This study aims to determine the effect of training and competency development on the improvement of competencies among Papuan students in the YPMAK – Binterbusih Scholarship Program. The research is based on the importance of training and development in preparing high–quality and competitive human resources from Papua. A quantitative research method with a survey approach was employed. Data were collected through questionnaires distributed to recipients of the YPMAK – Binterbusih scholarship. The results of the analysis indicate that the training variable has a positive and significant effect on student competency improvement, with a significance value of 0.001 (p < 0.05). Likewise, the competency development variable also shows a significant influence with the same level of significance. Simultaneously, the two independent variables contribute 79.3% to the improvement of student competencies, while the remaining 20.7% is influenced by other factors beyond the scope of this study. These findings emphasize that systematically and relevantly designed training and development programs can enhance both the academic and non-academic capabilities of Papuan students. Therefore, it is recommended that YPMAK continue to enhance structured and sustainable training programs to develop a generation of Papuans who are competent and ready to compete at national and global levels.

This study aims to analyze the influence of students' perceptions of Accreditation (X1), Promotion (X2), and Brand Image (X3) on their Interest (Y) in registering, with Cost (Z) serving as a moderating variable. Data were collected from 399 respondents. The validity test results indicate that all research instruments are valid. Meanwhile, the reliability test results show that all variables have Cronbach's Alpha values ranging from "Good" to "Excellent," confirming their reliability. The study's findings reveal that Promotion and Cost are dominant factors with a positive and significant influence on interest in registering. Additionally, Accreditation also has a positive and significant effect on interest. In contrast, the Brand Image variable does not have a significant partial influence on interest. However, when considered simultaneously, Accreditation, Promotion, and Brand Image collectively have a significant impact on interest. The moderation test results demonstrate that Cost significantly moderates the relationship between Brand Image and Interest, indicating that the effect of Brand Image on interest is either strengthened or weakened by cost considerations. In conclusion, to attract prospective students, private universities should prioritize effective promotional strategies and manage perceptions of competitive costs, including the availability of scholarships. While brand image remains important, focusing on tangible benefits reinforced by cost factors will have a greater impact on prospective students' decisions.

Amal Madani Indonesia (AMI) is a zakat philanthropic institution based in Cimahi, West Java, with a vision to empower communities through professional, transparent, and accountable management of zakat, infaq, and alms (ZIS) funds. As a zakat institution, AMI focuses not only on the collection and distribution of funds but also emphasizes the importance of good governance so that the collected funds can have a real impact on improving community welfare. This study aims to analyze AMI's contribution to improving community economic empowerment, evaluate the efficiency of zakat distribution, and examine the practice of Islamic philanthropic governance in the Cimahi region. The research method used is a descriptive qualitative approach with data collection techniques through field observations, documentation studies, and in-depth interviews with administrators and beneficiaries. The results show that AMI has a significant role in encouraging the socio-economic development of the surrounding community. The programs implemented are not only oriented towards distributing consumer assistance, but also focus on sustainable empowerment, for example through entrepreneurship training, mentoring micro, small, and medium enterprises (MSMEs), providing access to capital, and providing educational scholarships for children from underprivileged families. This strategy demonstrates that AMI is striving to shift the paradigm of zakat from merely a means of distributing welfare to an instrument for the economic development of the community. However, research also found several obstacles faced, including the program's distribution reach which is still limited to certain areas, limited human resources in managing empowerment programs, and low levels of zakat literacy among the community. The low understanding of some communities regarding the obligation of zakat has an impact on the potential for zakat collection that is not optimal. Therefore, efforts are needed to improve zakat education, optimize digital technology in collection and distribution, and strengthen collaboration with various parties, both government and the private sector.

Islamic boarding schools (pondok pesantren) play a strategic role in developing human resources that are not only religiously competent but also economically independent. In addressing the challenges of globalization, pesantren independence can be strengthened through entrepreneurship programs that provide economic benefits, empower students (santri), and contribute to the surrounding community. This study focuses on analyzing the entrepreneurship programs at Pondok Pesantren Al Kautsar 561, which include biofloc tilapia farming and melon cultivation in greenhouses, using a descriptive qualitative approach. Data collection involved focus group discussions (FGD) with foundation administrators, teachers, students, and the local community. The findings reveal that entrepreneurship programs enhance pesantren independence by generating additional income, which is utilized for scholarships and operational activities. Entrepreneurship training equips students with practical skills in agribusiness and aquaculture, such as biofloc systems and greenhouse technology. Furthermore, these programs strengthen the relationship between pesantren and the community through community-based economic collaboration, creating job opportunities and improving local economic resilience. However, challenges such as limited resources and access to technology persist. Solutions include establishing strategic partnerships with external parties and providing training in digital marketing to ensure program sustainability.

The Bengkalis Regency Education Office (Disdik) provides Local Children's Scholarships to students in an effort to help students to alleviate the dependents of the Single Tuition Fee (UKT) in pursuing education. In determining the recipient of the Tempatan Children's Scholarship, the Education Office government carries out several stages manually such as collecting all the files of students who register, after which the Education Office checks the completeness of the student files one by one, gives a value for each predetermined criterion and manually calculates the value of the criteria. A decision support system for recipients of web-based Local Children's Scholarships is needed to help determine recipients of Local Children's Scholarships to be faster and more accurate. This system is made using the Simple Additive Weighting (SAW) method and Multi Attributive Border Approximation Area Comparison (MABAC) to facilitate the calculation and comparison of the value of each alternative in the system, by determining the ranking based on the largest value as the best alternative. The result of the application of the SAW and MABAC methods in the system is that the system displays alternative data sequentially based on rankings that can help in determining the recipient of the Local Children Scholarship. From 60 field data, the application of SAW and MABAC methods on this system has an accuracy of 83.3%. The development method used is the Extreme Programming method.

This research was motivated by the low Gross Higher Education Participation Rate (APKPT) and low Labor Force Participation in Cilegon City. The government has issued a Higher Education Scholarship Program, namely a Full Undergraduate Scholarship so that the people of Cilegon City can meet the minimum industrial needs in Cilegon City. The aim of this research is to find out whether the implementation process for the Full Undergraduate Scholarship program is optimal, in terms of several problems related to the annual target of scholarship recipients not having reached the target, lack of socialization, incompatibility with scholarship registration requirements, and the flow of registration for full undergraduate scholarship candidates. This study uses a qualitative method. Data was collected by interviews with 15 informants consisting of implementing agents, scholarship recipients and the community. Data were reduced according to the theory of Donald S. Van Meter and Carl E. Van Horn (1975) with 6 aspects, namely; (1) policy size and objectives; (2) resources; (3) characteristics of implementing agents; (4) the attitude or tendency of the implementer; (5) communication between organizations; (6) Economic, Social and Political Environment. The results of the research show that there is a misunderstanding of communication between organizations and the community which causes a lack of information regarding full undergraduate scholarships, the education office only sets a Certificate of Incompetence as a requirement, and all prospective recipients register in the same way, namely through the Sicerdas application, but in the first year it is not use the Sicerdas application for scholarship registration.

The transformation of affirmative action policies in the digital era serves as a strategic step to improve the Gender Empowerment Index (GEM) and accelerate gender equality in Indonesia. These policies focus on enhancing women's access to economic, political, and educational sectors, leveraging opportunities provided by digital technology. However, several challenges remain, such as limited internet access, low digital literacy, patriarchal social norms, and underrepresentation of women in STEM (Science, Technology, Engineering, and Mathematics) sectors. The government has implemented several initiatives, including a 30% quota for women's representation in parliament, empowering women-owned MSMEs through Kredit Usaha Rakyat (KUR), and offering scholarships to increase women's participation in STEM and technology fields. In addition, affirmative policies within state-owned enterprises (BUMN) aim to promote female leadership in strategic positions. Despite some progress, the gender gap in the digital economy and the risk of gender-based violence online remain significant issues that require further attention.Policy recommendations include improving access to technology and digital literacy for women, providing incentives for companies that promote gender equality, and strengthening protection against online gender-based violence. Collaboration between the government, private sector, and civil society is essential to ensure the successful implementation of affirmative action policies in the digital era. This transformation is expected not only to enhance the IDG but also to empower women to actively contribute to inclusive and sustainable economic development.

This study explores the role of educational policy implementation in reducing urban-rural learning disparities through scholarship programs. Educational disparities between urban and rural areas have persisted across many nations, affecting student outcomes due to differences in access to resources, infrastructure, and qualified teachers. Scholarship programs have emerged as an effective policy tool to address these gaps, providing financial support and enabling rural students to pursue higher education opportunities. This research examines the impact of scholarship policies on bridging the urban-rural education divide, focusing on the performance outcomes of scholarship recipients compared to non-recipients. The study also discusses the socio-economic barriers and challenges faced by rural students and evaluates how scholarships, along with additional support mechanisms such as mentorship and academic workshops, contribute to improving academic performance. The findings suggest that while scholarships have a significant positive effect on academic outcomes, a more comprehensive approach, including better infrastructure, teacher quality, and socio-emotional support, is necessary to fully address educational inequities. This research provides insights into how well-designed scholarship programs, embedded within broader educational reforms, can effectively reduce disparities in educational access and outcomes between urban and rural students.

The United Islamic Cultural Center of Indonesia (UICCI) or the United Islamic Cultural Center Foundation in Indonesia is an Islamic organization that operates in the social and religious fields. This foundation is an Islamic social and religious institution that produces Al-Quran Hafiz who applies the Al-Quran and Sunnah in everyday life while directing them to do good deeds with their knowledge. The UICCI Foundation is better known as Pondok Pesantren Syarief Medan which is a branch of the IFA (International Fratenity Association) or international fraternity foundation in Turkey. The history of the founding of the Central UICCI Foundation in Turkey or the Sulaimaniyah Institute began after the fall of the Ottoman Caliphate in 1924, the Turkish regime under the leadership of the nationalist figure Mustofa Kemal Attaturk began to introduce the ideas of nationalism and secularism, or rather laicism. This is an interesting study considering that Islamic boarding schools are traditional Islamic educational institutions originating from Indonesia and UICCI is a branch of Islamic education from Turkey. Because it is a branch of the Turkish Islamic boarding school, it has its own way of learning which is different from Islamic boarding schools in Indonesia in general. The differences lie in the teaching system which is controlled by the center in Turkey, the rules are based on Sufism, the students' learning activities are integrated with the Turkish language, Turkish culture is introduced to the students and the full scholarship for further education in Turkey is given to the students. In this research there are three problem formulations, namely: History and development of the UICCI Syarief Medan Foundation, dynamics, and its contribution to students and society. The approach used by researchers is Sociology. The theory used is Continuity and Change by Jhon Obert Voll. The method used is the historical method, which includes four steps, namely heuristics, verification, interpretation and historiography. The results of this research show that the UICCI Syarief Islamic Boarding School in Medan has a distinctive form and is different from Islamic boarding schools in general. The differences can be seen from the activities at the boarding school which are based on Sufism and tarekat which are followed by Islamic boarding school students, an integrated teaching system with Turkish language and Tekamul education (scholarships for further Islamic education to Turkey). Apart from that, the dynamics that occur at the UICCI Syarief Islamic boarding school can be seen from an educational and economic perspective, namely making UICCI Syarief become the center of Tadris for the Sumatra Island branch and from an economic perspective it can be seen from what was initially free to paid. In terms of contribution, this foundation only focuses on students, preparing student go to Tekamul.
