Poultry agribusiness is a key driver of food security and rural economic development in developing countries. However, the sector remains vulnerable to infectious diseases such as avian influenza and Newcastle disease, which can disrupt production systems and supply chain continuity. Although previous studies have examined poultry disease control, biosecurity, and supply chain disruption, evidence on how risk and crisis communication supports outbreak management and resilience in developing-country poultry agribusiness remains fragmented. This study applied a systematic literature review (SLR) approach under PRISMA guidelines to synthesize risk and crisis communication strategies in poultry disease management and their contribution to supply chain resilience. Only seven relevant studies published between 2020 and 2025 met the inclusion criteria and were analyzed using the PICO framework. Quality assessment using the Mixed Methods Appraisal Tool (MMAT), combined with systematic data extraction in Microsoft Excel 2021, was conducted to improve methodological transparency and consistency. The novelty of this review lies in integrating communication strategies, enabling and constraining factors, digital tools, One Health perspectives, and public–private collaboration within a single analytical synthesis. The findings indicate that participatory, transparent, and coordinated communication can support disease prevention and crisis preparedness, particularly when strengthened by stakeholder trust, policy support, training, and accessible information channels. However, limited digital literacy, inadequate infrastructure, and cultural barriers may reduce communication effectiveness. Overall, this review highlights the need for inclusive communication systems and collaborative governance to strengthen poultry supply chain resilience in developing countries, while recognizing that the small evidence base limits broad generalization.

This study aims to examine the implementation of policies regarding the use of the e-Kelurahan feature in the Sangu Palu application in Taipa Village. The study employs George C. Edward III’s policy implementation theory, which consists of four dimensions: communication, resources, disposition, and bureaucratic structure. A qualitative descriptive approach was used, with data collected through observation, in-depth interviews, documentation, and literature review involving nine informants. The findings indicate that the implementation of the e-Kelurahan policy has not yet run optimally. The main obstacle lies in the communication aspect, particularly the lack of direct public socialization regarding the use of the application, resulting in low public understanding and limited utilization of digital services. In addition, training for village officials has not been conducted continuously, as it was only provided during the initial implementation stage. Therefore, periodic retraining is needed to improve technical competence and evaluate service performance. Although the aspects of disposition and bureaucratic structure have generally functioned well, they have not been sufficient to optimize digital service utilization. These findings are consistent with the Electronic-Based Government System (SPBE) evaluation results, which place Palu City in the “sufficient” category, indicating the need for further improvement in digital service implementation.

The development of social media has significantly changed human communication patterns. On the one hand, digital media provides a space for freedom of expression, but on the other hand, it has also given rise to digital judgmental cultural phenomena such as Cancel culture and cyberbullying. These phenomena often give rise to verbal violence, public humiliation, and massive social exclusion in cyberspace. This article aims to analyze the phenomena of Cancel culture and cyberbullying from a Christian ethical perspective. The research method used is a literature review with a theological-ethical approach. The results of the study indicate that the digital judgmental culture contradicts the principles of love, respect for human dignity as the Imago Dei, and Christian communication ethics taught in the Bible. Christian ethics views every individual as having value before God, so the practices of humiliation, digital bullying, and public judgment are unjustifiable. The church and believers are called to present constructive, loving, communication in the digital space.

Post-disaster settlement recovery requires more than the provision of permanent housing; it demands an integrated approach covering social, economic, institutional, environmental, and disaster risk reduction dimensions. This study analyzes the Settlement Planning Document (RPP) of the Sibalaya Selatan Satellite Permanent Resettlement Area (Huntap) in Sigi Regency, Central Sulawesi, which accommodates 118 households displaced by the 2018 Palu liquefaction disaster. The research examines the RPP as a participatory planning instrument for sustainable post-disaster recovery. A qualitative participatory approach using the Community Action Plan (CAP) method was conducted from July to November 2024 through focus group discussions, participatory workshops, formation of a Core Planning Team (TIP), field observations, document reviews, and public consultations. Data were analyzed using descriptive, infrastructure, spatial, and strengths-problems-opportunities-challenges frameworks. The findings reveal that community social capital, reflected in active organizations, social networks, and digital communication infrastructure, has been transformed into economic capital. In addition, four dimensions of community resilience economic, social, communication, and competence capacities were identified at varying levels of development. The TIP also played a strategic role in integrating the RPP into village and regional development planning. The resulting RPP contains 39 priority programs valued at approximately IDR 340.6 million for 2024-2028 across infrastructure, economic, social-environmental, and disaster risk reduction sectors. The study demonstrates that the CAP approach effectively supports sustainable settlement development and offers a replicable model for post-disaster resettlement areas in Indonesia.

The development of artificial intelligence (AI) has fundamentally transformed digital marketing communication, while emerging as a strategic instrument in public relations practices of global corporations. This study aims to examine the construction of meaning around artificial intelligence as a financial solution within the cultural context of Lebaran, while analyzing the PR communication strategy employed by Google Indonesia in building persuasive messages for its public on digital platforms. The research object is a video advertisement posted on the official Instagram account @googleindonesia on March 7, 2025, promoting the Gemini Canvas feature for managing Tunjangan Hari Raya (THR) budgets. This study employs a descriptive qualitative approach with an interpretive paradigm, integrating two complementary analytical perspectives: first, Roland Barthes three-level semiotic analysis — denotation, connotation, and myth — to deconstruct meaning constructed through visual, verbal, and auditory signs in the advertisement; second, the PR communication strategy framework from Smith (2021) to identify how the choices of mascot, emotional message, and cultural appeal represent strategically planned communication decisions by Google Indonesia. The findings reveal that Google Indonesia constructs Gemini Canvas as an empathetic and culturally aware entity through three key elements: anthropomorphic symbolism in the form of a bespectacled cat functioning as brand mascot, local cultural markers of ketupat and THR, and Arabic-nuanced music that aurally reinforces the Lebaran atmosphere — all representing deliberate strategic PR decisions. From Smith’s (2021) perspective, the advertisement applies a proactive communication strategy combining negative emotional appeal — financial anxiety ahead of THR — immediately followed by positive emotional appeal as a concrete solution through Gemini Canvas, representing a structured form of public perception shaping. At the myth level, the advertisement normalizes reliance on digital platforms through systematic cultural localization. This study contributes to understanding AI-based digital marketing communication strategies and the shaping of public perception on AI technology by global corporations in the Indonesian market.

This study aims to analyze the implementation of e-government at the Jambi Province Cooperatives and SMEs Office and identify the factors influencing its implementation based on George Edward III’s policy implementation theory. The research employed a qualitative approach with a descriptive design. Data were collected through interviews, observations, and documentation involving office personnel and community service users as informants. The findings indicate that the implementation of e-government has not yet been optimal in supporting the delivery of digital-based public services. Several factors contribute to this condition, including ineffective communication and dissemination of information to the public, limited human resources with adequate technological competencies, implementers’ attitudes that are not fully adaptive to technological changes, and a bureaucratic structure that has not supported comprehensive system integration. These challenges affect the efficiency, accessibility, and quality of public services provided by the agency. Furthermore, the study highlights the importance of strengthening coordination among stakeholders and improving institutional readiness in implementing digital governance. The study concludes that efforts to improve human resource capacity, enhance public outreach, and develop an integrated information system are essential to optimize e-government implementation and improve the quality, effectiveness, and responsiveness of public services in the digital era.

This study aims to analyze the representation of healthy lifestyle ideology in government digital campaigns through the Instagram content of the Ministry of Youth and Sports of the Republic of Indonesia (@kemenpora). The rapid development of social media as a medium for public communication has encouraged government institutions to utilize digital platforms to deliver policy messages in a more persuasive, visual, and interactive manner. In this context, social media content functions not only as a source of information, but also as a space  for the production of meaning and ideology that shapes public understanding of health and lifestyle. This research employs a qualitative approach using Kress and van Leeuwen’s multimodal semiotic analysis, which includes three metafunctions of meaning: representational, interactive, and compositional. The analysis is further enriched by Roland Barthes’ semiotic framework at the levels of denotation, connotation, and myth to uncover the deeper ideological meanings embedded within the campaign visuals. The findings reveal that @kemenpora’s visual content constructs a dichotomy between unhealthy food consumption and physical activity as opposing lifestyle choices. At the mythological level, the campaign reproduces the ideology of healthism, which positions health as solely an individual responsibility while obscuring the social and structural dimensions influencing public health conditions. This study concludes that government digital campaigns function not only as instruments of public education, but also as strategic communication tools that construct healthy lifestyle ideology within the digital sphere.

The remarkable global ascent of BTS, a South Korean music group operating under HYBE Corporation (formerly Big Hit Entertainment), is inseparable from a well-orchestrated and adaptive public relations (PR) framework. This study examines how HYBE's PR strategies propelled BTS to international prominence while simultaneously aligning with the Sustainable Development Goals (SDGs), specifically SDG 8 (Decent Work and Economic Growth) and SDG 9 (Industry, Innovation, and Infrastructure). Adopting a qualitative methodology grounded in media content analysis, the research draws on data from international and national news coverage, official press materials, public speeches, digital platform content, and institutional documents spanning 2017 to 2024. Four strategic pillars characterize BTS's PR approach: (1) sustained authentic narrative construction centered on personal growth, social responsibility, and cultural pride; (2) strategic mobilization of the global ARMY fanbase as an active communication force; (3) integrated and innovative utilization of digital media ecosystems to amplify reach and engagement; and (4) deliberate repositioning of BTS as contributors to economic and industrial transformation through creative industries. The findings demonstrate that BTS's PR model does not merely serve commercial objectives; rather, it operates as a mechanism for advancing inclusive economic growth and fostering innovation within the global creative sector. This research contributes to the theoretical discourse on PR's evolving role at the intersection of popular culture, digital innovation, and global sustainable development.

The rapid growth of digital technology and social media has reshaped communication practices, consumer behavior, and marketing approaches, particularly among Generation Z, who are widely recognized as digital natives. For this generation, social media serves as a major channel for obtaining information and exploring product references before making purchase decisions. In this environment, influencer marketing has emerged as a prominent promotional approach because it can foster audience interaction, emotional connection, and trust more effectively than conventional advertising. This study examines the role of influencer marketing in shaping the digital behavior of Generation Z in Indonesia. A qualitative literature review method was employed by analyzing secondary sources drawn from academic journals, books, and related publications. The findings indicate that influencer marketing has a meaningful influence on information-seeking behavior, decision-making processes, and the level of digital engagement among Generation Z. Influencers are commonly viewed as more credible, relatable, and authentic sources of information. Furthermore, the effectiveness of influencer marketing is determined more by credibility, authenticity, and the quality of interaction than by follower count alone. These findings suggest that companies should adopt digital marketing strategies that are more interactive, personalized, and relationship-oriented in order to engage Generation Z more effectively.

Advances in information and communication technology have encouraged governments to integrate digital systems into public service delivery through e-government initiatives. In Riau Province, the Riau application at the Soeman H.S. Library exemplifies this implementation. This study examines how the Riau application enhances the effectiveness and efficiency of public services within the library. Using a descriptive qualitative method, data were collected through interviews, observations, and documentation. Findings show that the application provides convenient online access to library information and services. However, challenges remain, including limited financial resources, dependence on external parties, and insufficient feature development to meet user needs fully. These findings underscore the importance of strengthening institutional capacity, improving infrastructure, and formulating strategic plans to sustain digital library services. In line with Indonesia’s 1945 Constitution, regional governments possess autonomy to manage local affairs, aiming to improve public welfare through enhanced services, community empowerment, and civic participation while promoting regional competitiveness with attention to equity and democratic values. Following Presidential Instruction No. 3 of 2003, digital governance transformation is necessary to reduce bureaucratic barriers, integrate workflows, and support inter-institutional collaboration.

The phenomenon of hate speech on social media, particularly on platform X, has intensified alongside the increasing level of public interaction within open and largely unregulated digital spaces. This condition not only generates communicative conflicts but also shapes complex social experiences for individuals, particularly in relation to identity, emotion, and power relations. This study aims to gain an in-depth understanding of how hate speech is constructed, interpreted, and negotiated by users within the context of digital interaction. Employing a qualitative approach with a Critical Discourse Analysis (CDA) design, data were collected through in-depth interviews, non-participant observation, and digital document analysis involving 10–15 active users of platform X who have experienced hate speech. Data were analyzed thematically by identifying patterns of meaning emerging from participants’ experiences. The findings reveal three major themes: hate speech as a lingering yet normalized emotional experience; discourse as a site for the reproduction of power and identity delegitimization; and self-negotiation strategies employed by participants to survive within digital spaces. These findings indicate that hate speech operates not only at the linguistic level but also in shaping users’ social and psychological realities. Theoretically, this study reinforces Critical Discourse Analysis by emphasizing the importance of subjective experience in interpreting discursive practices. Practically, it contributes to the development of digital literacy, content moderation policies, and efforts to create more inclusive and reflective communication spaces in the digital era.

Waqf is one of the instruments of Islamic economics that holds great potential for improving community welfare and promoting sustainable socioeconomic development. However, this potential has not been fully realized due to low public participation in waqf. This situation indicates that messages and education regarding waqf have not been effectively communicated to the general public. This study aims to analyze how the distribution, promotion, and advertising of waqf messages are conducted to the public through a case study of the Indonesian Waqf Board in South Tangerang City. The method used is a descriptive qualitative approach with a constructivist paradigm. Data collection was conducted through interviews, observations, documentation, and literature review to obtain a comprehensive picture of the waqf communication strategies implemented. The results of the study indicate that the distribution of waqf messages is still limited to seminars, workshops, and incidental activities, resulting in uneven information reach. Waqf promotion has also not been conducted consistently and remains conventional, while the use of digital advertising and social media has not been maximized. The main obstacles faced include low public literacy regarding waqf, a lack of professionalism among waqf administrators, and minimal public trust in waqf management. This study concludes that the development of waqf requires modern communication strategies through the digitization of messages, consistent promotion, increased institutional transparency, and intensive use of social media in order to significantly increase public participation in waqf.
