This research examines the implementation of social welfare through social assistance funds in Indonesia during the Covid-19 pandemic within the framework of the welfare state theory. Using a normative juridical approach with a descriptive-normative character, the study analyzes the legal foundations, the theory of justice, and utilitarianism as conceptual bases. Two approaches Statute Approach and Conceptual Approach are employed to review key regulations (Law No. 13/2011, Law No. 11/2009, Government Regulation No. 39/2012, and other implementing regulations) as well as the concepts of distributive justice, utility, and the capability principle. Secondary data consists of primary, secondary, and tertiary legal materials collected through literature study and qualitatively analyzed. The findings reveal that programs such as Direct Cash Assistance (BLT), the Family Hope Program (PKH), and the Staple Food Card (Kartu Sembako) represent state interventions aimed at correcting inequality and ensuring citizens’ social rights. The application of the principles of social justice, utility, transparancy, accountability, participation, and sustainability has strengthened the legitimacy of social assistance as a redistributive instrument. However, the main challenges lie in the accuracy of the Integrated Social Welfare Data (DTKS), overlapping recipients, limited public participation, and long-term planning that remains reactive to crises. Evaluation of alignment with welfare state principles reveals that social assistance interventions have helped reduce short-term economic burdens but are not yet optimal in empowering recipients toward self-reliance. Based on these findings, it is recommended to regularly update the DTKS, enhance digitalization and data transparancy, expand participatory mechanisms, and integrate social assistance policies into long-term national development strategies. Thus, social assistance funds can serve not only as emergency aid but also as sustainable instruments to realize social justice and inclusive growth.

This study aims to analyze the role of the right of inquiry in the Parliament's oversight function juridically and the probability of using the right of inquiry in elections in Indonesia. The demand for stronger election oversight can be seen from the survey results, which stated that 62.2% of respondents agreed to use the right of inquiry to investigate allegations of election fraud. However, the House of Representatives' right of inquiry proposal has generated pros and cons from various circles. The existence of several shortcomings in the regulation of the right of inquiry has the potential to cause legal uncertainty and new legal problems. Therefore, research is needed to determine the juridical position of the right of inquiry and the probability of its use in future elections. This normative law research uses statutory and conceptual approaches. Based on the research conducted, it is known that based on their duties and authorities, the independent institutions of KPU and Bawaslu are included in the executive branch of power so that they are not immune from the right of inquiry of the House of Representatives. The right of inquiry for elections can be exercised by improving the regulation of the right of inquiry to be more specific. Investigations in the right of inquiry include constitutional actions whose results are in the form of proposals regarding the formulation of policies regarding elections (both forming and improving laws) or as one of the supporting materials in the evidence of election disputes at the Constitutional Court. This study focuses on the probability of Parliament using its authority to conduct investigations in elections in Indonesia and its use in the constitutional system. Penelitian ini bertujuan untuk menganalisis mengenai penggunaan hak angket DPR dalam Tata Negara Indonesia serta probabilitas penggunaan hak angket dalam Pemilihan Umum (Pemilu) di Indonesia. Indikasi lemahnya pengawasan dalam pemilihan umum menjadi latar belakang usulan penggunaan hak angket DPR guna menyelidiki dugaan pelanggaran pemilu yang melibatkan berbagai pihak. Dalam hal pemilu, penggunaan hak angket DPR menimbulkan pro dan kontra dari berbagai kalangan. Oleh karena itu, diperlukanlah penelitian guna mengetahui kedudukan hak angket dalam tata negara Indonesia serta probabilitas penggunaannya dalam pemilihan umum (pemilu) ke depannya. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan dan konseptual. Berdasarkan penelitian yang telah dilakukan diketahui bahwa penggunaan hak angket terhadap KPU maupun Bawaslu bisa dilakukan meskipun merupakan lembaga independen dengan tujuan optimalisasi pelaksanaan fungsi pengawasan pemilu. Penyelidikan dalam hak angket termasuk tindakan ketatanegaraan yang hasilnya dapat berupa usulan mengenai perumusan kebijakan mengenai pemilu (baik membentuk maupun memperbaiki undang-undang) ataupun sebagai salah satu bahan pendukung dalam bukti sengketa pemilu di MK. Probabilitas DPR menggunakan kewenangannya untuk melakukan penyidikan dalam Pemilu di Indonesia dan penggunaannya dalam sistem ketatanegaraan merupakan fokus penelitian ini.

This research aims to examine the status of DKI Jakarta after the plan to move the National Capital to East Kalimantan. We know that before the plan to move the National Capital, the center of Indonesia, both in terms of government, economy and resources, was centered in the DKI Jakarta area. Of course, after the construction of the National Capital in East Kalimantan, precisely in the North Penajam Paser area, the center of economic government and resources will gradually be moved to the Kalimantan region. This is where the position of DKI Jakarta, which was previously the National Capital, will change status to become a province in general and will give rise to several domino effects that will follow when DKI Jakarta's status no longer becomes the National Capital of Indonesia. This research uses empirical legal methods to examine the integrity and credibility of the 2024 election organizers in Indonesia. Data was collected from various sources, including MK decisions, DKPP, election observer reports, academic publications, and related news. Data analysis was carried out to identify patterns, trends and implications for the integrity and credibility of election organizers, as well as evaluate the implementation of the General Principles of Good Government (AUPB) in organizing elections. The main objective of this research is to update the electoral system in Indonesia and ensure that elections are of quality, integrity and reliability. The research approach focuses on collecting empirical data from concrete cases during the 2024 Election and in-depth analysis of this data to identify emerging patterns and trends. Data analysis aims to evaluate the influence of political intervention, conflicts of interest, and compliance with legal rules and decisions on the integrity and credibility of election organizers. The results of the research will be compiled in a report that includes in-depth analysis of concrete cases, policy recommendations to improve the integrity and credibility of election organizers, as well as suggestions for improving the implementation of AUPB in the 2024 Election. This research is expected to provide a better understanding of the challenges and opportunities to ensure the integrity and credibility of election organizers in Indonesia, as well as providing concrete steps to improve the implementation of AUPB principles in the election context.
