This study aims to analyze the implementation of public service ethics by front office officers at the Public Service Mall (Mall Pelayanan Publik/MPP) of Samarinda City and its impact on the image of government institutions. As the frontline of public service delivery, front office personnel play a strategic role in shaping public perceptions and fostering public trust in government services. This research employed a qualitative descriptive approach, utilizing in-depth interviews with a functional licensing officer at the Department of Investment and One-Stop Integrated Services (DPMPTSP) of Samarinda City, supported by direct field observations. The findings reveal that the implementation of service ethics at the Samarinda MPP is guided by the principles outlined in Law No. 25 of 2009 on Public Services and the Minister of Administrative and Bureaucratic Reform Regulation No. 15 of 2014 concerning Service Standards. These regulations emphasize the values of integrity, professionalism, accountability, responsiveness, and inclusiveness in service delivery. Furthermore, effective coordination among service tenants, continuous improvement of employee competencies, and adaptation to digital systems such as the Online Single Submission (OSS) platform have contributed significantly to maintaining service quality. The study concludes that the consistent application of public service ethics enhances citizen satisfaction, strengthens public trust, and positively influences the image of government institutions in the community.

This study addresses the troubling increase in illegally managed micro, small, and medium enterprises (UMKM) operated by foreign nationals in Bali, which poses significant threats to local economic stability and fairness. The analysis focuses on the legal frameworks governing UMKM, including Law No. 20 of 2008 and the Online Single Submission (OSS) system, as well as the regulatory gaps that allow foreign entities to exploit these mechanisms for their gain. A multi-method approach was employed to evaluate the current situation, emphasizing the roles of local government initiatives, banking regulations, and community engagement in combating illegal business operations. The findings reveal a pressing need for enhanced verification processes, stricter compliance measures, and localized regulations to protect legitimate businesses from exploitation by foreign competitors. The study concludes that only through coordinated efforts among government bodies, financial institutions, and local enterprises can Bali achieve sustainable economic growth, ensuring that UMKM can thrive within a fair and equitable commercial landscape.

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in the economy and community independence. However, the great potential of home-based businesses is often hindered by administrative issues related to business legality. This research focuses on UMKM Krecek Kulit Sapi Ashif in Jatirejo Village, which has been operating since 2018 but lacks a Business Identification Number (NIB), Household Industry Food (PIRT) permit, and halal certification due to perceived complex procedures. The main objective of this activity is to strengthen business management through product standardization and obtaining legal certifications to enhance the competitiveness of this MSME. The research method used a descriptive qualitative approach with a community service method based on mentoring, including observation, in-depth interviews, and hands-on practice in managing documents through the Online Single Submission system. The results show that through phased mentoring, UMKM Krecek Kulit Sapi Ashif successfully obtained an NIB and increased the owner’s awareness of PIRT food safety standards and halal certification procedures. The impact of this activity includes meeting administrative legality and improving knowledge, confidence, and professionalism in business management. Intensive mentoring proved crucial in transforming informal businesses into formal, legally protected entities.

This research investigates the execution of data-informed and inclusive regional development planning within the Regional Development Planning Agency (Bappeda) of Sidoarjo Regency, concentrating on four analytical aspects: data integration and management abilities, the efficiency of participatory processes, technical and institutional obstacles concerning interoperability, and capacity-building strategies for facilitators tasked with translating public aspirations into planning priorities. The study is positioned within the national framework to establish evidence-based and participatory planning in reaction to the growing complexity regional development. Despite Bappeda Sidoarjo implementing multiple data platforms and participatory channels such Musrenbang forums, online submission systems, and sector-specific information systems the results indicate that issues like data fragmentation, insufficient digital literacy, and ineffective follow-up mechanisms continue to impede planning effectiveness. Employing qualitative methodology that includes in-depth interviews, observation, and document review, the research reveals that data integration has not reached single source of truth because of the lack of a cohesive data architecture and compatible standards among government entities. Participatory methods have increased inclusivity, but the quality of proposals and verification processes is still variable, hindering the incorporation of grassroots feedback into planning priorities. Moreover, the ability of facilitators the subdistrict and village levels is crucial in determining the quality of the compiled proposals. The research ends by highlighting the importance of improved data governance, increased actor capability, revised participatory processes, and clear follow-up mechanisms. Suggestions encompass constructing a unified data framework, offering ongoing technical training, standardizing digital Musrenbang processes, and establishing publicly available proposal-tracking system integrated within the yearly planning cycle.

Business legality is a very important component in the development of micro, small, and medium enterprises (MSMEs). Business legality provides MSME players with legal protection, easier access to financing, and greater opportunities for growth. The Business Identification Number (NIB) is the official identity of business actors used to obtain business licenses and commercial or operational permits through an integrated electronic licensing system, namely Online Single Submission (OSS). The objective of this community service program is to increase the understanding and awareness of MSME actors in Kelayu Selatan Village, Selong District, East Lombok Regency, regarding business legality, particularly the creation of an NIB. To support more efficient assistance tailored to the needs of each business operator, this activity was conducted door-to-door and included several stages, such as observation and data collection on MSMEs, dissemination of information on the importance of business legality, assistance in creating OSS accounts, and assistance in the application process until the issuance of the NIB. The results of the activity showed an increase in awareness and knowledge about the importance of business legality. It is hoped that this program will encourage MSMEs to transform into formal businesses that are competitive and sustainable.

This study aims to analyze and explain in greater detail the influence of service quality in managing the Business Identification Number (NIB) through the Online Single Submission (OSS) system on public satisfaction at the Investment and One-Stop Integrated Service Office (DPMPTSP) of Gresik Regency. A quantitative research method was employed, using a structured survey design and distributing questionnaires to 105 respondents who had directly utilized and experienced the OSS service. Service quality was measured using the SERVQUAL dimensions tangible, reliability, responsiveness, assurance, and empathy while public satisfaction was assessed based on indicators derived from the Regulation of the Minister of Administrative and Bureaucratic Reform No. 14 of 2017. The collected data were analyzed using simple linear regression to identify the extent of the relationship between variables. The results indicate that service quality has a positive and significant effect on public satisfaction. This means that better, more consistent service quality will increase user satisfaction. The findings confirm that strengthening service quality is essential for improving overall public service performance, especially in digital-based licensing systems.

The digital transformation of public administration in recent decades has reshaped government service delivery, particularly through the adoption of technology as a tool to enhance transparency, efficiency, and accountability. The implementation of the Online Single Submission–Risk Based Approach (OSS-RBA) represents Indonesia’s strategic effort to create an integrated licensing framework aligned with the principles of good governance. This study aims to analyze the forms of administrative responsibility in digital-based licensing services under OSS-RBA and examine the accountability mechanisms applicable when system failures affect legal certainty for business actors. The research employs a normative juridical method using statutory, conceptual, and case approaches through the examination of regulations, doctrines, and administrative court decisions. The findings indicate that digitalization does not alter the core of governmental responsibility, as every decision generated by the system is legally attributed to the competent administrative authority. The implementation of OSS-RBA still faces obstacles such as system errors, data inconsistencies between institutions, and delays in technical verification, all of which directly affect legal certainty and the quality of public services. Furthermore, internal and external oversight mechanisms are not yet fully effective in preventing maladministration, including unreasonable delays and inaccuracies in automated decision-making. The study also shows that business actors require more responsive administrative remedies to prevent technological risks from shifting entirely onto them. Therefore, this research concludes that the effectiveness of OSS-RBA depends on strengthening institutional capacity, harmonizing regulations, and ensuring the consistent application of good governance principles throughout all stages of digital licensing administration.

This study aims to analyze the investment policies in Semarang City, focusing on Regional Regulation Number 9 of 2014 and its execution by the Investment and One-Stop Integrated Services Office (DPMPTSP). Using a descriptive qualitative approach, this research applies the policy implementation theory by Edward III, examining four variables: communication, resources, disposition, and bureaucratic structure. The results show that despite significant efforts to promote investment, the policy implementation still faces various challenges. These include suboptimal communication between agencies, limited human resources (HR) capacity, and misalignment between regional regulations and newer national policies, such as the Omnibus Law and the Online Single Submission (OSS) system. Although Semarang City has great investment potential supported by adequate infrastructure, the realized investment has yet to meet the set targets. Therefore, this study recommends an optimization strategy that includes simplifying licensing procedures, enhancing the capacity of apparatus, harmonizing regulations across government levels, and integrating technology to improve transparency and ease of investment.

The licensing of clinics and hospitals is crucial for achieving quality and equitable healthcare in Indonesia. The legal framework, including the 2009 Health Law and the 2020 Omnibus Law, has introduced a risk-based approach via the Online Single Submission (OSS) system to streamline the process. However, significant challenges remain. These include bureaucratic complexity, inconsistent regional regulations due to autonomy, lack of data integration between institutions, and high accreditation costs. These barriers particularly hinder small investors and limit the distribution of healthcare facilities in remote areas. Recent reforms, such as the National Digital Public Service Mall (MPP Digital), aim to address these issues by reducing licensing time to under one hour, thereby boosting transparency and efficiency. Despite this progress, unresolved issues concerning patient data privacy, the uneven distribution of medical personnel, and conflicting environmental regulations still need harmonization. To foster inclusive investment and support the 2030 Universal Health Coverage (UHC) goals, this research proposes key solutions: implementing fiscal incentives, adopting AI technology for verification, and strengthening public-private partnerships. With these targeted reforms, the licensing system can become a powerful driver for better healthcare access and sectoral growth.

This research analyzes the business licensing process for plywood products at PT Anugerah Albasia Abadi Talun, Blitar Regency. It aims to identify the processes undertaken, the obstacles encountered, and to provide recommendations. Employing a descriptive qualitative approach and the Triple Bottom Line framework, data was collected through interviews, observation, and documentation studies. The research findings indicate that the company has successfully fulfilled all complex formal licensing requirements, including the Business Identification Number (NIB), Industrial Business License (IUI), Timber Legality Verification Sistem(SVLK) certificate, Environmental Management and Monitoring Efforts (UKL-UPL), and Forest Product Transportation and Trading License (IPHH), demonstrating a commitment to regulatory compliance. Nevertheless, the licensing process is still hampered by the disharmony between the digital Online Single Submission (OSS) system and manual practices, dynamic regulatory changes that are not yet widely disseminated, limited internal human resource capacity, and a lack of harmonization and coordination among government agencies. The Triple Bottom Line analysis reveals that licensing legality supports economic competitiveness and market access, while social aspects are well-established through local job creation and CSR programs. However, environmental management remains administrative and not yet fully performance-based. Therefore, the research recommendations focus on strengthening internal capacity, optimizing the OSS system, developing proactive environmental management, and enhancing continuous community involvement to achieve higher operational efficiency and sustainability

This study aims to analyze the implementation of assistance for issuing Business Identification Numbers (NIB) for Micro, Small, and Medium Enterprises (MSMEs) in Sukodadi District, Lamongan Regency. This assistance program is a government effort to support MSMEs in obtaining business legality regulated through the Online Single Submission (OSS) system. The method used in this study is a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and document studies related to program implementation. The results show that NIB assistance has a positive impact on MSMEs' understanding and awareness of the importance of business legality, which was previously neglected. However, there are several obstacles in its implementation, including limited digital literacy among MSMEs and limited internet access in some areas, which hinder the NIB registration process through the OSS system. Furthermore, although assistance has been provided by local governments and related agencies, it is necessary to increase the frequency and quality of assistance to make the NIB registration process easier and more efficient for MSMEs. Therefore, a more intensive mentoring policy based on technology empowerment is urgently needed to support the sustainability of business legality among MSMEs in Sukodadi District.

The construction of houses in river border areas is a complex issue involving legal, environmental, and spatial planning aspects. River borders are protected zones designated to maintain the ecological function of rivers and to mitigate disaster risks. In Indonesia, development in these areas is regulated through various legal instruments, including Government Regulation No. 38 of 2011 and the OSS RBA (Online Single Submission Risk-Based Approach) system. Local governments play a strategic role in spatial planning, granting permits, conducting supervision, and enforcing the law. However, significant challenges persist, such as inadequate spatial data, weak integration between local and central information systems, and socio-political pressures that influence decision-making. Furthermore, overlapping authorities between central and local governments after the Omnibus Law have further complicated the permitting and monitoring processes. A case study in Tanah Laut Regency reveals that negligence in issuing permits can lead to environmental degradation. Therefore, cross-sector collaboration, strengthened human resource capacity, and policy harmonization between central and local governments are essential. The implementation of a fair, transparent, and risk-based permitting system is key to protecting river border zones and achieving sustainable development that aligns with public interests and environmental preservation.

This study aims to analyze the acceptance of the use of Online Single Submission (OSS) system technology in MSMEs in Biromaru District, Sigi Regency. Using a qualitative descriptive approach and a Technology Acceptance Model (TAM) framework, this study explores two main aspects: the perception of ease and usability of OSS systems. The data was collected through in-depth interviews with MSME actors. The results of the study show that the majority of MSME actors in Biromaru District have not used the OSS system independently due to low digital literacy, limited understanding of the OSS process, and dependence on third-party assistance. Thus, the successful implementation of the OSS system requires increased technical assistance, continuous socialization, and system improvements to be more user-friendly and adaptive to the conditions of MSME actors in the region.

This study aims to understand how the Online Single Submission (OSS) system is implemented at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Jambi Province, and how it influences service accessibility, investment growth, and local economic development. OSS is a digital licensing system developed by the Indonesian government to simplify and accelerate the business licensing process through an integrated platform. This research uses a descriptive qualitative method, with data collected through interviews, observations, and documentation from DPMPTSP staff and business owners who use the OSS system. The results show that OSS helps simplify the licensing process and makes services more transparent. However, there are still challenges such as limited user understanding, uneven internet access, and weak inter-agency coordination. Despite these challenges, OSS is considered to have supported a more favorable investment climate and encouraged regional economic growth. Therefore, it is necessary to improve users' digital literacy, update the OSS system, and strengthen cooperation among related institutions.

Rapid population growth in Indonesia, especially in Karanganyar Regency, has contributed to the conversion of agricultural land to non-agricultural land, which has the potential to threaten food security and environmental sustainability. With the main agricultural land protection regulation in Undang-Undang Nomor 41 Tahun 2009 with further regulations in Karanganyar Regency through regional regulations on Karanganyar Regional Peraturan Daerah Karanganyar Nomor 19 Tahun 2019 Perubahan Atas Peraturan Daerah Nomor 1 Tahun 2013, Peraturan Daerah Karanganyar Nomor 6 Tahun 2020 and the basis for the Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) policy with the Online Single Submission (OSS) system based on the Peraturan Menteri Agraria dan Tata Ruang (ATR) Nomor 13 Tahun 2021. However, in the implementation of these various arrangements there are various problems and challenges. This study aims to analyse the various challenges and problems in the efforts to realize the conversion of agricultural land to non-agricultural land in Karanganyar. This study uses a juridical empirical research method, using a legislative approach and a conceptual approach. The research findings show that there are inconsistencies in regulations, weak supervision and law enforcement, and lack of public awareness and participation.

The circulation of alcoholic beverages is often unlicensed, particularly traditional alcoholic beverages, which are frequently distributed without a license due to being considered cultural heritage or customs specific to certain regions in Indonesia. This situation raises concerns regarding both legal compliance and public health. This research examines the licensing process for the sale and purchase of traditional alcoholic beverages in Indonesia, focusing on the Presidential Regulation of the Republic of Indonesia Number 74 of 2013 concerning the Control and Supervision of Alcoholic Beverages as an analytical framework. The study aims to explore the regulatory environment surrounding the distribution of these beverages and evaluate the challenges and opportunities for obtaining proper licenses. The research further discusses the role of the Online Single Submission Risk Based Approach (OSS-RBA) system, a digital platform designed to simplify the licensing process for businesses. This study is expected to serve as a valuable reference and knowledge resource for the public, providing clarity on the licensing process for alcoholic beverages. It also aims to raise awareness of the legal framework and facilitate smoother and more transparent processes for distributing alcoholic beverages in Indonesia.

After the issuance of Law Number 11 of 2020 concerning Job Creation, there are several important clusters that need to be considered, one of which is the ease of doing business which is closely related to government administration. Therefore, a system was created by the government to facilitate and legalize business actors in running their businesses in the form of a Business Identification Number (NIB). Because this NIB is a new system and is likely not widely understood by business actors, including MSMEs, it is necessary to socialize it and then provide assistance. Assistance in applying for NIB through the Online Single Submission-Risk Based Approach (OSS-RBA) System by MSMEs is an important step in managing the legality of their businesses. NIB is an identity for business actors that provides access to various facilities and legal protection. The OSS-RBA system is designed to facilitate the licensing process with a risk-based approach, where types of businesses are classified based on their risk levels. The method used in community service under this title is in the form of Socialization/Counseling and Assistance for MSMEs in submitting NIB to the OSS-RBA system. Socialization or counseling is carried out in the form of lectures and Q&A discussions so as to provide a comprehensive understanding. This assistance is carried out by academics/lecturers of the Law Study Program, Veteran Bangun Nusantara University, Sukoharjo Together with the Sukoharjo regional government, in this case represented by the Sukoharjo PMD Chamber of Commerce to ensure that MSME actors understand the procedures that must be followed and can submit NIB correctly. The assistance process includes socialization, consultation and assistance in filling in data in the OSS-RBA system. The goal is to increase the number of registered and legal MSMEs in Indonesia, so that they can access various government programs and get better legal protection.

Licensing is an important factor for investors when making an investment. To speed up and simplify the licensing process, the government created the Online Single Submission (OSS) system. In South Tangerang, the Department of Investment and One Stop Integrated Services (DPMPTSP) plays an important role in the coffee shop business licensing process. To open a coffee shop, a location permit, environmental permit, NIB and business trading permit through OSS are required. Obstacles in the licensing process often cause delays and difficulties for business actors. The aim of this research is to determine and analyze the effectiveness of applying for coffee shop business permits through Online Single Submission at the South Tangerang One Stop Integrated Services Investment Service. The method used in the research is a qualitative approach with descriptive research type. This research uses the theory of Thomas R. Dye (2013). The research results show that the indicators for setting clear goals have not been achieved optimally even though the goals of time efficiency and transparency of business permits through the OSS system are quite effective. In the results measurement indicators, positive results have been achieved, which can be seen from the success of OSS in increasing the number of NIBs by 10% from the previous year. Performance evaluation indicators are not optimal due to limited email, network and server constraints, apart from that the appearance and provisions of the OSS system also make it difficult for users to access the OSS system again. In the cost-benefit analysis indicator, it is quite efficient in reducing permit processing time and without any costs incurred. Contextual factor indicators provide a positive impact where the JOSS Program is a form of the South Tangerang government's commitment to assisting the community in licensing through the OSS system. The feedback and adjustment indicators have not been optimal in providing guidance and information to business actors, so there are still business actors who have not registered their business permits through this OSS system.

Pertumbuhan industri coffee shop di Kota Surakarta menunjukkan peningkatan yang signifikan, sehingga memerlukan pengaturan perizinan usaha yang efektif untuk memastikan tata kelola yang baik dan kepatuhan terhadap hukum. Penelitian ini bertujuan untuk menganalisis implementasi perizinan usaha coffee shop, mengidentifikasi kendala yang dihadapi pelaku usaha, dan memberikan rekomendasi berbasis analisis yuridis. Metode yang digunakan adalah penelitian hukum normatif-empiris dengan pendekatan perundang-undangan, kasus, dan sosiologis. Hasil penelitian menunjukkan bahwa meskipun sistem Online Single Submission (OSS) telah diterapkan, masih terdapat kendala seperti masalah teknis pada sistem, kurangnya pemahaman pelaku usaha terhadap regulasi, dan ketidaksesuaian antara kebijakan pusat dan daerah. Oleh karena itu, diperlukan upaya perbaikan, termasuk optimalisasi sistem OSS, peningkatan sosialisasi regulasi, serta penguatan peran pemerintah daerah dalam pengawasan dan pendampingan. Sinergi antara pelaku usaha, pemerintah, dan masyarakat diharapkan dapat menciptakan ekosistem usaha yang lebih tertib dan berkelanjutan.

Perizinan usaha mikro, kecil, dan menengah (UMKM) memiliki peran penting dalam mendukung pertumbuhan ekonomi lokal, terutama di Kabupaten Sukoharjo. Meskipun sistem perizinan telah disederhanakan dengan adanya kebijakan Online Single Submission (OSS), implementasi perizinan UMKM di Kabupaten Sukoharjo masih menghadapi berbagai kendala yuridis yang menghambat efektivitasnya. Kendala tersebut antara lain berupa tumpang tindih regulasi dan kurangnya pemahaman hukum di kalangan pelaku UMKM mengenai pentingnya izin usaha. Tujuannya untuk menganalisis implementasi perizinan UMKM di Kabupaten Sukoharjo dari perspektif yuridis, serta mengidentifikasi kendala dan solusi yang dapat diterapkan. Penelitian ini merupakan penelitian hukum normatif-empiris dengan pendekatan peraturan perundang-undangan dan pendekatan lapangan. Berdasarkan hasil penelitian, ditemukan bahwa penyederhanaan regulasi, edukasi hukum, dan peningkatan kapasitas layanan perizinan menjadi solusi yang dapat meningkatkan efektivitas perizinan UMKM di daerah tersebut.
