Penelitian ini bertujuan untuk menguji pengaruh profesionalisme ASN, independensi ASN, dan komitmen organisasi ASN terhadap kualitas laporan keuangan daerah pada Badan Keuangan dan Aset Daerah (BKAD) Provinsi Sumatera Utara. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis data primer yang diperoleh melalui penyebaran kuesioner kepada 45 responden. Populasi dalam penelitian ini adalah ASN pada BKAD Provinsi Sumatera Utara, dengan teknik pengambilan sampel menggunakan purposive sampling. Hasil penelitian menunjukkan bahwa profesionalisme ASN dan independensi ASN berpengaruh positif dan signifikan terhadap kualitas laporan keuangan daerah. Sementara itu, komitmen organisasi ASN berpengaruh positif tetapi tidak signifikan terhadap kualitas laporan keuangan daerah. Secara simultan, profesionalisme ASN, independensi ASN, dan komitmen organisasi ASN berpengaruh positif dan signifikan terhadap kualitas laporan keuangan daerah pada BKAD Provinsi Sumatera Utara.

This study aims to examine how schools foster togetherness amid religious diversity through a dialogical approach. This research employed a qualitative method and was conducted at SMA Negeri 1 Sumbul. Data were collected through observation, interviews, and documentation, while the analysis used the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The findings reveal that three main religions Islam, Catholicism, and Protestantism coexist harmoniously within the school due to strong practices of tolerance. This is reflected in the implementation of religious worship conducted simultaneously at the same time but in different places according to each belief, as well as mutual respect during religious celebrations such as Ramadan and Eid al-Fitr, Easter, and Christmas. In addition, social interactions among students occur in an open, communicative, and non-discriminatory manner. These findings indicate that schools play a significant role in promoting unity through multicultural education, religious moderation, and dialogical approaches. Therefore, schools can serve as effective spaces for shaping students’ tolerant character and their ability to live harmoniously in a diverse society.

Pastoral care within the Voice of Truth Gospel Church throughout North Sumatra has experienced a decline in quality in fostering the maturity of faith and the spiritual life of the congregation. The purpose of this study is to determine the extent to which emotional intelligence influences the quality of pastoral care within the Voice of Truth Gospel Church throughout North Sumatra. This study uses a quantitative approach. The data obtained were analyzed using simple linear regression techniques. This study proves that: Based on data reduction, it is known that the emotional intelligence of pastors, administrators, and servants of the Voice of Truth Gospel Church in the North Sumatra region is in the high category; Based on the results of data reduction, it is also known that the majority of respondents assess that pastoral care within the Voice of Truth Gospel Church throughout North Sumatra has been running quite effectively; Emotional Intelligence has a positive and significant effect on the variable of Pastoral Care Quality. This can be seen from the calculated t (8.857) > t table (1.65437) and Sig. (0.000) < 0.05, and based on the results of the coefficient of determination test, it is known that the Quality of Herding is influenced by the Emotional Intelligence variable with a value of 61.2% and the remaining 39.8% is influenced by other variables outside this study.

Legal aid services play a crucial role in ensuring access to justice for the community, particularly for vulnerable groups and underprivileged communities in villages and sub-districts. However, limited legal knowledge and the lack of legal assistance in rural areas often lead to various legal issues being unresolved effectively. This community service activity was carried out with the aim of improving the capacity of village/sub-district officials and the community through paralegal training at Legal Aid Posts (Posbakum) in North Sumatra. The activity method was carried out using a participatory approach through legal counseling, paralegal skills training, simple case handling simulations, and interactive discussions. The results showed that the training was able to improve participants' understanding of basic legal knowledge, mediation techniques, out-of-court dispute resolution, and procedures for providing legal aid to underprivileged communities. In addition, this activity also helped increase public legal awareness and strengthen the existence of village/sub-district Posbakum as a community-based legal service medium. Therefore, paralegal training is one of the strategic efforts to expand access to justice in North Sumatra.

This study examines the relationship between the Human Development Index (HDI) and population size with economic growth in North Sumatra Province during 2010-2025 using multiple linear regression based on secondary data. The results indicate that both variables are jointly associated within the model, although they show different directions when observed individually. Population size tends to move in line with economic growth, while HDI shows an opposite tendency. These findings suggest that improvements in human capital have not yet been fully reflected in productive economic activities in the region.

This community service activity aims to improve the community’s knowledge and skills in making natural-ingredient massage oils as both an alternative health product and a business opportunity. The program was implemented in Bingkat Village, Pegajahan Subdistrict, Serdang Bedagai Regency, with the primary target being housewives who are members of the PKK group. The main challenges faced by the community partners include high reliance on chemicalbased products, limited understanding of the use of medicinal plants, and a lack of productive activities that support family economies. Implementation methods included outreach sessions, training, hands-on practice, and guidance in making massage oil using natural ingredients such as lemongrass oil and nutmeg seed oil. In addition, participants were also provided with training in packaging, business management, and basic marketing. The results of the activities showed an increase in the community’s knowledge and skills in processing natural ingredients into massage oil products that are safe, effective, and economically valuable. This program is expected to promote community selfreliance and increase family income through the development of businesses based on local potential.

Women in Bingkat Village play roles as housewives and are actively involved in agricultural, social, and religious activities. However, their knowledge regarding proper drug management remains limited. This program aims to improve community understanding of the DAGUSIBU concept (Get, Use, Store, and Dispose of medicines properly). The method used is assistance through counseling and education on how to obtain appropriate medicines, use them according to instructions, store them correctly, and dispose of them safely. The results indicate an improvement in community knowledge regarding rational drug management. This program is expected to increase public awareness of safe medicine use and support family health.

Healthy food plays an important role in maintening family healty an supporting the growth and  development of family members, especially children. This study aims to improve community knowledge about  the importance of consuming nutritious and balanced food in order to achieve a healthy family. The metod used is a quantitative descriptive study with a survey approach through interviews with the community in Bingkat Village, Pegajahan Districh, Serdang Bedagai Regency. The results show that most people already understand the importance of choosing nutritious and balanced food, although there are still limitatiuns in understanding food additives. The aducational program conducted was able to increase pblic awareness in selecting healthy food, thereby helping to prevent digestive disrders, support children’s growth, end maintain overall family health. In outreach, education about healthy food is essential to  improve the quality of family health. It s expected that the community can implement a balanced nutritional diet to achieve a healthy family.

This instant dry healthy drink product from natural ingredients has a selling value, so it is hoped that it can increase family income and welfare.

Intellectual property (IP) protection in higher education institutions has largely been viewed as an administrative requirement focused on documentation and registration volume. This creates a paradox, as increasing research outputs are not matched by adequate legal protection, innovation downstreaming, and societal utilization of research results. Therefore, a reorientation is needed to position IP protection as a strategic instrument for building a fair innovation ecosystem. This community engagement program was conducted in LLDIKTI Region I institutions through presentations, discussions, and strengthening IP center capacity. Activities focused on mapping IP systems, identifying management challenges, and reinforcing a paradigm oriented toward innovation downstreaming and public benefit. Results show improved participant understanding of shifting IP protection from an administrative to a strategic approach. IP is increasingly recognized as a tool for innovation, technology transfer, and institutional competitiveness. This reorientation emphasizes inventor rights protection, fair benefit distribution, and broader public access to innovation within a sustainable and equitable ecosystem.

Latar belakang penelitian ini berakar pada fenomena kemajuan yang tidak merata di antara indikator pembangunan di Sumatera Utara, di mana Indeks Pembangunan Manusia (IPM), meskipun diklasifikasikan dalam kategori “tinggi”, belum secara konsisten berkontribusi pada penurunan tingkat pengangguran. Tujuan utama penelitian ini adalah untuk menguji pengaruh IMB, tingkat kemiskinan, dan tingkat pengangguran terhadap pertumbuhan ekonomi di Provinsi Sumatera Utara. Metode yang digunakan adalah pendekatan kuantitatif dengan analisis regresi linier berganda menggunakan data deret waktu dari tahun 2010 hingga 2025 yang bersumber dari BPS. Hasil penelitian menunjukkan bahwa secara simultan, IPM, kemiskinan, dan pengangguran secara signifikan mempengaruhi pertumbuhan ekonomi daerah. Secara parsial, IMB memiliki pengaruh positif dan signifikan, menunjukkan bahwa investasi dalam kualitas modal manusia meningkatkan produktivitas ekonomi. Sebaliknya, baik tingkat kemiskinan maupun tingkat pengangguran terbuka menunjukkan pengaruh negatif dan signifikan, yang menyiratkan bahwa peningkatan variabel-variabel ini cenderung menghambat ekspansi ekonomi. Lebih lanjut, variabel independen yang dimasukkan dalam model ini menjelaskan 49,49% variasi pertumbuhan ekonomi, sedangkan proporsi sisanya dijelaskan oleh faktor eksternal di luar cakupan penelitian ini. Hasil ini menyoroti pentingnya penerapan kebijakan yang menyelaraskan pengembangan sumber daya manusia dengan tuntutan pasar tenaga kerja untuk mengatasi masalah pengangguran terdidik.

Corporate Social and Environmental Responsibility (CSER) plays a strategic role in supporting sustainable development through improving community welfare and environmental protection. However, the implementation of CSER in regional areas still faces several challenges, including the lack of optimal local regulations, weak coordination among stakeholders, and limited understanding among the public and business actors regarding CSER implementation. This community service activity aims to provide socialization regarding the preparation of the Academic Draft for the Regional Regulation Initiative of the Regional House of Representatives (DPRD) of North Sumatra Province in 2025 concerning CSER. The activity was carried out through lectures, interactive discussions, and academic assistance involving local government representatives, academics, business sectors, and the community. The results of the activity indicated an increased understanding among participants regarding the importance of establishing the CSER Regional Regulation Draft, the mechanism for preparing academic manuscripts, and the need for collaboration between the government, companies, and the community in supporting participatory and sustainable regional regulations.

The University of North Sumatra Mini Stadium is a sports complex covering an area of 6.4 hectares. This facility is located on Jalan Almamater, Padang Bulan, Medan Baru, Medan City, North Sumatra. Various sports activities are facilitated in this area, including volleyball, basketball, tennis, table tennis, taekwondo, rock climbing, archery, and soccer, all of which are integral parts of the facilities and infrastructure available at the Mini Stadium. In addition to the main stadium, the University of North Sumatra Mini Stadium complex is equipped with various supporting buildings and fields. These facilities serve as a means for developing and channeling students’ interests and athletic talents, as well as a public space that can be utilized by the people of Medan City for sports activities. However, functionally, the University of North Sumatra Mini Stadium complex is considered suboptimal in effectively accommodating and supporting sports activities. The non-compliance of installations with applicable standards, as well as the condition of a number of facilities that no longer meet suitability criteria and tend to be neglected particularly the soccer field and its supporting facilities are the main problems at the University of North Sumatra Mini Stadium complex. Therefore, the redesign of the University of North Sumatra’s mini stadium, using a structural architecture approach as an aesthetic element, is expected to result in a building that is not only structurally sound but also aesthetically pleasing.

Kajian ilmu Hukum, Sosial dan Administrasi Negara 2026 Lembaga Pengembangan Kinerja Dosen

Terrorism is a serious threat to the security and unity of the Indonesian nation. Events such as the suicide bombing at the Medan Police Headquarters in 2019 show that acts of terror are increasingly complex and require swift and appropriate handling. For this reason, the government passed Law Number 5 of 2018 concerning the Eradication of Criminal Acts of Terrorism as a legal basis that strengthens the authority of the apparatus, including the Gegana Detachment of the Indonesian National Police Mobile Brigade Corps (Brimob), in carrying out counter-terrorism operations. This study aims to determine and analyze how the implementation of Law No. 5 of 2018 is carried out by the Gegana Detachment in the North Sumatra Regional Police area, identify obstacles faced in operations, and formulate strategies to increase the effectiveness of the implementation of the law. The results of the study show that the implementation of this law has been implemented through preventive, preemptive, and repressive approaches, such as sterilization of places of worship, social activities "Love Sunday", security patrols, and anti-terror training simulations. However, implementation in the field still faces various obstacles, including limited modern equipment, lack of cross-agency coordination, and low public participation. Therefore, personnel capacity building, infrastructure modernization, and strengthening inter-agency synergy are needed to achieve more effective counterterrorism efforts in North Sumatra.

Floods are one of the most frequent hydrometeorological disasters in Indonesia and cause various social, economic, and environmental impacts on communities. In disaster situations, women often face greater vulnerability than men due to limited access to resources, high domestic responsibilities, and minimal protection in disaster policies. Although the government has adopted a gender mainstreaming policy in development, its implementation in disaster management policies remains suboptimal. This study aims to analyze how flood management policies integrate gender perspectives and identify the impacts of floods on women. The study used a qualitative approach using literature study methods and media content analysis to understand the dynamics of policies and women's experiences in disaster situations. The results show that disaster management policies still tend to focus on technical and infrastructure aspects, while women's specific needs are often overlooked, particularly regarding security in refugee camps, access to reproductive health services, and increased domestic burdens during crises. This condition indicates that the integration of a gender perspective in disaster policies still faces various structural and institutional barriers. Therefore, efforts are needed to strengthen the implementation of gender-responsive policies so that disaster management does not only focus on physical mitigation, but is also able to provide fairer and more inclusive protection for all community groups.

This study aims to analyze strategies for optimizing the management of the library of the Majelis Ulama Indonesia (MUI) of Sumatera Utara Province in carrying out its role as an authoritative center for Islamic literacy and information. As an institution overseeing the Pendidikan Tinggi Kader Ulama (PTKU), the library holds a strategic position but faces challenges in terms of standardization and digital adaptation. The method employed is a descriptive qualitative study examining aspects of collection management, compliance with the National Library Standards (SNP), and the implementation of information technology. The findings indicate that the MUI North Sumatra Library possesses notable strengths in its collection of centuries-old classical kitab kuning manuscripts and unique documents from scholars’ deliberative forums (muzakarah). Optimization efforts include manuscript digitization using the Senayan Library Management System (SLiMS), management training for PTKU students, and the integration of information services through the organization’s official portal. The study concludes that strengthening human resource capacity, ensuring sustainable budget support, and meeting physical facility standards are key factors in transforming the library into an intellectual beacon of Islam in the Media 4.0 era.
