Terrestrial digital television transmitter stations are the main facilities in the transmission of digital television broadcasts to the public. The quality of the transmitted signal is expected to reach the Central Java-1 service area well so as to provide optimal and reliable quality of digital television broadcast performance according to the needs of the community, but currently, complaints about signal problems such as service coverage and reception quality still occur a lot, coverage and signal quality received by community-owned television transmitters cannot be separated from the influence of the quality performance of digital television transmission stations. The purpose of this research is to analyse the coverage performance of digital television services of digital television transmitter stations using the K-Means Clustering Method, identify areas with the best signal coverage and group areas based on the level of signal performance. The data used includes field strength parameters collected through field measurements at 25 service area location points, topography factors and transmitter distance were found to be the main causes of signal quality differences. Data analysis shows that the K-Means Clustering method effectively clusters areas with signal reception quality categories of very good cluster 3 areas, good cluster 8 areas, fair cluster 5 areas and poor cluster 9 areas. The results of this study can be recommended in the evaluation and optimisation of tele-transmitting station networks.

The digital design of cultural museums with an interactive and educational approach in Indramayu Regency aims to present a modern, innovative, and interesting cultural preservation space. This concept was born from the urgent need for a means that are able to preserve, document, and promote local cultural wealth in the midst of the rapid flow of globalization. The lack of cultural literacy among the public, especially the younger generation, as well as the loss of historical objects due to inadequate storage facilities, are the main reasons for the importance of developing digital-based museums. Through an interactive approach, visitors can actively engage with cultural collections using advanced technologies such as augmented reality (AR), virtual reality (VR), and interactive multimedia. This technology provides an immersive, engaging, and personalized learning experience, so that visitors not only see, but also virtually experience the richness of the culture on display. Meanwhile, the educational approach is designed to create an informative, collaborative, and fun learning environment, which is highly relevant for learners and the younger generation as the successors of cultural preservation. Indramayu Regency, known for its long history, maritime traditions, and distinctive coastal culture, has great potential to become a center for cultural education. This digital museum will utilize digital technology to document cultural narratives in depth, so that it can be accessed not only by local people, but also national and international tourists. With its strategic location in the city center, the presence of this museum is expected to encourage the participation of the public and tourists in understanding, appreciating, and preserving the local culture of Indramayu. Apart from being an educational facility, this museum is expected to be able to become a driver of local tourism that makes a positive contribution to the economy of the surrounding community. Digital cultural museums are not only a place for preservation, but also a symbol of a strong regional identity, reflecting the synergy between technological innovation and commitment to cultural sustainability in the modern era.

Community Health Centers (Puskesmas) serve as primary healthcare facilities with a strategic role in delivering quality services and adequate infrastructure to the public. However, patient complaints are still frequently found, particularly concerning suboptimal service aspects such as unprofessional staff attitudes and uncomfortable waiting areas. This study aims to examine the relationship between service quality and facilities on patient satisfaction at Puskesmas Selogiri, Wonogiri Regency. The research employed a quantitative associative method with a survey approach. A total of 100 respondents were selected using purposive sampling. Data were collected through questionnaires and analyzed using the Spearman Rank test due to the non-normal distribution of the data. The findings revealed a very strong and positive correlation between service quality and patient satisfaction, with a correlation coefficient of 0.906. Similarly, facilities also showed a strong and significant relationship with patient satisfaction, with a correlation coefficient of 0.850. These results imply the importance of improving service interaction quality and providing comfortable facilities to enhance positive patient experiences and strengthen public trust in the services delivered by Puskesmas.

The phenomenon of homelessness and begging in public places remains a complex social problem that impacts public order and legal norms. The main problem in this study is how criminal law is applied to homelessness and begging in public places, and how the provisions compare in the old Criminal Code and the new Criminal Code based on Law Number 1 of 2023. This study uses a normative juridical method with a legislative approach and literature study. In the old Criminal Code, begging is regulated in Article 504, which threatens imprisonment for anyone who begs in public. Meanwhile, the new Criminal Code regulates similar acts in Article 425, which no longer uses the term "begging" explicitly, but regulates the prohibition against the repeated exploitation of certain activities in public places that disturb the community. The results of the study show that although there is continuity in substance, the new Criminal Code tends to use a more humanistic approach and emphasizes social rehabilitation. Law enforcement against homelessness and begging still faces various obstacles such as low public reporting, limited police supervision, and a lack of rehabilitation facilities. Therefore, the main conclusion of this study is that a repressive approach alone is insufficiently effective. An integrated legal strategy is needed, combining penal and non-penal approaches with the active involvement of the government, the community, and social institutions.

The special autonomy granted to Aceh Province allows for the implementation of Islamic criminal law (jinayat), yet challenges remain in law enforcement, particularly against corporations that provide facilities for Jarimah. Despite the enactment of Qanun Number 6 of 2014 on Hukum Jinayat, prosecutions have largely focused on individuals, while companies such as hotels, boarding houses, and cafés frequently escape accountability, even when their facilities are used to commit acts such as khalwat, maisir, and zina. This study aims to examine the enforcement mechanisms targeting such corporate entities within the jurisdiction of Banda Aceh City. Employing empirical legal research methods, the study utilizes qualitative analysis based on field observations, interviews with stakeholders, and a review of legal documents. The findings indicate that law enforcement efforts are hampered by five major factors: vague and incomplete legal provisions; limited knowledge and training among investigators; inadequate human resources and supporting infrastructure; a lack of public support; and deeply rooted cultural practices that often favor informal resolutions over formal prosecution. Despite the legal possibility of corporate liability under the qanun, enforcement remains weak due to unclear definitions, particularly concerning intent and the element of facilitation. The study concludes that the effectiveness of law enforcement in this domain is critically undermined by structural and normative deficiencies. Therefore, reform is urgently needed, including amendments to legal texts, comprehensive investigator training, and public engagement strategies to ensure corporate accountability in supporting the implementation of syari’at Islam in Aceh.

Village digitalization is one of the village government transformation strategies in providing fast, transparent, and easily accessible services to the community. Through the use of village websites, village governments strive to accelerate administrative processes, disseminate public information, and strengthen community participation. The methods used in this community service activity are participatory and collaborative. The results of the activity evaluation show that the implementation of digitalization in Sungai Baung Village has had a positive impact on the efficiency of service time, increased access to information, and community involvement in village development. However, challenges such as limited human resources, internet infrastructure, and community digital literacy are still obstacles that need to be overcome. Therefore, ongoing efforts are needed in training and mentoring, provision of digital facilities, and collaboration between parties to ensure the success of village digitalization as a whole.

This study aims to examine the strategy of optimizing waste retribution and its impact on increasing Local Original Income (PAD) in Karang Berombak Village, Medan City, using a literature study method. The data used are sourced from various relevant online references, such as scientific articles, research results, and policy publications. Data collection techniques are carried out through literature reviews that include statistical data, policy analysis, and case studies that are in accordance with the focus of the study. The results of the study indicate that optimizing waste retribution in order to increase PAD requires a comprehensive approach. The strategy includes structured planning, consistent supervision, increasing public awareness and participation, and providing adequate facilities and infrastructure. The implementation of this strategy in an integrated manner is expected to encourage the effectiveness of waste retribution management and contribute significantly to increasing PAD in Karang Berombak Village.

On the research of background, it is analyzed that the Implementation of the Population Administration Policy Through a Fast, Safe and Friendly Service System at the Population and Civil Registration Office of Ciamis Regency. The purpose of this study is to determine the implementation of the Si Lancer application service at the Population and Civil Registration Service of Ciamis Regency. This research method uses descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the Implementation of the Population Administration Policy Through a Fast, Safe and Friendly Service System at the Population and Civil Registration Office of Ciamis Regency is not optimal, namely constrained by human resources in the Office, lack of facilities at the Population and Civil Registration Office of Ciamis Regency, lack of implementing attitudes where employees prefer conventional services, no application updates from the initial year of publication, namely 2021, and no fragmentation or group bodies specifically tasked with Si Lancar application services. This study contributes to broadening understanding of the practical benefits of implementing the use of the Si Lancar application at the Population and Civil Registration Office of Ciamis Regency.

Perspektif Administrasi Publik dan hukum 2025 Asosiasi Peneliti Dan Pengajar Ilmu Sosial Indonesia

Street crime is a conventional crime that occurs in public spaces and disturbs people's sense of security. The National Police of the Republic of Indonesia has an important role in dealing with this crime through preventive, preemptive, and repressive strategies. This article uses a descriptive qualitative approach based on a literature study. The results of the analysis show that the effectiveness of the police force is influenced by the availability of resources, community participation, and cross-sectoral coordination. Efforts such as Operation Cipta Condition have proven to be able to reduce the crime rate, but there are still obstacles such as a lack of personnel and technological facilities. Therefore, a multidimensional approach that involves the support of the government, the community, and strengthening the criminal justice system is key to tackling street crime effectively and sustainably.

Enterobius vermicularis, or pinworm, continues to be a public health concern, particularly among children in coastal and densely populated areas. Though it is classified as a non-Soil Transmitted Helminth (non-STH), its fecal-oral transmission route allows rapid spread, especially where hygiene practices are inconsistent. In Indonesian coastal communities such as Lasiana, Kupang, limited studies have focused on the intersection between environmental factors, personal hygiene, and parental knowledge in relation to enterobiasis. This study aimed to determine the prevalence and morphological characteristics of Enterobius vermicularis in children aged 3–9 years living in the coastal area of Lasiana Beach, Kupang. A descriptive observational study was conducted involving 81 heads of households and 24 children as research participants. Data were collected through questionnaires distributed to parents to assess sanitation conditions, hygiene practices, and knowledge levels. Perianal samples were obtained from the children using the clear tape (scotch tape) method and examined microscopically to identify E. vermicularis eggs. Findings revealed that 21% of the children tested positive for E. vermicularis. The eggs displayed typical morphological features—oval shape with one flattened side and a transparent double-layered shell. Despite most respondents reporting good hygiene behavior and environmental sanitation, cases of infection persisted. Limited access to handwashing facilities and dense housing conditions were identified as contributing risk factors. The presence of Enterobius vermicularis infections despite adequate sanitation and knowledge highlights a gap between awareness and effective daily practices. These findings underscore the need for strengthened community-based health education and consistent monitoring in high-risk coastal areas to prevent enterobiasis among children.

This study aims to describe and explain the challenges and obstacles in implementing differentiated learning in Science and Social Studies (IPAS) for fourth-grade students at Galeh 1 Public Elementary School, Tangen District, Sragen Regency, in the  2024/2025 academic year. The research employed a qualitative descriptive method, with the study conducted at Galeh 01 Elementary School in April 2025. The research subjects included the fourth-grade teacher and students, consisting of 8 male and 11 female students. Data collection techniques involved observation, interviews, and documentation, analyzed using the interactive data analysis model by Miles & Huberman. The results of the study show that: a) content differentiation was evident through the teacher's systematic preparation of IPAS teaching modules, provision of learning materials, and the use of PowerPoint and concrete images as media; b) process differentiation was demonstrated through varied assignments in group and individual formats, tailored approaches according to academic levels, and the use of an LCD projector to support learning; c) product differentiation was observed through students being given opportunities to present and the teacher providing summative assessments as a measure of understanding; d) the learning environment element was reflected in the teacher creating a fun and conducive classroom atmosphere. 2) The challenges and obstacles in implementing differentiated learning included: a) the presence of passive students, b) limited facilities and infrastructure, c) the time-consuming process of preparing learning components, and d) student dependency on peers.

The authority and role of security guards assist the Police in carrying out security duties in a limited manner. The results of the study show that security guards in carrying out security responsibilities as a partner of the Police in dealing with and limited public order in the city of Kupang such as arresting the perpetrators of iron theft at PT Semen Kupang, Helmet Theft at the Kupang Polytechnic Campus, computer theft at the UKAW Kupang Campus and Oesapa Procurement Office Motorcycle Theft. Obstacles in carrying out duties and authorities as security guards include the authority of security guards which are limited by the law and inadequate facilities and infrastructure. Conclusion on the research Based on the provisions of Law number 2 of 2002 concerning the National Police of the Republic of Indonesia, it gives limited authority 'to security guard members to carry out security in the company environment acting Pre-emptive (fostering, directing), preventive (preventing, counteracting) and as limited law enforcement officers to assist the role of the functions of the National Police in a Repressive, Non-Judicial manner (acting, arresting, handcuffing, conducting initial interrogation) and in carrying out their duties and responsibilities the security guard experiences several obstacles such as the authority of the security guard which is limited by the law when he is in a position to face the perpetrator of the crime of theft who holds a weapon while the security guard officer is not armed because his authority is not like a member of the Police, but if the security guard officer resists it will be suspected that he has committed an unlawful act because of his limited authority and the law and the Facilities and Inadequate infrastructure.

Branding strategies for Vocational High Schools (SMK) are a crucial aspect in improving their image, competitiveness and attractiveness for prospective students and the industrial world. One effective approach is through partnerships with the World of Business and Industry (DUDI). This research aims to analyze the branding strategy implemented by SMK in building a positive image through collaboration with DUDI. The method used in this research is descriptive qualitative, literature study and case analysis of several vocational schools that have succeeded in building branding through strategic partnerships. The research results show that vocational school branding can be strengthened through internship programs, industrial project-based learning, competency certification recognized by the world of work, and digital-based promotions. The partnership with DUDI also plays a role in providing learning facilities that are more relevant to industry needs, thereby increasing public confidence in the quality of vocational school graduates. By implementing an effective branding strategy through a partnership with DUDI, SMK can strengthen its position as a vocational education institution that is oriented to the needs of the world of work.

Community-based waste management is a strategic step toward achieving sustainable development in Gresik Regency, Indonesia. This policy aims to reduce waste volume, raise community awareness, and support the vision of a Green Regency. This study evaluates the implementation and effectiveness of community-based waste management policies using a qualitative case study approach. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed thematically to identify supporting and hindering factors influencing program success. The findings indicate that while progress has been made, significant challenges remain, including low levels of socialization, limited infrastructure, and weak inter-agency coordination. Community participation depends heavily on local leaders and facilitators, and the sustainability of institutions such as waste banks and management groups has yet to be evenly distributed. Adequate infrastructure, such as integrated waste processing facilities (TPS3R), is crucial and needs enhancement. Barriers like a lack of technical experts, cultural habits of indiscriminate waste disposal, and insufficient funding hinder the achievement of policy objectives. This evaluation underscores the necessity for increased education, institutional strengthening, and improved infrastructure to accelerate behavioral change and boost community participation. The results are expected to inform local government strategies for more effective implementation toward realizing a sustainable and environmentally friendly Gresik. An integrated and holistic approach is essential for optimizing waste management, creating a cleaner, healthier, and sustainable environment.

Tarakan City as an archipelago with high maritime activity has a significant risk of water accidents, yet students' swimming skills are still low. This study aims to: (1) evaluate the context of swimming learning in the PJOK curriculum, (2) assess input readiness (teachers, facilities, costs), (3) analyze the learning implementation process, and (4) measure learning outcomes related to student skills and safety. The research used a descriptive qualitative approach with the Context, Input, Process, Product (CIPP) evaluation model. Data sources include principals (4 people), physical education teachers (4 people), and students (16 people) from four junior high schools in Tarakan City. The research instruments were semi-structured interview guidelines, observation sheets, and curriculum document analysis. Data collection techniques were conducted through participatory observation, in-depth interviews, and documentation studies. The data were analyzed qualitatively using cost and benefit analysis techniques to identify the suitability of the program to the needs. The results show that the context of swimming learning is in accordance with the curriculum, but the swimming pool facilities depend on public facilities with limited access. The learning process is in accordance with the lesson plan, but the practice time (2 times/semester) is not sufficient to master the skills. Product evaluation results indicated a good understanding of water safety theory, but low practical swimming skills. Recommendations: (1) Increased frequency of swimming practice, (2) collaboration with local government for the provision of school swimming pools, and (3) teacher training in adaptive teaching methods for beginner students.

Digital transformation in health services faces significant challenges, particularly the gap between rapid technological advancements and the readiness of institutional work culture. This study investigates the cultural lag experienced during the implementation of digital systems at the East Nunukan Health Center. Using an observational qualitative approach, it examines health workers' responses to digital applications such as e-Puskesmas and various Health Information Systems. The findings reveal substantial resistance to change, attributed to factors like limited digital literacy, inadequate infrastructure, and the persistence of traditional work patterns. Despite the introduction of digital systems, healthcare practices remain largely dependent on manual methods, highlighting the disconnect between technological progress and the socio-cultural preparedness of healthcare organizations. The study concludes that this cultural lag within healthcare institutions can significantly impede the effectiveness of digital transformation efforts. To address these issues, the research advocates for ongoing training, improvement of supporting facilities, and the adoption of strategies that align with local work culture. This research provides valuable insights into the socio-cultural dynamics affecting the digitization of public services, especially in border regions with limited technological access.

This study aims to describe the strategies implemented by Rumah Belajar Merah Putih in addressing the educational needs of children of commercial sex workers who are not enrolled in formal schooling. A qualitative descriptive approach was used, with data collected through observation, interviews, and documentation. The findings indicate that Rumah Belajar Merah Putih faces several challenges, including limited facilities and infrastructure, insufficient funding, low public awareness of the importance of education, a shortage of qualified teaching staff, and difficulties in establishing external partnerships. To overcome these obstacles, the organization has developed strategies encompassing four key aspects: (1) Corporate strategy, which emphasizes the formulation of a vision, mission, and goals in response to the community’s lack of attention to education; (2) Program strategy, designed based on the background of the learners to raise awareness of the importance of education; (3) Resource support strategy, aimed at addressing the limitations in teaching staff, funding, and facilities; and (4) Institutional strategy, focused on strengthening internal communication and expanding external partnerships to tackle collaboration challenges. These four strategies have proven effective in addressing the identified challenges and serve as a crucial foundation for providing inclusive education for children of commercial sex workers, although continuous improvement and reinforcement are still needed.

This study examines the causes and impacts of hazardous and toxic waste (B3) spills in Bekasi Regency, West Java. B3 waste such as used oil, batteries, and heavy metals can pollute the environment and harm public health. Key causes include lack of treatment facilities, violations of disposal procedures, and weather factors like flooding. The research uses normative legal approaches. The findings of this study underscore the necessity of managing hazardous waste in compliance with established regulations, enforcing environmental laws rigorously, and ensuring active involvement from both government institutions and the public in monitoring efforts. The application of the strict liability principle is considered highly important in providing a deterrent effect against polluters through legal accountability.

This study aims to determine the level of community satisfaction with Posyandu services in the Bekasi area. Posyandu, as the frontline of community health services at the village level, plays an important role in monitoring the growth and development of toddlers, providing immunization services, and delivering health education. The method used in this study was a quantitative survey, with questionnaires distributed to 150 respondents who were users of Posyandu services in several subdistricts in Bekasi. The aspects evaluated include service quality, facility availability, staff attitude, and the effectiveness of the information provided. The survey results indicate that the majority of respondents are satisfied with the services provided, although there are some notes regarding limitations in facilities and service hours that need to be improved. These findings are expected to serve as input for Posyandu managers and local governments in enhancing the quality of community health services at the grassroots level.
