The development of small and medium enterprises (SMEs) and household industries is often regarded as the economic foundation of a region. However, much of the existing research in Indonesia remains focused on quantitative descriptive analysis, while providing limited attention to spatial dynamics and interregional disparities. This study aims to critically evaluate the spatial distribution patterns of SMEs and household industries at the regency and city levels, with particular emphasis on clustering tendencies, unequal distribution, and their relationships with regional characteristics. A spatial analysis approach is employed to identify spatial autocorrelation and industrial clustering patterns, which is complemented by a structural analysis of infrastructure availability, market accessibility, and regional institutional capacity. The findings indicate that the distribution of SMEs and household industries is not geographically random, but rather forms clusters that are predominantly concentrated in areas with higher levels of accessibility and economic activity. This condition reflects spatial inequality that may exacerbate development disparities between regencies and cities. Furthermore, the results reveal that uniform industrial development policies are insufficient to accommodate the diverse spatial characteristics across regions. Therefore, this study underscores the importance of formulating spatially informed and context-sensitive policies for the development of SMEs and household industries in order to promote more balanced and sustainable regional industrial development.

This study aims to analyze the effect of the unemployment rate on economic growth in Riau Islands Province in 2024 using a descriptive–quantitative approach based on official data published by Statistics Indonesia (BPS). The analysis was conducted through year-on-year and quarter-to-quarter measurements of Gross Regional Domestic Product (GRDP), as well as the dynamics of the Open Unemployment Rate (OUR) throughout the year. The findings show that the average economic growth of the province in 2024 reached 5.02 percent, while the unemployment rate decreased from 6.94 percent in February to 6.39 percent in August. Pearson correlation analysis resulted in r = –0.98 (p < 0.05), indicating a very strong negative relationship between unemployment and GRDP growth. Meanwhile, the simple linear regression model produced the equation Ŷ = 5.45 – 0.22X with an R² of 0.96, implying that 96 percent of the variation in economic growth can be explained by changes in the unemployment rate. These findings are consistent with Okun’s Law, suggesting that increased industrial and trade activities in the province contribute to reducing unemployment. The study concludes that strengthening sectoral job creation, improving labor productivity, and enhancing labor market monitoring are crucial to support inclusive and sustainable economic growth in the Riau Islands Province.

The issue of street vendors (PKL) in Sidoarjo Regency, particularly in the Gading Fajar area, has become a significant concern as it relates to public order, the use of public space, and the economic dynamics of small communities. To address these challenges, the Sidoarjo Regency Government enacted Regional Regulation Number 3 of 2016 as the legal basis for structuring and empowering PKL. This study examines how the regulation is implemented in practice and evaluates its effectiveness using a qualitative descriptive method through interviews, observations, and documentation, analyzed with Leo Agustino’s policy evaluation model, which assesses five key aspects: administrative resources, institutional coordination, infrastructure and technology, financial support, and regulatory adequacy. The findings show that the implementation of the regulation has not yet reached optimal performance, as limited socialization, insufficient personnel, weak coordination among agencies, inadequate supporting facilities, and low compliance with zoning rules hinder the achievement of policy objectives. These issues are reflected in the continued presence of PKL operating in non-designated areas despite clear regulatory provisions. Therefore, strengthening institutional capacity, improving facilities, enhancing enforcement consistency, and developing more operational technical guidelines are essential to ensure more effective and sustainable management and empowerment of street vendors in Sidoarjo Regency.

The development of philosophy from the classical to the contemporary era shows fundamental changes in the way humans understand reality with the emergence of various schools of thought that address epistemological, ontological, and ethical issues in an increasingly complex social context. This study aims to examine the contributions of key concepts from rationalism, empiricism, idealism, materialism, positivism, pragmatism, phenomenology, existentialism, Marxism, Islamic existentialism, and neopositivism, as well as assess their relevance to modern dynamics such as identity crises, technological advances, and changes in socio-economic structures. Using a conceptual approach to literature review, various previous studies were analyzed to build an integrated understanding of the position of each school of thought in the development of science and social practice. The findings show that rationalism and empiricism continue to underpin scientific methods, idealism and materialism offer different perspectives on social construction, phenomenology and existentialism deepen the understanding of subjective experience, while Marxism and pragmatism provide an analytical framework for power relations and practical action. Neopositivism continues to influence quantitative methodology, while Islamic existentialism provides a contextual moral perspective. This study emphasizes the need for an interdisciplinary approach because no single philosophical school of thought is capable of explaining reality in its entirety.

Diseases in primary health services exhibit complex spatial-temporal dynamics due to urbanization and population mobility. Conventional surveillance approaches are difficult to capture these patterns adaptively. Machine learning (ML) based on spatio-temporal modeling offers a solution with the ability to detect disease clusters automatically and with high precision. Research Objectives: This research aims to develop a machine learning model to detect disease hotspots from primary service data in Indonesia, with a focus on improving prediction accuracy, interpretability, and relevance of health policies. Methodology: The primary service dataset for 2024 (5,343 entries) was analyzed using three ML models Gradient Boosting Machine (GBM), Temporal Random Forest (TRF), and Multi-EigenSpot with spatial (village) and temporal (week, month) features. Performance evaluation includes predictive (AUC, F1-score) and spatial (Moran's I, Spatio-Temporal Correlation Index) metrics. Results: The results showed that Multi-EigenSpot achieved the best performance (AUC=0.91; F1=0.86), with the detection of dominant hotspots in Sungai Asam and Beringin Villages. Moran's I value of 0.63 indicates a strong spatial autocorrelation, while STCI=0.57 indicates moderate temporal stability. Conclusions: ML-based spatio-temporal models are effective in identifying hidden disease patterns and have the potential to be integrated into national digital surveillance systems. This approach supports precision public health by providing a scientific basis for real-time location- and time-based intervention policies.

This article provides a comprehensive examination of the application of the lex loci celebrationis principle in the execution of notarial deeds involving foreign legal subjects within the Indonesian legal system. The principle affirms that any authentic deed executed in Indonesia must comply with national legal requirements, regardless of the parties’ nationality or the existence of transnational legal relations. Through normative legal research employing statutory, conceptual, comparative, and case-study approaches, this article elucidates how the lex loci celebrationis principle interacts with private international law, particularly in relation to the legal capacity of foreign nationals, the use of foreign documents, and the limits of jurisdiction. The analysis reviews the Law on Notarial Office, the Indonesian Civil Code, population administration regulations, as well as doctrinal developments and jurisprudence pertaining to international legal acts. The findings indicate that although the substantive aspects of an agreement may refer to foreign law through lex voluntatis, the formal validity of a notarial deed remains entirely governed by Indonesian law. These findings underscore the need to enhance the competence of notaries in understanding the dynamics of private international law and highlight the importance of harmonizing national regulations with the principles of private international law to ensure legal certainty in cross-border transactions.

This study examines how climate justice principles can be integrated into fiscal governance frameworks to enhance accountability within global climate finance. As climate change intensifies economic vulnerabilities, particularly in developing countries, the allocation and oversight of climate finance have become critical determinants of equity and resilience. Current fiscal oversight mechanisms exhibit notable progress in transparency but remain insufficient in addressing fairness, distributive justice, and participation. Through a comparative institutional analysis of global financial institutions, national budget systems, and emerging technological tools, this study identifies persistent challenges—including fragmented accountability structures, lack of standardized reporting mechanisms, and political-economy dynamics that hinder equitable funding flows. The findings emphasize that climate finance often prioritizes procedural compliance over transformative outcomes, limiting its potential to reduce structural inequalities and build adaptive capacity. The study argues that accountability frameworks must evolve beyond conventional financial auditing, incorporating social and environmental metrics that reflect the moral imperatives of climate justice. By integrating participatory governance, digital innovations, and harmonized reporting standards, fiscal systems can foster more transparent, just, and impactful climate finance. This research contributes to the discourse on climate governance by proposing accountability reforms capable of linking financial decision-making with ethical considerations, thereby advancing global efforts toward a fair and resilient climate transition.

Social conflict within labor collectives represents a recurrent phenomenon shaped by contradictions in interests, goals, and authority relations. Drawing on classical and contemporary sociological perspectives, this study examines how conflicts emerge, evolve, and can be effectively resolved in modern enterprises. This research employs a qualitative, literature-based approach through comprehensive analysis of theoretical writings by Parsons, Coser, Dahrendorf, Simmel, and Boulding, complemented by documented organizational studies such as the Hawthorne experiments. The method emphasizes conceptual interpretation, comparative theoretical analysis, and synthesis of conflict dynamics. Findings show that conflicts originate from both structural and psychological factors, including material dissatisfaction, violations of labor norms, personality differences, and unequal authority relations. Interpersonal, intragroup, and intergroup conflicts follow identifiable stages—from latent tensions to escalation and resolution. Trade unions play a critical role in mediating disputes and promoting social partnership. Theoretical convergence indicates that conflict is multifactorial and inherent within organizational systems. When constructively managed, conflict can enhance group cohesion, clarify values, and contribute to organizational development. This highlights the necessity of socio-psychological awareness in modern management.
