The rapid development of digital technology has had a significant impact on the legal protection of intellectual property in Indonesia. In this digital era, intellectual property, such as copyrights, patents and brands, has become more vulnerable to infringement and misuse. This article reviews Indonesia's efforts to face these challenges by exploring the policies and regulations implemented to strengthen legal protection of intellectual property in the digital era. The Indonesian government has adopted various regulations that accommodate digital dynamics, such as revisions to copyright and patent laws. However, there are still challenges in effective implementation and enforcement of the law. This article also highlights collaboration between government, the private sector, and society in developing innovative solutions to improve intellectual property protection. By reviewing the latest legal and policy developments, this article provides a comprehensive picture of Indonesia's efforts to mitigate risks and increase protection of intellectual property in the digital era. In conclusion, strong and adaptive legal protection is very important to encourage innovation, investment and economic growth amidst the dynamics of the digital era.

This research discusses the impact of the customary law system on the Indonesian legal system. The customary law system has deep historical roots in Indonesian society and still has a significant influence on everyday life. Through a multidisciplinary approach, this research identifies how customary legal norms that have existed for a long time still play an important role in determining national legal policy. This impact can be seen in the implementation of laws, court decisions and government regulations that reflect customary legal values. The debate regarding official recognition of customary law norms and the role of customary institutions in law enforcement is an important part of this analysis.

Problem/Background (GAP): Building Construction Permit is a permit granted by the City/Regency Government to building owners to modify, build new, reduce and maintain buildings in accordance with administrative requirements and technical requirements. In its implementation, the aim of the IMB is to create an orderly layout and layout that is in accordance with the land use designation so that it will create harmony and balance between the environment and the building. To optimize public services to the community in the licensing sector which utilizes advances in information technology, the Boyolali Regency Investment and One-Stop Integrated Services Service has used a regionally managed online service system known as PTSP Online. This online service system was only implemented in 2020, where previously the Construction Building Permit (IMB) processing service was still carried out manually or offline. With this site, it is hoped that the quality of IMB licensing services can be improved more quickly and effectively. Objective: The purpose of this research is to determine and analyze the implementation of online-based Building Permit service policies and to determine the obstacles that occur in online-based Building Permit services. Method: The research design used in this research is qualitative research using descriptive methods and a deductive approach. Data collection techniques use interviews and documentation. Then the data collected was analyzed using data reduction techniques, data presentation and drawing conclusions. Results/Findings: The results of this research indicate that the implementation of the online building permit service policy in Boyolali Regency, Central Java Province has not been optimal because there are still obstacles in implementing the policy such as lack of socialization and information about online IMB regulations, the technology used is not optimal, lack of a technical team In the field, there are still brokers in online IMB processing. Conclusion: Based on the research conducted, the author suggests to DPMPTSP Boyolali Regency to carry out scheduled socialization so that the community is able to understand existing policies, increase supervision so that brokering practices are minimized, carry out repairs and maintenance of network systems, and recruit a team of technical employees.

This study examines the strengthening of regional disaster management governance through a risk-based policy framework, focusing on the role of local governments in disaster-prone areas. The object of the study is the disaster management system implemented by the Dumai City Regional Disaster Management Agency (BPBD), which faces various potential natural and non-natural disasters. Although national and regional regulatory frameworks are in place, disaster management practices at the regional level still tend to be reactive, partial, and not fully based on comprehensive risk analysis. Therefore, this study aims to identify key issues in regional disaster management governance and analyze the role of risk-based policies in strengthening institutional effectiveness, cross-sectoral coordination, and disaster preparedness. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews with BPBD officials, relevant stakeholders, and community representatives in disaster-prone areas, supported by field observations and documentation studies of policies, disaster risk assessment documents, and institutional reports. Data analysis was conducted using thematic analysis methods to identify patterns related to governance structures, policy implementation, and disaster risk management practices. The study results indicate that disaster management governance in Dumai City has shown progress in regulatory aspects and emergency response capacity, but there are still weaknesses in the integration of risk into development planning, inter-agency coordination, community participation, and mitigation and prevention efforts. This study concludes that the implementation of a risk-based policy framework can encourage more anticipatory, integrated, and sustainable disaster management governance, and provides important implications for the formulation of public policy at the regional level.

This study explores the policy dynamics surrounding the implementation of the 21st-century skills-based curriculum, focusing on the perceptions and challenges faced by stakeholders at various educational levels. Through semi-structured interviews with teachers, principals, and policymakers, along with policy document analysis, the research identifies a significant gap between national policy design and its practical implementation at the school level. The study reveals that while the national curriculum emphasizes critical competencies such as critical thinking, creativity, and collaboration, there is a disconnect between these objectives and their classroom application. The main challenges include limited resources, cultural resistance, and lack of support from regional governments. The findings emphasize the need for a more flexible, context-sensitive curriculum that can be adapted to local needs. The study also emphasizes the importance of ongoing professional development and strong leadership to facilitate the adoption of innovative teaching methods. To address these challenges, the study calls for a coordinated approach involving national, regional, and school-level authorities to ensure effective curriculum reform. The research contributes valuable insights into the complexities of curriculum implementation and offers recommendations to improve educational policies and practices aimed at equipping students with the necessary skills for the modern world.

Introduction: Land tenure conflicts and forest degradation in national forest border areas have become a complex challenge that impacts social stability and environmental sustainability. These conflicts often arise due to uncertainty in land ownership rights, leading to tensions between local communities, the government, and private companies, resulting in environmental damage such as deforestation. Community-Based Forest Management (CBFM) has emerged as a mitigation approach to address these issues by involving local communities in the sustainable management of forests. Research objective: To evaluate the impact of CBFM policies on the well-being of farmers and the conservation of endemic species in national forest border areas. Research method: A mixed-methods approach, combining household income surveys, in-depth interviews, Focus Group Discussions (FGD), and land cover analysis based on GIS. Research results: The CBFM policy has successfully increased farmers' income, particularly through forest-based business diversification, reduced illegal logging, and supported the preservation of endangered endemic species. Additionally, active community participation in this policy has increased compliance with environmental conservation efforts. This study recommends enhancing local community capacity, strengthening inter-agency coordination, and implementing stricter supervision to ensure the sustainability of the CBFM policy. The success of CBFM implementation is expected to be applied more broadly to achieve farmers' welfare and sustainable forest conservation in Indonesia.

This study aims to analyze the implementation of Government Regulation Number 23 of 2018 in Klambir Lima Kebun Village, Hamparan Perak District, which focuses on its impact on Micro, Small, and Medium Enterprises (MSMEs). PP Number 23 of 2018 regulates the reduction of the Final Income Tax (PPh) rate for MSMEs from 1% to 0.5% for taxpayers with a turnover of less than IDR 4.8 billion per year. This policy aims to ease the tax burden, simplify calculations, and improve MSME taxpayer compliance, while encouraging the growth of new entrepreneurs. This study uses a qualitative descriptive method with data collected through interviews, observations, and document analysis from MSME actors and village officials. The results of the study indicate that this tax rate reduction policy provides significant benefits for MSME actors in Klambir Lima Kebun Village. Business actors feel helped by the lower tax rate, so they can allocate more resources for business development. However, the level of taxpayer understanding of this regulation still varies. Most MSME actors do not fully understand the procedures for reporting and paying taxes in accordance with this policy, so they need further guidance and socialization from the government. This study concludes that the success of implementing PP Number 23 of 2018 at the village level is highly dependent on educational and mentoring efforts for MSME actors. This finding provides insight for the government in designing tax policies that are more inclusive and responsive to the needs of MSMEs.

Local wisdom-based character education has a strategic role in forming a generation with integrity, strong personality, and high moral awareness. This study aims to analyze the implementation of local wisdom-based character education in learning and identify effective strategies and obstacles faced in its implementation. Using a qualitative approach, data were collected through interviews, observations, and documentation studies. The results of the study indicate that the integration of local wisdom values ​​in education can increase cultural awareness, strengthen national identity, and form positive characters in students. However, the implementation of local wisdom-based character education still faces challenges, such as lack of understanding of educators, minimal policy support, the influence of globalization, and limited resources. Therefore, synergy is needed between schools, families, communities, and the government so that local wisdom-based character education can run effectively and sustainably.

This study aims to analyze the role of the Department of Youth, Sports and Tourism (Diskopar) Dumai City in tourism development and to identify supporting and inhibiting factors affecting its implementation. The research uses a qualitative descriptive approach with data collected through interviews, observation, and documentation. Informants consisted of a tourism data and information officer at Diskopar Kota Dumai and a community tourism actor. The data were analyzed using an interactive model involving data reduction, data display, and conclusion drawing. The findings show that Diskopar Kota Dumai plays an active role based on three role indicators: institutional position, social expectations, and implementation. The institution is involved not only in policy formulation but also in maintenance, monitoring, training workshops, event organization, and management of public tourism spaces. Supporting factors include regional tourism potential, digital promotion, regulatory documents, and regional budget support. Inhibiting factors include suboptimal maintenance of tourist sites, illegal levies in unmanaged areas, and uneven information access due to limited network coverage. Overall, the role of the Dumai City Diskopar is functioning but still requires strengthening in supervision, facility management, and equitable promotion.

Empowering people with disabilities The Police Resort (Polres) and the South Tangerang City Social Service (Dinsos) have built synergy to empower the abilities of people with disabilities. However, in practice the implementation of casual daily workers with disabilities at the Polres is still experiencing significant obstacles. The purpose of this research is to analyze the implementation of disability casual daily workers at the Tangerang City Resort Police using a descriptive method with a qualitative approach based on the implementation model theory according to Van Meter and Van Horn, several conclusions can be drawn: 1. Size and objectives in the casual workers policy program disability is very good and helps people with disabilities to get decent jobs. 2. The resources that the Polres have in carrying out policies in terms of human resources are inadequate in terms of numbers. 3. the characteristics of the implementing agency in carrying out the policy already have a good relationship seen from the existence of inter-agency support in implementing the policy. 4. The communication carried out between the South Tangerang Police and the South Tangerang City Social Service has not gone well, this can be seen in the absence of further routine supervision. 5. Attitudes or tendencies, in this case the attitude of the South Tangerang Police in implementing the policy has been going well. 6. The economic, social and political environment has not yet affected the implementing agencies due to the absence of special encouragement from the South Tangerang Police and the Social Service.

Digitalization of migration administration is a strategic step in increasing the efficiency and transparency of immigration and population management. This research aims to analyze the implementation of digital technology, such as the M-Paspor application, Immigration Management Information System (SIMKIM), and the Sobat Dukcapil platform, as well as the challenges faced in this process. Descriptive qualitative research methods were used by collecting data through literature studies, interviews and digital system observations. The research results show that digitalization has succeeded in speeding up administrative services, increasing the accuracy of biometric verification, and facilitating data integration. However, the main challenges include limited technological infrastructure, gaps in human resource competencies, resistance to change, and security and data privacy risks. The research conclusions emphasize the importance of multi-stakeholder commitment, increased infrastructure capacity, and clear regulations to ensure the sustainability of digital transformation. Digitalization has the potential to optimize public services, as long as it is accompanied by a holistic strategy to overcome technical, social and policy obstacles.

The Village Spatial Plan (RTRW) is a follow-up interpretation of the District RTRW. These provisions have been stated separately in the Village Law. However, in practice, standardization of village spatial policy implementation has not been fully implemented. The concept of village development needs to pay attention to village spatial planning to ensure the benefits and compliance of existing regulations. The method applied in this study is the normative juridical method through qualitative review. Normative juridical review is a stage of legal review carried out through the review of library sources or secondary information as the main material by conducting research related to the problem under study. The results of this study show that to implement policies related to village spatial planning, there are two possible factors, namely supporting and inhibiting factors. To develop clarity on the objectives of policy implementation, legal certainty is needed that can accommodate the needs of village structuring and control.

There are 514 urban areas in the archipelagic nation of Indonesia (Ministry of Home Affairs, 2016). There are many cities in Indonesia that are able to provide a sense of comfort and security for their residents, this of course has an impact on population growth. However, the amount of waste that can be generated and stored is limited by the carrying capacity of the urban environment. Using the idea of ​​a "green city" which consists of nine elements of road infrastructure, traffic, green open space, clean water, noise, energy, housing, clean air and buildings is one way to overcome the above problems. All these qualities need to be utilized immediately with a comprehensive systems approach and in accordance with economic, social and environmental principles in sustainable development. Blue economy approaches can be used to eliminate waste. The “blue economy” is a term that is becoming increasingly popular in today's seas and oceans. The aim of this concept is to combine sea base development opportunities with environmental management and protection. Four conceptual interpretations of the blue economy were determined through research into the dominant discourse in international economic policy documents. How the blue economy works is also examined through an “in practice” analysis of the blue economy and related actors. Next, the scope and focus of the blue economy is explored specifically on the maritime industry, which is included or excluded in various conceptualizations. This analysis reveals areas of agreement and conflict. The consensus range reflects the growing trend towards the commercialization and valuation of nature, delineating and defining maritime boundaries and enhancing the security of the world's oceans. There are several areas of conflict, particularly disputes over the legitimacy of individuals as part of the “blue economy”, highly carbon-intensive industries such as oil and gas and the growing deep sea mining industry. Oceans are becoming increasingly important in terms of potential international trade opportunities through intermediaries and buyers. the behavior of the model supporting such a relationship in the ocean is acceptable from a regular and economic point of view. The relationship between land and sea is increasing in the role and importance of the "blue economy" as the term emerges in the background. . A literature review was conducted to analyze the correct definition of the blue economy. This definition is analyzed based on the minimum requirements that are important for the blue economy. This article also tries to compile various types of activities related to marine services. This is done to determine what can be considered priority areas for blue economic growth. The blue economy concept is based on national economic development. This is comprehensively useful for achieving overall national development. Environmental accounting is stated as a process of reducing negative values ​​and creating positive values ​​in environmental accountability.

Surabaya Single Windows (SSW) Alfa is an innovation program for licensing and non-licensing services from the Surabaya City Government. Surabaya Single Windows Alfa is a development application from a previous application called Surabaya Single Windows which was launched in 2013. With the SSW Alfa application, residents of the city of Surabaya can process service requests online. Gubeng Village consistently serves residents by using the digitalization system provided by the Surabaya City Government. The aim of this research is to describe the implementation of the Surabaya Single Windows Alfa digitalization service program in Gubeng Village, Gubeng District, Surabaya City based on the theory of Successful Program Implementation according to George Edward III which consists of Communication, Disposition, Resources and Bureaucratic Structure. The method used in this research is descriptive qualitative by collecting observation and interview data. The research results show that the Surabaya Single Windows Alfa program has been running well. However, in its implementation there are still several obstacles that hinder the implementation of the program. The inhibiting factors found in this research are the need for equal understanding of the application of Surabaya Single Windows Alfa for human resources in Gubeng Village and the lack of socialization to the community regarding the Surabaya Single Windows Alfa program. This results in many people still not understanding the terms or documents required for the application.

  This journal discusses the influence of external and internal factors on delays in implementing environmental pollution approval and control at PT Royal Coconut. Through a case analysis approach, this research explores the impact of factors such as changes in environmental regulations, public pressure, and internal company policies on the timing of environmental approval implementation. We also consider internal organizational factors, such as risk management, corporate commitment, and technical capacity in the context of pollution control. This research explores the complex interactions between these factors and their impact on the implementation process of environmental agreements, providing in-depth insights for practitioners, policy makers and researchers interested in the field of industrial environmental management. Based on the research results, it shows that the basis for evaluating the implementation of environmental pollution control at PT Royal Coconut in West Limboto District is not in accordance with the approval, when viewed from Article 1338 of the Civil Code. The research results show non- compliance in the implementation of the agreement, which includes environmental violations and non- compliance with agreed obligations. In addition, there are several identified problems related to factors inhibiting the implementation of environmental pollution control agreements originating from internal and external factors of the company. such as, lack of legal and ethical awareness in business, lack of awareness of the impact of environmental pollution, lack of government education with the community regarding the dangers posed by factory waste, and lack of openness between the community and the management of PT Royal Coconut. So in realizing implementation it must require participation from the community and local government.

This article focuses on the government's role in regulating and supporting the implementation of the Hajj pilgrimage in Aceh. Its background encompasses Aceh as one of the regions in Indonesia with high participation rates in the Hajj pilgrimage, yet facing challenges in adequate management and regulation. The research problem identifies various aspects, including government regulations concerning quotas, facilities, and the protection of Hajj pilgrims. Through policy analysis and empirical data, it was found that the Aceh government plays a crucial role in efficiently and safely organizing the Hajj pilgrimage. The conclusion emphasizes the government's vital role in organizing, overseeing, and providing necessary facilities for Hajj pilgrims. The novelty of this academic work lies in emphasizing the specific role of the regional government in the context of implementing the Hajj pilgrimage in Aceh, along with an analysis of successes and obstacles faced. This study offers profound insights into the importance of coordination between the central and regional governments in organizing the Hajj pilgrimage, highlighting efforts needed to improve policies and related infrastructure to enhance the Hajj pilgrims' experiences in the future.

This study aims to analyze the policy implementation of DKI Jakarta Governor Regulation Number 128 of 2019 related to the provision of special bicycle lanes in DKI Jakarta and the factors that influence it. This research is a type of empirical legal research, which examines the implementation of applicable legal regulations and their impact on society. The method used is descriptive with a qualitative approach. The results of this study were analyzed through data reduction, presentation of analysis results in the form of narratives and conclusion making. The implementation of DKI Jakarta Governor Regulation Number 128 of 2019 on the implementation of special bicycle lanes in DKI Jakarta is carried out by the DKI Jakarta Provincial Transportation Agency through the installation of traffic signs and markings for special bicycle lanes, as well as socialization efforts. However, in its implementation, there are several factors that play a role in difficulties and challenges. These factors include the lack of effective socialization by law enforcement officials, low public awareness and legal compliance with the rules of the special bicycle lane, and the indecisiveness of law enforcement by law enforcement officials against violations of these rules. Seeing that violations still occur due to the lack of strict law enforcement by law enforcement officials, it is recommended to make maximum efforts to increase compliance to the bicycle lane regulations. This aims to create a safe environment for bicycle lane users and improve traffic order in DKI Jakarta. Thus, the implementation of this regulation is expected to run more effectively and provide greater benefits to the community.
