The implementation of the zoning-based admission policy (PPDB) in Semarang City continues to face challenges related to the accuracy of distance measurement and the transparency of information provided to the public. This study aims to examine the application of Geographic Information Systems (GIS) in defining zoning boundaries for public junior high schools in Semarang City and integrating the results into a web-based information platform. A quantitative descriptive approach was employed, incorporating spatial analysis through a 3-kilometer buffer radius using QGIS software. The results indicate that buffer analysis is effective in delineating priority domicile zones based on school coordinate data. These findings are integrated into a GIS-based website that presents visual information on school locations, enrollment capacity, and final score calculation mechanisms in accordance with current regulations. The proposed system contributes to improving information transparency, enabling the public to better understand admission opportunities while supporting government decision-making in promoting equitable access to education. For future development, the use of road network analysis is recommended to obtain more realistic distance estimations.

The zoning system policy in the New Student Enrolment (PPDB) is an educational policy reform aimed at equalising access to services and improving the quality of education in Indonesia. This research analyses the implementation of the PPDB zoning system policy at the level of State Junior Secondary Schools using George C. Edward III's policy implementation theory approach, which covers four main variables: communication, resources, disposition, and bureaucratic structure. The research method employs a qualitative approach with a descriptive research type. Data collection techniques were conducted through in-depth interviews, observation, and documentation study of the regulations implementing the zoning system policy. The findings show that the implementation of the PPDB zoning system policy has proceeded in accordance with the technical regulations of Permendikbud Number 01 of 2021 and Sidoarjo Regent Regulation Number 37 of 2020. The admission routes provided include the zoning route, achievement, affirmation, and parental transfer, which offer fair opportunities for all prospective students. Nevertheless, there are still obstacles in the execution, particularly related to the limited infrastructure for distance learning, public perception regarding the selection mechanism, and the disparity between the number of available places (quota) and the number of applicants for certain routes. This research recommends the need for more comprehensive socialisation, improvement of supporting infrastructure, and periodic evaluation of policy implementation to ensure the achievement of the goal of equitable and quality education.

This study is a literature review aimed at evaluating the policy related to the integration of the Basic Education Data (Dapodik) with the online New Student Admissions (PPDB) system in public junior high schools under the auspices of the Bojonegoro Regency Education Office. This integration is considered crucial for building a more open, effective, and accountable education system supported by accurate data. This study examines a number of related literature sources, regulations, and policy documents to explore the challenges, opportunities, and consequences of this policy on the implementation of online PPDB. The results of the study indicate that although the integration of data between Dapodik and online PPDB can strengthen data validity, improve data accuracy, and accelerate the selection process, its implementation still faces technical obstacles, limited human resource capacity, and disparities in facilities across schools. Therefore, it is necessary to improve coordination between relevant parties, strengthen the technical capabilities of school operators, and adapt regulations responsive to local conditions. The results of this study are expected to contribute as considerations in the development of policies for a more integrated and sustainable education system.

This article explores the dynamics of implementing the New Student Admission (PPDB) policy, focusing on the zoning system. The study aims to analyze how this policy is carried out at the school level and the various challenges encountered during its implementation. Using a qualitative approach through observations, interviews, and document studies, the findings show that although the zoning system has succeeded in reducing the distance between students’ homes and schools, disparities in school quality remain unresolved. The affirmative pathway has not effectively reached its target groups due to limited outreach and lack of supporting facilities. Additionally, technical issues such as online system errors, address manipulation, and poor coordination between schools and education offices are significant obstacles in implementation. The study concludes that improving digital systems, enhancing human resource capacity, and actively involving communities are essential steps to ensure equitable access to and quality of education as envisioned by the policy.

In the 2023 New Student Admission (PPDB), there was a surge in the number of students at SMAN 2 Tanjungpinang and a decrease in the number of students at SMAN 3 Tanjungpinang. In this case, the Education Office is responsible for the equitable distribution of students among schools in Tanjungpinang City. This research aims to understand and describe the Implementation of the New Student Admission Policy in Tanjungpinang in 2023. Using the Van Meter and Van Horn theory. The results of this study (1) The implementation of the policy can be considered successful because all prospective students were able to attend school and none were neglected as per its objectives, but there were discrepancies due to the lack of regulations and strict supervision related to the post-implementation of the PPDB. (2) Adequate resources. (3) It has been well communicated to the public through various socialization efforts such as coordination meetings, print media publications, social media, and official websites. (4) Characteristics require supervision and the development of competencies related to character education within the organization. (5) Regarding the online zonation pathway for new student admissions (PPDB), there are various issues such as prospective students not re-registering after the PPDB at SMAN 3 Tanjungpinang, insufficient supervision post-PPDB implementation, the absence of regulations governing post-PPDB implementation, the addition of offline registration at SMAN 2 Tanjungpinang leading to overload, and even mergers.

This research aims to analyze the implementation of the New Student Admissions (PPDB) policy which uses a zoning system at SMPN 12 Bandung. This policy aims to increase equal access to education in society. To achieve this aim, this research applies a qualitative approach, which is considered effective for exploring in-depth information about the experiences and perspectives of the parties involved. Data was collected through direct interviews with resource persons from the student affairs section of SMPN 12 Bandung. This method allows researchers to gain a clearer understanding of the implementation of the zoning system in the PPDB process at the school.  This research also aims to evaluate the extent to which zoning policies are effective in increasing access to education, reducing social disparities, and identifying the challenges and opportunities faced by schools in their implementation. It is hoped that the results of this research can provide recommendations for the government and related parties to improve and perfect zoning-based PPDB policies in the future.

ABSTRACT This article discusses curriculum innovation and literacy from the perspective of two Indonesian education ministers, Muhadjir Efendi and Nadiem Makarim, who brought significant changes to the Indonesian education system. Muhadjir Efendi introduced the full day school program and zoning policy, which sparked pros and cons among the community regarding its implementation. On the other hand, Nadiem Makarim introduced the concept of Merdeka Belajar which focuses on independent learning and developing student character through National Examination reform, Minimum Competency Assessment, simplification of RPP, and flexibility in admitting new students (PPDB). This article explores how the policies of the two ministers seek to improve the quality of education in Indonesia, although they still face challenges in implementation and acceptance by society. ABSTRAK Artikel ini membahas inovasi dan literasi kurikulum dalam perspektif dua menteri pendidikan Indonesia, Muhadjir Efendi dan Nadiem Makarim, yang membawa perubahan signifikan dalam sistem pendidikan Indonesia. Muhadjir Efendi memperkenalkan program full day school dan kebijakan zonasi, yang memicu pro dan kontra di kalangan masyarakat terkait penerapannya. Di sisi lain, Nadiem Makarim memperkenalkan konsep Merdeka Belajar yang berfokus pada pembelajaran mandiri dan pengembangan karakter siswa melalui reformasi Ujian Nasional, Asesmen Kompetensi Minimum, penyederhanaan RPP, dan fleksibilitas dalam penerimaan siswa baru (PPDB). Artikel ini mengeksplorasi bagaimana kebijakan kedua menteri tersebut berupaya untuk memperbaiki kualitas pendidikan di Indonesia, meskipun masih menghadapi tantangan dalam implementasi dan penerimaannya oleh masyarakat.

This research was conducted with the aim of researching and evaluating the New Student Admission Zoning System Policy (PPDB) at the State Middle School level in the City of Surabaya. This research analysis was carried out using a qualitative descriptive approach. The research results show that the zoning system implemented is considered effective in achieving its main goal, namely equal distribution of quality education. However, other parents are disappointed because their children cannot attend public junior high schools because the distance between home and school is too far. So that the zoning system policy for Admission of New Students (PPDB) in State Middle Schools in Surabaya City in the future can be more optimal, the government will pay more attention to the problems faced by students during the registration process. The government must also see directly whether socialization is carried out immediately so that the implementation of the PPDB zoning system can be carried out optimally.

Equalizing education poses a significant challenge in achieving fair access and equitable opportunities for all students. In an effort to address educational disparities between regions, a zoning system has been implemented in the New Student Admission (PPDB) process. However, this policy has not been without controversy within society. This research aims to analyze the impact and polemics arising from the implementation of the zoning system in the PPDB. The focus of the study is to examine how the application of the zoning system has become a source of debate and controversy among the public. The research utilizes a literature review as the primary approach, collecting data from studies, scholarly articles, research reports, and official documents pertaining to the implementation of the zoning system in the PPDB. Data analysis will consider differing perspectives and arguments that arise in the context of implementing the zoning system. The findings of this research will illustrate the various controversies surrounding the application of the zoning system in the PPDB. This study aims to provide insights into the impact and controversies that arise from the implementation of the zoning system in the PPDB.
