision of Article 78 to create a clearer framework and support synergy between local governments and DPRDs. The findings are expected to contribute to the improvement of more inclusive and responsive regional planning policies.

The attendance system is an important aspect of personnel management that affects the effectiveness and efficiency of an institution's operations. Puskesmas Tarusan in Pesisir Selatan Regency still uses a manual attendance system that is vulnerable to data inaccuracies, real-time tracking difficulties, and potential fraud such as leaving attendance. To overcome this problem, this research aims to design a geolocation-based attendance application that can improve the accuracy of employee attendance recording and reduce the potential for abuse of the attendance system. This application uses a GPS-based geolocation method that allows attendance recording to only be done at a predetermined work location. By utilising this technology, attendance recording becomes more accurate, transparent, and can be monitored in real-time. This application was developed using the Unified Modelling Language (UML) approach for system design and using mobile-based technology to be easily accessed by employees. The test results show that this system is able to improve the accuracy of recording employee attendance and reduce the potential for fraud in attendance. In addition, this application provides convenience for management in monitoring employee attendance efficiently. With the implementation of this system, it is expected that Puskesmas Tarusan can improve transparency, accountability, and effectiveness in personnel management.

MotoGP is a world-class motorcycle racing event involving participation from various countries around the world. In its implementation, it is necessary to import spare parts, vehicles, team equipment, and other technical equipment to circuits around the world, including Mandalika, Indonesia. This temporary import status makes MotoGP logistics require important documents, such as ATA Carnet and Customs Notification of Special Economic Zones (PPKEK) so that the goods can enter the Customs Area without being subject to customs and excise. This research method uses a qualitative method with a descriptive approach because it aims to understand in depth the process of handling MotoGP import cargo, especially related to the use of ATA Carnet documents and Customs Notification of Special Economic Zones (PPKEK) in the Mandalika Special Economic Zone. The results of this study indicate that the use of customs documents, such as ATA Carnet and Special Economic Zone Customs Notification (PPKEK) is used depending on the needs of each user who wants the entry of MotoGP logistics into Indonesia to be exempted from customs and excise so that these two documents become important instruments in implementing the temporary import status scheme for MotoGP logistics so that it can facilitate the handling process at Zainuddin Abdul Madjid International Airport to distribution to the Mandalika Special Economic Zone (KEK). The conclusion of this study is that with the existence of two customs mechanisms, namely ATA Carnet and Special Economic Zone Customs Notification (PPKEK), as well as the role of PT. Angkasa Pura Logistik in handling the flow of goods at the airport, the smoothness of MotoGP logistics is more guaranteed.

This study analyzes the implementation of the Financial Accounting Standards for Micro, Small, and Medium Entities (SAK EMKM) at Alfapro Stationery. The analysis results indicate that Alfapro Stationery has applied several basic principles of SAK EMKM in preparing its financial statements, such as recognizing fixed assets based on acquisition costs, recording inventory, and recognizing revenue and expenses. The financial statements prepared include the statement of financial position, income statement, and notes to the financial statements, supported by a computer-based accounting system (AIO System) that helps generate automatic financial reports every month, thereby increasing accuracy and transparency. However, Alfapro Stationery has not been able to separate personal and business assets, violating the "Separate Economic Entity" concept, which is fundamental in preparing financial statements according to SAK EMKM. Although the company's financial statements formally appear to meet the requirements of SAK EMKM, the lack of clear separation between personal and business assets indicates non-compliance with the standard. Further research can focus on a more in-depth analysis of the effectiveness of the internal control system, evaluating the impact of the latest technology on store operations, better human resource management strategies, and comparative studies with other UMKM that have best practices. This aims to provide broader perspectives and innovative solutions to be implemented at Alfapro Stationery.

This study is motivated by several problems that: Employee performance is still low, this is due to several factors, namely the quality of work produced is still not good, lack of leadership direction to subordinates, high employee attendance rate and declining work performance. Low employee work motivation, as evidenced by the amount of time spent during working hours that are not used optimally, still low motivation to increase understanding of work duties and responsibilities, as well as motivation to improve skills in terms of work mastery which can help make it easier to carry out work. The promotion of positions at the Ciamis Regency Education Office is considered to have not fulfilled the predetermined procedures. There are still structural positions that are filled by people who do not have a formal education background or are not in accordance with their competence, this is due to the lack of competent human resources in their fields because people with appropriate formal education, ranks and classes have not been able to occupy structural positions so that they are filled by officials with a formal education background that is not their competence. The implementation of rotation is still optimally organized, it can be seen in the reality that the implementation of rotation often occurs in a spoil system. The spoiler system is a rotation program based on family or based on acquaintances or connections. The results of the study inform that: (1) there is a positive influence of rotation on work motivation. This means that if there is an increase in rotation, it will be followed by an increase in work motivation. (2) there is a positive influence of position promotion on work motivation. This means that if there is an increase, it will be followed by an increase in work motivation. (3) there is a positive influence of rotation and promotion of positions on work motivation. This means that rotation and promotion of positions is one part of formal employee development which aims to provide motivation to employees of the Ciamis Regency Education Office. (4) There is a positive influence of work motivation on employee performance. This means that Motivation is closely related to performance or performance. Employees who have high work motivation can improve performance, on the other hand, employees who do not have motivation to work will reduce performance so that the goals of an agency will not be achieved. The method used in this study is a quantitative descriptive method, including data analysis techniques, namely validity test, reliability test of descriptive analysis, verifiable analysis, multiple linear analysis, f test, t test and path analysis.
