Indonesia’s Free Nutritious Meal Program (MBG) requires an efficient and adaptive supply chain system to ensure timely distribution, cost efficiency, and adequate nutritional delivery for a large number of beneficiaries. However, conventional supply chain approaches are generally static and unable to respond effectively to dynamic demand, supply uncertainty, and logistical constraints. This study proposes a Multi-Objective Reinforcement Learning (MORL) model to optimize the MBG supply chain by simultaneously considering distribution cost, delivery timeliness, service level, nutritional adequacy, and food waste reduction. The model is developed using a simulation-based environment representing real-world supply chain conditions, including demand variability, transportation limitations, and kitchen capacity constraints. The results show that the proposed approach achieves cost reductions of 15–22%, improves delivery timeliness by 18–25%, maintains a service level above 90%, increases nutritional fulfillment by 12–18%, and reduces food waste by 10–15% compared to baseline methods. Sensitivity analysis further demonstrates the robustness of the model, with minimal performance degradation under disruption scenarios. These findings indicate that Reinforcement Learning provides a scalable and adaptive solution for optimizing large-scale public food distribution systems. The proposed model contributes both theoretically by integrating multi-objective optimization within an RL framework and practically by supporting data-driven decision-making for improving the effectiveness of the MBG program in Indonesia.

This study aims to examine the effect of internal communication and organizational climate on employee job satisfaction at the Center for Learning and Government Management Policy Strategy, National Institute of Public Administration (Pusjar SKMP LAN) Makassar. The research employed a quantitative approach with an explanatory design. The population consisted of all 73 employees of Pusjar SKMP LAN Makassar, and a saturated sampling technique was applied. Data were collected using Likert-scale questionnaires and analyzed through multiple linear regression after meeting validity, reliability, and classical assumption requirements. The results indicate that internal communication and organizational climate simultaneously have a positive and significant effect on employee job satisfaction. Partially, internal communication shows a more dominant influence compared to organizational climate. These findings suggest that information clarity, effective communication channels, timely information delivery, and open feedback mechanisms play a crucial role in enhancing job satisfaction. Furthermore, a supportive organizational climate characterized by leadership support and harmonious working relationships strengthens employee comfort and engagement. This study contributes theoretically to the development of human resource management literature in the public sector and provides practical implications for improving internal communication management and organizational climate within government institutions.

Digital transformation in public service delivery encourages government to implement service innovations that are effective, efficient, transparent, and accountable. This transformations is realized through the adoption of innovations capable of responding to public needs in a timely and accurate manner to improve service quality. The Regional Civil Service Agency of East Java Province developed the Rumah ASN Application as a digital-based personnel service innovation to support the needs of civil servants of the East Java Provincial Government and the general public. This study aims to analyze and describe the implementation of the Rumah ASN Application as an innovation in personnel services at the Regional Civil Service Agency of East Java Province. This research employs a qualitative descriptive. The analytical framework is based on the public sector process innovation theory proposed by Khodadad-Saryazdi (2022), which consists of seven key success factors: strategic alignment, governance, leadership, culture, information technology and information system, process actors, and performance evaluation. Data were collected through interviews, observations, and documentation. The findings indicate that the implementation of the Rumah ASN Application has generally been conducted well, but it has not yet reached optimal. Challenges identified for optimizing this service including the needs for continuous user socialization during system updates, optimization of service features for civil servant capacity building, strengthening administrative capacity and cross-sectoral coordination, and the developing the application into a mobile application version.

Preterm birth remains a significant public health concern due to its contribution to neonatal morbidity and mortality worldwide. Among the various risk factors, maternal infections—particularly sexually transmitted infections (STIs)—have been identified as preventable yet critical determinants of premature delivery. This study aimed to examine the relationship between STIs and preterm birth among mothers receiving care at Tomalou Primary Health Care Center. A cross-sectional analytical design was employed, involving 30 postpartum mothers whose medical records and antenatal care data were available. Data on STI status and birth outcomes were collected from health center records and laboratory results, while maternal demographic and obstetric characteristics were also documented. Results indicated that 40% of participants were diagnosed with STIs during pregnancy, and 33.3% experienced preterm birth. Chi-square analysis revealed a significant association between maternal STI status and preterm delivery (p = 0.003). Logistic regression demonstrated that mothers with STIs were sixteen times more likely to deliver prematurely compared to uninfected mothers (OR = 16.0; 95% CI: 2.45–104.3; p = 0.002). These findings suggest that STIs represent a substantial risk factor for preterm birth, even among mothers with adequate antenatal care attendance. Early detection, timely treatment, and comprehensive reproductive health education are recommended to reduce infection-related adverse outcomes. Strengthening STI screening and management within primary healthcare settings is essential to improve maternal and neonatal health outcomes. This study provides evidence for the importance of integrating infection prevention strategies into routine antenatal care to mitigate the risk of premature delivery.

Flood is a frequent natural disaster in Indonesia, often exacerbated by delays in information delivery from conventional manual monitoring systems. This study aims to design and build an automatic flood early warning system based on the Internet of Things (IoT) integrated with a web dashboard and WhatsApp notifications. The system utilizes the ESP32 microcontroller and MaxBotix MB7389 ultrasonic sensor for real-time water level data acquisition. The Research and Development (R&D) method was employed, focusing on device accuracy validation and system integration. The measured data is transmitted to a .NET-based server and stored in a PostgreSQL database. Results indicate that the system functions according to design. Sensor accuracy testing demonstrated a high degree of precision (99.12% - 100%) compared to manual measurements. Furthermore, the system successfully sends timely warning notifications via WhatsApp when water levels exceed predefined thresholds, providing a more effective solution than manual monitoring to enhance community preparedness.

Nutrition services are an essential component in hospital healthcare systems, directly supporting patient recovery through timely and clinically appropriate nutrition. This study aimed to analyze the timeliness of meal distribution, diet appropriateness, diet types, patient satisfaction, and factors supporting efficient nutrition service at Hospital X. A descriptive quantitative observational design was employed, involving 35 inpatients, observing meal delivery, menu accuracy, and staff performance. Results showed that the majority of diet-receiving patients were male (60%), aged 20–45 years (34.3%), with most staying 2 days (60%). Meal distribution was timely: 94.3% for breakfast, 97.1% for lunch, and 100% for afternoon snacks and dinner. The most common diets were TKTP (High Calorie High Protein, 22.9%) and DMRG (Low Salt Diet, 17.1%), and all patients received diets according to medical indications (100%). Patient satisfaction regarding meal timeliness, diet appropriateness, taste, food temperature, and staff performance was mostly satisfied to very satisfied, with minor dissatisfaction (5.7%) only during breakfast due to distribution delays. Despite limited personnel, service efficiency was achieved through clear task division, effective communication, work discipline, supporting systems, and active supervision. In conclusion, nutrition services at Hospital X are effective, efficient, timely, diet-appropriate, support patient recovery, and comply with hospital service standards. This study examines how the Public Relations Division (PROKOMPIM) of the Bogor City Government disseminates public information through social media, particularly Instagram, as part of its strategic communication efforts in the digital era. Using the theoretical framework of Government Public Relations (GPR) by Widodo Muktiyo (2020), this research highlights the essential role of government public relations in building public trust, ensuring transparency, and strengthening the positive image of government institutions. The study employs a qualitative descriptive approach to analyze communication strategies, message delivery, and audience engagement in the dissemination process. The findings show that social media serves as an effective and interactive medium for delivering accurate, relevant, and timely information to the public. Furthermore, the use of digital platforms allows PROKOMPIM to foster two-way communication, increase community participation, and enhance the credibility of local governance through more accessible, transparent, and responsive public communication.

Efficient management of patient queues is essential in healthcare systems to ensure timely care, optimize resource utilization, and enhance patient satisfaction. Mathematical programming, particularly when applied in conjunction with queuing theory and optimization models, provides a rigorous framework for analyzing and improving healthcare service delivery. This approach involves modeling arrivals and service processes, applying queuing models (such as single-server, multi-server, and priority queues), and formulating optimization objectives—often to minimize total costs, patient waiting times, or resource idling. Recent research demonstrates that combining queuing theory with mixed-integer programming and simulation techniques enables healthcare managers to allocate resources dynamically, set staffing levels, and assign priorities among different patient categories. For example, the use of mixed-integer programming can determine the optimal number of servers, beds, and service rates based on patient flow and priority needs, striking a balance between reducing waiting times for critical cases and controlling operational costs. These mathematical models also account for practical constraints and stochastic variability inherent in clinical settings. Applications span emergency departments, outpatient clinics, and even pharmacy and blood service centers—showing significant improvements in system efficiency, reduced patient wait times, and enhanced overall care quality. Thus, mathematical programming is a powerful decision-support tool for queue management, offering evidence-based strategies to address congestion and resource allocation challenges in complex healthcare environments.

In the ever-evolving e-commerce era, the Nibras Online Warehouse plays a crucial role in supporting the distribution of Muslim clothing products throughout Indonesia. This strategic role demands an accurate and efficient inventory management system to ensure smooth and timely order fulfillment. One of the main challenges faced is the discrepancy between inventory data recorded on the website and the actual physical stock available in the warehouse. This discrepancy not only impacts delivery delays but also has the potential to reduce customer satisfaction and the company's overall image. This study aims to analyze the root causes of the inventory management system and develop practical solutions to ensure data consistency between the digital system and real-world conditions. The methods used include literature review, direct field observations, in-depth interviews with warehouse staff, and documentation of daily operational processes. Through an analytical approach using the 5 Whys method and a fishbone diagram, it was found that factors such as delays in data input, lack of synchronization between the operational and IT divisions, and an undocumented goods receipt process were the main causes of inventory data discrepancies. To address this, it is recommended to implement a real-time technology-based inventory management system integrated with the online sales system. Additionally, training warehouse employees on new standard operating procedures (SOPs) and regular stock audits are crucial steps to create transparency and efficiency. These steps are expected to improve data accuracy, accelerate decision-making, and support sustainable business growth. Regular evaluations are also necessary to ensure the implemented system remains relevant and adaptable to the dynamics of warehouse operations.

Wireless Medical Sensor Networks (WMSNs) are a key component of modern Healthcare Internet of Things (IoT) systems, enabling continuous and real-time monitoring of patients’ physiological parameters. These networks support timely medical intervention, improve patient outcomes, and facilitate remote healthcare delivery. However, due to the open and resource-constrained nature of WMSNs, they are highly susceptible to various security threats, particularly during the authentication phase. Existing authentication protocols have been found vulnerable to a range of attacks, including impersonation, session key disclosure, and gateway database compromise, which can lead to severe privacy breaches and potentially life-threatening situations. To address these issues, this paper proposes a secure and lightweight three-factor authentication protocol tailored for WMSNs in healthcare IoT environments. The proposed protocol integrates Elliptic Curve Cryptography (ECC) for strong public key-based security with minimal computational overhead, fuzzy extractors to securely handle biometric information and ensure resistance against biometric template compromise, and session-based randomness to achieve forward secrecy and prevent replay or key-compromise impersonation attacks. Security analysis demonstrates that the proposed protocol successfully mitigates prominent threats such as impersonation attacks, man-in-the-middle attacks, session key leakage, and database compromise. In addition, the protocol ensures mutual authentication between the user, the gateway, and the sensor nodes, while maintaining data confidentiality and integrity. Performance evaluation indicates that the protocol offers significantly reduced computational cost and communication delay compared to existing schemes. Its low energy consumption and minimal storage requirements make it suitable for deployment in resource-constrained medical devices and large-scale IoT healthcare networks. The results highlight the protocol’s scalability, energy efficiency, and robustness, making it a practical and secure solution for safeguarding patient data and ensuring trustworthy communication in WMSNs-based healthcare IoT systems.

This study also demonstrates the importance of coordination between the engineering, nautical, and logistics departments in ensuring a smooth spare part procurement process. Each part of the process, from ordering to delivery, has its own mechanisms that must be adhered to to ensure smooth vessel operations. The ordering process begins with the identification of spare part requirements submitted by ship staff, which are then forwarded to the relevant departments for evaluation and approval. After the evaluation process, a purchase order is created and sent to the selected supplier. Despite these well-established procedures, challenges arise related to timely delivery, which can sometimes impact vessel operations. Another major obstacle is issues arising from inaccurate implementation of SOPs in handling procurement. Several deficiencies in the implementation of standard operating procedures (SOPs) cause delays in the procurement process, impacting vessel operations. To address these challenges, the company is conducting more thorough planning for ship spare part requirements by ensuring that all procurement follows established SOPs. Furthermore, vessels are also required to provide regular feedback to the company regarding their required spare part requirements. In this way, the company is expected to minimize delays and ensure that spare parts procurement can be carried out efficiently and on time, which will ultimately support the smooth operation of the ship as a whole. Furthermore, the company is also striving to improve relationships with suppliers by conducting more intensive communication and ensuring that all suppliers understand the quality standards and expected delivery timeliness. These efforts aim to reduce the likelihood of delays and ensure the availability of needed spare parts.

This study aims to analyze the implementation of compensation for flight delays at Sultan Aji Muhammad Sulaiman Sepinggan International Airport, Balikpapan. This study uses a qualitative descriptive approach, with data collection techniques through direct observation, in-depth interviews with airline staff, and documentation during On the Job Training (OJT) activities. The main focus of the study is to evaluate the extent to which passenger rights have been fulfilled by airlines in accordance with applicable regulations, specifically the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 89 of 2015 concerning Handling Flight Delays. The results of the study indicate that the implementation of compensation by several airlines is still not optimal. There are discrepancies between regulatory provisions and implementation in the field, such as late delivery of information, disproportionate compensation, and uneven service among airlines. Passengers often do not receive clarity regarding their rights, and complaint mechanisms are still limited. Factors causing delays include technical problems, bad weather, inefficient operational management, and limited number and capacity of human resources on duty. This study emphasizes the need to improve the internal and external communication systems of airlines so that information related to delays and compensation can be conveyed transparently and in a timely manner. In addition, airlines need to conduct regular evaluations of standard operating procedures (SOPs), strengthen customer service training for staff, and foster synergy between work units to improve responsiveness to unforeseen situations. Regulators and airport authorities need stricter oversight and the implementation of strict administrative sanctions for violations of passenger rights. These findings provide important contributions to the formulation of public policy in the air transportation sector and provide input for improving services that are more humane, accountable, and oriented toward customer satisfaction.

Electronic Medical Record (EMR) systems have become a fundamental component of hospital information systems, aiming to improve the quality, efficiency, and continuity of patient care. However, the success of EMR implementation depends largely on user satisfaction. This study investigates user satisfaction with the EMR system implemented at Dr. Soetarto (DKT) Hospital, a mid-tier hospital in Yogyakarta, Indonesia. The research addresses issues related to usability, data accuracy, and system responsiveness that potentially hinder effective EMR usage. The objective is to evaluate user satisfaction using the End User Computing Satisfaction (EUCS) framework, which consists of five dimensions: content, accuracy, format, ease of use, and timeliness. A quantitative approach was applied through a structured questionnaire distributed to 40 healthcare workers, including medical records staff, nurses, pharmacists, and administrative personnel. Data analysis using Spearman correlation revealed significant positive relationships among all EUCS dimensions, with the strongest association found between format and ease of use. The findings indicate that while users are generally satisfied with the system’s performance, improvements are still needed in timely data retrieval and user interface consistency. This study highlights the critical need for continuous system evaluation and end-user involvement to optimize EMR functionality and healthcare service delivery.

The fulfillment warehouse system is one of the logistics innovations implemented by e-commerce platforms to enhance operational efficiency and customer satisfaction. Shopee, as one of the largest e-commerce platforms in Indonesia, has introduced the Shopee Fulfillment Center to assist sellers in the storage, packaging, and shipping processes. This study aims to analyze the impact of Shopee’s fulfillment warehouse system on the timeliness of order deliveries. The research employs a descriptive qualitative approach, with data obtained through observation and digital searches. The findings indicate that Shopee’s fulfillment warehouse system is effective in ensuring timely deliveries by optimizing storage, processing, and distribution operations. Through automation technology, optimized warehouse layouts, and real-time tracking system integration, Shopee accelerates order processing times, reduces the risk of delays, and improves delivery accuracy. Additionally, the presence of distribution centers across various regions helps minimize travel distances and speeds up the delivery process to customers. Continuous investment in logistics infrastructure and strategic partnerships with multiple courier services further contribute to supply chain efficiency, ensuring faster and more timely deliveries while enhancing customer satisfaction.

The quality of public service is one of the indicators of the success of local governments in the context of regional autonomy. This research examines the implementation of the Integrated Administrative Services Program (PATEN) in Kalidawir District, Tulungagung Regency, as a strategy to bring administrative services closer to the community. This study aims to determine the quality of PATEN services and identify the inhibiting factors in optimizing the conduct of public services. The method used is descriptive qualitative method. Data were collected through observation, documentation, and interviews, and then analyzed interactively using the Miles and Huberman model. This study adopts five dimensions of service quality according to Zeithaml, Berry, and Parasuraman, namely: physical evidence, reliability, responsiveness, assurance, and empathy. The research findings indicate that the implementation of PATEN in Kalidawir District has good performance in terms of service infrastructure, procedural accuracy, responsiveness, and transparency. The inclusivity of services is supported by facilities such as child-friendly rooms and breastfeeding rooms. The staff always implements SOP, provides timely services, and maintains professional behavior. However, there are two main obstacles that hinder the optimization of services: inadequate infrastructure for the elderly and persons with disabilities, as well as limited public understanding of service procedures. These challenges affect access, efficiency, and perceptions of service delivery. This study concludes that although PATEN services in Kalidawir District meet general standards, improving inclusive facilities and communication strategies is essential for more equitable and effective service outcomes.

This study aims to analyze the availability of data centers and regional promotion needs in supporting e-government implementation through the Family Information System Application (SIGA) at BKKBN Gorontalo Province. It also assesses how SIGA and its integrated dialog features contribute to public services. The findings indicate that data input in SIGA has reached 100%, covering family planning services, field supervision, and families at risk of stunting, both in monthly and annual reports. However, this completeness does not fully reflect field realities, particularly regarding youth groups outside formal education who remain underdocumented. Despite this, SIGA data has become a reference for regional health information policy development. Overall, SIGA has improved public service efficiency through fast, accurate, and timely data delivery. Yet, the system remains limited in providing interactive, two-way communication between government and citizens. This study recommends enhancing SIGA’s dialog function and engaging underrepresented community groups to support inclusive and responsive public services.

Maternal and neonatal health remains a critical global challenge, with significant disparities in health outcomes between high-income and low- and middle-income countries. Effective health system interventions are key to improving maternal and neonatal outcomes. A comprehensive, accessible, and quality healthcare system can ensure timely, safe, and effective care for pregnant women and newborns, thus reducing maternal and neonatal morbidity and mortality. This article reviews the role of health system strengthening in improving maternal and neonatal health. It focuses on workforce training, accessibility of maternal and neonatal care services, policy interventions, and the integration of evidence-based practices into healthcare delivery systems. The article further examines successful models of maternal and neonatal health interventions, with a focus on community-based and facility-based strategies. By highlighting key challenges and proposing solutions, this paper provides a roadmap for enhancing health systems to improve outcomes for mothers and newborns worldwide.

The implementation of the Hospital Information Management System (SIMRS) plays a crucial role in enhancing the quality of public healthcare services in Indonesia. With the country's vast geographical landscape and significant disparities in healthcare access between urban and rural areas, SIMRS offers an integrated digital solution to streamline hospital operations and improve service delivery. This study explores the impact of SIMRS on the efficiency of hospital management, particularly in administrative processes such as patient registration, medical records, and resource allocation. Additionally, SIMRS contributes to improving healthcare accessibility by enabling seamless data exchange between healthcare facilities, ensuring that patients in remote areas can access timely and appropriate care. Despite its benefits, the implementation of SIMRS faces challenges, such as limited infrastructure, high implementation costs, and a lack of trained personnel. To overcome these obstacles, it is essential for the government, healthcare institutions, and other stakeholders to collaborate in providing adequate training, improving infrastructure, and ensuring sustainable implementation of SIMRS. This study concludes that SIMRS has the potential to significantly improve healthcare services in Indonesia, provided that the challenges are addressed and adequate support is given for its expansion across the country.

Construction management is vital for coordinating and overseeing projects to ensure alignment with planned objectives. In ship construction, delays in material execution and delivery are frequent bottlenecks, leading to schedule disruptions and negatively affecting project outcomes. Addressing these issues requires effective management and robust risk mitigation strategies. This study proposes a web-based ship construction project monitoring system using the Laravel framework and MySQL database. The system is developed using Extreme Programming (XP), an agile methodology that emphasizes iterative improvement, stakeholder collaboration, and adaptability. XP practices, including test-driven development, pair programming, and continuous integration, ensure the system is reliable, adaptive, and responsive to evolving user needs. Frequent stakeholder feedback and incremental development cycles enable the system to tackle dynamic challenges, optimize resource utilization, and ensure timely project delivery. By incorporating XP principles, this study demonstrates the potential of agile methodologies to enhance construction project management. The resulting system provides a flexible and efficient solution for mitigating delays and improving the overall success of ship construction projects.

Emerging technologies are transforming warehouse operations, and this study investigated the effectiveness of implementing the Internet of Things (IoT), Radio-Frequency Identification (RFID), Artificial Intelligence (AI), and Robotics into warehouse operations. A descriptive correlational research design was employed, utilizing surveys to gather data from warehouse personnel and focusing on key performance indicators such as inventory accuracy, order fulfillment efficiency, cost reduction, and timely delivery satisfaction. The findings revealed a high level of familiarity with RFID and IoT among warehouse personnel, and a strong belief in the positive impact of these technologies on warehouse operations. However, challenges such as implementation costs, technical issues, and regulatory compliance were identified. Surprisingly, the analysis did not reveal a significant relationship between the implementation of these technologies and their overall effectiveness on warehouse operations. Future research should consider qualitative methodologies and larger sample sizes to explore other factors influencing warehouse performance.
