Although Indonesia has integrated SDG 6 goals into national development planning, access to safe drinking water and sanitation remains a challenge in rural areas, particularly due to suboptimal policy implementation at the local level. The PAMSIMAS program is a government policy designed to improve access to clean water and sanitation services thru a community empowerment approach. This research aims to analyze the implementation of the PAMSIMAS program policy in supporting the achievement of SDG 6 in Mentaras Village, Dukun District, Gresik Regency. The research approach is descriptive qualitative with data collection thru observation, interviews, and documentation. The analysis was conducted using George C. Edwards III's policy implementation model, which includes communication, resources, executor disposition, and bureaucratic structure. The research results show that the program implementation has achieved significant progress, marked by an increase in the number of households accessing clean water, affordable service costs, and community-based management thru BP-SPAMS and BUMDes that reflect the principle of accountability. However, the implementation of the program still faces challenges such as limited service coverage, an imbalance in the facilitator-to-beneficiary ratio, and coordination obstacles among implementing stakeholders. Therefore, strengthening the dimensions of communication, resources, and institutional coordination is necessary to enhance the effectiveness of program implementation and support the achievement of SDG 6 targets by 2030.

The problem addressed in this research is the suboptimal implementation of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Koili Village. The objective of this research is to analyze the implementation of the PAMSIMAS Program based on Donald P. Warwick’s policy implementation theory, which includes organizational capacity, information, support, and the distribution of potential resources. This research employs a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving informants from the local government, village officials, PAMSIMAS management, and community members, both beneficiaries and non-beneficiaries. The findings indicate that the PAMSIMAS Program has been implemented; however, it has not yet been fully optimized. Organizational capacity and information dissemination have been implemented, but limitations remain in implementers’ capacity and in the equitable distribution of information. Support from the village government and the community is relatively good; nevertheless, coordination and the distribution of potential resources still need improvement. This research recommends that future researchers examine the implementation of PAMSIMAS on a broader regional scale and incorporate a more in-depth analysis of sustainability and community participation.

The microbiological quality of clean water in Dusun Kepuhan has not met regulatory standards, posing potential health risks to the community. Laboratory examination identified Escherichia coli at 21 CFU/100 mL and total coliform bacteria at 180 CFU/100 mL, exceeding the permissible limits established by the Indonesian Ministry of Health Regulation No. 2 of 2023. This community service program was conducted to enhance residents’ knowledge and practical skills in managing clean water through the application of a chlorine diffuser as a simple and practical disinfection method. The implementation process included problem identification, coordination with the local PAMSIMAS management, educational sessions, and hands-on demonstrations of diffuser preparation and use. Program effectiveness was evaluated using pre-test and post-test assessments involving 30 participants. The findings indicated a statistically significant improvement in participants knowledge following the training. The chlorine diffuser approach was considered appropriate for the community setting due to its ease of use, affordability, and gradual chlorine release mechanism. Continuous monitoring and sustained community commitment are necessary to ensure long-term implementation of safe water disinfection practices.

Air bersih merupakan kebutuhan pokok yang sangat penting bagi kehidupan manusia. Seiring dengan pertambahan dan perkembangan penduduk kebutuhan akan air bersih juga semakin meningkat, untuk itu perlu dilakukan analisis terhadap sistem jaringan perpipaan eksisting. Penelitian ini dilakukan dengan bantuan Pamsimas Sendang Lumintu Desa Sendangkulon Kecamatan Kangkung yang bertujuan untuk mengetahui kondisi eksisting sistem jaringan perpipaan Pamsimas Sendang Lumintu untuk tahun 2024 , mengetahui berapa besar kebutuhan air yang dibutuhkan untuk memenuhi pertumbuhan penduduk sampai dengan tahun 2039,  dan menganilisi kondisi eksisting sistem jaringan perpipaan Pamsimas Sendang Lumintu untuk tahun 2039. Metode yang digunakan dalam penelitian ini adalah dengan mengumpulkan data sekunder lalu menganalisis data tersebut dengan program EPANET 2.0 sehingga didapatkan hasil simulasi. Hasil simulasi menunjukan bahwa pada tahun 2024 besar debit kebutuhan rata-rata yaitu sebesar 16,27 liter/detik, kebutuhan harian maksimum 17,90 liter/detik dan kebutuhan jam puncak 24,40 liter/detik. Sedangkan untuk tahun 2039 besar debit kebutuhan rata-rata yaitu sebesar 20,92 liter/detik, kebutuhan harian maksimum 23,01 liter/detik dan kebutuhan jam puncak 31,38 liter/detik. Kondisi hidrolis eksisting sistem jaringan Pamsimas Sendang Lumintu Kecamatan Sendangkulon masih ada yang tidak sesuai kriteria. Kriteria yang dianalisa adalah sisa tekan dan kecepatan air. Pada jam puncak terdapat beberapa titik yang menghasilkan sisa tekan kurang dan kecepatan dibawah kriteria

Clean water distribution in the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Kuwasen Lama Village, Gunungpati District, Semarang City, faces the challenge of unequal supply between highland and lowland areas. The main factors that affect these conditions include differences in topography, suboptimal piping network design, and unbalanced water pressure, especially during peak hours. This research proposes a solution based on Internet of Things (IoT) technology using the ESP32 module as a control center, which is integrated with the Blynk application for real-time monitoring and control of the system. The system is equipped with a water flow sensor, water level sensor, motorized valve, and booster pump to increase water pressure in high elevation areas. Two design schemes were tested, namely flow regulation using a motorized valve, and a combination of a motorized valve with a booster pump. The results of the simulation and implementation showed an increase in water pressure stability, equitable distribution, and a decrease in the frequency of supply disruptions. The system also allows for live monitoring of network conditions, facilitates technical decision-making, and improves operational efficiency. With an adaptive and community participation-based approach, this solution has the potential to become a model for PAMSIMAS clean water distribution management that is efficient, sustainable, and responsive to geographical challenges, while strengthening the resilience of clean water services in rural areas.

The Community-Based Sanitation Program (PAMSIMAS) is a government initiative aimed at improving community access to proper sanitation facilities, particularly in rural areas. This study aims to evaluate the effectiveness of the program in Tanjung Aman Village, Wampu District, Langkat Regency. A qualitative approach was used with a phenomenological method, focusing on the experiences and perceptions of local residents and village officials regarding program implementation. Data were collected through in-depth interviews, field observations, and documentation, involving 15 informants comprising residents, sanitation cadres, and village officials. The findings show that technically, the sanitation facilities function well; however, sustainability in usage faces challenges such as low community participation, weak maintenance systems, and the absence of binding local regulations. Community perception of the program is generally positive, particularly regarding improvements in environmental cleanliness and comfort in using the facilities, yet unequal access remains a significant issue. The study concludes that the success of PAMSIMAS largely depends on collaboration among the community, local cadres, and village policies. Strategic recommendations include the formulation of Village Regulations, regular training for cadres, and the establishment of a community-based sanitation management institution. With this approach, the program is expected to operate sustainably and provide long-term benefits to rural communities.

K- means termasuk kedalam algoritma partisi yang memiliki tujuan untuk membagi data kedalam jumlah  klaster yang ditentukan, hasil dari algoritma K means tergantung pada pemilihan pusat klater awal  namun permasalahan yang sering terjadi jika pada pemilihan centroid awal yang masih dilakukan secara acak jauh dari solusi maka kemungkinan hasil dari pengelompokan tersebut kurang tepat. Untuk mengatasi masalah tersebut akan menggunakan tahapan preprocessing berupa normalisasi minmax untuk mengatasi skala pengukuran berbeda pada dataset, setelah itu menggunakan algoritma PSO dalam pemilihan centroid awal untuk algoritma K- means, dalam penelitian ini juga dibandingkan pemilihan centroid dengan 3 cara yang pertama sesuai dengan acak, kedua sesuai standar pemerintah untuk nilai kualitas air minum yang tingi, menengah dan rendah kemudian yang ketiga dengan metode yang diusulkan algortima PSO dan kemudian akan diuji dengan Index Davies Bouldin. Hasil pengujian berupa tersebut metode K-means dengan pemilihan centroid awal acak dengan nilai 0,208856082, metode K-means dengan pemilihan centroid sesuai dengan standar pemerintah tentang kondisi SAM  sebesar 0,280077, dan terakhir metode pemilihan yang terbaik adalah dengan menggunakan normalisasi minmax K-means PSO dengan nilai 0,177796. Sehingga pengujian data PAMSIMAS menggunakan normalisasi minmax k-means PSO yang didapat bahwa metode tersebut lebih optimal

The Community-Based Drinking Water and Sanitation Provision Program (PAMSIMAS) aims to increase access to clean water and proper sanitation in rural areas. However, the implementation of this program in several villages, including in Lubuk Ulak Village, Muara Pinang District, Empat Lawang Regency, still faces various challenges. This research aims to evaluate the PAMSIMAS development policy in the village, focusing on the effectiveness of implementation, the challenges faced, and its impact on the local community. This study uses a descriptive qualitative approach with a case study design. The data collection techniques used were in-depth interviews, observations, and document studies related to the implementation of PAMSIMAS. The collected data was analyzed thematically to find patterns relevant to the research objectives. The results show that although PAMSIMAS has succeeded in providing clean water infrastructure, there are still problems in terms of water resource management, community participation, and facility sustainability. Lack of technical training for local managers and weak coordination between stakeholders led to the insustainability of programs at the village level. In conclusion, PAMSIMAS in Lubuk Ulak Village needs improvements in planning, community involvement, and institutional capacity strengthening. Further research is needed to explore the sustainability of the program and the active role of communities and governments in sustainable clean water management.

Village-Owned Enterprises (BUMDes) are business units that are jointly owned and managed by the village government and the local community. The establishment of BUMDES aims to exploit economic potential and improve the welfare of village communities. One of the BUMDes highlighted in this study is BUMDes Loh Jinawi which is located in Tunjungmuli Village, Karangmoncol District, Purbalingga Regency. In its development, Tunjungmuli Village is still faced with geographical challenges and inadequate infrastructure. BUMDes Loh Jinawi manages four main business units, namely Pertashop, Pamsimas, Markets, and innovations in the agricultural sector so that they can meet the basic needs of the community. Pertashop provides access to fuel, Pamsimas ensures clean water supply, Markets support local trade, and agricultural units increase food security and farmer incomes through sustainable practices. These initiatives have significantly improved the quality of life and economic opportunities for local residents, especially farmer groups. Through participatory management and community involvement, BUMDes Loh Jinawi has fostered a sense of belonging among residents while overcoming socio-economic challenges. The authors contributed by facilitating observations, workshops and mentoring to improve BUMDes operations. In a series of community service activities, it was found that optimizing the management of BUMDes Loh Jinawi can be done in two ways, namely assisting with management practices to increase access to basic services and empowering the surrounding community economically and socially.  This study provides a replicable model for sustainable rural development.

This research is entitled Water Governance on Optimizing Clean Water Distribution to Meet Community Needs in Lembur Village, Komba City District, East Manggarai Regency. The purpose of this study is to find out the water governance process in Lembur Village. The method used in this study is a qualitative method. This study examines water governance on community needs using 3 important aspects, namely, the content layer, the institutional layer and the relationship layer. The results of the study show that the implementation of water governance in terms of the content layer is constrained in providing ineffective information, especially during the delivery of program work and policy making, officer training only occurs during National Programs such as PPIP and PAMSIMAS, while those managed by villages do not conduct training due to budget shortages, and policy strategies that are not optimal cause some people to not get clean water supply, but in the aspect of the institutional layer from the organizational side, there has been a division of roles and responsibilities, there is a strict structure and supervision, but there is a miscommunication between the overtime village government and clean water officers, even from the aspect of financing, budget realization that is not in line with the results in the field, then in the aspect of the relationship layer on the participation side,  The community is not involved in the completion of clean water work and deliberately dismantles the pipes that have been worked. Financial alkalization and decision-making are not transparent and communication between the government and the community is not effective.

Pamsimas is a program implemented by the government to help the community in providing drinking water and overcoming difficulties in getting clean water. This research aims to determine the influence of Pamsimas Management on Customer Satisfaction of Community-Based Drinking Water (PAMSIMAS). The Pamsimas program is one of the programs implemented by the Indonesian Government. The aim of this research is to find out about the "Influence of Pamsimas Management on Customer Satisfaction in Gempolrejo Village, Sumberjo Hamlet, Tunjungan District, Blora Regency" to see how the Pamsimas program is in terms of its management, researchers want to know what strategies management uses to overcome water problems during the dry season. and the level of community satisfaction. Researchers use data collection techniques with techniques; interviews, observation, documentation and using qualitative data analysis techniques. Indicators of the success of the Pamsimas program are: Fulfillment of clean water needs every day and a good level of community satisfaction. Research results related to the success and strategy of providing community-based drinking water in Gempolrejo village, Sumberjo hamlet. The program is said to be successful because Porgam's objectives have been achieved, but there are still obstacles in several aspects, such as a lack of water during long dry periods and a lack of community satisfaction. In this case, support from the government and society is really needed.

Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat atau PAMSIMAS merupakan program penyediaan air bersih yang dilakukan oleh organisasi swadaya masyarakat. Salah satunya terdapat di Dusun Sentul. Salah satu masalah yang terjadi dalam pengelolaan PAMSINAS adalah pengelolaan administrasi yang masih menggunakan cara-cara manual. Hal itu menyebabkan pengelolaan data membutuhkan waktu yang sangat lama dan seringkali terjadi kesalahan atau human error. Masalah lain dengan adanya administrasi manual tersebut, terkadang menyebabkan ketidakpercayaan masyarakat terhadap data yang dihasilkan manajemen. Untuk itulah penelitian ini mengusulkan pengembangan aplikasi untuk membantu administrasi PAMSINAS sehingga pekerjaan yang dilakukan lebih efektif dan efisien. Pengembangan aplikasi dilakukan dengan metode prototyping. Hasil pengujian sistem menunjukkan bahwa aplikasi yang dibangun tersebut sudah sesuai dengan keinginan pengguna dan telah memenuhi kebutuhan fungsional yang ditetapkan.

Penelitian   ini   berjudul   Implementasi   Program   Penyediaan   Air   Minum   dan   Sanitasi   Berbasis Masyarakat (PAMSIMAS) Di Desa Purwosari Kecamatan Blora. Permasalahan yang timbul adalah belum tercapainya target yang ditetapkan dalam program Pamsimas di desa Purwosari. Fenomena Gap ini terjadi karena beberapa faktor diantaranya terbatasnya sumber air dan pasokan air baku, sanitasi dan perilaku kebersihan yang buruk serta air minum yang tidak aman, masih rendahnya kesadaran masyarakat akan pentingnya perilaku hidup sehat dan kurangnya perilaku kebersihan di lingkungan masyarakat. Masalah dalam penelitian ini adalah : bagaimana implementasi program Pamsimas dan faktor-faktor apa sajakah yang dapat menjadi pendukung dan penghambat dalam dalam pelaksanaan implementasi Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat di Desa Purwosari   Kecamatan Blora, dan faktor-faktor yang dapat menjadi pendukung dan penghambat dalam dalam pelaksanaan implementasi Program Pamsmas. Pelaksannaan Program Pamsimas di Desa Purwosari Kecamatan Blora cukup berhasil baik ditinjau dari pemanfaatan sumberdaya. Komunikasi yang ada dalam pelaksanaan pamsimas cukup baik baik dilihat dari saluran komunikasi yang ada, dan kecenderungan- individu bersikap positif dan partisipatif dalam mendukung pelaksanaan program Pamsimas. Hal-hal yang mendukung adalah komunikasi yang berjalan baik, tanggapan masyarakat yang baik dan partisipatisipatif, pemberdayaan sumber daya yang optimal baik SDM, kewenangan maupun informasi yang ada. Hal-hal yang menghambat pelaksanaan Pamsimas antara lain: ketiadaan/kelangkaan sumber air baku untuk air bersih, keterbatasan pendelegasian kewennangan yang diberikan pemerintah pusat terhadap pelaksana di lapangan.
