This study focuses on discussing the politics and policy of Islamic education in Indonesia with the core of the discussion of Comparison of Educational Goals and Systems between Islamic Education and Dutch Colonial Government Education. The history of Islamic education in Indonesia is more or less influenced by the socio-political background, especially during the Dutch colonial era, which was the longest surviving colonizer in Indonesia, this caused damage to the Islamic order that existed in Indonesia at that time, because the Dutch colonialists had a dual mission including Imperialism (a nation that carried out the politics of colonizing other nations) and Christianization. The educational process that took place in the Dutch East Indies was one of the starting points for the emergence of national awakening figures. Education in the Dutch East Indies itself began because of criticism from several figures and groups with the application of forced cultivation and liberal politics, because this policy caused a lot of suffering and poverty of the people. And this must be paid for by organizing trias, namely irrigation, emigration, and education. This criticism was finally approved by the queen of the Netherlands, and education began to be held, but education ran with discrimination because there were schools that differentiated classes between the children of elite nobles or pro-Dutch figures and the children of ordinary people. And this is because the son of this nobleman or pro-Dutch figure will later work to help the Dutch. And the children of ordinary people only become menial or lowly laborers.

Health as one of the most important factors for the realization of welfare is the ideal of Indonesian state law. The role of the rule of law was to realize this philosophical goal when the 1945 Constitution of the Republic of Indonesia (UUD 1945) was amended in 1945 and Health Law No. 36 was promulgated in 2009. The history of the development of hospitals in Indonesia was first established in 1626. Hospital Bylaws are regulated by Law Number 44 of 2009, specifically Article 29 paragraph (1) letter r which requires Hospital Bylaws, technically guided by Kepmenkes Number 772/Menkes/SK/VII/2002 concerning Guidelines for Hospital Internal Regulations (Hospital Bylaws) and Permenkes Number 755/Menkes /Per/IV/2011 concerning Organizing Medical Committees in Hospitals. Medical tourism destinations involve intentional travel by patients to privately receive medical treatment in another country. Empirical evidence regarding the health and safety risks faced by medical tourists is limited. In Indonesia, the ratification of the new 2023 Health Law has been carried out and the contents of the law are related to medical tourism, one of which is the regulation of medical personnel and foreign health workers in Indonesia. Of course, this medical tourism still requires improvement from Indonesia's own health system so that it can be carried out properly. The research method of this paper uses library research by examining the 2023 Health Law and its relation to medical tourism. The results obtained are opportunities in the form of increasing the economy from organizing medical tourism in Indonesia, as well as challenges in the form of improving the quality and equity of access to health facilities in Indonesia and competition between foreign and local medical and health personnel. Opportunities and challenges related to medical tourism, along with some recommendations to related parties, especially the Government through the Ministry of Tourism to make policies that are more comprehensive in making medical tourism a sustainable sector.
