Unequal access to population administration services remains a persistent governance challenge in archipelagic and geographically constrained areas, where spatial dispersion, limited connectivity, and high mobility costs systematically hinder citizens’ ability to obtain legal identity documents. In island regions, weak sea transportation networks, weather-dependent travel, and long distances to administrative centers reduce the feasibility of conventional, office-based service delivery, producing administrative exclusion that undermines equal citizenship. These barriers also intersect with socio-administrative realities, including the prevalence of unregistered marriages (nikah sirri), which constrains civil registration processes and delays the formal recognition of marital status and household composition within population administration systems. Against this backdrop, this review article aims to synthesize reputable scholarly literature on pelayanan jemput bola (mobile/outreach public services) as a policy strategy to advance service inclusivity and administrative justice in population administration, particularly for geographically marginalized communities. Methodologically, the article employs a thematic–conceptual literature review, systematically identifying and analyzing peer-reviewed journal articles and conference proceedings published primarily within the last five to ten years across recognized academic databases. The synthesis identifies key rationales and conceptualizations of outreach services, maps major implementation models (mobile units, community-based outreach, integrated one-stop outreach, and hybrid outreach–digital arrangements), and consolidates recurrent success factors, including local state capacity, inter-actor coordination, frontline discretion, and policy support. It also highlights persistent challenges such as logistical uncertainty, resource constraints, uneven digital readiness, and governance fragmentation across island territories. The article concludes that mobile/outreach population administration services can substantially improve equitable access to legal identity and strengthen civil rights realization in archipelagic contexts, but only when embedded in capacity-building and geography-sensitive governance arrangements. By integrating fragmented strands of scholarship, the review offers a conceptually grounded framework and policy-relevant implications for designing sustainable and just population administration reforms in island regions.

This study aims to analyze the development of marine tourism in Makassar City. The city of Makassar has rich maritime potential with a combination of coastal areas and small islands that have underwater ecosystems and beautiful beach scenery, supporting the formation of marine tourism. Although there is regulatory support from various relevant national regulations and regional policies to support the development of marine tourism, the facilitation of this development still faces several challenges, including sectoral ego, poor coordination between institutions, and inadequate participation from the local community. This research was examined through the adaptive capacity theory by Emerson and Gerlak (2014), which includes structural arrangements, leadership, knowledge and learning, and resources, while the research method used was a qualitative method examined using descriptive analysis. The results of this study indicate that increasing adaptive capacity through joint efforts, participatory leadership, collective learning, and effective resource management is crucial in promoting sustainable marine tourism. In this regard, the implementation of marine tourism in Makassar City needs to be formulated as a tourism management system that adapts to social, economic, and ecological changes in order to achieve sustainable regional development through marine tourism.

The Soxhlet extraction method uses repeated heating and solvent circulation to separate substances from mixtures, producing more extract faster than maceration with less solvent. However, this method requires pure solvents and is not suitable for thermolabile compounds as they can be degraded by heat. Soxhlet extraction is more effective for limited quantities of dry and fine herbal materials. This method is widely used to extract phytochemical compounds such as flavonoids, tannins, and curcumin, and has potential in cosmetic raw materials, herbal medicines, and antioxidant products. Although it uses more energy, this technique is efficient and continuous. Modern innovations such as combining it with Ultrasonic Assisted Extraction (UAE) or environmentally friendly microextraction are expected to increase extraction efficiency while reducing the use of organic solvents. Modifications to Soxhlet, including automation and assistive technologies such as high pressure, ultrasound, and microwaves, open up opportunities for commercialization and further research with more optimal results and more practical operations. The modified Soxhlet is considered a “panacea” in extraction due to the significant performance improvements achieved.

The rapid development of generative Artificial Intelligence (AI) technology offers significant efficiency opportunities across various sectors; however, empirical research within the local Indonesian context, particularly in Batam City, remains scarce. This exploratory study aims to analyze the influence of positive perception, negative perception, and AI regulation understanding on technology adoption trends, as well as productivity and product innovation opportunities among creative industry players. The creative industry is a focal point due to the inherent tension between technological efficiency and the preservation of human originality in the creative process. This research employs a quantitative causal approach, utilizing a sample of 30 respondents reached through snowball sampling techniques. Data analysis was performed using Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS software. The findings reveal that only positive perception has a significant direct impact on product innovation (p=0.004), while AI regulation and technical adoption do not show significant effects. This suggests that a positive technology mindset is a more decisive factor for innovation than technical mastery or current regulatory compliance. These results underscore the urgent need for local government socialization of AI policies and enhanced digital literacy for Batam's creative practitioners to transform them from mere users into strategic AI-driven innovators.

This article examines the integration of constructivist theory in Christian Religious Education (PAK) by emphasizing the role of personal experience as the basis for faith formation. Through a reflective-theological qualitative approach, this research combines the constructivist thought of Piaget, Vygotsky, and Fosnot with a theological perspective on the incarnation of Christ and the work of the Holy Spirit. The analysis suggests that constructivism can be theologically reinterpreted into a new paradigm called the Theo-Constructive Epistemology of Incarnational Faith, in which faith is not simply taught cognitively, but is constructed through life experiences infused by the presence of God. This approach emphasizes that the learning of faith is relational, participatory, and contextual, in line with the nature of God who works in human history. The findings of this study offer a new direction for PAK praxis to be more relevant to digital contexts and cultural plurality, without losing its theocentric orientation. Thus, the integration of constructivism and incarnational theology opens up space for more dynamic, contextual, and transformative learning of faith, while strengthening the relevance of PAK in facing the challenges of modern times.

This article discusses the application of service learning as an educational approach that supports the preservation of cultural heritage and the strengthening of sustainable tourism in Batu Caves, Kuala Lumpur, Malaysia. As one of the most important Hindu temple complexes in Southeast Asia, Batu Caves has become a symbol of cultural diversity and interreligious harmony. However, increased tourism activity has brought about various problems, such as environmental pollution, waste management issues, and the erosion of cultural values among visitors. To address these challenges, service-learning programs integrate academic theory with direct participation in the community, allowing students to actively engage in environmental conservation, cultural documentation, and the development of public education initiatives. Thru collaboration with temple managers, local communities, and tourists, students applied management concepts in real-world situations, including cleaning activities, maintaining tourist areas, developing educational materials on eco-tourism, and preserving traditional rituals thru cultural archiving. The implementation of this service learning not only enriches students' learning experiences but also raises public awareness about the importance of preserving Batu Caves as a sustainable cultural heritage site. Overall, this project demonstrates that service learning is a transformative pedagogical approach that connects academic goals with community development and cultivates future leaders who are socially responsible and culturally sensitive.

Global economic developments show the acceleration of the adoption of circular business models, where resource efficiency and waste reduction are the main focuses to answer sustainability demands and SDGs targets. Although this trend is strengthening globally, MSMEs, especially those based on family businesses, are still lagging behind in their implementation, even though digitalization is increasingly opening up opportunities for operational optimization and innovation. The urgency of this research arises from the need to understand how the digital mindset and transformation of family business management can accelerate the readiness of MSMEs in implementing circular business practices. The novelty of this research lies in the integration of the three strategic concepts into a single analytical framework through the Systematic Literature Review (SLR), a perspective that has rarely been combined in previous studies. With the SLR method based on the PRISMA protocol, this study shows that MSMEs already have a strong foundation in the digital mindset, including technology readiness, innovation orientation, and adaptation of digital business models. Family business values have also been proven to support business continuity through knowledge transfer and long-term investment. However, the implementation of circular business practices is still weak, especially in resource cycle management, sustainable product design, and environmental impact measurement. The implication is that the synergy of digital mindset and family business governance can strengthen the transition of MSMEs to a circular economy that directly supports the achievement of the SDGs, especially in the areas of sustainable consumption-production and industrial innovation.
