Rapid urban growth is often linked to the narrative of sustainable development, yet the reality is that fundamental issues remain in the management of urban waste. This paper aims to examine the gap between the concept of a sustainable city and sub-optimal waste management practices. Through a normative legal approach involving an analysis of legislation and relevant literature, it has been found that the implementation of waste management policies continues to face various challenges, such as weak law enforcement, a lack of policy integration, and low levels of public participation. On the other hand, the use of the label ‘sustainable city’ tends to be symbolic and does not yet reflect comprehensive practices. This paper positions the issue of waste as a key indicator in assessing urban sustainability. The novelty of this study lies in its critical approach, which links the discourse on sustainability with the contextual realities of waste management, thereby offering a more reflective and distinct perspective from previous studies.

The industrial revolution 4.0 has brought rapid advances in technology, one of which is artificial intelligence (AI). AI has the ability to imitate the human thought and action process in solving various problems. However, the implementation of AI raises legal problems related to responsibility for the negative impacts caused, such as cybercrime, information manipulation, privacy violations, and misuse of technology. Indonesia, as a country based on law, is faced with the challenge of regulating AI to be in line with technological developments. Currently, legal regulations in Indonesia do not specifically regulate the legal responsibility of AI. Positive laws, such as the Civil Code and the ITE Law, can be used interpretively, but are not enough to address the complexity of AI. Legal responsibility related to AI is debatable, whether it is imposed on the developer, owner, or user of AI. In addition, AI does not have a “mens rea” in criminal law, so that unlawful acts are more relevant to be imposed on the responsible human. To overcome this problem, legal reform or the creation of special regulations that comprehensively regulate AI are needed. These regulations must include privacy protection, data security, and criminal and civil liability due to the use of AI. With a clear legal framework, the risk of AI misuse can be minimized and its use can be optimized for the welfare of society.

Islamic education in the global era faces various complex problems and challenges, ranging from conventional teaching methods, varying teacher quality, to curriculum unpreparedness in addressing social and technological dynamics. The globalization of information and culture also significantly influences students’ behavior and identity, requiring digital literacy, critical cultural awareness, and resilience in religious values to remain aligned with Islamic principles. This study employs a library research approach with a descriptive qualitative method, analyzing various books and scientific journals related to Islamic education in the global era. The findings indicate that the problems of Islamic education include the gap between traditional methods and 21st-century needs, teachers’ unpreparedness in using technology, and the lack of integration between religious education and contemporary social contexts. Other challenges involve education management, family and community involvement, and policy-making that responds to global changes. To address these issues, recommended solutions include revitalizing an integrative curriculum that combines Islamic values with 21st-century skills, utilizing technology wisely, enhancing teacher competence, strengthening collaboration between schools, families, and communities, and developing media literacy and inclusive pedagogical approaches. Implementing these strategies is expected to produce students who are competent, adaptive, character-driven, and globally competitive without losing their moral and spiritual identity. These findings contribute to the development of Islamic education that is relevant, adaptive, and sustainable in the global era.

Inovasi Pendidikan dan Anak Usia Dini 2025 Asosiasi Riset Ilmu Pendidikan Indonesia

This study examines the administrative problems in managing the Education Data Sistem (Dapodik) as a key instrument for strengthening the institutional capacity of Early Childhood Education (PAUD) in West Sumatra. Using a literature review approach, data were collected from various sources, including reports from the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), BAN PAUD and PNF, and previous studies. The findings reveal that although Dapodik reporting in West Sumatra has reached 97.8%, several challenges persist, such as limited internet access, low operator competence, insufficient technical supervision, and a lack of institutional awareness of data accuracy. These issues have led to delays in accreditation, misallocation of operational assistance funds (BOP), and ineffective educational planning. Therefore, innovative solutions such as Dapodik gamification, digital inter-institutional mentoring, and operator certification are recommended to improve data management effectiveness and sustainably strengthen PAUD institutional governance.

This study examines the legal issues of single candidates in the 2024 Samarinda City Regional Elections, focusing on the reasons political parties support single candidates and their impact on the quality of democracy and public participation. The phenomenon of single candidates is viewed as a democratic anomaly because it weakens the essence of political competition. The study uses a non-doctrinal method with primary materials in the form of interviews and legislation, as well as secondary materials from articles and scientific literature. The research results indicate three main factors driving political parties' support for a sole candidate: (1) the high electability of the incumbent, which creates psychological effects and political pragmatism; (2) the nomination threshold provisions that limit the number of potential candidates; and (3) the alignment of party vision and mission with the candidate, making political coalitions easier to form. The implications of this phenomenon affect two aspects. First, the substance of democracy is reduced because the people's choices become limited. Second, public participation may decrease due to the lack of competition, which results in low voter enthusiasm. This study emphasizes the need for more inclusive regulations to ensure healthy local election competition and to support the strengthening of legal and political systems to ensure that the nomination process reflects fairness and the people's aspirations broadly.

The development of the digital economy in Indonesia has driven various innovations in the financial services sector, including online lending services (PINJOL) and digital financial platforms. This phenomenon presents both opportunities and challenges for the national financial supervisory system. The Financial Services Authority (OJK), as the institution authorized to regulate and supervise financial services, is required to adapt its role to these dynamics. This study aims to examine the institutional challenges faced by the OJK in carrying out its supervisory function over online lending services and digital financial services in Indonesia. The methods used in this research are normative juridical, with a statute approach, legal theory and institutional theory (Conceptual approach), case approach, and a comparison of fintech supervisory models with those of other countries (Comparative approach). The results of this study are expected to provide an understanding of the OJK's institutional challenges and serve as evaluation material for formulating future digital financial supervisory policies.

Perspektif Administrasi Publik dan hukum 2025 Asosiasi Peneliti Dan Pengajar Ilmu Sosial Indonesia

This study provides an in-depth analysis of the urgency of employing a contextual approach to the Qur’an and Sunnah as a hermeneutical framework for addressing the increasingly complex social problems in Indonesia. Based on the premise that divine revelation encompasses both textual and contextual dimensions, this research underscores the necessity of reinterpreting Islamic teachings by considering the sociocultural, economic, and intellectual transformations of modern society. Utilizing library research and extensive scholarly literature review, the study examines the contributions of the contextual approach in revitalizing maqāṣid al-sharī‘ah, advancing social exegesis, promoting productive zakat models, strengthening child protection policies, developing environmental jurisprudence, and enhancing social ijtihād during crisis situations such as the Covid-19 pandemic. The findings demonstrate that a contextual approach enables Islamic teachings to be articulated into more adaptive, inclusive, and progressive ethical principles without compromising their theological foundations. This approach also reinforces the integration of social sciences into Islamic studies, thereby producing legal formulations and public policies that promote public welfare, social justice, and ecological sustainability. Overall, the study concludes that the contextual approach is not merely a method of interpretation but a civilizational paradigm essential for shaping Islam’s relevance within Indonesia’s multicultural society. By fostering a dialogical encounter between scriptural texts and empirical realities, this approach preserves the vitality of Islamic teachings while ensuring their constructive and sustainable contribution to resolving national issues.

This article discusses the phenomenon of early marriage in Indonesia from the perspective of the Code of Canon Law, particularly Canon 1072, which emphasizes the pastoral duty of guiding young people away from premature marriages. Using a qualitative-descriptive method with a literature review approach, the study examines canonical texts, Church documents, and empirical data related to the issue. The findings reveal that Catholic marriage demands free and mature consent, emotional stability, and openness to the gift of life. Early marriage often fails to fulfill these essential elements, leading to negative social, psychological, health, and economic consequences. Furthermore, it highlights the challenges faced by the Church in pastoral accompaniment amid cultural and socioeconomic pressures that encourage early unions. Therefore, Canon 1072 remains a relevant and preventive pastoral guideline, aiming to protect the dignity and freedom of young people, promote responsible preparation for marriage, and strengthen the foundation of Catholic family life in modern Indonesian society.

This study examines the implementation of Fardhu kifayah counseling in Telagah Village, Sei Bingai District, Langkat Regency, focusing on the social and cultural problems and challenges faced by the local community. Telagah Village is known for its rich history, strong traditions, and local wisdom that shape its social life. However, in the practice of handling the deceased, several issues remain, including limited community knowledge, lack of regeneration among younger members, inadequate facilities, and the absence of a designated team responsible for the Fardhu kifayah process. These limitations often lead to dependence on a few individuals who possess the necessary skills, creating sustainability concerns in the long run. Furthermore, cultural aspects such as conservative norms, gender role divisions, and deeply rooted customs influence how the community perceives and accepts Fardhu kifayah counseling. The study highlights that successful implementation requires not only technical guidance but also sensitivity to local values and traditions. Strengthening community participation and fostering collaboration between religious leaders and local authorities are essential to ensure the sustainability and effectiveness of Fardhu kifayah education in Telagah Village.

This study aims to analyze the effectiveness of funding sourced from Danantara—a digital platform that manages state investment with funding support from state-owned bank customers—in supporting the acceleration of national development. In the context of state investment, collaboration between the Investment Management Institution (LPI) and state-owned financial institutions is important as a form of fiscal innovation and expansion of non-APBN financing sources. The method used is a qualitative descriptive approach with literature studies from various scientific journals and related laws and regulations. The results of the study show that Danantara has the potential to be a reliable, flexible, and sustainable long-term funding instrument. Through funds collected from state-owned bank customers, state investment can be focused on strategic sectors such as infrastructure, energy, and digitalization. However, its effectiveness is still faced with regulatory challenges, transparency of governance, and public literacy regarding state investment mechanisms. For this reason, it is necessary to strengthen regulations and synergy between financial institutions, as well as increase public trust so that Danantara can function optimally as the main supporter in realizing fiscal independence and national economic growth.

ah memiliki peran penting dalam kehidupan masyarakat Indonesia, baik sebagai kebutuhan primer maupun sebagai aset strategis. Salah satu bentuk kepemilikan tanah peninggalan administratif kolonial yang masih menjadi perdebatan adalah Letter C, terutama dalam konteks wakaf. Meskipun diakui sebagai bukti kepemilikan dalam beberapa regulasi, namun yurisprudensi Mahkamah Agung menyatakan bahwa Letter C hanya bukti pembayaran pajak, bukan bukti kepemilikan yang sah, dan hal ini memerlukan segala proses untuk menjadikan tanah letter C menjadi sertifikat wakaf agar kepastian hukumnya terjamin. Penelitian ini mengkaji problematika perlindungan hukum tanah berstatus Letter C dalam proses wakaf di Indonesia yang menimbulkan kendala serius dalam legalisasi wakaf sebagaimana kasus di Kabupaten Batang pada 2009 ketika Hj. Pateni mewakafkan tanahnya kepada Pondok Pesantren Ki Agung Fatkhutieh yang hingga kini belum selesai proses legalisasinya. Rumusan masalah penelitian ini berfokus pada status perlindungan hukum tanah Letter C dalam sistem pertanahan Indonesia, proses sertifikasi tanah wakaf yang berasal dari Letter C menurut peraturan yang berlaku, dan perlindungan hukumnya dalam menghadapi potensi sengketa. Metode yang digunakan dalam penelitian ini adalah yuridis normatif, penelitian ini menganalisis data sekunder berupa peraturan perundang-undangan dan data primer dari literatur serta wawancara dengan ahli pertanahan. Hasil penelitian menyimpulkan bahwa tanah Letter C berada dalam posisi rentan secara hukum dengan tenggat waktu 2026 untuk formalisasi kepemilikan, proses sertifikasi tanah wakaf memerlukan koordinasi antar lembaga yang lebih baik, dan perlindungan hukumnya masih lemah tanpa sertifikat formal, sehingga direkomendasikan agar pemerintah mempercepat implementasi program pendaftaran tanah untuk proses wakaf dari tanah Letter C, dan perlunya meningkatkan kesadaran masyarakat akan pentingnya sertifikasi kepemilikan tanah untuk menghindari sengketa di masa depan.

This study aims to examine the implementation of the independent learning curriculum in biology at SMA Negeri 1 Waigete. The objectives are: (1) to describe how the independent learning curriculum is applied in biology classes; (2) to identify the challenges teachers face during its implementation; and (3) to explore the strategies employed by teachers to overcome those challenges. Using a descriptive-qualitative approach, the research collects data through interviews, observations, and documentation. Interviews were conducted with the principal, vice principal of curriculum, and biology teachers. Observations were made during the learning process in the classroom, while documentation included teaching modules and supporting articles. Data analysis was carried out in three stages: data coding, presentation, and drawing conclusions. The findings indicate that the independent learning curriculum in biology for Class X (Phase E) was implemented effectively, with teachers preparing KOSP, learning tools, and providing materials such as readings and videos. Teaching also considered local potential and involved both formative and summative assessments. However, several problems were identified, including limited facilities and infrastructure, lack of internet access, insufficient training, and some students lacking personal devices. Moreover, teachers experienced difficulty in selecting appropriate learning strategies to engage students effectively. To address these issues, teachers have participated in curriculum-related training and prepared printed materials and pre-downloaded videos for students without digital access. These efforts show a proactive approach to ensuring all students can benefit from the independent learning curriculum despite existing limitations.

Rapid population growth in Indonesia, especially in Karanganyar Regency, has contributed to the conversion of agricultural land to non-agricultural land, which has the potential to threaten food security and environmental sustainability. With the main agricultural land protection regulation in Undang-Undang Nomor 41 Tahun 2009 with further regulations in Karanganyar Regency through regional regulations on Karanganyar Regional Peraturan Daerah Karanganyar Nomor 19 Tahun 2019 Perubahan Atas Peraturan Daerah Nomor 1 Tahun 2013, Peraturan Daerah Karanganyar Nomor 6 Tahun 2020 and the basis for the Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) policy with the Online Single Submission (OSS) system based on the Peraturan Menteri Agraria dan Tata Ruang (ATR) Nomor 13 Tahun 2021. However, in the implementation of these various arrangements there are various problems and challenges. This study aims to analyse the various challenges and problems in the efforts to realize the conversion of agricultural land to non-agricultural land in Karanganyar. This study uses a juridical empirical research method, using a legislative approach and a conceptual approach. The research findings show that there are inconsistencies in regulations, weak supervision and law enforcement, and lack of public awareness and participation.

The rapid development of technology has led to a transformation in gambling practices, shifting from physical establishments to online platforms. However, law enforcement in Indonesia continues to struggle with multiple challenges in addressing this issue. This research aims to assess the enforcement of online gambling laws based on Lawrence M. Friedman’s legal system theory. It focuses on how legal structure, legal culture, and legal substance interact in the enforcement process.  The findings demonstrate that, first, in terms of legal substance, existing regulations are not yet fully effective in combating online gambling. Second, from the perspective of legal structure, law enforcement agencies face persistent challenges in combating online gambling. Third, from the perspective of legal culture, public legal awareness remains relatively low.

This study discusses the legal vacuum that occurs in the pre-prosecution process, especially related to the absence of time limits and frequency of return of examination report files (BAP) between investigators and public prosecutors. This vacuum has the potential to hinder the principle of fast, simple, and low-cost justice that should be applied in the Indonesian criminal justice system. This study proposes solutions in the form of setting clear time limits, improving coordination between investigators and public prosecutors, and providing training to improve human resource capacity. In addition, the application of sanctions for parties who violate the provisions of pre-prosecution is an important step to ensure the smooth running of the judicial process. This study is expected to contribute to increasing the efficiency of the criminal justice system in Indonesia.

Abstrak Tujuan penelitian ini yakni mengetahui peran pendidikan kewarganegaraan untuk membangun karakter bangsa dalam pembentukan generasi berkualitas. Metode penelitian ini menggunakan studi literatur (literature study) yang bertujuan untuk menyusun dasar teoritis dan konsep problematika yang diteliti yang merujuk pada buku, artikel ilmiah, dan penelitian lainnya yang dipublikasikan. Hasil penelitian berkaitan dengan peran Pendidikan Kewarganegaraan mempunyai peran yang strategis dalam membangun karakter bangsa, karena melalui pendidikan ini nilai-nilai dasar kehidupan berbangsa dan bernegara dapat ditanamkan sejak dini. Karakter bangsa yang kokoh dan tangguh dibentuk oleh internalisasi nilai-nilai seperti nasionalisme, tanggung jawab sosial, keadilan, serta toleransi. Hasil nyata dari pembangunan karakter bangsa adalah terciptanya generasi yang memiliki rasa kebangsaan yang tinggi, mampu menghargai keberagaman, dan memiliki semangat gotong royong. Selain itu, pembangunan karakter juga membentuk individu yang berpikir kritis, inovatif, serta adaptif terhadap perkembangan global, tanpa kehilangan jati diri sebagai negara Indonesia. Hal ini sejalan dengan visi "Profil Pelajar Pancasila" yang menekankan pentingnya integritas, kemandirian, dan kemampuan untuk bekerja sama dalam menghadapi berbagai dinamika sosial dan global.

The issues in school learning are diverse, with several factors contributing to these challenges, including teachers, students, and the learning media used by teachers. Every teacher must continuously innovate in creating learning media that meet the needs of students. This can help minimize the challenges in teaching the Indonesian language in the classroom. Meanwhile, student learning factors and media also impact the Indonesian language learning process. Students often face difficulties in understanding the language or information being taught, which lowers their interest in learning. Additionally, the media used are often less effective and lack interactivity, failing to meet the current needs of students. This includes limited use of technology or a wide range of digital learning resources, indicating that the combination of student limitations and poor adaptation represents a significant challenge for effective and engaging Indonesian language learning.

This article discusses the crucial role of student administration within the context of education in the Society 5.0 era, where technology has become an integral part of the learning process. The research employs a library research method to gather and analyze various literature sources related to student administration, the role of teachers, and the use of technology in education. The findings indicate that the success of student administration relies not only on technology but also on the collaboration between teachers, students, parents, and other stakeholders. By utilizing digital tools and information systems, teachers can enhance efficiency in managing student data, assessments, and other administrative processes. This article aims to provide significant contributions to the development of more effective and efficient student administration, ultimately improving the overall quality of education in the digital era.

Through a literature review, this research identifies various challenges faced by school principals, including learning transformation, curriculum development, and data management.The findings of this research conclude that school principals must have a clear vision for the future of education and be able to build collaborative relationships with diverse stakeholders to overcome the complexities of the Society 5.0 era.The importance of this research highlights the importance of developing training programs for school principals to improve skills them to face the challenges of the digital era.

The enactment of Law Number 13 of 2022, concerning the Second Amendment to Law Number 12 of 2011 on the Establishment of Legislation, is a follow-up to Constitutional Court Decision No. 91/PUU-XVIII/2020 regarding the formal review of Law Number 11 of 2020 on Job Creation. However, during its formation process, Law Number 13 of 2022 can be considered as not meeting the criteria of an open cumulative law due to the Constitutional Court's decision. It is viewed as a tool to legitimize the flawed legislative process that followed the Court's ruling on Law Number 11 of 2020. The method used in this analysis is normative juridical, applying a statutory approach. The results of this research indicate that the reconstruction of substantive content using the omnibus law method in Law Number 13 of 2022 does not align with regulatory governance in Indonesia, which remains characterized by overlapping regulations—both horizontally and vertically—and is irrelevant to the existing decentralization system. The establishment of a National Regulatory Agency (BRN) is proposed as a constructive solution to ensure that the quality of academic drafts, methods, and regulatory content is thoroughly examined for feasibility, thereby creating a national regulatory system that is high quality, orderly, and optimal.
