Legal certainty (rechtssicherheit) is a fundamental pillar of the rule of law, ensuring that legal provisions are clear, consistent, and predictable. In the Indonesian criminal justice system, the Public Prosecutor holds a central position as the Dominus Litis (the owner of the case), determining which cases proceed to court. However, the implementation of prosecutorial authority often leans towards rigid legal positivism, creating a paradox where procedural certainty is achieved at the expense of substantive justice. Disparities in prosecution demands for similar crimes often lead to public distrust and legal uncertainty for justice seekers. This study aims to analyze the challenges in maintaining legal certainty and proposes a strategy to enhance the prosecutor's role through the integration of Restorative Justice and professional discretion. The research employs a normative juridical method with statutory and conceptual approaches, analyzing Attorney General Regulation No. 15 of 2020. The study finds that enhancing legal certainty requires shifting the paradigm from "mechanical prosecution" to "discretionary prosecution" based on conscience. To achieve this, prosecutors must be equipped with high-level cognitive skills to interpret "certainty" not just as textual compliance, but as the consistent application of fairness.

This study examines the increasing prevalence of premarital sexual behavior among Indonesian adolescents, including Catholic youths, which poses a significant challenge to the moral formation and faith development promoted by the Catholic Church. Using a qualitative method with a literature study approach, this research analyzes the phenomenon of adolescent free sex from the perspective of Catholic moral theology and family pastoral care. The findings reveal that the rise of free sexual behavior among adolescents is strongly influenced by curiosity, fragmented family structures, weak value-based sexual education, and the unregulated use of digital media. Moral theology views sexuality as a divine gift whose authentic meaning is realized only within the sacramental bond of marriage; therefore, premarital sex is considered a deviation from human dignity and the true nature of love. The study also highlights the essential role of the family as the Domestic Church in shaping conscience, character, and responsible sexual attitudes among youths. Pastoral strategies proposed include integral sexual education, strengthening parent–child communication in the digital age, and contextual pastoral accompaniment rooted in compassion, as emphasized in Amoris Laetitia. This research underscores the need for collaborative efforts between families, the Church, and educational institutions to guide young people toward a holistic understanding of sexuality, authentic love, and their Christian vocation in contemporary society.

However, the current implementation of prosecutorial authority often leans towards rigid legal positivism, creating a paradox where procedural certainty is achieved at the expense of substantive justice. Disparities in prosecution demands for similar crimes often lead to public distrust and legal uncertainty for justice seekers. Furthermore, prosecutors often lack the cognitive flexibility to handle complex cases that require discretionary wisdom. This study aims to analyze the challenges in maintaining legal certainty and proposes a strategy to enhance the prosecutor's role through the integration of Restorative Justice and a reform in prosecutorial competency. The research employs a normative juridical method with statutory and conceptual approaches, analyzing Attorney General Regulation No. 15 of 2020. The study finds that enhancing legal certainty requires shifting the paradigm from "mechanical prosecution" to "discretionary prosecution" based on conscience. To achieve this, prosecutors must be equipped with high-level cognitive skills specifically "Creative Thinking" to interpret "certainty" not just as textual compliance, but as the consistent application of fairness.

Voter education is an important instrument in realizing a quality and sustainable democracy. Through the process of voter education socialization, it is hoped that the public can understand in depth their rights and obligations in the implementation of elections, as well as encourage active and responsible participation in the democratic process. Citizen participation in democratic social life must be based on adequate knowledge, critical reflection, and awareness of the rights and responsibilities as voters. A good understanding of the effectiveness of voter education socialization can shape a critical, rational, and independent attitude in exercising the right to vote, thereby strengthening the foundations of a clean and integrity-based democracy. This community service was carried out in the Selogiri District, Wonogiri Regency, with the aim of providing political education to the public regarding the importance of participation in the 2024 simultaneous regional head elections. Through a Participatory Action Research (PAR) approach, the community was actively involved as subjects in the activity process, not just as objects receiving information. Community service activities are carried out by integrating outreach into various village events, aimed at attracting residents to attend, interact, and directly discuss local political issues and forms of participation in the regional elections. Through these activities, it is hoped that the community will have a more comprehensive understanding of the importance of their role in determining the direction of regional policy through the regional elections. This education is also expected to raise awareness to vote based on conscience, without intervention or negative influences such as money politics, which has been a major challenge in every election at both the central and regional levels.

Freedom of religion is a fundamental and internationally recognized human right, serving as an important foundation in creating a just society. This article explores religious freedom through the perspective of the encyclical Pacem in Terris issued by Pope John XXIII in 1963. In the document, the Pope affirms the right of every individual to worship God according to his conscience, both in private and in public. Although this freedom is guaranteed by the Indonesian constitution, its implementation often faces serious challenges such as intolerance and discrimination against minority groups. This article aims to examine the concept of religious freedom in the context of Pacem in Terris , focusing on articles 14, 35 and 36 of the encyclical, and its relevance to the current socio-political situation. Through an in-depth textual analysis of the encyclical and related literature, this article shows that the teachings of Pope John XXIII can serve as a guideline for strengthening tolerance and mutual respect among religious communities in Indonesia. Thus, this study is expected to contribute to a deeper understanding of religious freedom as part of human rights and the role of the state in ensuring its implementation.

Short stories are more popular among readers, especially young readers, because they are shorter than novels and contain fewer pages. Numerous moral lessons can be conveyed through short stories. Short stories serve as one of the methods for teaching morality to young readers among other approaches. This thesis examines the moral messages in the short story Dua Tengkorak Kepala by Motinggo Busye. The main research question of this study is: What are the moral messages contained in the short story Dua Tengkorak Kepala by Motinggo Busye? The purpose of this study is to identify the moral messages in the short story Dua Tengkorak Kepala by Motinggo Busye. This research employs a library research approach. Library research involves exploring various literature relevant to the issues being studied. The moral messages in the short story Dua Tengkorak Kepala by Motinggo Busye are categorized into three types: 1) religious moral messages, 2) moral messages regarding the relationship between humans and themselves, including courage, perseverance, responsibility, independence, honesty, and conscience, and 3) moral messages concerning the relationship between humans and others, which include obedience to parents, willingness to sacrifice, respecting others, and helping others.
