The rapid development of the sea transportation industry produces a massive and complex volume of transaction data, requiring strategic management to support managerial decision-making. This research aims to implement the Executive Information System on SeaPass in order to evaluate the performance of ship ticket sales. The research method uses data visualization with a two-level drill-down mechanism, which allows the presentation of information hierarchically from general summaries to specific details. The methodological stages include needs analysis, user interface (UI) design using Figma, front-end implementation with HTML, CSS, and JavaScript, database integration, and system testing through Black Box Testing. The results showed that the SIE implementation successfully integrated operational data, including schedules, ships, and manifests, into an interactive dashboard. The two-level drill-down feature provides the ability for executives to identify operational anomalies and market fluctuations in real-time. In conclusion, the system significantly enhances executive data analysis capabilities, transforming complex transaction data into accurate strategic information, thereby supporting more precise business decision-making and adaptive to the dynamics of the marine transportation market.

The relatively high volatility of Robusta coffee prices creates uncertainty for farmers, business actors, and policymakers in making economic decisions. This study aims to analyze the price movement patterns of Robusta coffee, determine the most appropriate Autoregressive Integrated Moving Average (ARIMA) model, and conduct short- to medium-term price forecasting for Robusta coffee. The data used consist of monthly Robusta coffee price data from January 2023 to September 2025, sourced from the World Bank Commodity Price Data. The analytical method employed is ARIMA using EViews software, beginning with stationarity testing using the Augmented Dickey-Fuller (ADF) test, model identification through ACF and PACF, parameter estimation, and residual diagnostic testing. The results show that Robusta coffee price data are non-stationary at the level but become stationary at the first difference, indicating integration of order one I(1). Based on model identification and diagnostic testing, the ARIMA (0,1,0) model is found to be the most appropriate and satisfies the white noise assumption. Forecasting results indicate that Robusta coffee prices are projected to remain relatively stable with a moderate upward trend through December 2026. These findings are expected to serve as a reference for decision-making by farmers, business actors, and the government in responding to Robusta coffee price dynamics.

This journal analyzes sexual violence by educators against students by analyzing Supreme Court Decision No. 5642 K/Pid.Sus/2022 using normative legal research methods. The primary focus of this research is the abuse of power relations by perpetrators holding positions of authority, as well as the legal protections afforded to child victims. Furthermore, this paper compares the provisions on sexual violence in the Child Protection Law and the Sexual Violence Criminal Law (UU TPKS). The findings indicate that courts impose harsher sentences on perpetrators who abuse their trust as educators and place victims at the center of the legal process, ensuring guarantees of recovery, psychological rehabilitation, restitution, and the right to education. The judges' approach in the ruling also reflects the spirit and principles of victim protection as outlined in the TPKS Law, including recognition of power dynamics, psychological pressure, and the importance of a victim-centered perspective. The TPKS Law expands the scope of sexual violence beyond physical aspects to include psychological and structural dimensions, which were previously not clearly regulated in other laws.  Therefore, this paper emphasizes the importance of harmonizing the two laws to create a more just, progressive, and victim-centered legal system, especially for children in educational settings. This research is expected to contribute to strengthening a more comprehensive and child-oriented legal approach.

This study aims to examine pragmatic aspects, particularly speech acts and implicatures, in the lyrics of the song “Sedia Aku Sebelum Hujan” by Idgitaf. By applying a qualitative descriptive method through pragmatic content analysis techniques, this study examines locutionary, illocutionary, and perlocutionary speech acts based on Austin's theory, as well as conversational implicatures based on Grice's framework. The results show that the song lyrics are dominated by expressive and commissive illocutionary acts that serve to express sacrifice, vulnerability, and unconditional commitment. Locutionary acts play a role in constructing a literal narrative about protection and relationship inequality, while perlocutionary acts are aimed at evoking feelings of security and gratitude in the listener. Furthermore, the study of implicature reveals deeper implied meanings related to self-sacrifice, acceptance of inequality in relationships, and anticipatory commitment, which are often conveyed through the metaphors of “rain” and “war”. This study concludes that the power of lyrics lies not only in explicit romantic expressions, but also in the strategic use of language to perform actions and convey implicit values of devotion, reflecting the complex dynamics of human relationships, even when they are unbalanced. These findings emphasize the importance of pragmatic analysis in fully understanding the communicative and artistic impact of song lyrics.

Public communication in efforts to prevent drug abuse faces increasingly complex challenges in the digital era, particularly in reaching young people who are strongly influenced by social media and the dynamics of their social environment. This study aims to analyze the communication strategies implemented by the National Narcotics Agency (BNN) of Surakarta City in carrying out the Drug Abuse Prevention, Eradication, and Illicit Trafficking Program (P4GN) oriented toward the younger generation. The study employs a descriptive qualitative approach, with data collected through in-depth interviews with public relations staff of BNN Surakarta City, as well as a review of program documents and communication materials. The data were analyzed using content analysis and validated through source and method triangulation. The findings indicate that BNN’s communication strategies include audience segmentation based on age and educational level, the utilization of digital media such as Instagram and TikTok, and collaboration with local public figures, micro-influencers, and youth communities. Peer-based and participatory communication approaches are considered more effective than one-way, purely informative communication patterns. Nevertheless, limitations in human resources and budget, along with the rapid flow of digital information, remain the main challenges in program implementation. This study emphasizes the importance of persuasive, adaptive, and contextual communication strategies to enhance the effectiveness of P4GN campaigns among the younger generation.

The establishment of the age limit for children up to 18 years in Indonesian law is a normative instrument that aims to ensure legal certainty and child protection. This provision is adopted in various laws and regulations as a form of the state's commitment to fulfilling children's rights. However, in law enforcement practice, the application of this age limit often causes problems when faced with the dynamics of actual cases that reveal a discrepancy between the normative age and the social, psychological, and factual conditions of the child. This condition creates tension between the legal-formal approach that emphasizes legal certainty and the need for substantive justice oriented towards the best interests of the child. This study aims to analyze the problems of applying the age limit of 18 years in the context of actual cases and to examine how the tension between legal certainty and the reality of children is reflected in law enforcement practices in Indonesia. The research method used is normative legal research with a legislative and conceptual approach, as well as normative qualitative analysis. The results of the study show that the rigid application of the age limit for children has the potential to ignore the contextual aspects of children and give rise to inconsistencies in practice. Therefore, a more contextual legal approach is needed through strengthening the discretion of law enforcement officials and progressive interpretation by judges in order to achieve substantive justice and optimal protection for children.

Changes in intergovernmental fiscal transfer policies and the increasing emphasis on spending efficiency in Indonesia have encouraged regional governments to strengthen fiscal independence through the optimization of locally generated revenues, particularly local taxes. This study aims to evaluate local tax performance as a strategic instrument for supporting regional fiscal autonomy and fiscal resilience under fiscal decentralization. The analysis focuses on regional governments in Lampung Province during Fiscal Years 2019–2023. Using a descriptive quantitative research design, this study employs secondary data obtained from audited regional financial reports. The analytical framework applies a value for money approach to assess local tax effectiveness, complemented by growth ratio analysis to examine revenue dynamics over time. The findings indicate that local tax performance varies considerably across regions, revenue growth remains volatile, and fiscal resilience is more likely to emerge in regions where effectiveness and growth are relatively balanced. Overall, the results suggest that strengthening fiscal autonomy requires not only achieving revenue targets but also ensuring stable and sustainable local tax performance.

This study is motivated by the increasing dynamics of criminal activity within the jurisdiction of the East Nusa Tenggara Regional Police (Polda NTT), characterized by regional variations and complex causal factors. Conventional crimes such as assault, theft, and mob violence dominate the crime landscape and significantly affect social stability. The purpose of this research is to analyze the patterns, causes, and crime control strategies implemented by Polda NTT in maintaining public security and order. The study employs an empirical legal approach using a mixed-methods design, combining quantitative analysis of crime statistics with qualitative interviews involving police officers. Data were obtained from the Directorate of General Criminal Investigation (Ditreskrimum) of Polda NTT and cover all police jurisdictions, including one city police department and twenty-one district police offices. Findings reveal that crime rates in NTT are strongly influenced by social, economic, cultural, and geographical factors. The most prevalent crimes include assault, ordinary theft, traffic accidents, and mob violence. Major contributing factors consist of a local culture of violence, alcohol consumption, economic hardship, and low legal literacy. Polda NTT’s strategies involve preventive measures (routine patrols and public legal education), repressive actions (law enforcement and offender guidance), and humanistic approaches such as the Jumat Curhat program, which facilitates direct dialogue with the community.

This study analyzes multi-stakeholder collaboration in innovation-based regional development planning at the Regional Development Planning Agency (Bappeda) of Sidoarjo Regency, emphasizing institutional mechanisms, data integration and digital innovation, joint financing schemes, and actor capacity and participation dynamics. The research focuses on the need to improve the effectiveness of development planning through planned, participatory, and data-driven intersectoral collaboration. Applying a qualitative case study approach, information was collected through in-depth interviews, participant observation, and analysis of planning documents. It was then analyzed using data reduction, thematic grouping, and source triangulation techniques. The research findings indicate that institutional synergy has been realized through formal forums such as development planning meetings and group discussions. However, coordination remains suboptimal due to overlapping roles between regional government agencies and the lack of a sustainable collaborative mechanism. Digital data integration still faces challenges due to limited platform content and user technical capabilities, resulting in data utilization not fully supporting evidence-based decisions. In terms of financing, collaborative schemes have begun to be implemented but are inconsistent, particularly in combining funding sources from various sectors. The capabilities of actors show striking differences, which impact the quality of public engagement and the efficiency of facilitating the planning process. Overall, these results confirm that the effectiveness of innovative planning is largely determined by the integration of digital systems, strengthening collaboration between stakeholders, and enhancing institutional capacity. This study suggests designing a more organized, interactive, and long-term multi-actor synergy model.

This study aims to analyze the effect of global diversification, exchange rates, and interest rates on the performance of mixed mutual funds in Indonesia during the period 2020–2024. The method used is a quantitative approach with the Partial Least Squares–Structural Equation Modeling (PLS-SEM) technique, using secondary data from the Financial Services Authority, Bank Indonesia, and Bareksa. The sample consists of three mixed mutual fund products that meet the criteria of portfolio data completeness, net asset value, and performance report publication. The results show that exchange rates have a positive and significant effect on mutual fund performance, indicating that exchange rate fluctuations play an important role in determining changes in portfolio returns. The global diversification variable proved to have no significant effect, illustrating that exposure to international markets has not provided stable benefits in improving the performance of mixed mutual funds. Interest rates also did not show a significant effect because the composition of mixed portfolios was able to withstand the impact of monetary policy changes. Simultaneously, the three independent variables were able to explain 66.7 percent of the variation in mixed mutual fund performance, indicating that macroeconomic dynamics and portfolio strategies have an important contribution in influencing the performance of this collective investment instrument.

Infectious diseases remain a dynamic and evolving public health threat, requiring data-driven approaches for early detection and targeted policy planning. This study aims to model spatio-temporal trends and clustering patterns of HIV transmission in Bogor Regency during the period 2020–2023 by utilizing a combination of unsupervised and supervised machine learning techniques. The dataset was obtained from the Bogor Regency Health Office and includes annual data on the number of HIV cases across 40 sub-districts. The research methodology consists of data preprocessing stages, clustering using the K-Means algorithm, and classification using a Decision Tree model. The preprocessing steps include data integration, attribute selection, temporal aggregation, handling of missing data, and normalization using Z-score. K-Means clustering is applied to identify hidden patterns in the development of HIV cases, resulting in three distinct clusters based on multi-year trends. The resulting cluster labels are then used as target classes in the supervised classification process. The Decision Tree classification model demonstrates high accuracy in predicting cluster membership, indicating a strong relationship between the temporal patterns of HIV cases and cluster identity. The integration of clustering and classification techniques provides a robust analytical framework for understanding the dynamics of HIV transmission, while also supporting the formulation of more precise, evidence-based, and region-specific public health interventions.

The Regional Regulation Formation Agency (Bapemperda) is a legislative body under the Regional People's Representative Council (DPRD) that plays a key role in the creation of regional regulations. This study analyzes the function of the Bapemperda of the West Java Provincial DPRD in 2025 throughout the entire regulation formation process using a qualitative approach. The results show that Bapemperda carries out strategic tasks including the preparation of Propemperda (Regional Regulation Proposals), coordination and harmonization of Draft Regional Regulations (Raperda), monitoring discussions, and evaluating the content of the material. In 2025, Bapemperda established 10 Draft Regional Regulations (Raperda) (3 proposed by the DPRD and 7 proposed by the Governor). Bapemperda functions as a bridge for political communication and quality control of regional regulations. Its effectiveness is influenced by coordination, member professionalism, and consistent application of regulatory principles. Challenges faced include time constraints, complexity of substance, and political dynamics. The study recommends strengthening institutional capacity and optimizing the documentation system to support good governance.

Strategically, the professional code of ethics serves as the foundation of accountability and a key tool for building and maintaining public trust in tax practitioners and accountants. The code of ethics serves as a guideline for maintaining integrity, objectivity, independence, and professional responsibility in every task amid the increasingly complex and competitive dynamics of the business world. The purpose of this study is to examine how the regular application of a professional code of ethics is essential to improving the quality of financial reporting and tax compliance, while preventing malpractice and conflicts of interest. Professional ethical principles and their implementation in the workplace are discussed through a conceptual approach. The results of the study show that compliance with the code of ethics can increase public trust and enhance the credibility of the profession. However, in order for the accounting and tax practitioner professions to remain relevant, professional, and trusted by the public, it is necessary to internalize ethical values to counterbalance economic pressures, client needs, and advances in digital technology.

This study is titled Analysis of the Incumbent's Defeat in the 2024 Regional Head Election in East Flores Regency (A Study of Antonius Hubertus Gege Hadjon's Defeat in East Adonara District), with the aim of analyzing the factors that led to the defeat of incumbent Antonius Hubertus Gege Hadjon in the 2024 Pilkada. This study uses Pierre Bourdieu’s political modality theory, including political, social, economic, and cultural capital. A qualitative approach with a descriptive method is employed, and data is collected through interviews with subjects consisting of the incumbent candidate, a religious leader, a youth leader, a community leader, two party representatives, and the success team. The study focuses on the support base in East Adonara District. The results of the study indicate that the incumbent's defeat was caused by the weakening of political capital, especially due to the vacancy in the regent’s position for two and a half years, which strengthened the opponent's position. This caused stagnation in public services and a decrease in the intensity of local government communication. In addition to these structural factors, weak internal party consolidation and public sentiment about uneven development also contributed to the defeat, indicating the incumbent's failure to manage his political capital amidst the dynamics of governance.

This study examines the implementation of Servant Leadership within GMIM Syalom Lelema and its influence on congregational attendance in worship fellowship. Rooted in the theological model of leadership exemplified by Jesus Christ, Servant Leadership emphasizes humility, empathy, presence, and service as core leadership values. Using a qualitative case-study approach, data were collected through observations, interviews, and documentation to understand the relational dynamics between church leaders and congregational participation. The findings reveal that the congregation highly values leaders—pastors, elders, and deacons—who demonstrate genuine care, pastoral presence, and willingness to serve. Acts of pastoral visitation, listening to members’ struggles, and showing humility significantly strengthen emotional and spiritual bonds within the community, resulting in higher attendance and engagement in various worship activities. Conversely, leaders who lack servant-like attitudes tend to receive weaker responses from the congregation, which negatively impacts their participation in worship. The study concludes that Servant Leadership is not merely a theological ideal but a practical necessity within the communal culture of GMIM Syalom Lelema. The model effectively fosters stronger relationships, increases congregational commitment, and enhances the vitality of church fellowship. This study examines the dynamics of Data Driven Policy implementation in Indonesia, which faces a disconnect between the ambitions of digital regulation and the reality of execution on the ground. Using a qualitative approach with the Three Lenses of Evidence-Based Policy analysis framework (Head, 2008), this study examines the interaction between scientific evidence, political considerations, and professional practices in government data governance. The results show that although legal infrastructure such as Satu Data Indonesia (SDI) has been established, its effectiveness is hampered by structural barriers: the dominance of sectoral egos and a culture of intuitive decision-making (political lens), as well as a mix of digital talent and resistance from a paternalistic bureaucratic culture (practical lens). These findings confirm that data fragmentation and cybersecurity incidents are not simply technical failures, but rather systemic governance failures. Therefore, this study recommends a “soft reform” strategy that integrates the enforcement of technical standards, budget incentive mechanisms, and digital leadership transformation to align data validity with the political realities of the bureaucracy.

Participatory village development planning is often treated as a technical-administrative routine. In practice, however, planning is inseparable from political dynamics that shape who participates, whose interests prevail, and how scarce resources are allocated. This community empowerment program (PKM) in Kedung Udi Village, Trawas District, Mojokerto Regency, East Java, aimed to strengthen village governance by enhancing the capacity of village officials and community representatives to design and facilitate participatory planning while explicitly addressing the political dimension of planning. The main intervention was a workshop conducted on 22 August 2025, preceded by coordination and situational observation. Workshop modules emphasized: (1) planning as a political decision; (2) navigating dual arenas: formal (Musdes/Musrenbang and RPJMDes, RKPDes, APBDes) and informal (elite networks and gatekeeping); (3) multi-level contestation and policy alignment; and (4) practical tools, including power–interest mapping, programmatic agreements, program tagging for alignment with district planning documents, and transparency/anti elite capture mechanisms. The program resulted in improved participant literacy regarding power relations in planning and produced a follow-up action plan oriented toward institutional advocacy, continuous social control, and routine capacity reinforcement through a university and village partnership.

The rapid development of digital technology has increased the intensity of social media use among adolescents, particularly Instagram, leading to a decline in social interaction, low emotional regulation, and an increased tendency toward addictive behavior. Within the context of guidance and counseling, art possesses therapeutic potential, enabling students to express themselves and manage digital behaviors more adaptively. This study is a literature review analyzing seven selected scientific articles regarding the utilization of art in group counseling services. The analysis was conducted through data extraction of article characteristics, including research design, instruments, findings, and implications. The results indicate that art plays a significant role in supporting group dynamics, enhancing emotional regulation, and providing alternative activities capable of diverting students' attention from excessive Instagram use. Structured art activities also facilitate the development of self-awareness and self-control, thereby reducing the frequency of Instagram usage. These findings suggest that art-assisted group counseling is an effective and relevant strategy for guidance and counseling teachers to implement in addressing digital challenges within the school environment.

The KRI Nagapasa Class is a submarine of the Indonesian Navy that has the capability to deploy sea mines, launch anti-surface missiles, and release countermeasure torpedoes. However, to face the increasingly complex dynamics of the regional strategic environment, it is necessary to increase combat power through the installation of a Sub Launch Missile weapon system. Until now, the Indonesian Navy does not have a submarine equipped with this underwater missile, especially in the Chang Bogo class. This study aims to analyze and determine the most appropriate choice of Sub Launch Missile missiles to support submarine training and operations. The method used is the Analytic Hierarchy Process (AHP) with a quantitative approach. The results of the ranking of five respondents showed that the SM-39 Exocet missile was in first place with a value of 0.46424 followed by the CM708UNB with a value of 0.41461 and the UGM-84 Harpoon with a value of 0.12115. The SM-39 Exocet missile was chosen as a priority because it has technical specifications that best meet the operational needs of the Indonesian Navy (TNI AL), as well as significantly contributing to enhancing the deterrence effect and combat capability of the Nagapasa-class submarines.

This study investigates Indonesia’s long-term economic transformation across four pivotal eras: the colonial period, the Old Order, the New Order, and the Reformasi era. Employing a descriptive qualitative design with historical analysis, the research elucidates how political transitions, institutional reforms, and global dynamics have interacted to shape the nation's economic architecture. Results indicate that colonial legacies entrenched deep structural inequalities and a dualistic economy, creating a path dependency that continued to influence policy direction after independence. During the Old Order, efforts to assert economic sovereignty were constrained by macroeconomic instability, limited state capacity, and shifting political coalitions. The New Order marked a turning point toward industrialization, macroeconomic stabilization, and openness to foreign investment, generating high growth but also deepening inequality and dependence on external capital. Entering the Reformasi era, decentralization, democratization of governance, and fiscal transparency reshaped institutional frameworks; however, persistent challenges such as regional disparities, productivity gaps, and vulnerability to global shocks remain evident. The study concludes that Indonesia’s economic evolution is non-linear, shaped by historical constraints and gradual institutional adaptation rather than abrupt shifts. Strengthening governance, enhancing domestic industrial competitiveness, and expanding inclusive development policies are essential strategies for supporting long-term resilience. These findings highlight the importance of continuity in policy reform to achieve sustainable growth and to realize the national vision of Indonesia Emas 2045.
