Performance management is a strategy to improve individual and team performance through a structured evaluation process. This study aims to analyze the application of the Baron and Armstrong performance management model at the Regional Technical Implementation Unit (UPTD) for the Protection of Women and Children (PPA) in Tanjungpinang, Riau Islands. Baron and Armstrong's model includes a cycle of vision and mission, goal setting, planning, development, and feedback. Using a descriptive qualitative approach, data were obtained through interviews, documentation and observation, using purposive sampling techniques to select relevant resource persons. Data analysis was done thematically through the stages of reduction, presentation, and conclusion drawing. The results showed that the implementation of this model has strengths in building a systematic workflow, but also faces challenges related to limited resources. This research provides recommendations for additional programs that can improve the effectiveness of women and child protection services. The findings contribute to the development of performance management strategies in similar institutions.

In this era, many people in Plosokandang Village have not utilized digital technology, even though small businesses play an important role in economic development. One example is Mr. Imin's tofu business. Through a community empowerment program for MSME owners in Plosokandang Village, Tulungagung Regency, entrepreneurs now have more insight into marketing, both offline and through social media such as Facebook. Social media helps them reach a wider range of consumers and meet market demand. The utilization of digital technology allows direct interaction with consumers, obtaining feedback, and adjusting products and marketing strategies. This program is expected to increase the competitiveness of MSMEs in the domestic market while supporting the sustainable strengthening of the community economy. With new skills, MSME owners are expected to be more proactive in facing the challenges of the digital era and support regional economic growth.s

Building maritime regional resilience in Indonesia's border areas is a crucial aspect in maintaining national sovereignty and security. Against the background of the potential threats faced, this strategy aims to strengthen Indonesia's position as a maritime country. Implementation of a total war strategy in peacetime emphasizes the mobilization of national resources, improving infrastructure and strengthening international cooperation, apart from that through modernizing the main weapons system (alutsista) so that maritime resilience can be significantly improved. The method used in writing this journal uses a qualitative method with a descriptive analysis approach, which aims to interpret existing phenomena. Writing this journal also highlights the important role of society in maintaining maritime security and the need for a sustainable approach in managing marine resources. It is hoped that the results of this development will create sustainable stability and security in border areas and can support Indonesia's vision as the world's maritime axis.

This study aims to analyze the strategies for developing the tourism industry in the Special Region of Yogyakarta, which is one of the main tourist destinations in Indonesia. The background of this research is based on the significant potential of the tourism sector to support regional economic growth through increased revenue from taxes and levies. However, the tourism industry in Yogyakarta faces various challenges, including global competition and changing tourist behaviors. Utilizing qualitative methods and Miles and Huberman's data analysis model, this research collects information from various literature sources to identify strategies that can enhance competitiveness and sustainability in the tourism sector. The findings indicate the necessity of collaboration between the government, local communities, and the private sector to optimize tourism potential and improve service quality to attract more visitors.

This study analyzes the success of the Riau Islands Province post-regional expansion in the fields of economy and infrastructure. The territorial expansion carried out in 2002 aimed to enhance government efficiency and accelerate regional development. Despite notable progress, such as economic growth exceeding the national average and controlled inflation, significant challenges remain, including dependency on transfers from the central government. The Fiscal Independence Index (IKF) indicates that most districts and cities in Riau Islands Province are still categorized as "Not Independent." Therefore, a comprehensive strategy is needed to increase Regional Original Income (PAD) and strengthen fiscal decentralization. The method used in this study is literature review, which involves examining and analyzing written sources such as books, articles, and academic journals. Through this method, researchers can gather relevant information and understand the context and developments in the studied field. This research also provides policy recommendations to enhance community participation in decision-making, aiming for more effective regional autonomy. Thus, this study is expected to contribute to the literature on regional expansion and local government policies in Indonesia.

This study discusses the importance of the presence of research and innovation management institutions that are increasingly recognized along with the needs of the Government and local governments to resolve problems, development gaps and find solutions to regional government problems. This can be interpreted that BRIDA is not only transformed into a manager of supporting functions in the field of research and development as before but its presence is required to be able to fundamentally change the governance of research and development and increase its connectivity with the innovation system and global competitiveness. In the perspective of regional government policy, it is required to be able to formulate quality and evidence-based policies. This study aims to analyze the role of the Regional Research and Innovation Agency in supporting the development process of the city of Medan and supporting the development of the city of Medan. The method used in this study is a qualitative descriptive method. Data collection techniques in the form of observation and documentation. Based on the results of the study, it was obtained that the Regional Research and Innovation Agency has a policy formulation and strategy that supports the vision of developing the city of Medan into an innovative and highly competitive city. Then the Regional Research and Innovation Agency has great potential to continue to be the main driver of sustainable and innovative city development.

This research examines formation management at the Regional Staffing Agency of Central Kalimantan Province using a descriptive qualitative approach. The focus of the research includes the implementation of formation management, identification of the scope of routine activities, and development of optimization strategies. The results revealed that formation management has been implemented through various integrated aspects, including employee needs planning, formation preparation, staffing budget preparation, employee recruitment process, development and training, and performance evaluation. BKD Central Kalimantan Province has shown good performance in carrying out its duties and functions, focusing on developing employee competencies and increasing employee mobility as part of a quality formation strategy.

This research examines the optimization of the administrative service system at the Regional Personnel Agency of Central Kalimantan Province using a descriptive qualitative approach. The focus of the research includes the implementation of the service system, identification of obstacles, and development of a resolution strategy. The results revealed that the administrative service system has been implemented through six main aspects that are integrated with each other, including guest services, management of incoming letters and dispositions, numbering of outgoing letters, reporting on letter administration, file distribution, and distribution of Decision Letters (SK). The main obstacle identified is the management of non-physical incoming mail that has not been well organized, but has been overcome through a systematic search strategy and intensive internal communication. Efforts to improve service quality are implemented comprehensively through the development of employee competencies, strengthening work integrity, periodic evaluations, and building a culture of excellent service, all of which contribute to improving the effectiveness of the overall administrative service system.

In general, some of the community's drinking water needs can be sourced from well water and water that has been treated by the Regional Drinking Water Company (PDAM). However, the increasing demand for drinking water sometimes cannot be met by well water sources or water that has been treated by PDAM. Along with technological advances, accompanied by increasingly busy community activities today tend to choose a more practical way at a relatively low cost in meeting drinking water needs. One of the alternative ways to fulfill drinking water needs is by using mineral water products. Marketing is a process of preparing integrated communication that aims to provide information about goods or services in relation to human needs. The marketing carried out at the Riayadus Samawi Islamic Boarding School is still very simple, namely from word of mouth to the congregation. So that Yarisa Drinking Water has not been sold widely like bottled drinking water in general because the majority of consumers are still worshipers and the neighborhood around the cottage. The purpose of this community service is to contribute thoughts and training, especially to the manager of Yarisa drinking water regarding the importance of analyzing marketing strategies for a company in an effort to market its products so that these products can be accepted by the public and distributed widely. The PKM process carried out at the Riyadus Samawi Ludoyo Blitar Islamic Boarding School consists of three stages, including: first, problem identification with a study carried out by the PKM team, Yarisa drinking water managers, cottage administrators, cottage caregivers, and cottage owners to find out the quality and development of Yarisa drinking water marketing strategies. The second stage is the implementation of PKM by holding a seminar with the theme “Marketing Strategy for Bottled Drinking Water at Riyadus Samawi Islamic Boarding School” and attended by Yarisa drinking water managers and students and board members. The third stage is monitoring and evaluation of whether the bottled drinking water marketing strategy delivered by the PKM team has been implemented in Yarisa drinking water. The results of this PKM are socialization and assistance regarding bottled drinking water marketing strategies and making several marketing and motivational programs so that in the future Yarisa drinking water owned by Riyadus Samawi Islamic Boarding School can be marketed widely.

Land and Building Tax (PBB) is one of the revenues for local governments which is very important for funding infrastructure development, health services, education and other public services. PBB has a very significant role in community compliance and awareness in paying PBB in various regions is still said to be low. This is usually caused by several factors such as a lack of socialization, minimal transparency in the use of PBB funds, and low public awareness of the use of PBB payments, which is the main cause of low taxpayer compliance. The aim of this research is to identify strategies to be implemented to increase public awareness and compliance in paying PBB. This research uses a qualitative approach using observation and documentation methods. This research shows that the results show that by having regular outreach campaigns or outreach, utilizing information technology in the payment process, as well as developing a compensation and public quality improvement system funded by PPB, it will be an effective step to increase public compliance in paying taxes. Apart from that, involving several community leaders and non-governmental organizations in tax awareness outreach or education is also able to strengthen community responsibility and participation in regional development. By implementing existing strategies, it is hoped that we will be able to overcome problems such as low awareness and low community compliance in PBB payments, which will then be able to support the sustainability of the ability to achieve goals in implementing regional development programs

The focus of research in writing this thesis is (1) What is the tourism development strategy to increase tourist visits to the Puncak Jowin Tulungagung tourist attraction? (2) What is the strategy for developing human resources to increase tourist visits to the Puncak Jowin Tulungagung tourist attraction? (3) What is the most effective role of media in reaching and influencing the target audience of tourists, especially in the context of digitalization and developments in information technology? This type of research is field research using a descriptive method approach. In collecting data researchers used the method of observation, interviews, and documentation. Researchers double-checked to obtain the data obtained and used triangulation techniques, with the aim of obtaining data validity. After that, analyzing it through data reduction and making conclusionsng the validity of the data uses source triangulation and technical triangulation. Based on the results of data analysis, it can be concluded that the research results show that (1) tourism development strategies to increase tourist visits to the Puncak Jowin Tulungagung tourist attraction are carried out in various ways, including strategies including adding tourist attractions, developing accessibility, developing amenities, developing public facilities. the role of government. (2) human resource development strategy to increase tourist visits to the Puncak Jowin Tulungagung tourist attraction by implementing a capacity building strategy which includes Human Resource (HR) Development, Strengthening organization, Institutional reform (institutional reform) (3) Media strategy that most effective in reaching and influencing the target audience of tourists, by referring to technical and practical means. by implementing promotions on various social media platforms such as Facebook, Instagram, and Tiktok to influence the audience of data tourists to Puncak Jowim tourism.

Bali Province, which is an international tourism destination, must be able to improve its human resources by utilizing technology and allocating stable local revenue. The purpose of this study was to analyze the effect of education level, technology and local revenue on economic growth in the Regency/City of Bali Province, both simultaneously and partially. The data sources used in this study were secondary sources with 45 observation points that combined time series and cross-section data. The results of the study showed that 1) the level of education, technology and local revenue had a positive and significant effect simultaneously on economic growth in the Regency/City of Bali Province, 2) the level of education and local revenue partially had a positive effect on economic growth in the Regency/City of Bali Province, 3) Technology partially had a negative effect on economic growth in the Regency/City of Bali Province. Based on the results of the study, to increase economic growth, investment in human resource development needs to be carried out by increasing access and quality of education for the community, then the local government also needs to evaluate and adjust the technology implementation strategy in order to provide a positive contribution, and finally the local government can optimize sources of local revenue and increase the efficiency of its management.

According to Articles 33 & 34 of the 1945 Constitution Law of the Republic of Indonesia, the state is tasked with protecting the entire Indonesia nation and promoting general welfare in realizing social justice for all Indonesia people. One of the government's strategies in realizing social welfare is to distribute social assistance (Law Number 11 of 2009). Based on the Regulation of the Minister of Finance (PMK) number 181 of 2012, social assistance (bansos) is assistance in the form of transfer of money, goods, or services by the central/regional government to the community to protect the community from the possibility of social losses, increase economic capabilities, and improve social welfare. This type of research is descriptive qualitative research. This research is to identify and analyze Public Service Development Strategies in Increasing Transparency of Aid Distribution in Wajo Regency. This study uses qualitative research methods in the research design. The results of interviews with Social Service employees and the community show that the public service development strategy in Wajo Regency focuses on the use of information technology, effective socialization, and an empathetic approach. Overall, the efforts made by the Social Service have brought positive changes in the distribution of social assistance in Wajo Regency, with an increase in public trust and satisfaction with the services provided.

The conversion of food land functions in the Mamminasata Region of South Sulawesi Province, is always increasing due to urban growth, population development, emigration and the economy. This study aims to determine the strategy for controlling the conversion of agricultural land functions in order to implement Law No.41/2009 and Regional Regulation No. 4 tahun 2014 concerning the protection of sustainable agricultural land in the Mamminasata area of ​​South Sulawesi province. The type of research used is a combination of qualitative and quantitative methods. This research was conducted in the Mamminasata Region, South Sulawesi Province from October to December 2016. Primary data collection was obtained using landsat 7 ETM maps and Spot 4 imagery and interpretation. Secondary data was obtained from government stakeholder interviews, surveys and direct interviews with local communities systematically and based on research objectives, causal factors based on survey results, interviews from informants and the public are external factors, internal and policy factors, then thus to overcome these problems a sustainable food land control strategy must be carried out including: Strengthening farmer institutions and related agencies, Protection and empowerment of land-owning farmers, Utilizing and protecting sustainable food agricultural land, providing incentives and disincentives to land owners, sharecroppers , and farmer groups, optimizing sustainable food agriculture land: by means of intensification, extensification and diversification of agricultural land, imposing sanctions and penalties on those who violate regional regulations and RTRW, and following up RI Law No. 4 tahun 2014 and South Sulawesi provincial regional regulations no. 4 of 2014 to determine the zoning of sustainable food agricultural land in the Mamminasata area as one of the food storages in South Sulawesi.

Management Community-based natural resource management and conservation is an effective approach in maintaining environmental sustainability and improving the welfare of local communities. This research aims to analyze the natural resource management and conservation strategies implemented by the people of Tanjungsari Village, Sadananya District, Ciamis Regency. The research method used is a qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies. The results showed that the Tanjungsari Village community has developed various local initiatives to preserve water sources, and manage tourist attractions in the village. The active participation of the community in conservation activities, support from the local government, and cooperation with non-governmental organizations are key factors in the success of this program. The study concludes that a community-based approach to natural resource management is not only able to preserve the environment, but also contributes to improving the economic and social welfare of local communities. In addition to management, socialization was held. The implementation of these socialization activities is proven to increase the understanding and skills of the community in managing tourism potential in a sustainable manner. In addition, support from the local government and active participation of the community are important factors in the development of curug lewi pamipiran as a leading tourist attraction in Ciamis Regency. This study concludes that institutional strengthening through socialization and training is an effective strategy to optimize regional tourism potential, improve community welfare, and encourage local economic development.

Strategy is an effort to develop a company's competitive position amidst business competition. A business development strategy is an effort to conduct an analysis of regional market conditions, both internal which includes strengths and weaknesses, external conditions which include opportunities and threats that will be faced, then alternatives are taken to determine the strategy that must be implemented. The aim of this research is to determine the strategy for developing the Idol Batik House business in Pemusiran Village, East Tanjung Jabung Regency. In this research, the method used is qualitative, the data analysis method used is SWOT analysis and the data collection method uses observation and interviews. Based on research results, Batik Idola utilizes its strengths to gain opportunities by using strategies including maintaining the quality of its batik, maximizing communication technology for marketing and technology in the production sector such as electric canting to maximize production and carry out business development. And the strategy used by Batik Idola to minimize existing weaknesses and to avoid threats that come, namely by increasing promotions by utilizing promotional media according to existing funds, and also adding distribution channels such as agents, resellers or sales.

Special economic zones as a tool for regional economic development are important because they contribute to reducing disparities between regions and reducing poverty in a fair and consistent manner. In developing Special economic zones , it is important to carry out coordinated planning between sectors so that sustainable development is part of national development. This research focuses on the impact of special economic zone policies in Indonesia. The type of research is normative legal research, which includes documents that are used as references, especially basic legal documents, and secondary documents such as literature, books, scientific works, articles scientific, etc., where the analysis is carried out in more depth related to the problem of studying legal provisions. This document discusses Special Economic Zones in Indonesia and their policies. The Galang Batang SEZ was developed as an industrial center for the processing of mining minerals such as bauxite and its derivative products. The synergistic impacts of SEZs include: Increasing Gross Regional Domestic Product SEZs can increase economic activity in a region cumulatively, which contributes to increasing regional GDP and Infrastructure Development: SEZs are National Strategy Projects that are supported by the development of surrounding infrastructure.

Regional economic development is closely related to changes and transformations of economic structures. There are four main aspects of economic development, namely growth, poverty alleviation, economic transformation, and sustainable development from an agrarian to industrial society. In Indonesia, economic development has encouraged growth and changes in economic structure, which are closely related. Structural transformation, namely the transition from the agricultural sector to the industrial or service sector, is a characteristic feature of developing countries. It involves changes in demand, trade, production, and other factors aimed at increasing per capita income and societal welfare. State-controlled industrialization policies have intellectual roots in the 19th century and have been the main strategy in many developing countries, including Indonesia since 1969. This strategy succeeded in shifting the economic focus from the agricultural sector to the industrial and service sectors, which also involved social transformation in addition to transformation. economy. Industrialization is defined as a significant socio-economic change, from a pre-industrial stage with low per capita income to a more advanced industrial stage.

Bone Bolango Regency is part of the Tomini Bay area which is included in the sustainable development targets based on the SDGs achievement targets. This research aims to determine the strategy for achieving SDGs which will be used as the basis for economic development in Bone Bolango Regency. The research is qualitative research that uses respondents from related agencies who are determined based on purposive sampling. There were 5 respondents who were willing and were representatives of related agencies in Bone Bolango Regency. Data analysis uses SWOT analysis based on data obtained through questionnaires. The research results show that regulatory support (0.432) and priority of the Regional Medium Term Development Plan (0.359) are strength factors, while the weakness factor is institutional support (0.120). The opportunity factor is budget support (.045), while the threat factor is partnership support (0.043), which is still very limited. The SWOT factors found in Bone Bolango district are the basis used to develop strategies for achieving SDGs. The strategy for achieving SDGs indicator targets is based on factors found in Bone Bolango Regency, sorted based on a priority scale, namely regulatory support, RPJMD priorities, institutional support, budget support and partnerships.

Tegal Regency regional regulation Number 2 of 2018 concerning Village-Owned Enterprises is a regional policy in the context of increasing the potential of village resources. The hope is that this regional policy can be a solution for developing village potential, which in Tegal district has a lot of village development potential. As well as increasing the potential of village business capabilities. With Village-owned Enterprises, it is hoped that the business potential in Tegal Regency, which has a large number of small and medium businesses and a high entrepreneurial culture, will certainly be the main requirement if the regional government can seize this opportunity to improve and empower the business world in Tegal Regency to the maximum. This research is a Normative Juridical Research on issues relating to the Job Creation Law and Village-Owned Enterprises policies. This research aims to determine the implementation of Tegal regent's regulation number 2 of 2018 concerning village-owned enterprises as well as solutions to obstacles in its implementation., in This research uses a qualitative data analysis method, namely normative juridical which is presented descriptively. Regent's Regulation number 2 of 2018 created a main strategy, namely Tegal Regency's commitment to improving the ranking of all indicators in investment policy in a better direction, structural improvements for all indicators, implementing ease of doing business for all communities, especially micro, small and medium enterprises through village-owned enterprises.
