Sistem rujukan pelayanan kesehatan yang terintegrasi dan responsif sangat krusial dalam mendukung keberhasilan Universal Health Coverage (UHC). Namun, dalam praktiknya masih sering ditemukan berbagai kendala seperti lamanya waktu tunggu, ketidakjelasan informasi, serta permasalahan administratif yang menghambat efektivitas pelayanan pasien BPJS. Penelitian ini bertujuan untuk menganalisis dan membuktikan secara empiris pengaruh akses informasi, kualitas pelayanan, dan peran tenaga kesehatan baik secara parsial maupun simultan terhadap efektivitas sistem penerimaan rujukan pasien BPJS di Rumah Sakit Bhayangkara Tingkat III Kendari. Jenis penelitian yang digunakan adalah kuantitatif dengan rancangan observasional analitik melalui pendekatan cross-sectional. Populasi dalam penelitian ini mencakup seluruh pasien rujukan BPJS dengan jumlah sampel sebanyak 240 responden yang ditentukan menggunakan rumus Slovin. Data primer dikumpulkan melalui kuesioner dan dianalisis menggunakan uji asumsi klasik serta analisis regresi linear berganda berbantuan perangkat lunak SPSS. Hasil analisis bivariat menunjukkan nilai p-value sebesar 0,00 (p < 0,05) pada ketiga variabel bebas, yang mengonfirmasi adanya hubungan yang sangat signifikan secara statistik dengan efektivitas sistem penerimaan rujukan. Selanjutnya, hasil uji F membuktikan bahwa akses informasi (F = 380,762$), kualitas pelayanan (F = 394,506$), dan peran tenaga kesehatan (F = 394,506$) secara bersama-sama (simultan) memiliki pengaruh yang sangat kuat dan signifikan terhadap efektivitas sistem penerimaan rujukan pasien BPJS dengan tingkat signifikansi 0,000. Kesimpulan penelitian ini menunjukkan bahwa akses informasi, kualitas pelayanan, dan peran tenaga kesehatan merupakan faktor determinan utama yang secara nyata memengaruhi keberhasilan dan kinerja efektivitas sistem rujukan di rumah sakit tersebut. Rumah sakit disarankan untuk terus mengoptimalkan integrasi teknologi informasi, meningkatkan daya tanggap petugas, serta memperkuat fungsi koordinasi tenaga kesehatan guna menekan kesalahan administrasi dan mempersingkat waktu tunggu pasien.

The PESIAR Program (Petakan, Sisir, Advokasi, dan Registrasi Map, Screen, Advocate, and Register) is an operational instrument of BPJS Kesehatan designed to accelerate the achievement of Universal Health Coverage (UHC) by increasing National Health Insurance (JKN) membership at the local level. However, the effectiveness of this program’s implementation is strongly determined by the institutional capacity and configuration that support it. This article aims to reposition institutional determination not only as a factor influencing program effectiveness, but as a model of administrative governance in achieving UHC. The study uses a mixed methods approach with a sequential explanatory design. Quantitative data were obtained through a survey of PESIAR Agents in Semarang City, while qualitative data were collected through open-ended questionnaires and interviews. The results show a strong, positive relationship between institutional determination and the effectiveness of the PESIAR Program. Qualitative findings further clarify that issues of program effectiveness largely originate from institutional capacity, the quality of cross-sector coordination, and the role of PESIAR Agents as field implementers. This study concludes that institutional determination deserves to be positioned as an administrative governance model for the PESIAR Program in promoting the achievement of UHC at the local level.

Informal workers are a group that contributes significantly to the Indonesian economy, but still have a low level of independent participation in the national health insurance program. This low participation is caused by minimal insurance literacy, income instability, and a lack of awareness of the importance of health protection. This activity aims to empower informal workers to have the ability and willingness to become independent participants in health insurance. The method used is a community-based participatory approach through three main stages: education on the benefits of health insurance, microfinance management training for regular premium payments, and assistance with independent registration for participation. The activity results showed a significant increase in participants' knowledge and understanding of the benefits of health insurance. In addition, there was an increase in the number of informal workers registering as independent participants and demonstrating a commitment to sustainable premium payments. This program demonstrates that community empowerment can be an effective strategy to expand Universal Health Coverage (UHC) and improve the welfare of informal workers through sustainable health protection.

The licensing of clinics and hospitals is crucial for achieving quality and equitable healthcare in Indonesia. The legal framework, including the 2009 Health Law and the 2020 Omnibus Law, has introduced a risk-based approach via the Online Single Submission (OSS) system to streamline the process. However, significant challenges remain. These include bureaucratic complexity, inconsistent regional regulations due to autonomy, lack of data integration between institutions, and high accreditation costs. These barriers particularly hinder small investors and limit the distribution of healthcare facilities in remote areas. Recent reforms, such as the National Digital Public Service Mall (MPP Digital), aim to address these issues by reducing licensing time to under one hour, thereby boosting transparency and efficiency. Despite this progress, unresolved issues concerning patient data privacy, the uneven distribution of medical personnel, and conflicting environmental regulations still need harmonization. To foster inclusive investment and support the 2030 Universal Health Coverage (UHC) goals, this research proposes key solutions: implementing fiscal incentives, adopting AI technology for verification, and strengthening public-private partnerships. With these targeted reforms, the licensing system can become a powerful driver for better healthcare access and sectoral growth.

The implementation of Universal Health Coverage (UHC) has become a key priority of the Semarang City Government's policy in achieving equitable and sustainable health insurance. This study aims to evaluate the implementation of the UHC program in Semarang City, focusing on three main aspects: financing, accessibility, and the quality of health services. Additionally, this study examines the effectiveness of the Pangeran Diponegoro Program as a local innovation to accelerate universal coverage achievement. The research employs a mixed-methods approach, with data collected through surveys of 100 respondents, in-depth interviews with policymakers and service providers, and analysis of regional policy documents. The findings show that although UHC membership coverage has reached 99.92%, challenges remain in accessibility and service quality, particularly in the suburban areas and vulnerable populations. The SERVQUAL analysis of service quality shows high scores for empathy and responsiveness but lower scores for reliability and service assurance. The Pangeran Diponegoro Program has proven effective in reaching unregistered groups, but still faces coordination issues between sectors and limited human resources. The study recommends strengthening collaborative governance, improving data verification systems, and developing community-based service innovations to ensure the sustainability of UHC.

This research aims to analyze the strengths, weaknesses, opportunities, and threats (SWOT) and find out the marketing strategies that can be carried out by Ibnu Sina Islamic Hospital Simpang Empat. The research method used is descriptive qualitative with a case study approach. Data were collected through observation, interviews with hospital management and staff, and documentation studies. The results of the SWOT analysis showed that Ibn Sina Simpang Empat Islamic Hospital has a strategic location, and has been accredited with 5-star plenary twice. Weaknesses found include not having a complete permanent doctor, not being able to refuse policies from the Regional Government, limited hospital land making it difficult to develop, difficult to make strategic policies related to human resources and finance. medical services that are not updated and others. Opportunities that can be utilized include the many opportunities for cooperation with other companies, the only private general hospital in West Pasaman, a strategic location in the government area, the population of the West Pasaman community of around 441,773, a fairly good community economy, the UHC (Universal Health Coverage) system from the government, and Yarsi branding. Based on the results of the SWOT analysis, this study recommends several strategies to improve the competitiveness of the Ibn Sina Simpang Empat Islamic Hospital, namely with aggressive strategies such as improving financial management, strengthening promotion and marketing, developing the competitiveness of the hospital.

Implementasi Jaminan Kesehatan Nasional (JKN) di Indonesia menghadapi berbagai tantangan, termasuk kurangnya pemahaman masyarakat dan masalah keuangan yang dihadapi BPJS Kesehatan. Penelitian ini bertujuan untuk menganalisis tantangan dan peluang dalam penggunaan JKN, serta memberikan rekomendasi untuk perbaikan. Metode yang digunakan adalah studi literatur, dengan mengumpulkan dan menganalisis berbagai sumber yang relevan. Hasil penelitian menunjukkan bahwa tantangan utama meliputi kurangnya sosialisasi, kesenjangan akses layanan kesehatan, dan masalah finansial. Meskipun demikian, terdapat peluang signifikan untuk meningkatkan kualitas layanan melalui partisipasi masyarakat dan pemanfaatan teknologi, seperti aplikasi Mobile JKN. Kesimpulan dari penelitian ini adalah bahwa untuk mencapai Universal Health Coverage (UHC), dibutuhkan inovasi dalam pengelolaan mutu layanan dan perbaikan sistem operasional. Saran yang diberikan mencakup peningkatan sosialisasi, penguatan infrastruktur kesehatan, dan peningkatan distribusi tenaga medis agar akses layanan kesehatan dapat merata dan berkualitas bagi semua lapisan masyarakat.

Universal Health Coverage (UHC) is health insurance that ensures that people get justice in promotive, preventive, curative and rehabilitative health services, quality at affordable costs because health services in Indonesia are not evenly distributed, especially in rural areas. The aim of this research is to realize universal access to quality health services in Indonesia.  This research uses a literature review method with online searches using scientific databases, such as Pubmed and Google Scholar. Researchers used articles from 2019-2023. The results of this research were obtained from two previous articles, namely regarding the analysis of the principles of financing health services and health services to achieve Universal Health Coverage in Indonesia. So in conclusion, the principle of financing and health services must be carried out fairly in every community, both in urban and rural areas.

This research aims to analyze and describe the PBPU BP PEMDA/KIS PBI D UHC activation program policy to improve health services for low-income communities in Sidoarjo Regency. This type of research uses qualitative descriptive research, with data collection techniques carried out through observation and interviews. This research uses the theory of George Edward III. The research results explain that the PBPU BP PEMDA/KIS PBI D UHC activation program to improve health services, especially for low-income communities in the Sidoarjo Regency area, has been quite effective overall, but there are still several obstacles that can still be overcome by improvement and re-evaluation. The implementation of the PBPU BP PEMDA/KIS PBI D UHC activation program to improve health services for low-income communities in Sidoarjo Regency is expected to improve the quality of services better in the future..

Universal Health Coverage (UHC) is used as an important issue for both developed and developing countries. The purpose of this UHC is to protect the health budget for the community so that their needs and welfare can be met. UHC is given to all people, whether they are able or not economically able. One of the reasons why Indonesia's health quality is still not good is the cost of health services which are considered expensive. Therefore, the UHC program in Indonesia is quite important to deal with this problem. This study aims to analyze the effectiveness of implementing UHC in improving health services in Indonesia. The research design used in this study was a literature review using Google scholar and Pubmed to search for previous related articles. The criteria for related articles used are those published from 2019-2023 and a total of 6 journals have been collected. Based on the six related journals, the results show that UHC appears to be effective in improving the quality of health services in Indonesia. Universal Health Coverage System (UHC) Plan The UHC system has been modified by the government to meet the conditions and goals of a professional, efficient, effective and long-term National Health Coverage. the embodiment of UHC goals carried out by Indonesia, namely the implementation of the National Health Insurance (JKN) which is a concrete step embodiment of the National Social Security System (SJSN).

Berdasarkan pasal 28 H ayat (1) Undang-Undang Dasar 1945. Pemerintah Daerah memiliki  tanggung jawab untuk memenuhi hak atas layanan kesehatan warganya sehingga warganegara berhak mendapatkan layanan kesehatan. Dengan demikian Pemerintah Kota Semarang mengesahkan Peraturan Walikota Semarang Nomor 43 Tahu 2017 tentang Penyelenggaraan Jaminan Kesehatan. Fakir Miskin an anak terlantar di pelihara oleh negara, hal itu tertuang pada pasal 34 ayat (1) Undang-Undang Dasar 1945. Melalui program UHC, Pemerintah Kota Semarang memberikan pelayanan kesehatan pada warganya. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan jaminan kesehatan terutama bagi warga miskin dan tidak mampu demi meningkatkan derajat kesehatan masyarakat. Tipe penelitian ini menggunakan metode yuridis-normatif, yaitu dengan menggambarkan peraturan perundang-undangan yang berlaku dikaitkan dengan teori-teori hukum dan praktek pelaksanaan hukum positif yang berkaitan dengan permasalahan. Penelitian yuridis-normatif sesuai dengan penelitian yang dilakukan oleh penulis, karena dalam penelitian ini penulis berusaha menguraikan kenyataan-kenyataan yang ada atau fakta yang ada dan mendeskripsikan sebuah masalah yang terdapat pada pelaksanaan Peraturan Walikota Semarang No 43 Tahun 2017 tentang Penyelenggaraan Jaminan Kesehatan. Dengan adanya PBI maupun UHC hal itu telah membantu masyarakat dari segi biaya, namun perlu ditambahkan bahwa Perwal Kota Semarang Nomor 43 Tahun 2017 tersebut belum mengatur lebih rinci mengenai untuk rawat jalan sehingga masih menimbulkan beban biaya yang dirasakan oleh masyarakat. Dan juga pemerintah masih perlu melakukan sosialisasi mengenai program UHC, terbukti di tahun ke-3 (tiga) program tersebut berjalan masih ada masyarakat yang belum mengetahui program tersebut. Sayang rasanya bilamana program tersebut manfaatnya belum bisa dirasakan oleh masyarakat secara keseluruhan. Kata kunci: Implementasi, Jaminan Kesehatan, Warga Miskin

Salah satu wujud komitmen Pemerintah Kabupaten Badung dalam meningkatkan derajat kesehatan masyarakat di Kabupaten Badung adalah dengan memberikan jaminan layanan kesehatan gratis program Krama Badung Sehat yang terintegrasi dengan kartu Indonesia Sehat yang di sebuat KBS-KIS. Maksud dari implementasi program Krama Badung Sehat adalah tercapai Universal Health Coverage (UHC) di Kabupaten Badung. Pelaksanaan program Krama Badung Sehat di Kabupaten Badung dalam dua tahun menunjukan terjadinya peningkatan jumlah kepesertaan, pemanfaatan fasilitas layanan kesehatan, jumlah kelompok program pengelolaan penyakit kronis dan tingkat kepuasan masyarakat terhadap layanan kesehatan di fasilitas kesehatan tingkat pertama. Peningkatan ini sejalan tren peningkatan beberapa indicator kesejahteraan masyarakat seperti: Angka Harapan Hidup, Rata-Rata Lama Sekolah dan pengeluaran per kapita di Kabupaten Badung. Meningkatnya semua indikator secara parallel, maka dapat disimpulkan bahwa program Krama Badung Sehat memberikan dampak yang positif terhadap kesejahteraan masyarakat di Kabupaten Badung. Dinas Kesehatan Kabupaten Badung perlu mengoptimalkan implementasi program Krama Badung Sehat dengan meningkatkan peran sektor terkait, membangun system layanan kegawatdaruratan untuk ambulans desa serta meningkatkan layanan kesehatan  promotif   dan preventif bagi seluruh masyarakat di Kabupaten Badung.
