Abstrak:
Law Number 1 Year 2023 on the Criminal Code (KUHP) is a form of national criminal law reform that recognises the existence of customary criminal law. However, it has not been regulated in detail how the implementation and position of customary criminal law as a reason for criminal prosecution, and there are fundamental differences between the two concepts of the legal system. The problems in this research are how the position between customary criminal law and national criminal law in the new Criminal Code, how the legal certainty of the regulation of customary criminal law in the new Criminal Code, and how the challenges in enforcing customary criminal law using the current criminal justice system in Indonesia. This research uses normative juridical method with regulatory and conceptual approaches. The results show that the applicability of customary criminal law is limited to the area where the law lives and applies to customary criminal acts committed in the area where the law lives. The position of customary criminal law can be valid as a reason for criminal prosecution if the customary law that is still alive in the community has been stipulated in the form of Regional Regulations, and customary offences that are similar to offences in the New Criminal Code will be ruled out, and the classification of customary sanctions as additional sanctions, positioning customary penalties to be complementary or secondary, because additional sanctions can only be imposed together with the main sanctions. Legal certainty towards the regulation of customary criminal law is highly dependent on the formulation of the elements of each offence of customary criminal law stipulated in regional regulations. The current criminal justice system in Indonesia (KUHAP) cannot realise the objectives of customary criminal law. The objectives, characteristics, and procedures in the concept of customary law are contrary to those in the criminal justice system. Restorative Justice can be utilised as an alternative to the settlement of customary criminal cases when the New Criminal Code comes into effect.

Abstrak:
The implementation of e-government has become a key strategy for enhancing public trust in government institutions, particularly in ASEAN countries with varying levels of digital transformation. However, the extent to which e-government adoption influences public trust remains unclear due to disparities in digital infrastructure, public engagement, and policy frameworks. This study examines the relationship between e-government implementation and public trust in ASEAN, identifying key influencing factors. This research employs a quantitative approach using panel data analysis of e-government indices and public trust levels from 2015 to 2023. The dataset includes ten ASEAN countries, covering variables such as the E-Government Development Index (EGDI), digital participation rates, and GDP per capita. The results indicate a significant positive correlation (r = 0.78, p < 0.01) between e-government adoption and public trust, with countries having higher digital participation rates (above 60%) experiencing greater trust improvements. Furthermore, transparency and service reliability (? = 0.64) are more influential than economic factors such as GDP per capita (? = 0.32) in shaping public trust. These findings highlight the crucial role of digital service quality and citizen engagement in fostering public trust beyond economic growth. This study contributes to the literature by emphasizing the need to strengthen digital infrastructure and public participation in e-government initiatives. Future research should explore the socio-political aspects of e-government adoption to provide a deeper understanding of its long-term impact on governance.

Abstrak:
The technical assessment project's major goals were to gain a comprehensive understanding of the integrity and capacity status of the justice sector in Nigeria. Nigeria's existing levels of access to justice, the promptness and caliber of justice delivery, the independence and impartiality of the judiciary, corruption, and public confidence in justice sector institutions were all examined in this study. In three pilot states, respondents were given pre-formulated questions intended to elicit their perceptions and experiences related to a particular day in court. Both narrative and graphic formats are used to present the interview results. The report presents key findings relating to the target groups' perceptions and experiences regarding the delivery of justice and the integrity of the justice system, and it identifies the underlying causes of the issues by drawing on and analyzing the data, paying particular attention to the reinforcing interdependencies of the various problems. The study, which is structured around 17 major findings, provides a thorough examination of the information acquired from the interviews. Based on the main conclusions, it offers comprehensive policy recommendations for judicial reform initiatives that will improve public trust in the legal system, increase the independence, fairness, and impartiality of the judiciary, improve accessibility to the courts, improve the efficiency of justice delivery, and reduce corruption in the legal system.

The study examines Nigeria's resource allocation and usage as the gap in the country's pursuit of sustainable progress. The primary goal of the study is to investigate how Nigeria has struggled to achieve the Sustainable Development Goals (SDGs) due to inefficient use and distribution of financial, human, and material resources. Human and material resources are essential in every aspect of a company. An organization's ability to advance in all directions might be hindered by poorly managed human and material resources. Resources management offers a systematic assessment, requisitioning, and approval process for the evaluation and acquisition of products, equipment, and resources. The goal of resources management is to continuously seek opportunities to reduce costs and improve performance through the cost-effective selection and standardization of products, equipment, and related processes. A successful and efficient local government system will be preceded by well-managed human resources and material resources. while preserving or raising the standard of the services and care that are offered to the public. Subjectivism serves as the ontological orientation in this study, which employs a qualitative approach grounded in interpretivist philosophy. According to the study's findings, corruption, ethnic prejudices, poor governance, a lack of accountability, a lack of transparency, and unnecessary expenditure on pointless activities have all contributed to Nigeria's egregious inefficiency in resource allocation and use. According to the study's conclusion, Nigeria would be headed toward sustainable development if appropriate project planning, implementation, monitoring, and evaluation were done transparently and resources were used and distributed effectively. Therefore, the report suggests that Nigeria adopt economic and technical efficiencies in the distribution and use of its resources in order to achieve the aims of sustainable development.

Abstrak:
The relationship between ICT and the accounting profession in Nigeria is assessed in this study. A closed-ended, structured questionnaire was used as the research tool in this study and was given to the employees of the chosen businesses. The chi-square statistical tool, a non-parametric test used to ascertain whether a systematic link exists between two (2) variables, is used to assess the data acquired and retrieved from the research instrument used. The data analysis was conducted using the statistical package for social science (SPSS). According to the study's findings, there is a statistically significant correlation between ICT and the accounting profession in Nigeria. The research found that the accounting profession in Nigeria is impacted by the positive and robust relationship of ICT. A nation's rapid economic and social development is largely dependent on its ICT infrastructure, which has had an effect on the accounting profession in one way or another. Hajela (2005).This result is also consistent with Buseni James's (2023) discovery that workers' skills and ICT use are connected, indicating that companies with high ICT usage also employ more knowledge workers.

This study assesses how campaign propaganda affected Nigeria's post-election government and the results of the 2015 presidential election. It examines in detail how ethno-religious campaigns The winning party's policy orientation, the victory of an opposition party, and the rational voting decisions of individuals were all influenced by the messaging of the two main political parties. To accomplish their goal of garnering more votes, politicians from all over the world adorn their language in distinctive ways to give their message more impact and force. Repetition, promise, colloquialism, word coinages, pidginized, and metaphorical language are some ways that rhetoric and propaganda can embody this. The figurative terms' denotative and connotative meanings are examined. It is believed that hyperbole, rhetorical inquiries, and rude remarks are characteristics of propaganda as a subset of this register. Therefore, political actors and foreign interests willingly used the media to disseminate divisive views. and a smear campaign against alleged rivals. Evidence suggests that the winning party has not significantly fulfilled its electoral promises five years after political ascendancy, despite the fact that campaign propaganda containing hate speech and dubious information helped an incumbent lose the 2015 Nigerian presidential election.

Nature-based education shapes environmentally conscious generations through a sustainable curriculum, eco-friendly technology, community involvement, and visionary, transformative green leadership. This study analyzes the principal's implementation of Green Leadership in developing a nature-based school at Sekolah Alam Insan Rabbani, Sungai Penuh City. The study employs a qualitative case study approach, using observation, semi-structured interviews, and document analysis as data collection methods. Data processing includes condensation, data display, and conclusion drawing, with triangulation used as a data validity technique. The research findings show that: (1) Integrating the principal’s Green Leadership roles as educator, administrator, innovator, and motivator successfully promotes a culture of sustainability through exemplary behaviour, zero-waste policies, green curriculum integration, and active participation in environmental activities and community education. (2) The principal's development of a nature-based school involves integrating environmental literacy, implementing a nature-based curriculum, promoting zero-waste programs, and empowering the school and local communities through active learning, ecological activities, and ongoing synergy between the school and its surrounding environment. Conclusion: The principal plays a strategic role in integrating a green school approach through curriculum, culture, policies, environmental programs, collaboration, and capacity-building of the school community.

This study uses a qualitative methodology and secondary source data to investigate election cheating and its impact on Nigeria's democratic consolidation. It will be examined using historical and content analysis. examination. Nigerian democracy's progress has been severely hampered by election tampering. According to the report, e-election holds enormous promise and might be the solution to voter fraud in Nigeria's electoral system provided it is properly deployed and funded. It starts by looking at the constitutional, legal, and theoretical underpinnings of electronic voting. Second, it examines the real-world obstacles to the adoption and deployment of an electronic voting system in Nigeria by learning from other countries. Nigeria's elections have fallen short of expectations thus far because of a variety of electoral manipulations that have prevented the nation from holding legitimate, free, and fair elections within her political system. In addition to undermining Nigeria's democratic consolidation, election cheating has breached the fundamental human right (right to lives) of a large number of Nigerians. This essay offers some crucial suggestions that could solve the issues of election tampering and explain how those actions can support the need for a democratic atmosphere, which is a need for free and fair elections.

Abstrak:
The purpose of the Federal Capital Territory (FCT) of Abuja is to implement government directives in order to achieve national development goals. To accomplish this, recruitment and retention strategies in the civil service (CS) play a crucial role in providing the human resources needed. This study empirically investigates the recruitment and retention strategies applied in the FCT. The study utilized a survey method by distributing questionnaires to civil servants and conducting structured interviews to collect the necessary data to achieve the research objectives. To analyze the collected data, the study used the chi-square analytical technique. The findings reveal that the recruitment strategy in the CS is based on a combination of political and merit-based factors. Regarding employee retention, the study found that the CS has implemented relatively effective incentives to retain its workforce. However, while these incentives are sufficient for short-term retention, they are inadequate to retain skilled employees compared to the incentives offered by private companies. The recommendations from this study suggest that, in order to maintain a skilled workforce and enhance performance, the CS must implement more competitive incentives that are comparable to those offered by the private sector in order to attract and retain the best talent in the long run.
