Indonesia is currently experiencing an emergency situation regarding sexual violence, which compromises national social resilience. The enactment of the Sexual Violence Crimes Law (UU TPKS) creates new legal mandates for healthcare professionals. Midwives, serving as frontline providers in primary care and remote areas, act as the first professional contact for survivors, yet they lack adequate legal certainty regarding medico-legal duties and preparedness within the midwifery educational framework. Objectives: This study aims to analyze the regulatory synchronization concerning the limited medico-legal authority of midwives in implementing the UU TPKS and to formulate reconstruction strategies for professional standards and the national midwifery curriculum. Methods: This normative juridical (doctrinal) research utilizes statute, conceptual, analytical, and comparative approaches. Data analysis was conducted qualitatively-normatively through systematic and teleological interpretations, evaluated using coherence and prescriptive frameworks. Results: The study reveals a significant disharmony of norms between the UU TPKS and Minister of Health Regulation (Permenkes) No. 2 of 2025, which imposes bureaucratic barriers on safe abortion access for rape victims. Additionally, the Midwife Professional Standards (Kepmenkes No. 320/2020) fail to integrate basic clinical forensic authorities, compounded by a national techno-centric curriculum that overlooks Trauma-Informed Care (TIC). Conclusions: Legal certainty for midwives and comprehensive justice for survivors can only be accomplished by reconstructing inclusive competency standards, eliminating administrative boundaries through the "Medical First" principle, and integrating primary health law and trauma-sensitive care modules into the national midwifery curriculum.

Classroom Action Research (CAR) is a widely used approach to improve teaching practices through iterative cycles of planning, action, observation, and reflection. Despite its popularity, many studies report methodological weaknesses, particularly in ensuring coherence between research problem formulation, objectives, and success indicators. This study aims to examine the alignment among these three key components in CAR studies using a Systematic Literature Review (SLR) approach. Data were collected from peer-reviewed articles indexed in Scopus, ScienceDirect, Taylor & Francis Online, ERIC, and Google Scholar, published between 2015 and 2025. The study selection followed PRISMA 2020 guidelines, including identification, screening, eligibility assessment, and final inclusion of relevant studies. A qualitative thematic synthesis was applied to analyze patterns in the relationship between problem formulation, research objectives, and success indicators. The findings show that CAR problem formulations are generally contextual and based on classroom issues, while research objectives function as operational translations of these problems. Success indicators are used as measurable criteria to evaluate the effectiveness of interventions. However, inconsistencies are still found in several studies, such as misalignment between objectives and problems or poorly defined success indicators. Overall, the study emphasizes the importance of conceptual coherence to improve the quality and credibility of CAR research designs.

This article examines the use of cooperative learning strategies in Christian Religious Education (CRE) as an instructional approach that emphasizes the strengthening of students’ faith and Christian character. The discussion covers the definition, objectives, conceptual foundations, principles, and operational procedures of cooperative learning, which are then connected to the theological goals of CRE. The study employs a qualitative approach using a library research method, analyzing pedagogical and theological literature to construct a conceptual framework for implementing cooperative learning within the context of CRE. The findings indicate that cooperative learning strategies are highly aligned with the essence of CRE, as they foster dialogical interaction, shared responsibility, empathy, and the internalization of Gospel values through collaborative learning processes. The effective implementation of this strategy can create a participatory, reflective, and formative learning community that enhances not only cognitive understanding but also students’ attitudes, spirituality, and Christian character. This research is significant in providing both theoretical and practical foundations for CRE educators in designing learning experiences that are relevant, relational, and transformative in accordance with the goals of faith formation.

This study aims to evaluate the management system of the Community Service Program (Kuliah Kerja Nyata/KKN) implemented by the Institute for Research and Community Service (LPPM) from the perspective of student participants as internal actors. KKN is a form of community engagement program that requires an effective management system to ensure its objectives are achieved optimally. This research employs a qualitative approach with a descriptive-exploratory design. Data were collected through Focus Group Discussions (FGDs), participant observation, and document analysis, then analyzed using the interactive model proposed by Miles et al. The findings indicate that the KKN management system still faces several challenges, including administrative irregularities, weak coordination and communication among stakeholders, limited information system support, and insufficient technical readiness during implementation. In addition, students provide critical reflections on their roles and experiences throughout the program. The problems identified are not only caused by institutional factors but also by interactions among actors within the KKN implementation system. This study highlights the importance of strengthening system integration, improving the quality of coordination among related parties, and developing digital-based information systems. These efforts are expected to enhance the effectiveness of KKN implementation and improve overall program governance in a sustainable manner.

Churches and Christian institutions frequently face the challenge of congregations whose understanding of ministry remains confined to the spiritual dimension alone, while the holistic ministry mandate calls for active engagement across social, educational, and economic spheres. This study examines two primary objectives: first, how Christian Religious Education (CRE) shapes congregational understanding of holistic church ministry; and second, how CRE equips congregants with the concrete capacity to serve comprehensively. A qualitative approach with a case study design was employed at Yayasan Sola Gratia Medan. Data were gathered through in-depth interviews with seven informants comprising foundation leaders, program coordinators, active church members, volunteers, and beneficiaries. Analysis followed a thematic framework encompassing data reduction, display, and conclusion drawing. Findings reveal that: (1) consistent CRE implementation at Yayasan Sola Gratia has successfully shifted the congregational ministry paradigm from exclusively spiritual to holistically transformative; and (2) congregants who have internalized CRE values demonstrate more structured ministry capacity, stronger theological motivation, and significant cross-dimensional engagement. This research contributes a contextual CRE model relevant for church-based institutions operating in multidimensional urban environments.

Digital transformation in the judicial system represents a strategic step to improve the quality of legal services in Indonesia. One of the innovations implemented by the Supreme Court of the Republic of Indonesia is the E-Court system, which enables case administration and court proceedings to be conducted electronically. This study aims to analyze the effectiveness of the implementation of E-Court in realizing the principles of simple, fast, and low-cost justice, as well as to identify the obstacles faced by parties who do not utilize the system. The research method employed is a normative legal approach, involving the analysis of statutory regulations and scholarly literature. The results indicate that, normatively, E-Court has been effective in supporting judicial efficiency; however, in practice, it still encounters various challenges, including technical, social, and institutional aspects. These obstacles vary among different legal subjects, namely advocates, individuals, private legal entities, and government legal entities. Therefore, comprehensive efforts are required to optimize the implementation of E-Court to ensure that the objectives of judicial reform can be fully achieved. Furthermore, the findings reveal that, from a normative perspective, E-Court provides a more efficient mechanism compared to conventional systems, particularly in terms of case administration and communication between parties. However, this effectiveness has not been evenly realized due to constraints such as the digital divide, limited technological infrastructure, and low user readiness. Consequently, the implementation of E-Court still requires reinforcement in both technical and cultural aspects to ensure optimal accessibility for all segments of society.

Given the important objectives that banks strive to achieve through financial stability and their role in ensuring its continuity and ability to face various economic challenges, many have expanded their policies beyond their traditional functions by adopting a range of additional practices and activities that contribute to strengthening their developmental role in society. Among the most prominent of these practices are corporate social responsibility (CSR) activities, which have become a crucial aspect of the work of contemporary financial institutions. In this context, this research highlights CSR practices in banks. It relied on a sample of nine Iraqi banks listed on the Iraq Stock Exchange, which are characterized by their continued banking operations and regular publication of their annual financial reports. The research period was set from 2014 to 2023, and included a set of statistical tests that incorporated a number of financial determinants as control variables to determine their contribution to enhancing the impact of CSR when included alongside it, and to define the nature of the relationship between the research variables. We have reached a number of conclusions, most notably that when regulatory variables are included in the analysis model, this effect becomes statistically insignificant, which indicates that banks’ interest in internal financial factors still outweighs their interest in social aspects.

The Tandak Timang tradition in Batu Badinding Village, Central Katingan District, plays an important role in fostering the faith of children aged 1-5 years, which is carried out by parents. From an early age, children are introduced to faith values through Tandak Timang verses that contain advice, prayers, and praise to God. This study aims to (1) describe the role of parents in fostering the faith of children aged 1-5 years through the Tandak Timang tradition in Batu Badinding Village, Central Katingan District; and (2) describe the values implemented by parents for children aged 1-5 years in Batu Badinding Village, Central Katingan District. The research used a qualitative descriptive method with data collection techniques including observation, interviews, and documentation. The results show that Tandak Timang plays a significant role in shaping children's spiritual foundation. Parents' roles are manifested through daily practices, such as singing, storytelling, and rocking children while chanting verses in the Dayak Ngaju language. This practice not only builds strong emotional bonds but also serves as an effective medium for instilling noble values. These values include cultural values, moral and ethical values, ancestral values, and spiritual values that teach children about the importance of prayer and hope in God.The conclusion of this study is that parents act not only as cultural inheritors but also as educators, role models, and facilitators. They utilize intimate moments when putting children to sleep—through singing, storytelling, and rocking—to instill faith values. The strong physical and emotional interaction builds a solid bond, making it easier for children to accept and internalize a deep understanding of the teachings conveyed. The Tandak Timang tradition is rich in noble values that serve as the foundation for faith formation. These values include cultural values, moral and ethical values, ancestral values, and spiritual values. The suggestions put forward are that parents should further understand the meaning of Tandak Timang for fostering children's faith from an early age, and pass on and preserve the character of children through this Central Kalimantan Dayak culture. For subsequent researchers conducting similar studies, it is recommended to develop the research objectives and focus more specifically on the research topics.

This study aims to examine flood disaster mitigation efforts carried out by the Regional Disaster Management Agency in Sukamakmur Village, Karawang Regency. This research employed a qualitative method with a case study approach. The theory used in this study is the Strategy Theory proposed by James Brian Quinn (2003:10), which consists of three dimensions: objectives, policies, and programs. The study identifies problems related to flood disasters that occur almost every year in Sukamakmur Village. To address these issues, it is necessary to analyze the mitigation efforts implemented by the Regional Disaster Management Agency (BPBD), as well as the related policies and programs concerning flood disasters. The findings show that the objective of disaster mitigation is directed toward improving community preparedness and capacity in dealing with flood risks. Mitigation policies are implemented through strengthening community capacity based on non-structural mitigation, such as the establishment of Disaster Resilient Villages (DESTANA), village disaster volunteers, and disaster risk assessments. The mitigation programs carried out include disaster awareness socialization, mitigation training, and dissemination of daily weather information. In its implementation, BPBD also coordinates with the village government, sub-district task forces, and the River Basin Management Agency (BBWS). These mitigation programs have had a positive impact on increasing community knowledge, preparedness, and participation, although there are still obstacles in the form of limited budgets, infrastructure, human resources, and suboptimal cross-sector coordination. The contribution of this research is to provide additional insight and new information regarding the role of the Regional Disaster Management Agency in flood disaster mitigation.

The remarkable global ascent of BTS, a South Korean music group operating under HYBE Corporation (formerly Big Hit Entertainment), is inseparable from a well-orchestrated and adaptive public relations (PR) framework. This study examines how HYBE's PR strategies propelled BTS to international prominence while simultaneously aligning with the Sustainable Development Goals (SDGs), specifically SDG 8 (Decent Work and Economic Growth) and SDG 9 (Industry, Innovation, and Infrastructure). Adopting a qualitative methodology grounded in media content analysis, the research draws on data from international and national news coverage, official press materials, public speeches, digital platform content, and institutional documents spanning 2017 to 2024. Four strategic pillars characterize BTS's PR approach: (1) sustained authentic narrative construction centered on personal growth, social responsibility, and cultural pride; (2) strategic mobilization of the global ARMY fanbase as an active communication force; (3) integrated and innovative utilization of digital media ecosystems to amplify reach and engagement; and (4) deliberate repositioning of BTS as contributors to economic and industrial transformation through creative industries. The findings demonstrate that BTS's PR model does not merely serve commercial objectives; rather, it operates as a mechanism for advancing inclusive economic growth and fostering innovation within the global creative sector. This research contributes to the theoretical discourse on PR's evolving role at the intersection of popular culture, digital innovation, and global sustainable development.

Market levies are a regional taxation category that holds significant promise for increasing regional fiscal resources, complementing local tax revenues. The objectives of this study are; (1) Understanding the Communication Mechanism in the Implementation of Market Service Fee Policy in Gorontalo City. (2) Examination of Resource Availability in the Implementation of Market Service Tax Policy in Gorontalo. (3) Understanding the Bureaucratic Framework in the Implementation of Market Service Tax Policy in Gorontalo City. (4) Examination of the Implementation of Market Service Tax Policy Disposition in Gorontalo City. The method used in this study is a descriptive qualitative method. The results of this study indicate that the communication of market service fee policy has been carried out through systematic formal channels and is supported by a clear bureaucratic structure and division of tasks, but its implementation is still not optimal. This is caused by several obstacles, including unequal understanding and distribution of information among traders, limited resources in terms of both quantity and quality of human resources, budget, and inadequate market facilities. Furthermore, weak coordination and suboptimal implementation of SOPs in the field also impact work consistency, while the disposition or attitude of implementers who have demonstrated commitment but are not yet unified requires a more comprehensive strategic approach. Therefore, integrated efforts are needed, including improving the communication framework, strengthening human resource capacity, improving facilities, stricter supervision, and ongoing coaching to create more effective and professional policy implementation.

The increasing role of information technology in higher education requires IT governance practices that are measurable, structured, and aligned with digital transformation objectives. Many higher education institutions have implemented various information systems to support academic, administrative, and managerial services; however, the existence of technology does not automatically ensure that IT processes are governed effectively. This study aims to evaluate the Capability level of IT governance using the COBIT 2019 framework in the context of a state university in Indonesia. A descriptive case study approach was applied through structured interviews, document analysis, and observation of IT governance practices. The evaluation focused on eleven Governance and Management Objectives across the EDM, APO, BAI, DSS, and MEA domains. The results show that most objectives are at Capability Level 1 (Performed), while only BAI01, BAI03, and DSS02 have reached Capability Level 2 (Managed). No evaluated objective has reached Level 3 (Established). The gap analysis indicates that the highest gaps are found in EDM03, APO12, and APO13, which relate to risk optimization, risk management, and security governance. These findings indicate that IT governance practices have been implemented but still require stronger formal policies, standardized procedures, documented controls, and integrated monitoring mechanisms. The study provides practical recommendations for improving IT governance through risk appetite definition, risk register development, information security policy, enterprise architecture blueprint, service level agreement implementation, and performance monitoring to support sustainable digital transformation in higher education.
