Family Planning program is very important because it can suppress the birth rate and minimize the number of people , but in the era of reform and implemented regional autonomy, family planning programs can not run smoothly, it is because not all local government district / city committed to the program of population and family plans. The purpose of the study was to analyze the decentralization family planning program in the Era of Regional Autonomy in District / City .The research method uses       Qualitative and descriptive method, and also using secondary data. Research results the existence  that family planning is not a priority in developing regions, and the materialistic  perspective will only make this program further drown. Efforts to revive the program can be done through advocacy approaches and instensif again. We recommend that all elements of policy makers, especially (regent / Mayor) had the foresight and understanding that family planning is a long term investment remains conserved. The management of the Family Planning program in the Regency/City in the era of regional autonomy is no longer carried out by the agency that handles the Family Planning Program, but has been combined with other programs, from the organizational structure there has been a change, previously responsible to the province, now entirely to the respective regents/mayors. The position and function of the Provincial Population and Family Planning Agency are less advantageous because this institution is still a vertical institution (centralization), but also  this institution must deal with regional institutions that already have their own paradigms in the organization.

Pushover analysis is a procedure to determine the collapse behavior of a building in an earthquake. The pushover analysis method is widely used by high-level building planners who rely on performance-based planning. The aim of this research is to become a reference in evaluating the collapse performance and behavior of buildings. This research was carried out using SAP2000 software where the structure was modeled in three dimensions. After carrying out the initial load analysis and stress examination, the analysis results showed that the behavior of the building structure was non-linear. This occurs under conditions of higher loads or significant deformation. So the results obtained in the X direction, the maximum displacement value obtained is 0,014410 m achieved with a base shear of 64.746,662 kN. In step 7, collapse (C) occurs in one of the structures marked with a yellow dot. Meanwhile in the Y direction, the displacement obtained is 0,15 m with a base shear of 58.897,495 kN. Based on the structural performance classification according to ATC-40, both in the X direction and Y direction, the building structure is included in the "Immediate Occupancy" category. This means that the structure is able to maintain its function without experiencing significant damage at the given load level. This level of performance is still well below the “Collapse Prevention (CP) limit, meaning that the structure is considered safe under these conditions.

A mixed-use building refers to the combination of several different functions in one building, such as residential, office, shopping, and recreational functions built on one site. Designing the structure of a mixed-use building requires careful planning and consideration of various factors such as functional needs, aesthetics, and energy conservation. Additionally, the design of mixed-use buildings includes various functions in one area. The floor slabs and roofs use plain reinforcing steel with a strength of Fy = 240 MPa (Ø8mm). Concrete cover is taken as 20 mm. The design results in several types of slab thicknesses according to the working loads that must be accommodated above them. Below are the moments acting on the floor slabs and roofs. Reinforcement calculations are carried out using the capacity strength design method according to SNI 2847-2019. The concept of capacity design refers to controlling the formation of plastic hinges at predetermined locations. The SAP2000 program can directly calculate the feasibility of structural dimensions and the required reinforcement area from the input program results. In the SAP2000 program, the concrete regulations used are those of the American Concrete Institute ACI-318-05/IBC 2003, which in some aspects differ from Indonesian concrete regulations SNI 2847-20219. Adjustments need to be made to comply with Indonesian regulations. Internal forces from the SAP2000 program are selected from load combinations that produce the maximum field moments and support moments at the column faces. Flexural and shear reinforcement of beams can be directly read from the SAP2000 program output in the form of the required reinforcement area information

BIM technology in the construction world is growing. However, the application of BIM in Indonesia has not been carried out thoroughly. BIM technology can help quantity take off work that affects the success or failure of a project. BIM can reduce the error rate of quantity take off planning calculations compared to manual calculations. Tekla Structure is one of the software developments of BIM that can produce quantity take off building output along with 3D visualisation. This research conducts 3D modelling and discusses the comparison of quantity take off using BIM-based software Tekla Structures with a recap of the manual calculation contained in the initial Bill of Quantity for the X Building Project planning. This difference can be used as a consideration for the application of BIM in the initial calculation of project planning. The percentage difference obtained for the pile cap  resulted in concrete volume deviation of 0.69% and -19.1% for reinforcement volume. The spun piles work resulted in a concrete volume deviation of -0.8% and reinforcement volume of 8.45%. In the calculation of column work, the deviation value for concrete volume is 3.14%, while the volume of reinforcement is -12.2%. The results of the BIM quantity take-off are deemed more reliable due to the 3D visualization of BIM objects and the ability to adjust the detail of work elements.
