Traffic violations are one of the serious problems frequently occurring in various regions, including Binjai City. Various types of violations, such as disobeying road signs and markings, incomplete vehicle documents, and violations that threaten the safety of drivers and other road users, continue to increase despite preventive and repressive efforts carried out by the authorities. This condition indicates that handling traffic violations cannot rely solely on field enforcement but also requires the support of technology capable of analyzing data more comprehensively. This study aims to predict the level of traffic violations by applying the Naïve Bayes method through data mining techniques. The dataset used consists of traffic violation records in 2023 from the Binjai City Police Department, with the main variables including violations of traffic signs and markings, document completeness, and safety-related violations. The Naïve Bayes method was selected because of its ability to perform classification with good accuracy, simplicity, and efficiency in processing large amounts of data. The implementation of this research is realized by developing a web-based application using Visual Studio Code as the development environment and MySQL as the database system. The results of this study are expected to provide structured information regarding traffic violation patterns, support authorities in making more effective decisions, and serve as an alternative solution in the prevention and handling of traffic violations in Binjai City.

Increasing police accountability and professionalism is critical in addressing abuses of authority within law enforcement institutions. These issues have become a major concern, especially when abuses undermine public trust and the integrity of law enforcement agencies. To overcome these challenges, a comprehensive approach that includes both preventive and repressive measures is necessary. Preventive efforts such as ethics education, professional training, and mental development programs are essential in cultivating a culture of integrity and professionalism within the police force. These initiatives help officers to better understand their responsibilities, adhere to ethical standards, and manage the psychological demands of their roles. On the other hand, repressive efforts, including law enforcement and the imposition of strict sanctions for violations, act as deterrents to unethical behavior. The effective enforcement of laws and policies is critical in holding officers accountable and ensuring that those who abuse their power are appropriately disciplined. Analyzing the implementation of ethics in police duties and the factors that either support or hinder both internal and external supervision is also necessary. By identifying weaknesses in the existing system, law enforcement agencies can better target areas that need reform. Furthermore, strengthening transparency within the police force and reforming the supervision system are crucial steps toward building public trust. Public participation in external supervision mechanisms is also a key factor. When citizens are actively involved in oversight, it fosters a sense of accountability and encourages police officers to act with more responsibility. In conclusion, by adopting an evaluation-based approach and pursuing reforms aimed at enhancing accountability and professionalism, police institutions can improve their effectiveness. These reforms will promote fairer, more transparent, and responsible law enforcement, ultimately leading to greater public confidence in the police and their ability to perform their duties justly.

This research aims to find out and analyze the legal protection of children in East Nusa Tenggara Province. This research is an empirical legal research using primary and secondary data collected using interview techniques , questionnaires, and literature studies and analyzed in a qualitative descriptive manner. The results of the study show that children in mainland Timor face various forms of interrelated violence, including physical violence that causes injury, psychological violence that damages mental health, sexual violence that causes deep trauma, and social violence in the form of neglect, hindering the fulfillment of children's basic rights, so the government needs to make preventive and repressive efforts in providing legal protection efforts.

The purpose of this study is to find out and analyze the extent of the role of victims in the occurrence of fraud crimes in the admission of members of the National Police as well as legal protection efforts for victims of fraud in the admission of members of the National Police in Rote Ndao Regency. This research is an empirical juridical research, so the data used are interviews, literature and literature studies. The data was analyzed descriptively. The results of research in the field show that the victim played a role in the fraudulent act that occurred where the victim gave the perpetrator the opportunity to commit a criminal act by inadvertently having made a bribery attempt to qualify as a member of the Indonesian National Police Force. Legal protection efforts for victims are carried out by following up on reports from victims or repressive efforts, and socializing and educating the public not to easily believe in existing lures or known as preventive efforts and sanctioning the perpetrators by dismissing them so that the same thing does not happen again.
