The stagnation of human rights enforcement in Indonesia's Reformation Era has highlighted a critical imbalance: the current system prioritizes punishing perpetrators of serious human rights violations over addressing the recovery and well-being of victims. This research introduces The Constitution of Peace as a transformative, victim-centered model for resolving serious human rights violations outside the courtroom, aligning with the principles and soul of the 1945 Constitution. The proposed model comprises three innovative approaches: first, mediation facilitated by the National Human Rights Commission to foster dialogue and accountability; second, the provision of compensation, restitution, and assistance to victims through the Witness and Victim Protection Agency, ensuring tangible support for recovery; and third, an official apology by the relevant authority, accompanied by the fulfillment of economic, social, and culpability obligations. Together, these measures aim to correct the limitations of the current retributive framework by prioritizing restorative justice and victim empowerment. By embracing these victim-oriented solutions, this model not only addresses the legal and moral obligations enshrined in the 1945 Constitution but also fosters reconciliation and societal healing. The research underscores the transformative potential of the Constitution as a foundation for peace, justice, and the resolution of entrenched human rights challenges. It calls for a paradigm shift from punitive measures to a more holistic approach, ensuring that justice serves both the dignity of victims and the broader goal of national harmony.

This research explores changes in personnel regulations that reflect the government's efforts to consistently boost the human resource capacity of state apparatus. Law No. 8/1974 emphasizes ideological loyalty and administrative requirements without a competency-based system. Law No. 43 of 1999 introduced the principle of merit and competency-based selection, although it is still constrained by supervision and technology. Significant reforms occurred in the State Civil Service Law with the implementation of comprehensive meritocratic principles using technology such as Computers Assisted Test (CAT), and supervision by independent institutions such as KASN and BKN. The results of the study indicate an increase in effectiveness in transparency, accountability, and professionalism of civil servants along with the development of regulations, although implementation challenges in the regions remain obstacles. This study recommends strengthening technological infrastructure, supervision, and ASN training to support sustainable bureaucratic reform.

The rapid development of information and communication technology (ICT) has fundamentally changed the educational landscape. Schools, which were previously often considered as stand-alone entities, are now increasingly recognized as an integral part of wider social systems. In this context, the active role of society in the education process becomes increasingly crucial. This research aims to examine in depth how the administration of school and community relations is implemented in the digital era, as well as identifying factors that support or hinder its success. Society, as a social environment where individuals grow and develop, has a very significant role in shaping the character and competence of students. Therefore, building strong and synergistic relationships between schools and society is the key to realizing quality education that is relevant to the needs of the times. This research has the main aim of analyzing, identifying, evaluating, identifying matters relating to school and community relations. This research uses a literature review approach. Research data was obtained from various sources, including scientific journals, popular articles, research reports, and relevant policy documents. Data analysis was carried out systematically by identifying main themes, comparing findings from various sources, and drawing conclusions based on existing evidence. The research results show that the implementation of administration of school and community relations in the digital era has experienced rapid development. The use of social media platforms, school websites, and mobile applications has facilitated more effective communication between schools and the community. Family support is a way to provide assistance to other family members, either morally or materially. Motivation is the feeling or thought that drives someone to behave or engage in activities to achieve goals. Hypertensive patients often neglect regular follow-up visits because they feel fine and have no complaints. This study aims to determine the relationship between Family Support and Motivation for Regular Check-Ups in Hypertensive Patients in the Working Area of Samuda Health Center. Methods: This research used a quantitative method with a descriptive correlational approach. The correlation design utilized a cross-sectional method to determine the correlational relationship between two variables, emphasizing the measurement of both independent and dependent variables at one point in time. The instruments were questionnaires, and the statistical test used was Spearman Rank, which involved 53 hypertensive patients in the Working Area of Samuda Health Center as respondents. Results: The study on Family Support revealed that the highest Crosstabulation result was found in respondents with moderate motivation for regular check-ups, with 21 respondents (75.0%), followed by good motivation with 13 respondents (68.4%), and low motivation with 6 respondents (21.4%). The Spearman Rank statistical test yielded a p-value ? 0.000, meaning the p-value was less than 0.05. Thus, H0 was rejected, and Ha was accepted, indicating a significant relationship between Family Support and Motivation for Regular Check-Ups in Hypertensive Patients. Conclusion: There is a significant relationship between Family Support and Motivation for Regular Check-Ups in Hypertensive Patients. It is suggested that healthcare workers enhance family support to improve the motivation for regular check-ups among hypertensive patients in the Working Area of Samuda Health Center through health promotion initiatives.
