This study aims to determine the extent of the influence of network disruptions within the Ministry of Transportation's online system on the crew signing process (sign-on/sign-off) conducted by PT. Menara Suar Maritim, Tanjung Balai Karimun Branch. The online system is a vital instrument that supports the administrative efficiency of crew signing, serving as legal evidence and fulfillment of employment requirements on board in accordance with shipping regulations in Indonesia. In practice, this system acts as a link between shipping companies, government agencies, and the crew; thus, network stability is a decisive factor for the success of the process. However, frequent network disruptions lead to service delays, accumulation of physical files, and hindered ship departure schedules, which impact company operations. The method used is field research through direct observation, interviews with relevant parties, and library research by reviewing relevant regulations and literature to strengthen the analysis. This research is expected to serve as a reference for shipping companies and related agencies in improving the effectiveness of crew signing services to support smooth operational processes while ensuring maritime safety. The results indicate that network disruptions directly affect the document verification stage, as well as the data input process for the issuance of signing certificates.

This research was conducted with the aim of analyzing and finding out about the empowerment of orphans at LAZNAS PPPA Daarul Qur'an Lampung through Islamic philanthropy-based educational funding. The approach used in this research is descriptive qualitative, using a case study method. The data collection process involved observation, interviews, and document review. Data analysis included data collection, data reduction, data presentation, and conclusion drawing, as well as data validation through triangulation. This study revealed that educational funding rooted in Islamic philanthropy at LAZNAS PPPA Daarul Qur'an Lampung includes budget revenues and expenditures with allocations prepared at the beginning of each year. The expenditure period can be tracked through the LAZNAS PPPA Daarul Qur'an Lampung online system. Distribution efforts include eliminating educational costs for orphans, providing basic necessities, distributing Mushabs for orphaned students who memorize the Qur'an, and supporting orphans. The evaluation of Islamic philanthropy-based education funding at LAZNAS PPPA Daarul Qur'an Lampung involved an analysis that showed that the role of the nadzir (manager) remains limited. All responsibilities and functions of the nadzir, particularly those of branch heads and fundraisers, are aimed at improving management. Furthermore, accountability is a factor taken into account when drafting the budget for the upcoming period.

This research focuses on examining the innovation of licensing and accreditation services for educational institutions within the Department of Education and Culture of Sidoarjo Regency, as a strategy to ensure effective, transparent, and accountable education governance in the digital age. This research is based on bureaucratic intricacies, poor integration of information systems, and inadequate digital skills among civil servants in overseeing public education services. This research utilized a qualitative descriptive method, gathering data via in-depth interviews, observations, and documentation involving department personnel, school leaders, and representatives from educational institutions benefiting from the services. The results indicate that service innovation via the deployment of digital systems like the Sidoarjo Education Online System and e-Accreditation has effectively expedited licensing procedures, enhanced administrative efficiency, and bolstered transparency and public information release. Nonetheless, the primary obstacles persist in coordination between departments, opposition to changes in organizational culture, and insufficient human resource skills in managing digital systems. This research highlights that the effectiveness of public service innovation in education relies not just on adopting technology but also on improving collaborative governance and increasing bureaucratic capabilities. The research suggests creating a cooperative, data-informed, and participatory innovation framework to guarantee the sustainability and inclusivity of educational service innovation in Sidoarjo Regency.

This study aims to analyze the efficiency of issuing tax invoices and reporting Value Added Tax (VAT) Periodic Tax Returns (SPT Masa PPN) by comparing the DJP Online system and the Coretax Administration System at CV XYZ. The research focuses on comparing the reporting process before and after the use of the Coretax digital system, as well as evaluating its direct impact on the efficiency of VAT reporting for Taxable Entrepreneurs (PKP). A descriptive qualitative method was used, with data collected through observation and documentation. The results show that prior to using Coretax, tax reporting was conducted through two separate applications, e-Faktur and e-SPT, which led to inefficiencies, input errors, and longer processing times. After the implementation of Coretax, the reporting process became more integrated, automated, and time-efficient. The system also supports digital document archiving and offers automatic validation and notifications, thereby reducing the risk of delays and reporting errors. Although technical issues such as internet dependency, system errors, and user adaptation remain, Coretax overall has a positive impact on improving tax administration efficiency and compliance at CV XYZ.

This study aims to determine and analyze the Professionalism of Apparatus in the Implementation of Public Services at the Investment and One-Stop Integrated Services Office of Gorontalo City. Viewed from the aspects of: (1) Competence, (2) Effectiveness, (3) Efficiency, and (4) Responsibility. This research method uses a Qualitative Approach with a Descriptive type. Data collection techniques used in this study are observation, interviews, and documentation. The results of the study indicate that in the competence dimension, the apparatus has had adequate technical capabilities, evidenced by mastery of the OSS system and participation in various training. The effectiveness dimension is also quite good, indicated by the timeliness of service even though sometimes hampered by OSS network disruptions. In the efficiency dimension, services have run optimally through the use of online systems that save time and costs, and received support from the SKM results with a value of 90.17 in the "very good" category. Meanwhile, in the responsibility dimension, the apparatus shows high discipline and work commitment, although there are still several cases of delays and permission to leave the office during working hours. Overall, it can be concluded that the professionalism of the Gorontalo City DPMPTSP apparatus in providing public services is classified as good, but still requires improvement, especially in the aspects of effectiveness and responsibility.

The development of digital technology and the impact of the pandemic have shifted the learning paradigm in elementary schools from traditional face-to-face models to technology-based online systems. However, the limited mastery of teachers in utilizing digital learning media, particularly Google Classroom, has become a major obstacle in implementing effective online learning. This community service activity aims to improve the competence of teachers at SD Negeri Gollu Sapi in managing technology-based learning through the use of Google Classroom. The implementation method consists of four stages: preparation, workshop implementation, practice mentoring, and evaluation. The workshop was designed interactively by combining material presentation, demonstration, discussion, and hands-on practice, covering the creation of virtual classes, uploading teaching materials, assigning tasks, and conducting online assessments. The results of the activity showed a significant improvement in teachers’ skills, both in independently managing online classes and in applying the main functions of Google Classroom. Teachers were able to create digital teaching materials, set assignment schedules, provide feedback, and prepare technology-based assessments. In addition, this activity also produced an online article publication and video documentation as additional outputs. The teachers’ enthusiasm during the implementation indicates that this activity is useful and relevant to the needs of 21st-century learning. With this training, teachers are expected to become more adaptive to the digital transformation in education, thereby supporting the achievement of a more interactive, effective, and sustainable learning process in the digital era.

This study investigates the influence of an online attendance system and digital literacy on teacher discipline and performance in elementary schools. A quantitative explanatory research approach was employed to provide empirical evidence regarding these relationships. The research population consisted of 170 elementary school teachers in Bojong District, Pekalongan Regency, who were selected using proportional stratified random sampling to ensure representativeness. Data were collected through a structured questionnaire using a 5-point Likert scale, and analyzed with Structural Equation Modeling (SEM) through the Partial Least Squares (PLS-SEM) approach using SmartPLS 4.0 software. The measurement model evaluation demonstrated strong reliability and validity across all constructs. Cronbach’s Alpha values ranged between 0.820 and 0.872, Composite Reliability between 0.881 and 0.911, and Average Variance Extracted (AVE) between 0.649 and 0.718. Discriminant validity was confirmed based on both the Fornell-Larcker Criterion and the Heterotrait-Monotrait Ratio (HTMT). The structural model showed good predictive relevance with a Goodness-of-Fit (GoF) value of 0.366, indicating a large effect. Hypothesis testing results supported all proposed relationships. Digital literacy was found to positively influence teacher performance, while the online attendance system significantly affected both teacher discipline and teacher performance. Furthermore, teacher discipline was proven to have a positive effect on teacher performance. Mediation testing revealed that teacher discipline acted as a significant partial mediator in the relationships between digital literacy, online attendance systems, and teacher performance. The findings provide empirical validation for the Task-Technology Fit Theory and the TPACK Framework in the context of educational human resource management. This study confirms that digital transformation, through strengthening digital literacy and online systems, represents an effective strategy to improve teacher professionalism and enhance academic quality in elementary schools.

The Child Identity Card (KIA) is an official document issued to children aged 0–17 years as a form of early recognition and protection of legal identity. The issuance of the KIA aims to support orderly population administration, facilitate access to public services, and strengthen child protection in various social, educational, and health aspects. In Bintan Regency, this policy has been implemented since 2017 and was reinforced through Regent Regulation No. 6 of 2022. However, in 2024, the KIA ownership rate only reached 53.48%, the lowest figure in the Riau Islands Province. This figure indicates a serious gap between policy and implementation in the field. In fact, the Bintan Regency Population and Civil Registration Office's Work Plan (Renja) set the KIA ownership target for 2024 at 65%, with the final realization being only 62%. This study aims to examine the factors influencing the low KIA ownership rate. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Informants consisted of Disdukcapil officials and the community as service recipients. The implementation model used was Merilee S. Grindle's theory, which emphasizes six critical variables in policy success, including resources, communication, and implementer characteristics. The results of the study indicate that despite an increase in demand for KIA due to administrative requirements in education services, BPJS, and social programs, significant obstacles remain. These obstacles include limited outreach, a lack of service infrastructure in coastal and remote areas, and technical constraints such as a suboptimal online system. Therefore, acceleration strategies are needed, such as increasing the intensity of cross-sector outreach, integrating KIA services into integrated health post (Posyandu) and school programs, adding mobile services, and training local human resources.

This research seeks to develop a web-based tuition payment system to improve the efficiency of financial administration at SMK Techno Media.The Agile development method was employed, with data collected through observation, interviews, literature review, and documentation. Several challenges were identified, such as delays in processing, inaccuracies in payment information, and inefficiencies in financial reporting. The developed system includes functionalities for generating bills, tracking payment status, sending notifications, and producing financial reports. These features are designed to be utilized by six user roles: administrators, teachers, students, parents, finance staff, and the school principal. The implementation results show notable improvements in data accuracy, information transparency, and administrative efficiency. Furthermore, the system supports digital transformation in the school’s financial management processes.

This study examines the performance of the Banjarbaru City Personnel and Human Resources Development Agency (BKPSDM) in the recruitment of Government Employees with Work Agreements (PPPK). Using a qualitative approach with descriptive methods, this study evaluates performance based on five indicators: productivity, service quality, responsiveness, responsibility, and accountability. The results show that although BKPSDM has implemented a merit-based recruitment system through Computer Assisted Test (CAT), several challenges are still faced, such as technical constraints in the online system, limited formation quotas, and applicants' lack of understanding of administrative requirements. The research also identified supporting factors such as the regulatory framework, technology implementation, and the active role of BKPSDM in providing clear information to applicants. Recommendations include strengthening technological infrastructure, expanding socialization, optimizing complaint mechanisms, and proposing additional formation quotas to match regional needs.

This study aims to evaluate the QRIS management program for new users of Bale by BTN Mobile at Bank BTN KCP Ketintang, especially in the distribution of Surabaya University student identification cards and customer service. The method applied is descriptive qualitative with data collection through interviews, in-depth observations, and documentation. There are four informant subjects related to this research, namely new customers, business people, customer service, and funding parties of Bank BTN KCP Ketintang, selected to obtain an in-depth understanding of the effectiveness of the program. The results showed an increase in the use of QRIS among new users of Bale by BTN. Through the cashback program, customers can use QRIS regularly. However, the use of technology and online systems in this program still faces challenges, especially related to technical problems that often arise in Bale by BTN mobile banking, which can hinder the smooth activation process.

Policy implementation is the process of running, implementing and pursuing policy decisions and their alternatives that have been decided in the hope of obtaining a result that is in accordance with the goals or objectives of a policy. This study aims to find out how the implementation of the online payment and payment system policy for hotel and restaurant taxes in increasing the original income of the North Central Timor Regency. This study uses a descriptive research method with a qualitative approach. The results of this study show that. The communication indicators carried out by the Regional Revenue Agency have been carried out in two stages directly and accepted by restaurant taxpayers while for hotels it has not been implemented, so it can be said that this policy has not been fully implemented. Then the indicators of resources in the Regional Revenue Agency are still very lacking, so it needs to be added again so that in carrying out the policy the tax online system is not gradual and can run optimally to help increase local revenue. The following are the indicators of disposition that exist in the Regional Revenue Agency has a good attitude and responsibility towards the policies they have implemented so far. And the last is the indicator of the bureaucratic structure that exists at the Regional Revenue Agency so far has carried out a good cooperative relationship between employees and related agencies in implementing the tax online system policy.

Along with the development of the times, we see many hotels experiencing changes. A change that is rarely reviewed as a news topic is the software overhaul that occurs in hotels from offline to online systems. Lay people only see changes in hotels from a visible perspective, without having to know whether the hotel's system and system applications have changed. One of the factors in system development at Hotel Cipta is the need for hotel management to prioritize the development of system applications from offline to online systems, even web-based. It is not easy to overhaul an existing system application compared to creating a new system application. There are several software engineering methods and models that are commonly used to analyze system needs and design systems in the software development process. One of them is the incremental delivery model. This makes it interesting to try to apply the incremental delivery model to the development of the Hotel Cipta information system application by taking place at the Hotel Cipta on KH. Dian Ekawati. Analysis of Accountability for Promotion of Civil Servant Ranks (Case Study of Application of SAPK BKN in BKD, South Sumatra Province). Accountability of Service Promotion for Civil Servants (Case Study of Application of SAPK BKN in BKD of South Sumatra Province) has basically been going well, but because there were some disturbances related to network problems and application system problems, so there were some things that were delayed in the management process. . It has not been added to the terms and files that are not appropriate so that many promotion files have not been approved and must be repaired. The supporting factor is the existence of technological advances that become service innovations, in the form of online applications, namely online SAPK in the management of promotions, it will provide convenience in the management of promotions. The inhibiting factor is that the existence of signal interference in several districts is a weak side of the online system that must be improved, as well as the requirements for completeness of files that have not been met by employees hampering the approval process for promotions.

PT Rizma Tour & Travel is a company operating in the travel agency sector. The problem in this research is that recording cash receipt and disbursement transactions still uses a manual and semi-computerized system using Microsoft Excel to create cash receipt and disbursement reports. This problem can result in incorrect recording or incorrect input of transactions, resulting in inaccurate cash receipt and disbursement reports.The research method used in this research is qualitative research with a case study approach. This research aims to build a cash receipt and disbursement application for PT Rizma Tour & Travel which is used to assist in recording cash receipt and disbursement transactions.The results of this research are in the form of a web-based application for cash receipts and disbursements that can help PT Rizma Tour & Travel in recording cash receipt and disbursement transactions so that they run effectively and efficiently, including creating cash receipt and disbursement reports.

The Approval of Foreign Ship Agency (PKKA) is a requirement in the form of a letter obtained from the system established by the Ministry of Transportation. This letter is useful when the Shipping Agency tasked with representing foreign ships in Indonesian ports, or appointed by the shipowner to carry out duties. Approval for foreign-flagged vessel agencies serves the PKKA Tramper route to support domestic and international maritime transport. The registration of foreign ships involves adding data or registering ships in Simlala that have never entered or been represented by the respective company due to the absence of the ship's name on the Approval of Foreign Ship Agency (PKKA). If the ship has already entered an Indonesian port through the respective agency, there is no need to register the ship in the Simlala system. Simlala is an innovation from the Indonesian Ministry of Transportation, involving the use of online systems or the internet in ship and port services, with Port Authorities as the implementers, to keep up with the developments in the maritime world, where the speed of port services is crucial. In the Simlala system, shipping companies have accounts registered with the Port Authority, and anyone wishing to access the Simlala system must also have an account used to request ship services. In writing this paper, the author conducted field research, including observation, which is the most dominant method used, as well as interview and library research methods.

To find out more closely how the company PT Admiral Lines Belawan Branch, carrying out shipping activities in the issuance of Outward Manifest in the Customs online system, this aims to carry out responsibilities in submitting cargo reporting documents to parties that are truly related and responsible. As for the completeness of customs documents to support and expedite the Outward Manifest issuance procedure. as for the obstacles in the Outward Manifest issuance process that make it difficult to issue the Ouward Manifest, which the company can overcome seriously so that the company does not experience losses caused by a staff in submitting online data. With the Manifest Module online system, it is easier to manage Outward Manifest documents that train staff to be more thorough. This paper uses 2 (two) types of research methods, namely: the Field Observation method (Flied Reseach), interviews with employees and the Heritage Study Method (Library Reseach), namely taking data from library books.

During the current pandemic, effective learning activities that are currently being carried out by all levels of school, whether primary, secondary, or tertiary, are online. The purpose of this study was to describe the effect of learning the online system on student activity during the pandemic in grade III students of UPT SDN 1 Watesn, Pringsewu Regency. This study uses a causal associative quantitative method model. The subjects in this study were grade III elementary school students with 24 students. This study found that there was an effect of online learning on student activity well, because learning was going well and also active students in learning got a significant score of 0.000 <0.05 for a significant level of 5%. the value of tcount is 4,364 while ttable is 2,073 (tcount > ttable) which means that HO for this study is rejected and for Ha is accepted. And based on interviews conducted by researchers, the strategy was carried out by teachers, there is a process carried out by classroom teachers to the process of the current pandemic period, effective learning activities carried out at this time by all levels of schools, both elementary schools, middle schools, and universities are carried out by way in the network (online). The purpose of this study was to describe the effect of learning the online system on student activity during the pandemic in grade III students of UPT SDN 1 Watesn, Pringsewu Regency. Permen ATR/BPN 9/2019 is a provision regarding the implementation of roya electronically so that registration and deletion of roya can be reached easily, quickly, simply and at low cost. Roya which is done manually is different from electronic. The difference is that the file from the applicant is scanned and registered through the website and is directly corrected by the roya executor, not through the land counter. So that the Notary/PPAT does not have to come to the Land Office. After obtaining the certificate of land rights then it is given back to the certificate holder in this case is the creditor. If the deletion and registration of roya electronically has not been carried out even though the debt has been paid off, the land title certificate still contains a barcode record of encumbrance of Mortgage Rights. Based on the above, how is the implementation of the elimination of Roya Mortgage Electronically at the Land Office of Batang Regency? And what are the Inhibiting and Supporting Factors in the Implementation of Electronic Mortgage Elimination at the Land Office of Batang Regency?. The research method that will be used in this paper is a sociological juridical research method. The approach that the author uses in this study is a sociological juridical approach. The sociological juridical approach emphasizes research that aims to obtain legal knowledge empirically by going directly to the object. The implementation of the abolition of roya with the HT-el System at the Land Office of Batang City has not all been carried out in accordance with the procedures stated in the Technical Guidelines for HT-el. Application files that do not comply with procedures are known from the results of the inspection of the Land Office, if not checked, the HT-el certificate will be issued automatically on the seventh day. Issuance without any inspection from the Land Office if there is a procedural error, it is feared that it will become a problem in the future. Obstacles in HT registration with the HT-el System occur in PPAT, Banks as creditors and the Land Office. This obstacle arises during the HT registration process, both technically and non-technically. The electronic roya removal is carried out by the applicant, namely the debtor, proxy or representative by filling out an electronic application. If seen in practice, the Elimination of Roya electronically electronically or online is carried out through PPAT intermediaries at the PPAT office because PPAT who has a user name and password when accessing the registration system for the Elimination of Roya electronically in order to serve the needs of the community for the Elimination of Roya electronically through the online system still has both external and internal constraints.   Keywords: Deletion, Roya, Online
