Kajian ilmu Hukum, Sosial dan Administrasi Negara 2025 Lembaga Pengembangan Kinerja Dosen

The development of information technology has given rise to a new form of business transaction: the electronic contract. This contract form replaces the traditional process that requires a physical meeting between the parties. However, questions arise regarding the validity of e-contracts from the perspective of Indonesian civil law, specifically based on Article 1320 of the Indonesian Civil Code (KUHPerdata) and the provisions of Law Number 11 of 2008 concerning Electronic Information and Transactions (UU ITE). This research aims to analyze the validity of electronic contracts as legally binding agreements and to assess the extent to which the ITE Law can serve as their legal basis. Using a normative juridical legal research method, the research results show that e-contracts are valid and binding as long as they meet the requirements for the validity of an agreement under Article 1320 of the Civil Code, namely consent, capacity, a specific object, and a lawful cause. The ITE Law expands the recognition of electronic evidence and digital signatures as valid evidence in civil law. Thus, electronic contracts have the same legal force as conventional contracts, as long as they meet the principles of free will and the integrity of a reliable electronic system.

The advancement of technology and information, which coincides with digitalization alongside the development of Artificial Intelligence (AI), has colored human social life around the world. Currently, cadets of the Naval Academy often use gadgets/digital tools to access information or other media. With this, there are emerging threats that are very dangerous for individuals and the state. An currently prevalent case is Cyber Crime Identity Theft. Cyber crime identity theft refers to the crime of stealing someone's personal information online for the purpose of fraud or financial gain by stealing personal data such as names, identity numbers, and financial information, to carry out illegal transactions or obtain illegal benefits, which can lead to financial loss and damage the victim's reputation. Indonesia still has a very high number of cases of cyber crime identity theft, but it should be preventable by fostering. the cyber security awareness of cadets at the Naval Academy of the Indonesian National Armed Forces. The conclusion of this research is that by strengthening modern technological infrastructure, both equipment and administrative services, developing modern software and hardware with strong security systems, and tightening regulations regarding access to users' personal data in cyber services, supported by strengthening cyber security institutions, it can enhance the cyber security awareness of cadets at the Naval Academy of the Indonesian National Armed Forces.

Indonesia, as the largest archipelagic state in the world, lies on international trade and transportation routes and possesses abundant natural resources. This strategic position creates both opportunities and challenges, particularly in the maritime domain, which requires the Indonesian Navy’s significant contribution in force deployment planning to counter future threats and disruptions. The evolving strategic environment necessitates specific policies and strategies for the Navy to enhance its strength in safeguarding sovereignty, territorial integrity, and national security. This development is pursued through the establishment of the Minimum Essential Force (MEF), a fundamental standard that defines the minimum level of naval capability required to effectively execute missions and functions. This study employs a qualitative descriptive method, using primary data from expert and user interviews as well as secondary data from observation and documentation, to analyze the selection of helicopter escorts utilized by the Indonesian Navy.

The aim of this research is to develop a new strategic model for Indonesian border defense by recalibrating the Lykke Framework. It assesses the relevance of the traditional ends–ways–means framework in addressing modern border threats and proposes adding a risk pillar to improve adaptability and multi-domain integration. Using a Systematic Literature Review (SLR), the study examines policy developments, defense doctrines, surveillance technologies, and geopolitical dynamics influencing Indonesian border security. Literature was sourced from international and national databases (ScienceDirect, SpringerLink, SINTA, BRIN, etc.) for publications between 2018–2025. The findings reveal that Indonesia's border regions face complex threats such as sovereignty violations, transnational crime, cyberattacks, and ideological penetration. These challenges highlight the inadequacy of the traditional ends–ways–means framework without incorporating a fourth risk pillar. The study introduces the New Lykke Model, which enhances the strategic framework for integrated military management, considering geopolitical, operational, socio-cultural, and environmental risks. This model offers practical guidance to stakeholders like the Indonesian National Armed Forces (TNI), Bakamla, and the National Police (Polri), aiming to improve border security operations and policy planning. The study is among the first to adapt the Lykke Model to Indonesian border defense, incorporating an integrated risk pillar for a more comprehensive security strategy.

In social life, buying and selling are fundamental mechanisms for transferring rights, beginning with an agreement. According to Articles 1313 and 1338 of the Indonesian Civil Code, agreements are legally binding acts with the force of law for the parties involved. One high-value transaction is the sale and purchase of apartment units, which involves developers as sellers. In practice, developers often fail to deliver units within the agreed timeframe. This study examines (1) the developer’s responsibility toward buyers when units are not delivered and (2) the legal protection available for buyers under such circumstances. The research applies Hans Kelsen’s Theory of Responsibility and Satjipto Rahardjo’s Theory of Legal Protection, using a normative juridical method based on library research. Primary, secondary, and tertiary legal materials were analyzed through statutory, conceptual, analytical, and case approaches, employing grammatical and systematic interpretation, legal analogy, and legal refinement. Findings reveal that developers are primarily responsible for delivering fully paid units. Failure to fulfill this obligation, due to breach of contract or negligence, triggers legal liability in the form of performance or compensation. Legal protection for buyers ensures their rights are safeguarded, and even in cases of developer negligence or bankruptcy, consumers are legally entitled to receive the apartment units they have purchased.

The digital economy and e-commerce are rapidly transforming global markets, driving efficiency, inclusivity, and innovation. However, these developments also produce unintended consequences, particularly regarding environmental sustainability. This study aims to examine the relationship between digital transformation, the expansion of e-commerce, and their impact on carbon emissions and socio-economic outcomes. Using bibliometric analysis and VOS Viewer to map and analyze research trends from leading academic databases, this paper identifies key themes, knowledge clusters, and research gaps in the intersection of digital economy, logistics, and sustainability. The findings indicate that technological advances foster economic growth and greater accessibility but simultaneously contribute to rising energy consumption, logistics intensity, and carbon footprints. These results highlight the dual nature of digitalization as both a catalyst for inclusive development and a driver of environmental pressures. The study argues that an integrated policy framework is crucial to leverage the benefits of digital transformation while mitigating its environmental costs. It emphasizes the importance of green innovation, sustainable infrastructure investment, and inclusive e-commerce practices as key strategies for ensuring long-term socio-economic resilience. Ultimately, the paper contributes to the policy discourse by positioning innovation, inclusivity, and environmental stewardship as complementary rather than competing forces, thereby offering a pathway for future digital economy development that is both equitable and sustainable.

Taxes are the largest contributor to state revenue in financing national development. Tax compliance is the act of the taxpayer in fulfilling their tax obligations following the provisions of the legislation and tax implementation regulations in force in a country. Efforts made by the government to improve taxpayer compliance are by reforming tax laws and the tax administration system. This study aims to determine the effect of tax knowledge, tax sanctions, the benefit of the taxpayer identification number, and modern tax administration systems on personal taxpayer reporting compliance at the tax office in North Badung. The population of this research is personal taxpayers at the North Badung Tax Office Services, which is based on the data of individual taxpayers, as many as 95,542 people. The sample in this study consisted of 76 individual taxpayers who reported compliance, selected using a non-probability sampling method with an accidental sampling technique. The data analysis technique used is multiple linear regression analysis. The results showed that the tax knowledge variable did not affect personal taxpayer compliance, while the tax sanctions variable, the benefit of the taxpayer identification number, taxpayer awareness, and the modern tax administration system had a positive effect on personal taxpayer reporting compliance. Further research can expand on this study by incorporating other variables that, in theory, influence taxpayer reporting compliance, such as tax services.

The development of digital technology has led to an increase in the use of short video-based entertainment applications, including the Melolo application. However, the free version still has various complaints, such as inconsistent subtitles, unintuitive navigation, force close glitches, and unstable advertisements, so user satisfaction analysis is needed. This study aims to measure the level of satisfaction of users of the free version of the Melolo application using the End User Computing Satisfaction (EUCS) method, which covers five variables, namely content, accuracy, format, ease of use, and timeliness. Data was collected through an online questionnaire of 385 Melolo app users in Jambi City and analyzed using Structural Equation Modeling (SEM) with the help of SmartPLS 4. The results showed an R-Square value of 0.546, indicating that the model was able to explain 54.6% of the changes in user satisfaction levels. The variables of content and timeliness were found to have a significant effect on user satisfaction, while accuracy, format, and ease of use had no significant effect. These results indicate that content quality and system timeliness are the main factors in increasing user satisfaction. Therefore, Melolo app developers are advised to maintain content quality and improve system performance and stability to optimize the user experience.

This study discusses the phenomenon of digital entrepreneurship in the era of global climate awareness, focusing on the integration of artificial intelligence (AI) ethics, sustainable technology, and green innovation. The main issues raised are the fragmentation of analysis between digital business ethics, green economic opportunities, and technological challenges such as greenwashing, high AI energy consumption, and the digital divide. The purpose of this study is to formulate an interdisciplinary framework that combines ethical, technological, and sustainability dimensions to strengthen the role of digital entrepreneurs in achieving low-carbon development. The methods used include critical literature analysis, bibliometrics of 200 publications (2018-2025) using VOSviewer, and fuzzy logic-based simulations using the UNESCO AI ethics framework (2021) and the sustainable business model of Bocken et al. (2014). The results show four main research clusters: AI for Sustainable Innovation, Ethical Digital Business, Blockchain for Green Supply Chain, and Circular Digital Economy. The application of AI ethics increases the efficiency of green business decisions by up to 20%, consumer trust by 17%, and MSME participation by 14%. The synthesis of findings confirms that AI ethics acts as a conceptual mediator that strengthens the link between technological innovation and sustainability. In conclusion, ethical digital entrepreneurship has great potential as a driving force for Indonesia's green economy, but it requires digital ethics audit policies and the adoption of low-carbon technologies to address ethical and environmental risks in the AI era.

Indonesia, as a multicultural nation, demands that Christian Religious Education (PAK) practices focus not only on doctrinal teaching but also on character development for students, enabling them to live within cultural, ethnic, and religious diversity. Language is a crucial element in realizing inclusive education, as the use of impolite or offensive language can trigger prejudice, intolerance, and even bullying, as seen in the forced hijab case in Bantul. This study uses a literature review method to examine the role of language, politeness, and communication strategies in developing students who value pluralism and multiculturalism. The discussion demonstrates that politeness is the foundation of character development and reflects a person's moral values. Through strategies such as integrating Christian values ​​into the curriculum, inclusive teaching methods, creating a school environment that supports diversity, and a holistic communication approach, Christian Religious Education can be a means of transformation that fosters tolerance and harmony. The results confirm that the use of polite and non-offensive language is a key aspect in developing students with character, who are inclusive, and capable of becoming agents of peace in a pluralistic society.

This study aims to empirically analyze how the implementation of Green Supply Chain Standards and halal certification affects the competitiveness of Food and Beverage SMEs in Padang City. Sustainable economic development requires the integration of environmental and ethical aspects in the supply chain, especially in the food sector. In Padang City, Food and Beverage SMEs are the driving force of the economy, facing a dual challenge of meeting consumer demands for halal products and environmentally friendly practices. This study uses a quantitative approach with a survey method. Primary data were collected through questionnaires from a sample of owners or managers of food and beverage SMEs operating in Padang City. Data management is carried out using regression analysis or Structural Equation Modeling to test the hypothesis of the effect of independent variables GSCM and Halal Certification on the dependent variable (SME Competitiveness). This research is expected to demonstrate that the implementation of GSCM positively affects the competitiveness of SMEs, and halal certification also has a significant positive impact on competitiveness, especially in expanding market access and increasing Muslim consumer trust.

The rapid pace of housing development in Bogor has created a gap with the provision of formal infrastructure, which has encouraged the emergence of community-led self-help road initiatives. While capable of addressing urgent connectivity needs, these road formations often ignore essential design standards, particularly those related to circulation and environmental context. This study focuses on a specific challenge in Bogor, namely high rainfall ("force of nature"), which contributes to road degradation, causing flooding, and reducing user comfort. Adopting a descriptive qualitative method, this study analyzes the existing self-help access conditions through field observations and a literature review focusing on Water Sensitive Urban Design (WSUD) principles and circulation theory. Field findings confirm that the current design fails to manage surface runoff, resulting in low infiltration and the emergence of functional space conflicts (e.g., for parking and social activities). As a solution, this study proposes an integrated design demonstration that combines porous materials and micro-drainage to manage the force of nature, thereby improving circulation comfort and supporting active living for residents.

Fifth grade students' consistently poor reading comprehension abilities, which impeded their overall academic development and participation in language acquisition, served as the driving force for this study. Using a comic assisted problem based learning (PBL) model, the study, which involved 39 students at SDN Purwamekar, aimed to improve learning activities in order to increase teacher and student participation and, eventually, improve fifth grade students' reading comprehension skills. By using comic strips to illustrate issues, this creative method made learning more engaging and accessible for younger students. In order to enable iterative improvements, the study was conducted over two cycles using classroom action research technique. Only 25% of students (eight people) successfully completed the learning objectives in the first cycle, according to preliminary findings, while 75% (24 students) failed, suggesting difficulties with student motivation and comprehension. This led to changes like improving comic material and fostering more cooperative conversations. Significant progress was seen by the second cycle, with 30 students meeting the completion criteria and only four falling short of the objectives, indicating improved engagement and skill growth. In conclusion, the comic assisted PBL model effectively boosted reading comprehension skills among fifth grade students. The research underscores the value of integrating visual aids and problem solving in education, offering practical insights for teachers to create more dynamic classrooms. Nonetheless, factors like time constraints and resource availability warrant further exploration to ensure sustainable implementation in diverse educational settings.

This study aims to determine the partial and simultaneous influence between the variables of labor force, the agricultural sector, economic growth, and the industrial sector on the open unemployment rate in Aceh Province in the 2014–2023 period. The research method uses a quantitative approach by utilizing secondary data obtained from related agencies. The results showed that the labor force variable (X1) had a significant influence on the open unemployment rate with a significance value of 0.000 < 0.05. The agricultural sector variable (X2) was also proven to have a significant effect with a significance value of 0.002 < 0.05. Furthermore, economic growth (X3) has a significant influence on open unemployment with a significance value of 0.004 < 0.05. The industrial sector variable (X4) also showed a significant influence on the open unemployment rate in Aceh Province with a significance value of 0.015 < 0.05. Overall, these results indicate that employment dynamics and regional economic structure play an important role in determining the open unemployment rate during the study period. These findings provide a basis for policymakers to formulate more effective economic development strategies in reducing unemployment in the future.

Technological developments in the world of social media have had a significant impact on digital marketing, particularly in the cosmetics industry with the use of digital influencers. The digital influencer approach has become a force capable of influencing customer preferences and purchasing intentions. The focus of this study analyzes the influence of digital influencers on the use of the "Tasya Farasya approved" labeling on purchasing intentions. This study uses a quantitative approach and involves 100 respondents selected through a purposive sampling technique. Data were collected through a questionnaire distributed via Google Form with validity and reliability tests. Data analysis revealed a moderate relationship between digital influencers and purchasing intentions. Therefore, the results of this study, based on hypothesis testing and coefficient of determination tests, state that the digital influencer variable has a significant influence on purchasing intentions. Thus, the marketing strategy of collaborating with digital influencers on the use of the "Tasya Farasya approved" labeling on Instagram is an effective strategy to influence purchasing intentions for the Luxcrime Ultra Light Lip Stain product.

This study aims to analyze the digital marketing strategies implemented by Islamic fintech platforms to enhance their competitiveness in the Islamic financial sector. The research is motivated by the rapid development of financial technology, which has significantly influenced consumer behavior and reshaped financial institutions’ business models, including those operating under Islamic principles. Despite this growth, Islamic fintech faces challenges in strengthening its brand image, user trust, and customer loyalty amidst the dominance of conventional fintech players. The study adopts a qualitative descriptive approach using case studies of selected Islamic fintech platforms such as Ammana, Ethis, and Investree Syariah. Data were collected through documentation, online interviews, and analysis of financial reports and official websites. The data were analyzed using the SWOT framework to identify the strengths, weaknesses, opportunities, and threats of current digital marketing strategies. The findings indicate that the use of social media, collaboration with Muslim influencers, and educational content about halal finance serve as key strategies for expanding market reach and building user trust. Consistent and Sharia-compliant digital marketing efforts have proven effective in enhancing brand awareness, customer loyalty, and Islamic financial inclusion. The implications of this research suggest that digital marketing is not merely a promotional tool but a strategic instrument to strengthen competitiveness and expand the global presence of Islamic fintech. With supportive regulations and improved digital literacy, Islamic fintech has the potential to become a driving force in transforming the Islamic financial ecosystem in the digital era.

This study aims to analyze the role of digitalization in driving social development in Indonesia through the perspective of development sociology. Digitalization has become a major force transforming social structures, values, and interaction patterns in societies worldwide. The results show that digital technology contributes significantly to increased social participation, economic empowerment, and equitable access to information. However, on the other hand, challenges arise in the form of a digital divide between urban and rural communities that can deepen social inequality. In the context of development sociology, digitalization is not only viewed as a technological process, but also as a social phenomenon that influences the dynamics of community life. Therefore, digital-based development must be directed inclusively so that all levels of society receive equal benefits. The government, educational institutions, and the community need to synergize in strengthening digital literacy and maintaining socio-cultural values ​​amidst the current of technological globalization. With a fair and participatory approach, digitalization can be an important means of strengthening social solidarity and realizing shared prosperity.

This study explores the dynamics of organizational change and development in Islamic education from the perspective of visionary leadership, focusing on how vision and innovation serve as the driving forces of institutional transformation. The research object is an Islamic educational institution at the secondary level that seeks to adapt to modernization and quality improvement based on Islamic values. The main problem addressed in this study is the weak internalization of vision within organizational culture and the limited integration between spiritual and managerial aspects of leadership. The purpose of this study is to analyze the role of visionary leadership in directing organizational change and fostering adaptive, innovative, and value-driven development within Islamic education institutions. This research employs a qualitative descriptive method, using interviews, observations, and documentation as data collection techniques, analyzed thematically through the Miles and Huberman model. The findings reveal that visionary leadership builds a strategic direction grounded in Islamic values, promotes collective participation, and cultivates a culture of continuous innovation. The synthesis of results indicates that visionary leadership serves as the foundation for effective organizational transformation, harmonizing spirituality and innovation to create an excellent and value-oriented educational institution.
