Abstrak:
Indonesia is a developing country located at the convergence of four tectonic plates, making it highly prone to natural disasters such as earthquakes, tsunamis, landslides, and volcanic eruptions. These frequent disasters highlight the critical need for reliable electricity during emergencies. However, disaster-affected areas often struggle to restore power due to accessibility issues. To address this, alternative energy sources are needed, and Solar Power Plants (PLTS) offer a practical solution. PLTS are easy to implement, depend only on sunlight, and provide clean energy with low carbon emissions. Under clear skies, solar radiation can reach 1,000 Watts per square meter, making it a powerful energy source. Additionally, PLTS systems are adaptable and can be deployed in various formats, including mobile units. This study focuses on designing a Mobile PLTS to support BASARNAS operations in disaster zones. Data collection was conducted using resources from BNPB, BMKG, BASARNAS, and NASA. The analysis includes the geographical characteristics of the site, solar radiation intensity, and the operational dimensions of the BASARNAS Mobile Truck. The study aims to determine the suitable system specifications and estimate the energy production capacity of the Mobile PLTS. The proposed design features 20 solar panels, each with a capacity of 300 Wp, producing an average of 27.70 kWh per day. It also includes 16 batteries for energy storage. The remaining space in the truck can be used for transporting logistics or essential tools, making it a multifunctional unit ideal for disaster response scenarios.

Abstrak:
Indonesia, a developing country situated at the convergence of four tectonic plates, is highly vulnerable to natural disasters such as earthquakes, tsunamis, volcanic eruptions, and landslides. These geological conditions result in frequent disruptions, particularly affecting access to electricity in disaster-hit areas. Reestablishing power supply is often delayed due to logistical challenges. Therefore, alternative energy solutions are essential to provide immediate and reliable power during emergencies. One practical and sustainable option is the use of Solar Power Plants (PLTS), which rely solely on sunlight and produce clean energy with minimal carbon emissions. The earth’s surface can receive up to 1,000 Watts per square meter under ideal weather, making solar energy a viable solution. PLTS systems offer flexibility and can be adapted in mobile formats. This study proposes the design of a Mobile PLTS system suitable for use in disaster operations led by BASARNAS (National Search and Rescue Agency). Data were collected from BNPB, BMKG, BASARNAS, and NASA, focusing on geographical characteristics, solar radiation levels, and the dimensions of BASARNAS Mobile Trucks. The study aims to determine suitable system specifications, equipment needs, and potential energy output. The results show that the proposed Mobile PLTS system requires 20 solar panels (each 300 Wp), with an average energy production of 27.70 kWh. The system includes 16 batteries for energy storage. Additionally, the mobile unit design allows space for transporting logistics and essential tools, making it a multifunctional and strategic solution for disaster response in Indonesia.

Abstrak:
Salary reform as a structural improvement in a company’s compensation system is a widely applied strategy to enhance employee motivation and performance. Compensation policies that are responsive to employee needs are expected to create a work environment that supports productivity, where intrinsic motivation can be strengthened through fair and proportional rewards. This study aims to explore the extent of the influence of salary reform on improving employee motivation and performance within organizations by using a literature review method. Based on analyses of previous studies, it was found that salary reform not only plays a significant role in fostering employees' intrinsic motivation but also impacts the overall productivity of the organization. Reforms that include salary structure adjustments, performance-based incentives, and increased transparency in compensation management have proven effective in reducing disparities, enhancing loyalty, and improving workplace climate. These findings strongly imply that management should continuously develop adaptive compensation policies focused on employee needs and well-being, with the aim of optimally contributing to achieving the company’s strategic goals and enhancing organizational competitiveness.

Public service can be said as a mirror of the relationship between the government and its citizens. Public services are also a medium for channeling the government's attention to the demands and needs of its people, especially at the present time where we are entering the era of society 5.0 which is defined as a period of intense human competition because various sectors of life coexist with the use of communication technology. The implementation of E-government has also been widely implemented in several government agencies in Indonesia, including the Population and Civil Registration Office of the City of Padang, West Sumatra, with the use of an online-based service system to improve service quality and quality. This is in accordance with the statement by the Head of the Padang City Disdukcapil Edi Hasymi who said that "this online service follows up on an appeal from the Ministry of Home Affairs for Disdukcapil in each district/city to implement online adminduk services to make it easier for people to carry out adminduk services"

The purpose of this study is to find out the implementation of the Manpower Application at the West Sumatra Province Manpower Office. In this study, primary data will be obtained from the results of interviews with someone (informant). This research uses a qualitative method, namely a method that focuses on reasoning based on objective social reality. The type of research used is a qualitative research method using a descriptive approach. The application of this qualitative method aims to make it easier to understand multiple realities, presenting an essential relationship between writing and reality in the field. This method is more sensitive and adjusts to the form of the value encountered. In using this method it aims to find problems more openly, so the writer will interview Baznas informants in the city of Padang, in which case the writer interviewed BKOL staff, namely Mr. Ahmad Ridho. SH, Then administrative staff, namely Mrs. Yen. Data collection techniques using interviews, observation and documentation. Data analysis techniques in this study are data reduction, data presentation, and conclusions/verification. The Sisnaker information management system was introduced at the W Sumatra Disnaker in 2019. Through this Sisnaker it is expected to be able to provide accountable and transparent services and information to all its users. The existence of Sisnaker is a new breakthrough for the West Sumatra Manpower Office in providing all forms of services such as training, information on job vacancies, information on overseas internships, etc.

Abstrak:
Pengembangan inovasi dan aplikasi pelayanan publik berbasis web merupakan salah satu bentuk penerapan e-government. salah satu hasil program Penanaman Modal Kota Padang dan Pelayanan Terpadu Satu Pintu (DPMPTSP) online dari Sapo Rancak. Aplikasi Rancak Sapo yang merupakan aplikasi berbasis web ini dapat digunakan oleh siapa saja dengan koneksi internet. Tujuan dari aplikasi ini adalah untuk mempermudah. mendapatkan izin layanan, khususnya kewajiban layanan, untuk pengguna umum. Pemohon lisensi wajib memenuhi kewajiban untuk menggunakan aplikasi OSS secara legal atau efektif. Metodologi yang digunakan untuk mengumpulkan data adalah deskriptif kualitatif yang menghasilkan data deskriptif berupa kata-kata lisan dari informan terkait. Dalam penerapannya, aplikasi layanan Sapo Rancak online dapat dikatakan mampu mengurangi kontak langsung antara pemohon izin dan petugas, namun aplikasi ini masih memiliki beberapa kekurangan atau kendala yang membuat aplikasi ini masih belum efektif dan efisien, diantaranya penggunaan aplikasi ini yang tidak dapat diakses. Reformasi pelayanan bertujuan untuk mengoreksi dan terus memperbarui penyimpangan pembangunan nasional sebelumnya. Agar negara dan pemerintahan yang direformasi tidak ketinggalan arus globalisasi, maka birokrasi harus dilaksanakan. pejabat akan memulai reformasi ini, yang harus dilaksanakan oleh pejabat pemerintah lainnya.

The waste bank is a container that can solve the problems that the community is currently experiencing through a program by utilizing dry waste to sort and having management like banking but what is stored is waste. The management of the Pancadaya Kuranji Garbage Bank, Padang City, has used many ways to change people's environmental care behavior. The focus of this research is to find an overview of waste bank management efforts, including: knowing the implementation, obstacles, and efforts made in overcoming obstacles to implementing the garbage bank application. in realizing pancadaya good governance in Kuranji, Padang city. This study uses a qualitative approach with data collection techniques of observation, interviews, and documentation studies. The discussion of this research is based on data from interviews with secretaries, coordinators, and members at the Pancadaya Kuranji Garbage Bank, Padang City. The theoretical studies used are Good governance, E-Government, Aspects of Digital Governance, The Role of Digital Governance in realizing good governance, Garbage Bank , and the Garbage Bank Application. The results of this study indicate that the Pancadaya Garbage Bank Application has not been able to provide maximum service. Because the application features are not related to service to the community, and data processing of people who carry out waste transactions. In terms of limited facilities and infrastructure, the solution is in the form of government policy to embrace the private sector in the form of integrated cooperation which certainly benefits both parties

Untuk mewujudkan kualitas penyelenggaraan pemerintah yang sesuai dengan Perpres No.95 Tahun 2018 yang berisi upaya memberikan layanan dalam menyelenggarakan urusan pemerintahan serta menciptakan tata kelola pemerintah yang transparansi dana, akuntabel, efisien dan bersih maka pemerintah daerah diwajibkan untuk dapat membuat kebijakan inovasi berbasis sistem pemerintahan berbasis elektronik(SPBE). Studi ini bertujuan guna mengetahui bagaimana pengimplementasian inovasi kebijakan dalam penyelenggaraan SPBE di kota Pekanbaru. Data yang dibutuhkan untuk penelitian ini baik berupa data primer dan juga data sekunder diperoleh dengan melalui teknik interview, pengamatan, dan dokumentasi serta selanjutnya dianalisis dan dibuat kesimpulan dari permasalahan yang diteliti. Hasil studi ini adalah penerapan kebijakan inovasi dalam penyelenggaraan SPBE di kota Pekanbaru telah dilaksanakan dengan cukup baik, dapat dilihat dari terciptanya aplikasi layanan yang memudahkan masyarakat di Kota Pekanbaru. Adapun hambatan-hambatan yang ada yaitu, keterbatasan penyebaran sosialisasi mengenai aplikasi dan keterbatasan SDM yang memiliki keahlian teknis TIK.
