This research is based on the importance of shipping safety to protect passengers, crew, and the maritime environment from high risk of accidents, especially on high-speed ships that have special operational characteristics. Legal arrangements related to HSC seaworthiness have been regulated in various national regulations such as Law Number 17 of 2008 concerning Shipping, Regulation of the Minister of Transportation Number PM 12 of 2022, as well as international conventions such as SOLAS, MARPOL, and STCW. However, its application in the field still faces various obstacles. This study aims to analyze the law regarding the seaworthiness of high-speed passenger ships (HSC) and challenges in the supervision of shipping safety in the waters of the Riau Islands, with a focus on the study at Sekupang Domestic Port, Batam City. This study uses normative juridical methods to analyze applicable laws and regulations and empirical sociological methods to explore field information through interviews and observations of related parties, such as port authorities, ship operators, and crew members at Sekupang Domestic Port. The results of the study show that the implementation of HSC seaworthiness in the waters of the Riau Islands is not optimal. The main obstacles include a lack of trained human resources, inadequate inspection facilities, weak law enforcement, ineffective inter-agency coordination, and low awareness and education on the importance of maritime safety. Based on these findings, it is recommended that the Batam Special KSOP improve the competence of inspectors and supervisors through a continuous training program. The government is expected to allocate a budget for investment in modern inspection facilities and equipment. In addition, the maritime community, especially operators and crew members, need to increase their awareness and understanding of shipping safety through active participation in education and training programs. With these efforts, it is hoped that the implementation of HSC seaworthiness can be more optimal, thereby improving shipping safety in the waters of the Riau Islands.

This research was carried out in 2024, with the research locus at the Deputy for Supervision and Control of BKN. The research sample consisted of employees involved in the competency development program at BKN. The independent variable is competence, while the dependent variable is employee performance productivity. The results of the analysis show that there is a significant positive relationship between competency development and employee performance productivity. It is known that the coefficient of determination or R²  value is 57,1%. This figure means that the competency variable (X1) has an effect on the work productivity variable (Y) by 57.1%. Meanwhile, the remainder (100% - 57.1% = 42.9%) is influenced by other variables outside this equation or variables that were not studied. These findings highlight the importance of investing in competency development as a strategy to increase employee performance productivity at BKN. Managerial implications and policy recommendations are presented to support efforts to develop human resources and increase BKN organizational efficiency. This research provides an important contribution in understanding the dynamics of the relationship between competency and employee performance productivity in the government context.

Furniture has high added value and significant global competitiveness, largely due to the diversity of natural raw materials available in Indonesia, such as wood, rattan, and bamboo, as well as distinctive and high-quality designs. This advantage is supported by the skills and competence of the available human resources, making Indonesian furniture superior to products from other countries. Product quality is a key element in winning market competition, as it impacts customer satisfaction and loyalty. Masnur Joglo, a furniture company located on Jl. Muara Karya, specializes in producing various types of furniture from high-quality woods such as super mahogany and red teak. However, the purchasing system, which requires customers to visit the store directly and manually record prices, results in inefficiencies in terms of time and transportation costs. Customers often need to visit multiple stores to find the desired product, which is an inefficient process. To address these challenges, this study proposes the development of an Android-based sales application as a solution. This application is designed to expand Masnur Joglo's market reach and facilitate online ordering of furniture products, anytime and anywhere. The study aims to design and develop an Android-based sales information system that can enhance operational efficiency and streamline the sales process while better meeting customer needs. The application development method employs the waterfall model and uses MySQL and Firebase databases.

This research aims to determine Human Resources (HR) Competency and the application of accountability to financial management of village funds seen from human resource competence and financial management stages starting from planning, implementation, administration, reporting and accountability. This research is descriptive qualitative in nature with the data collection technique in the research being triangulation with the data analysis method used in this research being the Miles and Huberman model. Based on the research results, it can be seen that: (1) Competency of Human Resources in financial management of village funds is not yet optimal and effective, this can be seen from the level of education of village officials which is still low so that understanding of financial management of village funds is not carried out effectively. (2) The implementation of accountability in the management of village funds in Kolilanang Village from the planning stage to the accountability stage is said to be not yet accountable, because at the implementation stage there is still excess budget remaining so that the assessment of government performance is not yet effective and optimal. For several other stages, they are accountable.
