Public service institutions currently utilize digital technology to improve information accessibility for society. Satres PPA and PPO Polresta Banyumas has an important role in providing services, protection, and education related to violence cases against women and children. However, information regarding services, reporting procedures, and educational materials is still not fully accessible to the public. This study aims to design and develop a service and educational website for Satres PPA and PPO Polresta Banyumas using the Laravel framework. The research method used in this study is the Waterfall method, which consists of requirement analysis, system design, implementation, testing, and maintenance stages. The website was developed using Laravel, MySQL, and Bootstrap to support responsive interface design. The results show that the developed website is able to provide service information, educational articles, reporting procedures, and contact information effectively. System testing results indicate that all website features function properly according to user requirements. The website is expected to improve public access to information and increase awareness regarding the protection of women and children.

The rapid development of social media, particularly Twitter, has given rise to a new form of social violence known as cyberbullying. This study aims to explore the phenomenon of cyberbullying on Twitter using Ulrich Beck's Risk Society Theory as an analytical framework. The research approach used is a literature review. This study perceives cyberbullying on Twitter as a modern, systemic risk, shaped by anonymity, cancel culture, and the individualization of risk. It acknowledges that Twitter's structural features, such as pseudonymous accounts and the rapid dissemination of information, exacerbate the potential for cyberbullying, while simultaneously positioning individual users as both victims and potential perpetrators of digital violence. These findings reinforce Beck's thesis that risks in advanced modernity are self-produced, institutionally distributed, and difficult to regulate, clearly reflected in the uncontrolled spread of cyberbullying in digital public spaces.

This study aims to examine the service performance of the Women’s Empowerment and Child Protection Agency (DPPPA) of Gorontalo Regency in handling cases of violence against children. The study focuses on addressing the service performance from several aspects; (a) productivity, (b) service quality, (c) responsiveness, (d) responsibility, and € accountability. This study was conducted based on the persistently high number of cases of violence against children, which require effective, responsive, and accountable public service handling from the local government. This study employed a qualitative method with a descriptive approach. Data collection techniques included observation, interviews, and documentation, while data analysis used the Miles and Huberman model, consisting of data reduction, data display, and conclusion drawing. The findings indicate that service productivity is fairly good, as reflected in a clear case-handling flow, though it remains constrained by limited human resources and cross-sector coordination. Service quality is considered positive in terms of empathetic attitudes and the availability of private service spaces; however, the quality of physical facilities and the availability of professional personnel still need improvement. Officers’ responsiveness is relatively quick at the initial stage, but follow-up information on cases is not consistently provided. Responsibility for implementing procedures is in accordance with standard operating procedures, although completion times are often lengthy. Meanwhile, administrative accountability functions well, but the transparency of information to victims still needs to be strengthened.

This study examines the phenomenon of victim blaming as a form of secondary victimization within the perspective of victimology in Indonesia. Victim blaming remains a significant issue where victims of crime, particularly in cases of violence, are often blamed for the incidents they experience. This condition not only exacerbates the psychological and social suffering of victims but also hinders their access to justice. The objective of this research is to analyze how victim blaming occurs and to understand its impact as a form of secondary victimization. This study employs a normative juridical method with a qualitative approach, using literature review from legal documents, journals, and relevant academic sources. The findings indicate that victim blaming is influenced by social stigma, cultural perspectives, and a lack of public awareness regarding victims’ rights. Furthermore, such practices result in secondary victimization, where victims experience repeated harm due to negative societal responses. From a victimological perspective, victim blaming contradicts the principle of victim protection and justice. The implication of this research highlights the need for stronger legal protection, public education, and a more victim-centered approach in addressing crime in Indonesia.

Texts depicting violence in the Old Testament, particularly Joshua 6:1–27, are often cited as evidence that the Bible legitimizes divine violence and genocide. This study aims to analyze the narrative of the conquest of Jericho through a historical-critical approach by integrating narrative structure analysis, historical-religious context, and a conceptual study of herem. The method used is a literature review with a qualitative approach that situates the text within the context of the Ancient Near East. The results of the study indicate that Joshua 6 is a systematically constructed theological narrative intended to affirm YHWH’s sovereignty as the Warrior-God and His faithfulness to the covenant with Israel. The concept of herem does not merely signify annihilation but functions as a mechanism for the sanctification of the people and the affirmation of covenantal identity in the face of the threat of syncretism. Furthermore, the use of war language in this text reflects the hyperbolic rhetoric characteristic of ancient literature, and thus cannot be read literally as a legitimization of modern violence. Consequently, a historical-critical reading affirms that this narrative is not a justification for genocide, but rather a theological construction that serves to shape the identity of faith and the understanding of God’s holiness and sovereignty in the history of Israel.

This study examines the integration of religious moderation values in Islamic Religious Education (PAI) and its impact on students’ religious tolerance in public junior high schools in Padangsidimpuan City. The research is based on the need to foster tolerance, mutual respect, and harmonious coexistence among students from diverse religious and social backgrounds. Using a qualitative field research approach, the study was conducted in several public junior high schools. Data were collected through interviews, observations, and documentation involving principals, PAI teachers, and students. Data analysis followed the stages of data reduction, data presentation, and conclusion drawing, with validity ensured through triangulation. The findings reveal that religious moderation values have been integrated into the planning, implementation, and evaluation stages of PAI learning. Teachers incorporate key values such as tolerance, justice, moderation, deliberation, equality, and anti-violence into both teaching materials and classroom practices. This integration has led to positive outcomes, including increased mutual respect among students, reduced conflicts, and a more harmonious learning environment. Overall, PAI learning plays a significant role in shaping students’ character, promoting moderate attitudes, and strengthening religious tolerance in a diverse school setting.

This study aims to analyze legal protection for victims of violence against women and children from a victimology perspective in Indonesia. The research employs a normative legal method with statutory and conceptual approaches. The results indicate that Indonesia has established adequate legal regulations to protect victims; however, their implementation remains suboptimal and not fully victim-oriented. Victimology emphasizes the importance of fulfilling victims’ rights not only through legal protection but also through psychological and social recovery. The main challenges include limited access to legal aid, lack of understanding among law enforcement officials, and socio-cultural factors that influence victims’ willingness to report cases. Therefore, strengthening the victimology approach within the criminal justice system is necessary to ensure more just and comprehensive protection for victims. Furthermore, community involvement is crucial in supporting victims and reducing negative stigma against them. Providing information and education to the public and law enforcement regarding the rights of victims of violence is a crucial step in achieving effective protection.

Adolescence is a period of development characterized by rapid physical, emotional, and social changes, making adolescents vulnerable to various forms of violence, including sexual harassment. This phenomenon occurs in various contexts, including family, school, community, and digital environments, and has serious impacts on adolescents' psychological, social, and academic well-being. This study aims to comprehensively examine the phenomenon of sexual harassment among adolescents and its implications for guidance and counseling services in educational settings. The method used is a literature review by reviewing various relevant scientific articles from the past six years obtained through electronic databases. The analysis process was carried out using content analysis techniques by grouping findings based on main themes, namely forms of sexual harassment, risk factors, impacts, and the role of guidance and counseling services. The results of the study indicate that sexual harassment among adolescents occurs in various forms, both directly and through digital media, with complex causal factors encompassing individual, family, social, and cultural aspects. The impacts are not only physical, but also psychological and social in the long term. Guidance and counseling services play a crucial role in preventive, curative, and developmental efforts through education, mentoring, and strengthening students' social skills. The implications of this research emphasize the importance of strengthening guidance and counseling services as a systematic strategy in creating a safe and responsive school environment to cases of sexual harassment in adolescents.

This research is motivated by the diversity of ethnicities, cultures, and religions in Indonesia, which makes religious moderation a crucial key to creating harmony and tolerance, including in Naramben Village, Skanto District, Keerom Regency. The research problem formulation focuses on how religious moderation is practiced and its impact on community dynamics in the village. The aim is to determine the practice and impact of religious moderation in the Naramben Village community. The results of the study indicate that the practice of religious moderation is realized through deliberation and the rejection of violence. As a result, strong social harmony is established, characterized by mutual cooperation and mutual respect regardless of differences. The results of this study are also in line with Peter L. Berger's social construction theory and Lukman Hakim Saifuddin's views, where social reality is shaped through interaction and concrete actions. In conclusion, religious moderation has become the main foundation of social harmony in Naramben Village. As a suggestion, this research has implications for adding to the scientific body and providing input for the village government in formulating policies related to the practice of religious moderation.

This study aims to analyze gender-based political violence in the 2020 Regional Head Elections in South Tangerang City and its impact on women’s representation in politics. The case analyzed involves social media attacks against Rahayu Saraswati Djojohadikusumo during her campaign for Deputy Mayor, in which an old photo of her while pregnant was used as material for sexually charged attacks. This study employs a qualitative method using a case study approach through literature review. The analysis utilizes Kate Manne’s theory of misogyny, which views misogyny as a social mechanism within the patriarchal system to control and discipline women entering the public sphere. The results of the study indicate that gender-based political violence manifests in the form of the moral delegitimization of women, digital intimidation or harassment, policing of women in public spaces, and the objectification of women’s bodies. These phenomena demonstrate that gender bias remains a barrier for women in securing equal space in local political contests.

This study aims to analyze the dynamics of peer pressure as a factor that forms problematic behavior in adolescents. This study uses a literature review method with more than 19 relevant journals. The selected journals followed inclusion criteria that focused on adolescents, peer pressure, and problematic behaviors within a specific time frame. The results of the study showed that peer pressure contributes to problematic behaviors such as aggressive behavior and social violence (bullying, cyberbullying, aggressiveness, disruptive behavior), addictive and health-risking behaviors (smoking, alcohol consumption/drinking behavior), violations of academic/school norms (truancy, juvenile delinquency), online/sexual risky behavior (cybersex), and internal psychological problems (decreased self-confidence). The psychosocial dynamics found included the need for acceptance, group conformity, low self-control, and weak family support. These influences can be direct or indirect through the internalization of group values. These findings confirm that problematic behaviors are not formed singularly, but from complex interactions between individual factors and the social environment. Therefore, prevention efforts require a collaborative approach between families, schools, and the community.

Social conflicts experienced by indigenous peoples in Yahukimo Regency, Papua Pegunungan, reveal the vulnerability of civilians due to violence, displacement, and weak protection of basic rights in situations of prolonged conflict. These conditions indicate a gap between conflict management policies and the real needs of indigenous peoples for justice, peace, and social recovery. This study aims to analyze the role of the church in responding to social conflicts experienced by indigenous peoples in Yahukimo Regency. This study was conducted using qualitative methods through a descriptive-analytical approach based on literature studies and analysis of the socio-religious context of Papua. This study confirms that the church has a strategic role as an agent of peace and a prophetic voice in defending the dignity and rights of indigenous peoples amid social conflict. The results of the study show that the church's involvement in pastoral counseling, humanitarian advocacy, and peace awareness building contributes to strengthening the social resilience of indigenous peoples. The study concludes that the role of the church needs to be directed in a more contextual and sustainable manner in order to promote fair and dignified conflict resolution. The recommendations of this study emphasize the importance of strengthening the role of the church in peace dialogue and cross-stakeholder cooperation for the social recovery of indigenous peoples in Yahukimo.

Gender-based domestic violence (KDRT) remains a critical issue in Indonesia, particularly in urban areas like North Jakarta. This study examines the governance of services for KDRT victims from a gender perspective in 2025, employing a qualitative case study approach. Data were gathered through in-depth interviews with 20 victims and service providers at community health centers (Puskesmas), the Women's Empowerment and Child Protection Agency (DP3A), and NGOs. Findings reveal fragmented governance, characterized by weak inter-agency coordination, low accessibility for low-income victims, and insufficient integration of gender perspectives in handling procedures. Key barriers include bureaucratic hurdles and inadequate training for staff on toxic masculinity issues. The study recommends an integrated governance model based on gender-responsive governance, including a one-stop digital platform and enhanced multi-stakeholder collaboration. Policy implications support the achievement of SDGs 5 and 16 at the local level. This study also highlights the importance of increasing public awareness and education regarding gender-based domestic violence to create a safer and more inclusive environment for victims.

Domestic violence (DV) remains a complex legal and social problem, threatening family stability and human dignity. Although Law No. 23 of 2004 concerning the Elimination of Domestic Violence provides strict sanctions, conventional punishment methods are often considered ineffective in restoring damaged social relationships within families. This study examines the implementation of restorative justice in resolving domestic violence cases within the Bungo Police jurisdiction, from the perspective of positive law and Islamic law. This study uses an empirical legal approach and a sociological perspective, with primary data collected through interviews with investigators from the Women and Children Protection Unit (PPA), as well as secondary data from laws, police regulations, and related academic literature. The results show that restorative justice has been applied to several domestic violence cases during the investigation stage through mediation and peace agreements between the parties involved. This method helps reduce the backlog of cases, accelerates dispute resolution, and maintains family social stability. However, challenges remain, such as the possibility of re-victimization due to the imbalance of power between victims and perpetrators. From an Islamic legal perspective, restorative justice is in line with the principles of ta'zīr and maqāṣid al-sharī'ah, especially the preservation of human dignity, life and offspring. By guaranteeing the protection of victims and preventing repeated violence, restorative justice can be an additional mechanism in cases of domestic violence.

International Perspectives in Christian Education and Philosophy 2026 Asosiasi Riset Ilmu Pendidkan Agama dan Filsafat Indonesia

This study examines the identity and role of the Catholic Church as civitas Dei through an analysis of Augustine of Hippo’s political philosophy and its relevance to the pastoral response of the Konferensi Waligereja Indonesia (KWI) toward Indonesia’s socio-political dynamics in 2025. The research departs from the problem of how the Church should position itself amid political polarization, violent demonstrations, and violations of human dignity that marked the national context. It aims to (1) explain Augustine’s concept of civitas Dei and civitas terrena, (2) formulate the Church’s identity as a moral-spiritual community oriented toward God, and (3) analyze the relevance of this framework for the Church’s prophetic and pastoral engagement in Indonesia. This study employs a qualitative method with a literature review approach, drawing from Augustine’s De Civitate Dei, Church documents, and the official pastoral statement of KWI, complemented by relevant theological and socio-political sources. The findings show that Augustine’s distinction between the two cities is not merely institutional but based on the orientation of love: love of God that generates justice and service, versus self-love that leads to domination and injustice. Within this framework, the Church in Indonesia actualizes civitas Dei through solidarity with victims, ethical criticism of power, and active participation in promoting peace and the common good. KWI’s pastoral statement embodies this prophetic stance by advocating nonviolence, human dignity, and social justice. In conclusion, Augustine’s political theology remains normatively relevant for guiding the Church’s mission as a transformative moral force in contemporary public life.

A moral crisis occurs when a person loses the attitude, character, and behavior that are in accordance with goodness. Moral and ethical crises often occur among the younger generation in Indonesia due to various factors, such as the impact of globalization, the influence of social media, the lack of parental involvement, and the lack of character education in schools. This study aims to explore the relevance of character education values in M. Quraish Shihab's Tafsir Al-Mishbah to the problems faced by students in the contemporary era. The crisis of morality, bullying, and the threat of radicalism are the background to the urgency of internalizing contextual Qur'anic values. This research is qualitative in nature, using library research, a thematic approach, and content analysis. The results show that the concept of character education in Tafsir Al-Mishbah is rooted in the relationship between the meaning of Rabb and tarbiyah, which aims to shape Insan Kamil through intellectual and spiritual balance. Analysis of Q.S. Luqman: 12-13, Q.S. Al-Hujurat: 11-13, and Q.S. Al-Mujadilah: 11 reveals fundamental values such as monotheism, gratitude, tolerance, and manners in seeking knowledge. The relevance of the findings shows that Quraish Shihab's moderate (wasathiyah) thinking is very effective in protecting students from extreme ideas, building digital literacy ethics through the principle of tabayyun, and eliminating the culture of violence in schools through a humanistic approach. This study concludes that Tafsir Al-Mishbah offers a functional methodological framework for strengthening the character of 21st-century students.

This study aims to analyze the stages, impacts, and supporting and inhibiting factors of social intervention for child victims of sexual violence at the “Handayani” Center, East Jakarta. This research employs a qualitative descriptive approach to obtain an in-depth understanding of the intervention process. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The results indicate that the “Handayani” Center applies the Generalist Intervention Model (GIM) through seven stages: engagement, assessment, planning, implementation, evaluation, termination, and follow-up. The social intervention has a positive impact on children, particularly in improving emotional stability, self-confidence, and social functioning. Furthermore, the intervention supports children’s readiness for social reintegration. Supporting factors include the professionalism of social workers and effective team collaboration, while inhibiting factors consist of high workload, delays in administrative reporting, and limited family support.

This article examines the legal ambiguities surrounding the status of civilians actively engaged in hostilities (civilian combatants) within the framework of International Humanitarian Law (IHL) and International Human Rights Law (IHRL). While the 1949 Geneva Conventions and the 1998 Rome Statute establish a clear demarcation through the distinction principle, the phenomenon of direct participation in hostilities (DPH) poses a significant legal challenge, as civilians forfeit their protected status upon taking part in combat. Using a normative-legal approach, this study analyzes how acts of violence committed by armed civilians can be categorized as war crimes, crimes against humanity, or gross human rights violations. The findings demonstrate that civilian status does not grant impunity for individuals who commit atrocities. Under the principle of individual criminal responsibility, the International Criminal Court (ICC) and national tribunals possess the jurisdiction to prosecute offenders, regardless of their formal military standing. Such legal enforcement is paramount to upholding the integrity of humanitarian principles and ensuring justice for victims within the landscape of modern armed conflict.

Sexual harassment is a criminal act carried out by two people by force with the intention of satisfying lust or an act of revenge. Sexual harassment in the church community is an act that violates Christian teachings where it is carried out outside the basis of marriage. Sexual harassment is carried out by force between men and women outside the husband and wife couple, namely between parents and children or between father and child. The Church has an important role in this. The Church seeks to heal, support, treat, and even accompany victims of sexual abuse through pastoral actions. Sexuality is no longer something taboo to talk about, therefore it is important for the church, government, and even families to discuss sexuality from an early age as an effort to prevent criminal acts or sexual violence. Society must have a sense of empathy and sympathy for victims of sexual violence, as an effort to heal and accept the reality experienced by victims. The church must really act in a real way in spiritual and psychological and social healing of victims.

Indonesian Migrant Workers (PMI) face the problem of stigmatization and negative image that has been rooted in public perception for several decades, where the social construction of TKI is dominated by narratives of exploitation, violence, and victimization reinforced by conventional mass media coverage. The phenomenon of TKI emerging as content creators on the TikTok platform opens new opportunities for migrant workers to represent themselves independently and build personal Branding that has the potential to reconstruct their image in public perception. This study aims to analyze the personal Branding strategies of TKI content creators on TikTok, measure the engagement patterns and reach of the content produced, and evaluate the transformation of public perception toward Indonesian migrant workers as an implication of these digital communication practices. This study uses a qualitative approach with a case study design to explore the process of image reconstruction through personal Branding on the TikTok platform. Data were collected through in-depth interviews with five TKI content creators who have followers ranging from 750 thousand to 2.3 million, interviews with 50 active followers, and interviews with two digital communication experts. The research findings show that TKI content creators implement personal Branding strategies through content authenticity, narrative consistency, and positioning differentiation with engagement rates. Public perception changed significantly with a decrease in negative perception from 68 percent to 18 percent and an increase in positive perception from 10 percent to 55 percent within an exposure period of more than 12 months. Image reconstruction occurs through three mechanisms: humanization that displays the human side of TKI, normalization that elevates the profession as work worthy of respect, and inspiration that demonstrates their positive achievements. This study recommends that the government and related stakeholders support digital literacy for migrant workers to optimize social media platforms as a means of empowerment, as well as promote policies that protect and appreciate the contribution of TKI as an integral part of national economic development.
