Air quality in the Special Capital Region of Jakarta has shown a concerning decline in recent years, largely due to high emissions from motor vehicles as the main source of pollution in urban areas. The Provincial Government of DKI Jakarta issued Governor Regulation Number 66 of 2020 concerning Exhaust Emission Testing for Motor Vehicles as a public policy instrument aimed at controlling air pollution. This study aims to analyze the implementation of the regulation from a public policy perspective and to identify supporting and inhibiting factors in its execution. The research employs a normative juridical method with statutory and conceptual approaches, supported by qualitative analysis of policy documents and reports on the implementation of emission testing. The results reveal that the implementation of the regulation has not been optimal due to limited emission testing infrastructure, low levels of public awareness and socialization, and inconsistent enforcement of administrative sanctions. Nevertheless, there are opportunities to improve policy effectiveness through strengthened inter-agency coordination, digitalization of monitoring systems, and increased environmental literacy among the public. Therefore, the success of emission control policy implementation is highly dependent on resource support, regulatory consistency, and community awareness, necessitating a comprehensive and continuous multi-stakeholder improvement strategy and stronger commitment.

Vision+ pay television. This study uses a descriptive qualitative approach to gain an in-depth understanding of Public Relations practices at MNC Channels. Data collection techniques were carried out through observation, in-depth interviews, and documentation. Data analysis used the Miles and Huberman interactive model which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the role of Public Relations is not yet fully optimized, especially in the strategic decision-making process. Public Relations functions more as a technical implementer of communication rather than as a management advisor. This condition has an impact on the less than optimal efforts to strengthen the Vision+ brand image. Therefore, it is necessary to strengthen the role of Public Relations as an expert prescriber, communication facilitator, problem-solving facilitator, and communication technician to support the company's communication strategy and improve brand image. In addition, this study also found that internal coordination, utilization of digital media, and consistency of communication messages are important factors in building positive public perception. The lack of integration between the Public Relations function and strategic management causes the messages delivered to be not fully aligned with brand positioning

This literature study examines the process of self-regulation in transforming compliance with school rules originating from external pressure into behavioral regularity emerging from personal awareness, and its impact on the effectiveness of student learning outcomes. Using a qualitative approach with content analysis method, this study synthesizes relevant literature to build a theoretical framework on how self-regulation facilitates the internalization of disciplinary values. The findings reveal that self-regulation occurs through a series of interconnected stages including goal setting, strategy planning, self-monitoring, evaluation, and adjustment. The success of this process is determined by internal motivation, appropriate environmental support, positive direct experiences, and healthy emotional management. Strong self-regulation directly impacts learning outcome effectiveness through improved cognitive strategies, strengthened intrinsic motivation, enhanced time and environment management, and developed capacity to constructively cope with failure. Learning outcomes achieved through self-regulation processes are characterized by lasting understanding, knowledge transfer ability, and the formation of lifelong learning dispositions. Schools and teachers play strategic roles in strengthening self-regulation through curriculum design that supports autonomy, formative feedback, role modeling, and collaboration with parents. This study contributes theoretically by positioning self-regulation as the central mechanism bridging external influences and internal disposition formation.

 Low student thesis completion productivity is a challenge in higher education, particularly at UIN Palangka Raya. Thesis writing requires self-regulation skills and time discipline to enable students to complete their final assignments effectively and on time. This study aims to analyze the role of self-regulated learning and time discipline in improving the thesis completion productivity of final-year students. The study used a qualitative approach with a case study design of five final-year students who were in the process of completing or had completed their theses. Data collection techniques included in-depth interviews, limited observation, and documentation. The data were then analyzed using the Miles and Huberman interactive model through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that self-regulated learning plays a role in helping students plan goals, control motivation and emotions, and conduct consistent self-evaluation. Time discipline has been proven effective in reducing procrastination through the implementation of daily schedules, prioritization, and distraction management. Therefore, the integration of self-regulated learning and time discipline is an important strategy in increasing the thesis completion productivity of students and supporting sustainable academic success.

Digital transformation in the public sector has significantly driven service innovations, particularly in pension administration for Civil Servants (ASN). This study aims to analyze the development of digital-based public service innovations in pension administration while identifying the benefits and challenges associated with their implementation. The research employs a Systematic Literature Review (SLR) method by examining relevant scholarly articles from national journals focusing on the digitalization of public services and pension systems. The literature selection process was conducted systematically to identify, evaluate, and synthesize key findings related to digital pension service innovations. The results indicate that digitalization through applications and electronic platforms enhances administrative efficiency, accelerates data verification, and improves the speed of pension fund disbursement. It also strengthens transparency and accountability while simplifying bureaucratic procedures and expanding service accessibility for retirees. However, several challenges remain, including low digital literacy among retirees, limited access to technological devices, and insufficient public awareness regarding digital service usage. The findings suggest that the success of digital-based public service innovations depends not only on technological availability but also on human resource readiness, institutional capacity, and the level of public acceptance. Therefore, a comprehensive strategy is required, including improving digital literacy, strengthening information technology infrastructure, and optimizing communication efforts to ensure effective adoption.

Financial literacy is a fundamental skill that should be introduced from an early age to shape wise financial behavior. Elementary school students need to understand basic financial concepts to recognize the value of money, distinguish between needs and wants, and develop saving habits. However, many children still lack adequate financial literacy. This activity aims to improve financial literacy among elementary school students through a saving habituation strategy at SD Negeri 040530 Bunuraya, Bunuraya Village, Tigapanah District, Karo Regency, North Sumatra Province, Indonesia. The methods used included observation, teacher interviews, financial literacy socialization, and hands-on assistance in saving activities. The strategies implemented involved simple financial education, pocket money management simulations, creating piggy banks, and conducting regular saving programs at school. The results showed an improvement in students’ understanding of money functions, the importance of saving, and positive changes in financial behavior. Students became more accustomed to setting aside their pocket money and demonstrated more frugal and responsible attitudes. This activity indicates that consistent and structured saving habituation can be an effective strategy for improving children’s financial literacy from an early age.

This study aims to analyze the strategic management of disaster services in handling flood-affected communities in Surabaya City. This study uses a qualitative descriptive approach with an analytical framework of strategic management theory according to Wheelen and Hunger (2008), which includes four main stages: environmental observation, strategy formulation, strategy implementation, and evaluation and control. Data were obtained through documentation studies, field observations, and secondary data searches from official reports from the Regional Disaster Management Agency (BPBD), the Central Statistics Agency (BPS), and relevant online sources. The results show that the BPBD of East Java Province has implemented a systematic strategic management cycle in disaster services. During the environmental observation stage, the BPBD was able to identify the main threat in the form of the dominance of hydrometeorological disasters, particularly floods. During the strategy formulation stage, the BPBD established a mission, objectives, and strategic policies focused on disaster risk reduction, increasing community preparedness, and strengthening cross-sectoral coordination. Strategy implementation is realized through mitigation, preparedness, and emergency response programs, as well as the utilization of early warning systems and command centers. Meanwhile, evaluation and control are carried out continuously through monitoring disaster events and adjusting policies based on actual conditions in the field. The flood-affected community management strategy demonstrates a responsive and collaborative approach, despite still facing structural challenges such as tidal flooding and limited drainage infrastructure. This study concludes that implementing strategic management based on the theory of Wheelen and Hunger (2008) can improve the effectiveness of disaster services, but requires strengthening long-term mitigation and community empowerment.

This study examines Terra Drone Indonesia's implementation of management dialogue in addressing crisis communication following a fire at the company's office building. The incident sparked a wave of negative sentiment on Instagram, marked by increased public comments assessing occupational safety, data security, and the company's transparency in conveying information related to the legal process. The study used a qualitative approach with a case study method to understand how the company developed a crisis communication strategy through official statements published on social media. Data were analyzed based on dialogic elements of communication, particularly empathy for victims, humanitarian commitment, and the company's position and normative and defensive stance in affirming legal handling and compliance measures. The results show that the company attempted to balance an empathetic narrative to mitigate public pressure with a defensive strategy to maintain institutional legitimacy. However, the dynamics of public opinion on Instagram indicate that the company's response has not fully met the expectations of two-way communication. This is evident in the dominance of one-way communication patterns and the lack of technical clarifications needed by the public, thus creating a productive economic outlook. Overall, dialogic management has been implemented responsively, but has not been optimal in building a space for dialogue and public trust as a whole.

Network service disruptions are critical issues that can negatively affect public trust and corporate reputation in the telecommunications industry. As one of the largest telecommunication providers in Indonesia, PT Telkomsel faces significant challenges in managing public issues related to network disturbances. This study aims to analyze how the Public Relations division of PT Telkomsel manages issues in handling network service disruptions in Indonesia.This research employs a qualitative descriptive approach by analyzing secondary data, including literature studies, official corporate communications, and media coverage related to network service disruptions. The findings indicate that PT Telkomsel’s Public Relations implements issue management through several systematic stages, namely issue identification, issue analysis, communication strategy formulation, message dissemination, and evaluation. The communication strategy emphasizes transparency, rapid response, and the use of digital media as the main channel to communicate with the public.Effective issue management enables the company to reduce negative public perceptions and maintain customer trust. This study confirms that strategic and proactive public relations communication plays an important role in managing network service disruption issues and protecting corporate reputation.

Flood disasters are recurring hydrometeorological hazards that significantly impact social, economic, and environmental conditions in Tulungagung Regency. This study aims to analyze the flood disaster mitigation communication strategies implemented by the Regional Disaster Management Agency (BPBD) of Tulungagung Regency and to identify the roles, challenges, and implications of both internal and external communication in flood disaster management. The research employed a qualitative approach using a descriptive method. Data were collected through in-depth interviews with the Secretary of BPBD Tulungagung Regency, the Head of the Emergency and Logistics Division, the Head of the Prevention and Preparedness Division, and members of flood-affected communities. The findings reveal that BPBD Tulungagung Regency has attempted to optimize disaster communication during the pre-disaster, emergency response, and post-disaster phases. The effectiveness of these communication efforts remains limited due to several challenges, including inadequate communication infrastructure, varying levels of disaster literacy among community members, diverse geographical conditions, and insufficient coordination in internal and external communication. Pre-disaster communication plays an essential role in improving community preparedness, communication during emergency response supports timely and accurate decision-making, and post-disaster communication contributes to recovery processes and the strengthening of community resilience. This study concludes that optimizing disaster communication requires integrated information systems, improved human resource capacity within BPBD, and active community participation through community-based communication approaches to sustainably enhance resilience to flood risks.

This study is motivated by the crucial role of government public relations in managing effective communication in the digital era, particularly through cooperation with online media to ensure public information is delivered widely, accurately, and credibly. The research aims to analyze the implementation of media relations strategies carried out by the Public Relations Office of the South Tangerang City Social Service, focusing on three main aspects: managing media relations, developing information dissemination strategies, and building cooperative networks with online media. This study employs a qualitative approach using descriptive methods, with data collected through in-depth interviews and documentation. The theoretical framework is based on Yosal Iriantara’s (2019) media relations strategy, which emphasizes relationship management, communication strategies, and network development. The findings indicate that media relations are implemented through formal and informal communication, openness to media needs, the preparation of informative and community-oriented content, and continuous formal and informal collaboration with online media. Overall, the implementation of media relations strategies contributes to building a positive institutional image and enhancing public trust, although challenges remain, including limited advertorial budgets and human resource constraints.

The transformation of public governance has encouraged a paradigm shift in public service delivery, from an administrative and procedure-oriented approach toward a citizen-centered and value-based model. In this context, public sector marketing has emerged as a strategic instrument to enhance service quality, institutional image, public participation, and trust. This study aims to examine the contemporary implementation of marketing strategies and planning in the public sector, with particular attention to their effectiveness and contextual relevance. The research adopts a qualitative descriptive approach through a systematic literature review of selected scholarly publications addressing public sector marketing, strategy implementation, digital governance, and public service management. The findings indicate that public institutions increasingly apply marketing principles not as commercial activities, but as mechanisms for creating public value through strategic communication, digital engagement, institutional branding, and stakeholder collaboration. However, the effectiveness of implementation varies across organizations and is strongly influenced by leadership capacity, human resources competence, organizational culture, and technological support. The study also reveals that public sector marketing strategies must be adapted to social, cultural, and institutional contexts, as private-sector models cannot be directly transferred. Theoretically, this study strengthens the positioning of marketing as an integral component of public governance. Practically, it provides insights for public organizations to develop contextual, responsive, and sustainable marketing strategies to improve public service performance and trust.

Knee osteoarthritis (OA) is one of the leading causes of disability among the elderly population. This degenerative joint disease is characterized by progressive damage to the articular cartilage and structural alterations of the knee joint, resulting in pain, reduced mobility, and diminished quality of life. This Community Service Program (PKM) aimed to promote early detection of knee OA through simple radiological screening as a preventive strategy to reduce the risk of musculoskeletal disability. The activity was conducted at Asisi Church, South Jakarta, involving 87 participants aged 54–87 years (mean 70.77 ± 7.32 years). Radiological examination was performed using standard anteroposterior knee X-rays, and results were classified according to the Kellgren–Lawrence grading system. Findings revealed that 98.9% of participants exhibited radiological signs of OA, predominantly grade II (60.9%), followed by grade III (21.8%), grade I (11.5%), and grade IV (4.6%), while only 1.1% showed normal results. Female participants (74.7%) predominated across all OA grades, indicating hormonal and biomechanical influences on disease progression. The mean age increased with OA severity, supporting the degenerative theory that aging leads to decreased chondrocyte function and cartilage elasticity. In addition to screening, participants received education on weight management, muscle strengthening exercises, and injury prevention. The results demonstrate that simple radiological screening is an effective, practical, and cost-efficient community-based approach for early detection of knee OA. Integrating such preventive strategies within primary care systems could significantly reduce the burden of disability among the elderly population.

The capacity of village officials to understand village legislative procedures is a key factor in realizing accountable and law-based village governance. However, conditions in Tanjung Village, Pademawu District, Pamekasan Regency indicate that village officials' understanding of the village regulation drafting process is still limited, and there are no regulations regarding the management of village tourism potential. This community service activity aims to improve the legislative capacity of village officials through technical assistance in drafting Village Regulations (Perdes). The method used was a participatory approach through field observations, Focus Group Discussions (FGDs), village legal education, and assistance in drafting simple academic papers and Perdes drafts. The activity results indicate an increased understanding of legislative mechanisms among village officials and the development of a draft Village Regulation on Village Tourism Management, which has been submitted to the Tanjung Village Government as one of the main outputs. Furthermore, this activity contributed to the formation of a local legal culture and increased village government participation in the legislative process. This mentoring model can be replicated in other villages as a strategy to strengthen village governance based on regulations and local needs

The practice of fishing using bombs (blast fishing) presents a serious threat to marine ecosystems and the sustainability of coastal communities' livelihoods. Law enforcement against these violations faces complex challenges, especially in large areas of water with limited fleet and patrol personnel. Perpetrators who move quickly and change locations, coupled with the lack of reports from the public due to fear or social ties, further complicate enforcement efforts. In addition, access to hidden locations and coordination between law enforcement agencies that are not optimal are also the main obstacles. Global studies confirm that the lack of effective law enforcement and adequate governance is a significant driver of these destructive practices, even beyond socio-economic factors. Therefore, a comprehensive strategy is needed that includes strengthening integrated marine patrols on a regular basis, imposing strict sanctions, increasing socialization of the dangers of fish bombs, and the active involvement of coastal communities as supervisors. A synergistic approach between law enforcement officials and local communities, combining prevention and joint management measures, is key to achieving effective marine conservation and sustainable management of fishery resources.

Early Childhood Education (PAUD) holds a very important role in shaping children’s character, moral values, and foundational knowledge. As an effort to support the success of education, good quality learning outcomes are required as a benchmark for children’s holistic development. In this context, educator management becomes one of the keys to improving the quality of learning outcomes. PAUD Al-Qur’an (PAUDQU) is an early childhood education institution that prioritizes Al-Qur’an education and Al-Qur’an memorization (tahfidz) as its institutional uniqueness. The findings of this research show that the educator management implemented in PAUDQU in Setu Bekasi District is quite good, as almost all elements within the scope of educator management have been carried out by the school. However, there are several obstacles found in its implementation, such as the educators’ competencies that have not been maximized, particularly in Al-Qur’an recitation (tahsin) and tahfidz, as well as the promotion, compensation, and educator assessment systems that are not yet well-structured. KIPAS EVA, an acronym for Competence Implementation Evaluation Appreciation, was developed with the expectation of being easier to remember, thus supporting the process of applying educator management in the future. This management strategy emphasizes educator planning by strengthening competencies, professional learning implementation by educators, continuous educator evaluation, and providing appreciation to increase educator motivation.

The banking sector is a strategic pillar that supports national economic stability and relies heavily on public trust. To maintain this legitimacy, banks are required to implement Corporate Social Responsibility (CSR), which is not only a moral obligation but also a legal duty as regulated in several laws such as Law No. 40 of 2007 on Limited Liability Companies and Law No. 21 of 2011 on the Financial Services Authority (OJK). This study aims to analyze the responsibility of OJK in managing Corporate Social Responsibility (CSR) funds based on the principles of Good Governance and to examine the role of banking institutions in maintaining public trust through transparent and accountable Corporate Social Responsibility (CSR) practices. This research employs a normative juridical approach by reviewing relevant legislation, literature, and regulatory documents. The results show that OJK holds normative, institutional, and legal responsibilities in supervising Corporate Social Responsibility (CSR) implementation to ensure compliance with the principles of transparency, accountability, independence, responsibility, and fairness. Meanwhile, banking institutions play a crucial role in ensuring that Corporate Social Responsibility (CSR) becomes an integral part of their sustainability strategy rather than a mere administrative formality. The application of Good Corporate Governance (GCG) has a positive impact on increasing public trust, as transparency and accountability in Corporate Social Responsibility (CSR) management strengthen the social legitimacy of banking institutions. Therefore, synergy between OJK and the banking sector in enhancing Corporate Social Responsibility (CSR) governance is the key to achieving an ethical and sustainable financial system.

This study examines innovative strategies to strengthen institutional and technological aspects of implementing the e-market retribution system to enhance transparency and accountability in Blitar Regency, East Java, Indonesia. The research employs a qualitative case study approach, utilising in-depth interviews with key informants from the Department of Trade, market managers, traders, and stakeholders, along with secondary data from official documents. The theoretical framework integrates New Public Management, Technology Acceptance Model, and Good Governance principles. Findings reveal that e-market retribution implementation faces both opportunities and challenges in institutional strengthening and technology adoption. Innovative strategies developed include: institutional restructuring through clear role division; capacity-building programs for human resources; technological integration through QRIS digital payment systems; stakeholder engagement through participatory approaches; and monitoring and evaluation mechanisms to ensure accountability. The study concludes that successful implementation requires a comprehensive approach combining institutional strengthening, technological readiness, and stakeholder collaboration. This research contributes to the literature on digital transformation in local government revenue management and provides practical recommendations for regions implementing similar innovations

Educational transformation in the era of globalization and the Industrial Revolution 4.0 requires educational institutions not only to produce academically competent graduates but also individuals with entrepreneurial spirit, creativity, and adaptability. The high rate of educated unemployment indicates the need for alternative approaches, one of which is the implementation of an edupreneurial business model. This concept integrates entrepreneurial principles into educational management, emphasizing innovation, value creation, and sustainability. This study analyzes the application of business models in edupreneurship within formal educational institutions, covering conventional, digital, and social models. The findings indicate that edupreneurship enhances educational relevance, expands accessibility, and supports financial independence of institutions. Social edupreneurship is considered effective in promoting educational equity through socially impactful business models. The success of implementing an edupreneurial business model depends on continuous innovation, technological utilization, strategic partnerships, and diversification of funding sources. Therefore, edupreneurship is recommended as a visionary, adaptive, and sustainable strategy for educational transformation.

This study analyzes President Prabowo Subianto's rhetorical style in his speech at the 80th UN General Assembly on September 23, 2025. Using Aristotelian theory, namely ethos, pathos, and logos, to understand how rhetoric functions in strengthening political legitimacy, humanitarian solidarity, and international policy arguments. Using a qualitative-descriptive approach, this study examines transcripts of official speeches and identifies quotations that represent each persuasive mode. The analysis shows that Prabowo builds ethos through historical references, concrete actions of Indonesia such as the contribution of peacekeeping troops, and pathos is depicted through narratives of suffering, calls for solidarity, and an emphasis on the future of the younger generation; while logos is demonstrated through the presentation of data, policy plans such as the net-zero target, technical solutions such as sea walls, and systematic cause-and-effect arguments. This combination of ethos, pathos, and logos confirms that the speech was not simply a policy statement but also a rhetorical diplomatic tool that strengthened Indonesia's image as a constructive global actor. These findings contribute to the study of leadership communication and diplomatic rhetoric, particularly in the context of developing countries seeking to enhance the role of multilateralism and soft power.
