This study aims to analyze the organizational structure, main tasks and functions, and challenges faced by the Legal Section in carrying out its role as a center for local government legal services. The research method used a qualitative approach through interviews with the Head of the Legal Section, direct observation in the work environment, and literature studies of various related documents and regulations. The results of the study indicate that the organizational structure of the Legal Section consists of functional positions, implementing officers, and temporary employees, each of which has a crucial role in supporting the legal product drafting process. However, the effectiveness of organizational performance still faces obstacles, particularly related to employee discipline, work ethic, and efforts to build a culture of bureaucratic integrity. The Head of the Legal Section emphasized that the quality of human resources is a key factor in determining the success of the process of harmonization of regulations and legal services. Thus, a sustainable apparatus development strategy and strengthening of the work system are needed so that the Legal Section can carry out its functions optimally in supporting the implementation of the Palangka Raya City government.

The Indonesian Navy Academy is a military educational institution that produces cadets to become professional and reliable Indonesian Navy officers. Cadets are required to have strong physical and mental strength to achieve responsiveness, resilience, and resilience in undergoing education, training, and upbringing. To support learning and training activities, quality food intake and service are required. Quality meal service is needed in order to increase the satisfaction of AAL cadets during meal activities in the Hadiwinarso Rds Loungeroom. For this reason, qualified Human Resources are needed to man the Hadiwinarso Rds Loungeroom, namely Cooks and Waiters in improving meal services for cadets. The researcher focused on personnel development and made it as input to optimize the cooks and waiters in the Hadwinarso Rds Loungeroom to improve meal services for cadets. In this study, the SWOT method was used to reveal internal and external factors that influence the performance of Waiters and Cooks. This study is expected to find the right optimization strategy by identifying strengths, weaknesses, opportunities, and threats. After conducting a SWOT analysis, a strategy was obtained to optimize Waiters and Cooks with a combination strategy of Weakness-Opportunity in quadrant III. W-O strategy (supporting the Turn-Around strategy) namely the organization faces enormous opportunities, but on the other hand faces several internal obstacles/weaknesses with the focus of the strategy being to minimize internal weaknesses so that it can seize better opportunities. The results of the study show that the W-O Strategy that the author found is Strategy 1: Given training/courses according to their fields so that they can work optimally and acquire new skills, Strategy 2: Cooks and Waiters have experience in supporting protocol activities at AAL well. Working well and having experience is capital to open up opportunities for PHL to be appointed as PNS or promoted to division head/kitchen head by considering the working time and amount of experience during AAL, Strategy 3: AAL needs to have standardization in recruiting workers so that later workers are ready to be placed to work according to their fields and open up opportunities to continue improving skills/abilities through courses/training provided by AAL. Meanwhile, to standardize recruitment, researchers provide specific requirements for job applicants interested in becoming cooks and waiters at the Loungeroom at Rd. S Hadi Winarso

This research aims to analyse the implementation of digital innovation in passport services at the Class I Immigration Office Tanjung Perak as part of bureaucratic reform and Good Governance initiatives. The study employed a qualitative case study approach, involving in-depth interviews, participatory observation, and document analysis, to assess the successes and challenges of digital systems such as SIMKIM and M-Paspor. The findings reveal that digital innovation has successfully improved operational efficiency and generally provided transparency into costs and application status, whilst reducing queuing times and increasing service speed, thereby enhancing public satisfaction and trust in immigration services. However, the innovation has not fully addressed structural and cultural bureaucratic barriers, as field officers tend to become passive when systems experience errors or delays, struggling to provide detailed explanations about issues, which results in information ambiguity and potentially undermines procedural transparency and performance accountability principles. The study concludes that bureaucratic reform in the immigration sector requires internal cultural updates and enhanced human resource competencies to support comprehensive transparency and accountability. Digital infrastructure instability and officers' discretionary authority significantly influence the effectiveness of digital innovation. Whilst digital innovation offers substantial benefits in efficiency and transparency, its success depends heavily on strengthening systems, improving human resource skills, and fostering organisational cultural change, with continuous efforts essential for achieving effective, transparent, and accountable public service.

This study aims to analyze the effect of work stress and work discipline on the effectiveness of human resources (HR) in employees of the Communication and Information Service (Diskominfo) of Ciamis Regency. The effectiveness of human resources is crucial for the success of government agencies in public services and information technology management, where the optimal performance of employees is influenced by stress management and discipline levels. This study adopted a quantitative-descriptive method by distributing questionnaires to 40 respondents who were selected through random sampling techniques. The data testing included validity, reliability, and multiple linear regression analysis tests to test the relationship of independent variables (work stress $X_1$ and work discipline $X_2$) to bound variables (HR effectiveness $Y$). The results of the analysis show that work stress and work discipline simultaneously have a significant effect on the effectiveness of human resources. Partially, work stress has a negative influence, indicating that increased work stress tends to reduce the effectiveness of human resources. On the contrary, work discipline has been shown to have a positive effect, showing that the higher the employee's discipline, the more their work effectiveness will increase. Therefore, the conclusion emphasizes that increasing the effectiveness of human resources requires the implementation of effective work stress management and the establishment of a consistent work discipline culture. This effort is important to create a conducive work environment, increase productivity, and strengthen the performance of the state civil apparatus in supporting an electronic-based government system and digital public services.

This research seeks to examine the innovative governance of police logistics to enhance the operational service efficiency at the Logistics Bureau of East Java Regional Police. The research context arises from the need to reform police logistics management to meet technological innovations and demands for public accountability. This research utilized a qualitative method featuring a case study approach, incorporating extensive interviews with logistics officers, operational personnel, and third-party providers, along with firsthand observations of digital logistics management systems. The results indicate that the adoption of the Integrated Logistic Management System (ILMS) and barcode tracking has improved transparency, distribution speed, and efficiency in operational budgets. Nonetheless, difficulties persist in human resource capability and interdepartmental collaboration. The dialogue suggests that these advancements correspond with adaptive governance theory, stressing bureaucratic adaptability in response to organizational shifts, and public service motivation, which underscores the importance of motivation and professionalism in enhancing the quality of public services. The research finds that digital innovation and performance-oriented assessment enhance the efficiency of police operational services. It suggests enhancing human resource capabilities, performance assessment systems, and collaboration among units to attain transparent, effective, and sustainable logistics management.

The performance of investigators in resolving criminal cases is one of the key indicators of police effectiveness. However, the Semendawai Suku III Police Sector still faces challenges in monitoring case resolution due to the lack of an integrated reporting system and minimal documentation of investigators’ knowledge. This study aims to develop an interactive dashboard system based on Knowledge Management to assist in monitoring case resolution performance and support data- and knowledge-based decision-making processes. The research employs the Prototype method, involving several stages: needs analysis, system design, system development, testing, and refinement. The system was developed using the PHP programming language and MySQL database. The implementation results show that the dashboard can display data on criminal reports, case resolutions, and pending cases in an informative and integrated manner. In addition, the knowledge base feature functions as a medium for storing and sharing investigators’ experiences (lesson learned), allowing field knowledge to be reused by other officers when handling similar cases. Overall, the implementation of the interactive dashboard system based on Knowledge Management at the Semendawai Suku III Police Sector successfully improves work efficiency, strengthens the transparency of investigative performance, and builds a foundation for sustainable organizational learning within the police environment.

The purpose of this study is to explain the influence of Environmental Social Governance (ESG) and the power of the Chief Executive (CEO) on the financial performance of banking companies on the IDX during the period 2023-2023. . Environmental Social Governance (ESG) is becoming a new standard in the investment world, requiring companies to be more responsible for the environment, social, and good corporate governance practices can increase public trust, one of which is by implementing ESG which has been proven to be a trigger for sustainable business growth, while the CEO is the president director or main director in a company and has obligations for the tasks and success of the business. This study uses a quantitative research method with a descriptive verification technique. The research sample consisted of 22 companies. ESG is measured using a dummy variable with a value of 1, CEO power is measured based on the length of tenure, and the company's financial performance is measured using Return On Asset (ROA). Based on the results of the analysis conducted, the results obtained indicate that (1) ESG has a negative effect on financial performance. (2) CEO power has a positive effect on the company's financial performance.

This research aims to analyze the performance of employees in providing birth certificate making services at the Sananakulon Village Office, as well as identify supporting and inhibiting factors in the service process. The approach used is qualitative with data collection methods through in-depth interviews, direct observation, and documentation. The research informants consisted of village officials, service officers, and community members who had taken care of birth certificates, which were selected using the purposive sampling technique. Data analysis is carried out through the stages of data collection, data reduction, and conclusion drawn. The results of the study show that the performance of employees in birth certificate services is quite good, characterized by responsiveness and a friendly attitude towards the community. However, the implementation has not fully met the employee performance indicators according to Dwiyanto's theory (2006), especially in terms of efficiency and accountability. Supporting factors include employee commitment, leadership support, and community participation, while inhibiting factors include limited human resources, infrastructure, and lack of technical training. This study recommends increasing employee capacity and improving technology-based service systems to support more optimal and accountable public services.

This study aims to examine how social interactions between stakeholders at Sunan Kalijaga State Islamic University (UIN) Yogyakarta affect the performance of outsourced security guards. In the context of higher education, outsourced security guards hold a strategic position in maintaining campus security, so the dynamics of social relationships involving them, both with internal and external parties, are important aspects to examine. The research approach used was qualitative, combining field observation methods, in-depth interviews with seven key informants, and documentation review. Data analysis was carried out through the stages of reduction, presentation, and drawing conclusions using the Miles and Huberman model. The results show that open communication, regular appreciation, and structured coordination contribute significantly to improving motivation, discipline, and the quality of security services. Healthy competition between members encourages increased professionalism, while conflicts that arise in daily interactions can be managed effectively through a persuasive approach and collective support from colleagues and superiors. These findings confirm that the performance of outsourced officers is not solely determined by formal work systems or hierarchical instructions, but also by the quality of social relationships established in the work environment. Thus, positive social interactions play a crucial role in creating optimal performance and can serve as a model for relevant managerial practices for other higher education institutions.

The Waste Bank is an initiative born out of public concern for the environment, particularly in addressing the growing waste problem. The problem faced by the Seruni Waste Bank Association is that the management of waste deposit data is still carried out using conventional bookkeeping, which often results in errors in recording the nominal amount of waste deposits. This error results in losses for the Waste Bank Association and a lack of transparency between officers and members and customers. The purpose of this study is to help create a waste bank management system so as to reduce losses for the association. The research methodology employed is the waterfall methodology, which involves a research design comprising needs analysis, system design, implementation or coding, program testing and evaluation, and maintenance. The definition of users obtained from the results of observations and interviews resulted in two levels of users: owner and junior. System testing includes blackbox testing with test cases that are all accepted or valid, and user acceptant testing with results that are strongly agreed to be accepted by the association. This system has proven effective in helping officers manage waste bank data, especially in reporting waste deposit transactions, thereby improving the performance and transparency of Seruni waste bank operations.

Port logistics efficiency is determined not only by the adequacy of infrastructure and the advancement of technology but also by the motivation of the workforce and the overall quality of the work environment. This study investigates how these two factors influence employee performance in the Warehouse Division of PT Yusen Logistics Indonesia. The research employed qualitative methods, gathering data through semi-structured interviews, field observations, and document analysis, with participation from warehouse workers, supervisors, and safety officers. Through thematic analysis, the study found that employee recognition and active supervisory engagement were key contributors to workforce motivation. The work environment, characterized by equipment reliability, safety culture, and yard capacity, directly impacted employee productivity. When both motivation and work environment were favorable, employees exhibited greater procedural compliance, increased throughput, and improved safety practices. In contrast, inadequate motivation and unfavorable work conditions resulted in inefficiencies, downtime, and higher risk-taking behaviors. This study’s findings provide insights into three key areas: maritime economics by highlighting labor’s critical role in port operations, social management by establishing the link between environmental quality and workforce productivity, and vocational education by shaping the training of cadets and practitioners. It underscores that sustainable port operations require human-centered strategies, in addition to infrastructure development. For better performance, companies should prioritize motivating their workforce and improving the work environment to foster a more efficient and safer operational setting.

The manual credit application process often takes a long time and is prone to various problems, such as recording errors, data redundancy, and the risk of losing important documents. These conditions not only hamper service effectiveness but can also reduce customer satisfaction and the performance of the officers involved. Therefore, this study aims to design and develop a Progressive Web App (PWA)-based credit application system using the Rapid Application Development (RAD) method. This system is expected to be a more efficient, faster, and more accurate solution than the current manual mechanism. PWA was selected based on its ability to provide universal access through a browser without the need for additional application installation, making it more practical for both customers and officers. Meanwhile, the RAD approach allows for an iterative and flexible system development process, with direct user involvement from the design stage through implementation. This aims to ensure the system is truly aligned with real-world needs. The development results indicate that the designed PWA system is capable of supporting the tasks of Account Officers (AO) and Division Heads in managing credit application data. The process includes the pipeline stage, submission, field survey, and credit realization, which is well-documented and accessible in real time. Functional testing using the Black Box Testing method proved that all features functioned according to established specifications. Furthermore, usability testing using the System Usability Scale (SUS) method yielded satisfactory scores, indicating the system's high usability and positive user experience. Therefore, this PWA-based credit application system not only improves process effectiveness and efficiency but also supports transparency, data accuracy, and user satisfaction.

Sultan Thaha Airport, Jambi, is one of the airports that has implemented a digital Airport PAS application process through a website-based system. This application information system is designed to improve efficiency and effectiveness in the PAS (Personal Airport Security) application process, which was previously done manually. With this system, it is expected that the entire administrative process can run faster, more transparently, and minimize errors. The purpose of this study is to analyze the implementation of the e-PAS information system, and to identify obstacles that arise in its implementation in the work environment of Sultan Thaha Airport, Jambi. The research method used is descriptive qualitative, with a blackbox testing approach to test the system's functionality. Data collection techniques were carried out through direct observation, interviews with 3 PAS applicants and 6 operational officers, and documentation related to system use. The data obtained were analyzed through the process of data reduction, data presentation, as well as drawing conclusions and verification. Data validity testing was carried out using the source and technique triangulation method. The results of the study indicate that the implementation of the e-PAS system has run quite well. However, several technical challenges remain, hindering the smooth running of the process, such as disruptions to the data input system, challenges with information validation, and suboptimal or incomplete system features. These findings provide important input for system developers to make continuous improvements to ensure more effective and efficient services in the future. Improved training for staff is also necessary to ensure optimal system utilization. Furthermore, regular evaluations of system performance are mandatory to maintain consistent service quality.

Health problems are a major problem in developing countries, including Indonesia. The Community Health Center (Puskesmas) is a first-level health service facility that organizes and coordinates promotive, preventive, curative, rehabilitative, and/or palliative health services in its working area. The purpose of this study is to understand the function of Puskesmas management in assessing the performance of Puskesmas in the working area of ​​the Mantup Puskesmas. The type of research used is qualitative descriptive research, the location of the study is the Mantup Puskesmas, Mantup District, Lamongan Regency, the informants in this study were the head of the Puskesmas, the person in charge of cluster 1, the person in charge of cluster 2, the person in charge of cluster 3, the person in charge of cluster 4 and the person in charge of cross-cluster Puskesmas Mantup. Data collection was carried out through in-depth interviews, observation and document searches, data analysis techniques using data reduction, data presentation, drawing conclusions. The results of the research for planning at the Mantup Puskesmas have been implemented well. Organizational efforts have been suboptimal, as some sub-health centers only have midwives as regional supervisors. Implementation is suboptimal due to limited staffing at sub-health centers. Supervision at Mantup Health Center has been functioning well and is being implemented regularly, but performance data is not yet available.Timely input into the existing application, considering the large number of applications that must be completed by service officers and program implementers at the Mantup Community Health Center. Suggestions included establishing a regional development team at the Assistant Community Health Center to optimize village activities, advising the Health Office on integrating health service applications at the Community Health Center, and innovations to improve Community Health Center performance.

This study aims to improve ground handling personnel to support operational safety in the airside area of Yogyakarta International Airport. The main focus of this study is the level of compliance with the technical provisions stipulated in SKEP 140/VI/1999. The approach used is descriptive qualitative, with data collected through direct field observation, interviews with competent parties, and review of related documents. The results of the study indicate that there are still many violations of standard operating procedures (SOPs), especially related to the use and placement of Ground Support Equipment (GSE) that does not comply with standards and the operation of vehicles that do not reach properly. Some of the main causes identified are weak supervision, low work discipline, limited understanding of safety procedures, and a lack of routine training for officers. This has the potential to increase safety risks and disrupt smooth operations at the airport. As a solution, this study recommends corrective measures that include strengthening field supervision, ongoing training to improve understanding of safety procedures, implementing strict sanctions for violators, and reorganizing equipment storage and use areas. In addition, it is important to develop a stronger safety culture among officers and utilize technology to improve operational oversight. These measures are expected to create a safer and more efficient environment in the airside area of Yogyakarta International Airport. This study also identified the need for regular evaluation and updating of existing procedures to align with technological developments and international standards. By paying attention to safety aspects, operational efficiency can be maintained and the risk of accidents or incidents can be minimized. By strengthening safety management and work discipline, better performance levels and improved service quality in the aviation sector can be achieved.

Inactive archives are archives that are used infrequently but still have administrative, legal, or historical value, so they must be maintained properly. Management of inactive archives is important so that the stored information is maintained, easily found when needed, and does not cause accumulation that disrupts the efficiency of storage space. This study aims to describe in detail the management of inactive financial archives at the Population and Civil Registration Office (Dispendukcapil) of Malang City and identify the obstacles encountered in the process. The study used a qualitative descriptive method with data collection techniques through direct observation of the archive room, interviews with archive management officers, and document reviews related to management procedures. The results showed that the number of inactive financial archives managed reached 13.4 linear meters. The management process includes the stages of transferring archives from work units to archival units, identifying the type and period of archives, position adjustment maneuvers, data input into a simple system, numbering, storage in archive boxes, labeling, and arranging boxes on storage shelves. Although the management procedures are running, the study found a major obstacle in the form of the absence of an Archive Retention Schedule (JRA) specifically for financial archives. This prevents the archives reduction process from being carried out legally and in a planned manner, resulting in a buildup of archives, which reduces storage capacity and potentially makes information retrieval difficult. This study recommends the development of a Financial Archives Retention Schedule (JRA) specifically for financial archives that complies with statutory provisions and agency needs, so that the reduction process can be carried out systematically, efficiently, and accountably. The implementation of the JRA is also expected to improve the effectiveness of archives management and support public service performance at the Malang City Population and Civil Registration Office (Dispendukcapil).

Airports serve as a central hub for air transportation, requiring precise coordination and operations, including ground handling services. One key element is the Ground Support Equipment (GSE) personnel, who are responsible for aircraft support equipment. They must adhere to Standard Operating Procedures (SOPs) to ensure performance meets safety and efficiency standards. However, challenges such as timeliness, procedural discrepancies, and inconsistencies in SOP implementation remain. This study used a quantitative approach with correlational analysis and simple linear regression. The sample consisted of 30 GSE personnel selected through total sampling, and data were collected through a questionnaire that had been tested for validity and reliability. This method aimed to identify the effect of SOP compliance. The results showed that SOP compliance had a positive and significant impact on GSE officer performance at Sam Ratulangi Airport in Manado. The regression coefficient of 0.632 indicates a positive relationship, with a significance value of 0.002 indicating statistical significance. The coefficient of determination (R Square) value of 0.241 indicates that 24.1% of the variation in officer performance can be explained by compliance with SOPs, which indicates that increased compliance contributes positively to their performance.

Hang Nadim International Airport in Batam is a growing air transportation hub, driven by increasing public mobility and aviation activity. Ground handling services in the airside area are crucial, particularly for buses transporting passengers to and from aircraft. However, several issues persist, such as late pick-ups, unsafe bus conditions, and frequent technical disruptions. This study aims to identify the role of PT Lion Group bus drivers in supporting ground handling services and analyze the impact of bus breakdowns on driver performance at the airport. The method used was descriptive qualitative, using observation, interviews, and documentation. Interviews were conducted with drivers, technicians, and Apron Movement Control (AMC) officers to obtain data on technical challenges and operational coordination. Observations were conducted during On-the-Job Training (OJT), and documentation was used to support the validity of the data. The results indicate that bus drivers play a crucial role in ensuring smooth ground handling services, but are frequently hampered by technical breakdowns, such as engine and braking system problems, which impact passenger comfort and On-Time Performance (OTP). Recommendations include improving bus maintenance, providing a backup fleet, and providing technical training for drivers to improve service effectiveness.

Baggage handling is a crucial aspect of airline operations, including the lost and found unit, which handles lost, damaged, exchanged, and found baggage issues. At Juanda International Airport in Surabaya, these issues remain common. This study aims to analyze the performance of Citilink's lost and found officers in handling various baggage issues and evaluate the unit's productivity, efficiency, and effectiveness. The method used was descriptive qualitative research with a case study approach, collecting data through observation, semi-structured interviews with officers, and documenting operational procedures and baggage handling reports. The results indicate that lost and found officers play a crucial role in post-flight service, from receiving reports to providing compensation. Although procedures are carried out according to SOPs, obstacles such as a lack of manpower and a manual reporting system slow down the process. Officer performance is quite good, but efficiency improvements and the use of technology are needed, such as further training and a modern baggage tracking system.

The implementation of Hospital Management Information Systems (SIMRS) has become a strategic necessity to improve healthcare service quality and operational efficiency. This study focuses on evaluating the performance of SIMRS in the outpatient registration unit of Nur Hidayah Hospital Bantul, where system disruptions, inconsistent SOP application, and limited user training were identified as core issues. The research aims to assess how well the SIMRS aligns with the Human, Organization, and Technology components through the HOT-Fit model framework. A descriptive qualitative method was employed using purposive sampling to select five informants directly involved in SIMRS operations, including registration officers, IT staff, and the head of the medical records unit. Data were collected through in-depth interviews, direct observation, and documentation, and analyzed thematically based on the HOT-Fit model. The findings show that SIMRS contributes positively to workflow efficiency and data management; however, human factors such as inconsistent training and input errors remain prevalent. Organizational support is visible but lacks structured evaluation routines, and although the technological infrastructure is generally stable, peripheral device and network issues persist. The study synthesizes that effective SIMRS performance requires not only technological readiness but also consistent organizational commitment and continuous human resource development. It concludes that strengthening user competence, formalizing SOP usage, and improving infrastructure are essential to optimize the system's functionality and alignment with the HOT-Fit model.
