JOSH: Journal of Sharia 2026 Universitas Sunan Drajat Lamongan, Indonesia

Digital transformation has become a strategic agenda in public governance reform, but various emerging approaches still tend to be partial because they separate the dimensions of institutional adaptivity, multi-actor collaboration, and the use of digital technology into different analytical frameworks. This separation creates limitations in explaining how institutions, actors, and technology interact simultaneously to generate public value in the digital era. This study aims to develop a more comprehensive conceptual framework through the Adaptive-Collaborative Digital Governance (ACDG) model to explain the relationship between institutional adaptivity, multi-actor collaboration, data integration, and public value creation. The study used a Systematic Literature Review (SLR) approach with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Literature was obtained from Scopus, Web of Science, and Google Scholar databases through a process of identification, screening, eligibility evaluation, and thematic synthesis of articles that met the inclusion criteria. The results show that institutional adaptivity plays a role as a foundation for digital governance transformation through policy flexibility, organizational learning capacity, and the ability to respond to change. Multi-actor collaboration serves as a transformational mechanism linking adaptive capacity with innovation and resource integration, while data interoperability serves as a strategic link enabling evidence-based decision-making. The interaction of these three dimensions generates public value, reflected in improved public service quality, transparency, accountability, public participation, and public trust. The primary contribution of this research is the development of the ACDG model, a new conceptual framework that integrates adaptive governance, collaborative governance, and digital governance perspectives into a single, cohesive model to support more adaptive, collaborative, and sustainable digital governance.

Fraudulent investment practices disguised as capital market activities have increasingly evolved through digital technology, social media, and online investment platforms, employing schemes such as illegal trading robots, fictitious stocks, and Ponzi mechanisms. Investor protection in Indonesia is implemented through preventive measures, including financial literacy programs, supervision of investment activities, and public disclosure of illegal investments, as well as repressive measures in the form of administrative and criminal sanctions against perpetrators. Using a normative legal method with statutory and conceptual approaches, this article relies on qualitative analysis of primary, secondary, and tertiary legal materials collected through literature review. The analysis demonstrates that the effectiveness of investor protection is closely related to public financial literacy, the supervisory role of the Financial Services Authority (OJK), the consistency of law enforcement, and the integration of digital monitoring systems. Weak public understanding of investment risks and the rapid expansion of technology-based financial services continue to create opportunities for fraudulent practices. Strengthening digital supervision mechanisms alongside expanding financial literacy initiatives remains essential to reduce the growth of fraudulent investments operating under the guise of capital market activities in Indonesia.

Islamic religious education at the Madrasah Diniyah level often relies on passive, one-directional teaching methods that reduce madrasah student engagement and long-term retention. This community service study aimed to improve the quality of Fiqh instruction at Madrasah Diniyah Al-Ishlah Kalirejo, Pasuruan, by implementing kinesthetic games, Small Group Discussion (SGD), and visual teaching aids within the framework of Kitab Mabadi’ Fiqhiyyah. A qualitative descriptive approach was employed through four participatory observation sessions, with visual documentation serving as primary data. The program was implemented in four thematic meetings covering funeral prayer procedures, tayammum, hajj simulation (tawaf), and najis classification. Findings indicate that kinesthetic games effectively reduced affective barriers and increased student focus, while the SGD model with a 1:8 mentor-to-student ratio enabled precise procedural correction for motor-based worship practices. The use of concrete teaching aids successfully transformed abstract Fiqh concepts into tangible, memorable knowledge. This study concludes that the integration of active learning methods, small-group mentoring, and visual media within traditional Islamic education settings can significantly enhance student engagement and comprehension. These findings offer a replicable pedagogical model for Madrasah Diniyah educators seeking to modernize instruction while preserving classical curriculum integrity.

Current business licensing governance in Indonesia exhibits an integration between the risk-based OSS-RBA System and halal certification. While OSS-RBA determines licensing based on business risk levels, halal certification emphasizes religious compliance, yet these frameworks operate in parallel without integration. A critical research gap exists because OSS-RBA does not incorporate ethical, moral, and spiritual risk factors core elements of halal certification. This study aims to analyze the urgency of integrating halal certification into OSS-RBA and formulate an ideal integration model. Using normative legal methods with statutory and conceptual approaches, data were collected through library research examining primary legal documents including Government Regulation Number 28 of 2025, Number 42 of 2024, the Halal Product Guarantee Law, and secondary literature on Maqashid Shariah. The study finds that the concept of halalan thayyiban has expanded through a progressive Maqashid Shariah paradigm, now encompassing environmental preservation and waste management obligations. The proposed integration model consists of an electronically integrated service system governed by "single submission with multi-institutional validation," producing three mechanisms: formal cooperation between BPJPH and the Ministry of Investment or OSS Institution; electronic data interoperability between OSS and SIHALAL systems; and coordinated supervision. Theoretically, this research unites spiritual values with ecological dimensions in the halal ecosystem. Practically, implementing an integrated system will foster a better business climate by simplifying procedure.

Mergers and acquisitions have served as a primary strategy for global banking consolidation over the past three decades, including in Indonesia, which is currently undergoing one of its most massive consolidation waves—one notable example being the emergence of Bank Syariah Indonesia. This article aims to provide a narrative review of the literature on the operational impacts of mergers on bank performance, with a particular focus on implications for the Indonesian context. Based on a systematic search of the Scopus database, 52 peer-reviewed articles published between 2000 and 2025 were analyzed using a narrative thematic synthesis approach. Five main themes were identified: cost efficiency, service quality, risk management, human resource and cultural integration, and information systems and technology integration. The key findings indicate that although 73.1% of studies report post-merger improvements in cost efficiency, these benefits are highly contingent upon the quality of post-merger integration especially in the areas of human resources, organizational culture, and information technology with IT integration failure rates reaching as high as 75%. Domestic mergers consistently achieve efficiency gains more rapidly than cross-border mergers, whereas risk implications depend heavily on the type of merger and the quality of integration. Policy implications include the need for the Financial Services Authority (Otoritas Jasa Keuangan) to monitor post-merger integration quality, provide integration guidelines for smaller banks, take into account the specific characteristics of Islamic banks, and ensure a streamlined, non-burdensome licensing process. Further research particularly empirical studies on banking mergers in Indonesia—is urgently needed to test the generalizability of global findings to the local context.

This study aimed to analyze the effect of parent empowerment in optimizing tummy time on head control in infants aged 0–6 months at community health posts in Jatisampurna, Bekasi. Early motor development requires adequate sensory–motor stimulation, yet many parents have limited knowledge and practice of prone positioning activities. A quasi-experimental one-group pretest–posttest design was employed involving nine healthy infants selected through purposive sampling. Parents received education and practical training on tummy time and were instructed to implement a home program for two weeks with a minimum duration of 30 minutes per day. Head control was assessed before and after the intervention using the Head Control Scale across prone, supine, pull-to-sit, and supported sitting positions. The results demonstrated improvements in head control scores in all positions, with the most notable gains observed in infants who had lower baseline abilities. The findings indicate that repeated prone stimulation enhances postural control through increased neck and trunk muscle activation and improved sensory–motor integration. Parent empowerment also increased knowledge, adherence to home stimulation, and active participation in child development monitoring. This community-based intervention shows potential as a promotive and preventive strategy to support early motor development through family-centered approaches at primary health services.

Healthcare systems are undergoing rapid digital transformation driven by the expansion of electronic health records, telemedicine, remote monitoring, artificial intelligence–assisted diagnostics, mobile health applications, and data-driven hospital analytics. Despite this technological progress, evidence consistently shows that innovation alone is insufficient to produce meaningful improvements in service quality or patient outcomes. This article introduces the Culture-to Quality-of-Life Pathway, a conceptual framework that positions organizational culture as the primary determinant of successful digital transformation in healthcare settings. Drawing on insights from organizational behavior, digital health implementation research, and quality-of-care models, the study demonstrates how key cultural attributes, namely adaptability, learning orientation, interprofessional collaboration, and patient-centered values shape technology acceptance, meaningful use, and long-term sustainability of digital practices. The review further identifies dominant cultural barriers, including resistance to change, hierarchical communication, uneven digital literacy, blame culture, and siloed workflows, which frequently hinder the effective adoption and integration of digital systems. When cultural readiness is strong, digital transformation contributes to improvements in patient safety, operational efficiency, equity in access, and patient experience ultimately enhancing patient quality of life. Overall, the findings emphasize that digital transformation is fundamentally a socio-technical process. Technology acts as an accelerator, but organizational culture is the engine that determines whether innovation translates into measurable, equitable, and sustained benefits for patients. Strengthening cultural readiness is therefore essential for healthcare organizations seeking to realize the full impact of digital initiatives and ensure that technological advancements improve both service quality and patient well-being
