Paket Kebijakan dalam suatu perekonomian islami haruslah mencakup kebijakan – kebijakan yang lebih manusiawi untuk menghasilkan keadilan sosial, baik secara statis maupun dinamis. Dalam suatu masyarakat islami, proses ekonomi yang tidak sepenuhnya materialistik ini harus bersifat secara esensial non eksplotatif, yang sama sekali tidak membuka ruang gerak bagi para reaksioner yang menjegal semua reformasi sosial, karena khawatir reformasi sosial akan dibidikkan ke arah mereka.
