This study aims to evaluate the public transportation service policy of Trans Jatim Bus Corridor 2, operating on the Mojokerto–Surabaya route, using the six evaluation indicators proposed by William N. Dunn: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Employing a qualitative descriptive approach, data were collected through interviews, direct observations, and secondary data analysis. The findings reveal that the Trans Jatim Corridor 2 service has significantly contributed to improving accessibility and mobility for the people of East Java. In terms of effectiveness, the service meets transportation policy objectives by offering strategic routes, consistent schedules, and accessible bus stops. Efficiency is demonstrated through optimal utilization of limited fleets and operational costs, while still meeting high passenger demand. Regarding adequacy, the service is generally sufficient; however, overcrowding during peak hours indicates the need for capacity improvements. Equity is reflected in the widespread distribution of bus stops, although disparities remain in the availability of facilities and route information across several stops. The service shows high responsiveness through quick handling of passenger complaints via applications and social media. Additionally, service appropriateness is evident in its punctual operations supported by GPS-based monitoring and real-time information through the TRANSJATIM-AJAIB application. Overall, the evaluation shows that Trans Jatim Corridor 2 provides effective, efficient, and responsive public transport services, yet requires improvements in capacity and equitable distribution of facilities to achieve optimal service quality.

This Community Service Program (PKM) aims to provide direct socialization and mentoring to Micro, Small, and Medium Enterprise (MSME) actors in Biring Ere Village to enhance the quality and sustainability of their businesses. MSMEs play a vital role in the village economy as drivers of local economic growth and employment. However, various obstacles such as limited access to capital, low quality of human resources, restricted market access, lack of product innovation, and weak business management remain major barriers. This community service activity was conducted through interactive socialization methods, skills training, direct mentoring, and focused group discussions involving MSME actors, village heads, village officials, and the general community. The materials presented included business development strategies, basic financial management, product marketing techniques, product innovation and diversification, and access to capital. The results demonstrated increased understanding among MSME actors regarding business development strategies, heightened motivation to innovate, formation of collaborative business groups, and enhanced awareness of the importance of sound business management. This program has had a significant impact on empowering the community's economy and strengthening the capacity of MSME actors in Biring Ere Village to face global economic challenges.

Public health administration plays a strategic role in strengthening primary health care governance amid increasingly complex health system challenges. This study aimed to synthesize recent evidence on the development, challenges, and implications of public health administration during the period 2020–2025. A literature review with a systematic approach was conducted by analyzing peer-reviewed articles retrieved from major scientific databases and selected through a PRISMA 2020 flow process. The findings indicate that effective public health administration—characterized by strong governance, adaptive leadership, and the integration of digital health information systems—contributes to improved performance of primary health care services in terms of service quality, efficiency, and sustainability. However, the review also reveals persistent gaps, particularly the limited empirical evidence examining causal relationships between administrative capacity and health service performance, as well as challenges related to human resource readiness and data governance in digital transformation. These findings highlight the need to strengthen administrative capacity, leadership competencies, and integrated information systems to support resilient primary health care. The study provides theoretical and practical implications for policymakers, health managers, and researchers in advancing public health administration toward more effective and sustainable health systems.

This research uses a qualitative approach with a library research method, focusing on the development of pragmatic thinking in Western and Islamic traditions and its contribution to contemporary education. Data were obtained through literature reviews from books, scientific journals, and previous research results. Data analysis was conducted using content analysis techniques to identify similarities and differences in Western and Islamic pragmatic thinking. The results of the study indicate that Western pragmatism developed through Peirce, James, and Dewey, who emphasized truth based on practical consequences and usefulness in life. Islamic pragmatism, although not explicit, is reflected in the thoughts of Al-Ghazali and Ibn Khaldun, who combine revelation with empirical experience and public welfare. The contribution of pragmatism to contemporary education includes: (1) educational goals oriented towards social experiences and problem-solving; (2) the position of students as active subjects with growth capacity; (3) curriculum development that is flexible, experience-based, and adaptive to social changes. this research states that Western and Islamic pragmatism both provide important contributions to contemporary education, shifting the focus from knowledge transfer to the development of competencies and characters that are relevant.

This study analyzes the conditions of extreme overcapacity in an installed exhaust ventilation system (Qinstalled = 18.00 /minute) that serves four acid cabinet units, specifically for the storage of volatile Hazardous and Toxic Materials (B3) such as toluene and methanol in tightly sealed containers. Although high capacity ensures safety, this practice causes significant energy inefficiency and unnecessary negative pressure problems in the room. Based on engineering analysis using a conservative Air Change Rate (ACR) standard of   for liquid storage of 1.38 /minute. By applying the industry standard safety factor (FoS) of 1.5, the ideal flow rate (Qideal) that must be allocated is 2.07 . The optimization analysis concludes that the currently installed system is theoretically capable of safely and efficiently serving 8 units of volatile storage acid cabinets, with the addition of 4 new cabinets to maximize efficiency and reduce energy waste. This utilizes 92% of the total capacity while maintaining a safety factor above 1.5.

This study examines the impact of industrial activities in Bontang City, a major center for natural gas processing and fertilizer production, which potentially increases heavy metal contamination in coastal waters. Specifically, the research focuses on the accumulation of lead (Pb) and copper (Cu) in Anadara granosa, a benthic bivalve selected as a bioindicator due to its capacity to accumulate pollutants. The study aims to analyze Pb and Cu concentrations in Anadara granosa tissues collected from the waters of Selangan Hamlet, Bontang City, as an indicator of local environmental quality. The research was conducted over a six-month period, involving shellfish and water sampling from four observation stations. Heavy metal analysis was performed using Atomic Absorption Spectrophotometry, and the results were evaluated against relevant environmental quality standards, including Government Regulation of the Republic of Indonesia Number 22 of 2021. The findings revealed the presence of Pb and Cu at all sampling stations, with varying concentrations. The highest Pb and Cu levels were recorded at the South Station, while the lowest concentrations were observed at the East and North Stations. Overall, the measured concentrations of both metals significantly exceeded established safety limits, indicating serious risks to aquatic ecosystems and human health. These results confirm Anadara granosa as an effective bioindicator of heavy metal pollution and highlight the urgent need for further studies and mitigation efforts.

This research investigates the execution of data-informed and inclusive regional development planning within the Regional Development Planning Agency (Bappeda) of Sidoarjo Regency, concentrating on four analytical aspects: data integration and management abilities, the efficiency of participatory processes, technical and institutional obstacles concerning interoperability, and capacity-building strategies for facilitators tasked with translating public aspirations into planning priorities. The study is positioned within the national framework to establish evidence-based and participatory planning in reaction to the growing complexity regional development. Despite Bappeda Sidoarjo implementing multiple data platforms and participatory channels such Musrenbang forums, online submission systems, and sector-specific information systems the results indicate that issues like data fragmentation, insufficient digital literacy, and ineffective follow-up mechanisms continue to impede planning effectiveness. Employing qualitative methodology that includes in-depth interviews, observation, and document review, the research reveals that data integration has not reached single source of truth because of the lack of a cohesive data architecture and compatible standards among government entities. Participatory methods have increased inclusivity, but the quality of proposals and verification processes is still variable, hindering the incorporation of grassroots feedback into planning priorities. Moreover, the ability of facilitators the subdistrict and village levels is crucial in determining the quality of the compiled proposals. The research ends by highlighting the importance of improved data governance, increased actor capability, revised participatory processes, and clear follow-up mechanisms. Suggestions encompass constructing a unified data framework, offering ongoing technical training, standardizing digital Musrenbang processes, and establishing publicly available proposal-tracking system integrated within the yearly planning cycle.

Rainfall plays a crucial role in determining flood risk, particularly in regions with high precipitation intensity and limited drainage capacity. Langkat Regency in North Sumatra is one of the areas frequently affected by seasonal flooding. This study aims to model the spatial distribution of rainfall and estimate the rainwater volume using the double integral approach as a basis for flood mitigation planning. Monthly rainfall data from various observation stations in 2024 were processed to obtain the average rainfall intensity, which was then converted into meters and multiplied by the total area of Langkat Regency to compute the rainwater volume. The results indicate that the total estimated rainwater volume throughout 2024 reached 16,409,819,800 m³, with peak precipitation occurring from September to November, contributing significantly to the increasing flood risk in low‐lying zones and riverine areas. These findings demonstrate that the use of double integrals is an effective quantitative method for predicting potential flood volume based on rainfall distribution. The outcomes of this study are expected to serve as a scientific reference for local governments in developing data-driven flood mitigation strategies, such as improving drainage capacity, constructing retention basins, and strengthening watershed management.

Farmer empowerment through the development of local agricultural commodities is an important strategy to increase farmers’ income and strengthen the independence of farmer groups. This community service activity aimed to enhance the capacity of the Padimas Farmer Group in Sana Tengah Village, Pasean Sub-district, Pamekasan Regency, through the development of local Madura melon as a regional flagship commodity. The program was implemented using a participatory–collaborative approach that actively involved farmers in all stages of the activity, including the identification of local needs and potentials, provision of demonstration plot land, cultivation assistance, and continuous monitoring and evaluation. The melon demonstration plot served as a practical learning medium for farmers in applying cultivation techniques adapted to local agroclimatic conditions. The results showed that the development of the local melon demonstration plot significantly improved farmers’ knowledge and skills in melon cultivation, with a plant survival rate reaching 99%. In addition, this activity supported the establishment of a group-based flagship commodity with promising economic value and market opportunities. Overall, the farmer empowerment program contributed positively to strengthening farmers’ economic independence and has the potential to serve as a model for sustainable horticultural agribusiness development in the Pamekasan region.

The development of educational tourism villages is one of the sustainable tourism strategies that integrates learning activities, environmental conservation, and local community empowerment. This study aims to analyze the potential and development strategies of Belawa Village as an educational tourism village in Cirebon Regency. The research employed a qualitative method with a case study approach. Data were collected through field observations, in-depth interviews with managers and community members, and literature review. The results indicate that Belawa Village has strong tourism potential, particularly in educational tourism based on the conservation of the Belawa softshell turtle (Amyda cartilaginea), nature-based tourism, and local cultural tourism. Educational activities such as outing classes, animal introduction programs, environmental education, and cultural arts training have been implemented and fulfill the elements of something to see and something to do in educational tourism. However, the development of this educational tourism village has not yet been optimal due to limitations in destination management, supporting facilities and infrastructure, promotion, and human resource capacity. Therefore, integrated development is required through the packaging of educational tourism attractions, improvement of human resource competencies, provision of supporting facilities, and collaboration among the government, community, academics, and tourism stakeholders. The development of Belawa Village as an educational tourism village has the potential to provide economic, social, and educational benefits while supporting environmental conservation and strengthening local cultural identity.

This community service activity was conducted to assist banking institutions in the Surabaya region in enhancing the effectiveness of marketing strategies for savings products in order to increase the number of customers. The main problems faced by banks include the relatively low level of public interest in saving and the suboptimal implementation of promotional strategies, particularly in the utilization of digital media. This activity employed a collaborative approach through training, mentoring, and joint evaluation with marketing staff of banks in the Surabaya area. This activity commenced with an observation and interview phase to identify the marketing strategies that had been previously implemented. Subsequently, material delivery, technical assistance, along with an evaluation of promotional effectiveness. The results indicate that participants were able to implement more adaptive marketing strategies by utilizing digital media such as social media, website, and banking applications. The implementation of these strategies was shown to increase public interest in opening saving accounts. Furthermore, this activity contributed to enhancing the capacity of marketing staff to design data-driven strategies and to strengthening public financial literacy regarding saving products.

Solid waste management in Makassar City constitutes a strategic issue that extends beyond technical and administrative concerns to encompass legal, ethical, and socioreligious dimensions. Although the local government has established regulatory frameworks and policy instruments for waste management, empirical conditions reveal a persistent gap between legal norms and their implementation, as reflected in high waste generation rates, weak source segregation, limited public participation, and increasing pressure on landfill capacity. This study aims to analyze the effectiveness of waste management in Makassar City from the perspective of Islamic law and to examine the potential integration of Sharia principles in strengthening sustainable environmental governance. The research employs a qualitative approach with a descriptive-analytical design based on policy analysis, literature review, and theoretical synthesis of Islamic legal doctrines, particularly maqāṣid al-sharīʿah and fiqh al-bī’ah. The findings indicate that, despite the existence of adequate local legal instruments, waste management practices remain ineffective due to insufficient internalization of ethical values, weak law enforcement, and limited behavioral change within society. From the perspective of Islamic law, these conditions demonstrate the incomplete realization of the principles of amanah (trust and responsibility), maslahah (public interest), and the prevention of harm (lā ḍarar wa lā ḍirār) in both governmental practice and public conduct, thereby undermining the objectives of protecting human life and the environment. The implications of this research highlight the importance of synergizing positive law and Islamic legal principles to promote environmentally sustainable governance oriented toward long-term public welfare.

This study examines the implementation of the Minister of Marine Affairs and Fisheries Regulation Number 7 of 2024 concerning the Management of Lobster, Crab, and Blue Swimming Crab in East Kalimantan. As a strategic policy, the regulation aims to ensure sustainable fisheries management through provisions on minimum catch sizes, restocking mechanisms, traceability systems, and law enforcement against illegal fishing and trade. Using an empirical juridical approach, this research collected primary data through questionnaires distributed to fisheries officers, coastal communities, fishers, and aquaculture business actors in East Kalimantan. The results show that the implementation of Regulation No. 7/2024 is generally categorized as moderately effective, with an average Likert score indicating limited but positive compliance. Respondents acknowledged the importance of sustainability principles embedded in the regulation; however, significant challenges persist, including insufficient formal socialization, weak field monitoring, lack of supporting facilities, and inconsistent coordination among implementing agencies (BARANTIN, PSDKP, and local fisheries officers). Qualitative responses highlight that many stakeholders still lack understanding of technical provisions such as minimum size requirements and restocking obligations. The study concludes that while the regulatory framework is normatively comprehensive and aligned with sustainable fisheries principles, its practical effectiveness remains constrained by institutional and socio-cultural factors. Strengthening community engagement, increasing inter-agency coordination, and enhancing enforcement capacity are crucial to optimizing the policy’s impact on the sustainable management of lobster, crab, and blue swimming crab resources in East Kalimantan.

Per capita expenditure is an important indicator of household welfare because it reflects the economic capacity and consumption patterns of the community, as explained in Engel's Law. In regions with diverse geographical characteristics such as Papua Province, spatial analysis is needed to understand the variations in expenditure between districts/cities and the differences between urban and rural areas. This study aims to analyze the spatial distribution of per capita expenditure percentages for food and non-food items in nine districts/cities in Papua Province during the 2022–2024 period. The research data was sourced from the National Socioeconomic Survey (Susenas). The methods used included quantile-based choropleth mapping using QGIS, attribute data merging through table joins, and Pearson's correlation test to evaluate the consistency of spending patterns between years. The analysis results show that food and non-food spending patterns were relatively stable during the observation period with high correlation values (r = 0,85–0,93), although spatial variations between regions were still apparent. Mamberamo Raya Regency consistently had the highest proportion of food spending (>68%), while Jayapura City showed the lowest proportion. These findings indicate spatial disparities related to urbanization levels and economic access. Spatial visualization proved effective in revealing regional disparity patterns that were not fully apparent through conventional statistical tables and has the potential to support the formulation of more evidence-based regional development policies.

This Community Service Program (PkM) aims to enhance character, life skills, and family capacity in supporting youth development in Parangloe District, Gowa Regency, South Sulawesi. The family entrepreneurship training activity was conducted through an educational approach, skills training, family workshops, and structured mentoring by involving youth as agents of change. Implementation methods included material presentations on the dangers of drugs, socialization of youth-family collaboration, exposition of entrepreneurship concepts, and hands-on practice in making handicrafts (mini brooches from felt fabric). The activity results demonstrated increased knowledge and understanding among youth regarding positive character values such as discipline, responsibility, and effective communication. Skills training had a significant impact on youth abilities in critical thinking, collaboration, and creativity development. Family empowerment through parenting pattern workshops yielded positive outcomes in parent-child relationships. This program is expected to serve as a model for human resource development at the local level and can be replicated in other regions to create a young generation with excellent character and competitive edge.

The growing demand for transparency, accountability, and measurable performance has transformed higher education institutions into complex public organizations required to deliver reliable and stakeholder-oriented services. Within this governance-driven environment, institutional governance plays a fundamental role in shaping service excellence and institutional legitimacy. Drawing on a public administration perspective, this study examines how governance dimensions influence academic service performance in higher education. This research employs a qualitative descriptive-analytical design. Data were collected through in-depth interviews, document analysis, and institutional observations involving university leaders, academic administrators, faculty members, and students. The analysis focuses on governance dimensions—transparency, accountability, participation, effectiveness, and responsibility—and their integration into institutional systems such as performance management, quality assurance, and digital infrastructure. The findings reveal that governance frameworks are formally established through regulations and digital systems; however, their operational integration remains uneven. Transparency improves service reliability when supported by consistent information management, while accountability mechanisms tend to emphasize procedural compliance rather than performance-based evaluation. Stakeholder participation is institutionalized but largely consultative. The study concludes that service excellence in higher education is a governance-driven outcome that requires systemic alignment between governance principles, institutional capacity, and performance management processes. Strengthened governance integration enhances service reliability and institutional legitimacy.

Interoperability has become a critical enabler of integrated service delivery in contemporary digital government. However, despite significant technological investments, many governments continue to experience fragmented service systems and limited public value outcomes. This study examines how institutional design shapes interoperability capacity and how interoperability contributes to public value creation within digital government frameworks. Employing a qualitative explanatory case study approach, data were collected through semi-structured interviews, document analysis, and institutional observations. The findings reveal that interoperability is not solely a technical function but an institutional capability embedded in governance structures, regulatory frameworks, data standards, and coordination mechanisms. While technical data exchange mechanisms exist, institutional fragmentation, regulatory ambiguity, and limited cross-agency collaboration constrain seamless integration. The study demonstrates that institutional design mediates the relationship between interoperability and public value creation by influencing the effectiveness of integrated service delivery. Public value gains are evident in operational efficiency and accessibility; however, improvements in legitimacy, trust, and service coherence remain incremental where institutional alignment is weak. The research contributes to digital governance literature by conceptualizing interoperability as an institutional construct and highlighting the necessity of governance reform for sustainable public value generation. The findings suggest that governments must prioritize institutional coherence, standardized data governance, and collaborative coordination frameworks to fully realize the transformative potential of digital government.

Growing life expectancy continues to shift global demographic patterns and significantly increase the proportion of older adults, thereby creating an urgent need for innovative programs that promote wellbeing, maintain functional capacity, and encourage meaningful social participation. This community service initiative aimed to strengthen both motor and cognitive function among older adults through structured and interactive board game activities designed to stimulate thinking, coordination, and social interaction. The program employed a mixed descriptive approach, utilizing interviews, direct observation, and brief assessments conducted before and after the intervention period. Cognitive status was measured using the Mini Mental State Examination (MMSE), while muscle strength was assessed through Manual Muscle Testing (MMT) to capture changes in physical performance. Quantitative analysis revealed no statistically significant differences between pre-test and post-test scores (p > 0.05). Nevertheless, qualitative findings demonstrated meaningful positive changes, including increased motivation, more active participation, improved emotional responsiveness, enhanced social interaction, and greater awareness of brain–body coordination among participants. These findings indicate that although short-term measurable changes were limited, board game–based activities can provide valuable psychosocial benefits. When implemented repeatedly and consistently as part of routine programs, such activities may contribute to maintaining cognitive engagement, supporting emotional wellbeing, and fostering a more active and participatory lifestyle among older adults.

This study aims to analyze the factors determining the growth of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia through a literature review approach. MSMEs make a significant contribution to the national economy, but their growth still faces various structural barriers. Based on the results of the literature review, it was found that access to capital, human resource quality, managerial capacity, innovation, digitalization, marketing strategies, and government policies are the main factors influencing MSME growth. Limited capital and low financial literacy are dominant obstacles that hinder business expansion. Furthermore, weak managerial capacity and digital competency prevent many MSMEs from optimally exploiting market opportunities. Innovation and the use of digital technology have been proven to increase efficiency and marketing reach, but the adoption rate remains low. External factors such as government regulations, simplified licensing, and support from empowerment programs also play a significant role in creating a conducive business climate. This study emphasizes that MSME development requires a comprehensive approach that integrates internal aspects of business actors and structural government support. The research results are expected to serve as a reference for academics, policymakers, and MSME actors in formulating more effective development strategies.

This community service activity aimed to strengthen the capacity of Percik staff and Sobat Anak facilitators through basic sign language training in collaboration with the Sahabat Tuli Salatiga community. Inclusive multicultural education requires educators and facilitators to be able to engage all children, including those with hearing disabilities. The Sobat Anak Program initiated by Percik Salatiga promotes interfaith and multicultural education for children from diverse backgrounds; however communication barriers remain due to facilitators’ limited knowledge of sign language. The community service employed a needs assessment, participatory training sessions, and evaluation using pre-test and post-test analyzed through N-Gain scores. The results show an N-Gain value of 0.79, categorized as high, with an effectiveness level of 78.89%. These findings indicate that basic sign language training is effective in improving participants’ understanding in supporting more inclusive multicultural educational practices. This activity highlights the importance of collaboration between higher educations, civil society organizations and disability communities in advancing the No One Left Behind principle within inclusive education initiatives.
