Market levies are a regional taxation category that holds significant promise for increasing regional fiscal resources, complementing local tax revenues. The objectives of this study are; (1) Understanding the Communication Mechanism in the Implementation of Market Service Fee Policy in Gorontalo City. (2) Examination of Resource Availability in the Implementation of Market Service Tax Policy in Gorontalo. (3) Understanding the Bureaucratic Framework in the Implementation of Market Service Tax Policy in Gorontalo City. (4) Examination of the Implementation of Market Service Tax Policy Disposition in Gorontalo City. The method used in this study is a descriptive qualitative method. The results of this study indicate that the communication of market service fee policy has been carried out through systematic formal channels and is supported by a clear bureaucratic structure and division of tasks, but its implementation is still not optimal. This is caused by several obstacles, including unequal understanding and distribution of information among traders, limited resources in terms of both quantity and quality of human resources, budget, and inadequate market facilities. Furthermore, weak coordination and suboptimal implementation of SOPs in the field also impact work consistency, while the disposition or attitude of implementers who have demonstrated commitment but are not yet unified requires a more comprehensive strategic approach. Therefore, integrated efforts are needed, including improving the communication framework, strengthening human resource capacity, improving facilities, stricter supervision, and ongoing coaching to create more effective and professional policy implementation.

The management of essential drug inventory is a strategic component of hospital pharmaceutical services because it directly influences service continuity, cost efficiency, and the overall quality of healthcare delivery. Poor inventory control can result in excessive stock accumulation, increased risk of drug expiration, inefficient budget utilization, and potential drug shortages that may compromise patient care. This study aims to evaluate the effectiveness of essential drug inventory control at Pekerja General Hospital by applying the ABC-VEN, Economic Order Quantity (EOQ), and Reorder Point (ROP) methods. It also examines differences in inventory management efficiency between 2024 and 2025 based on inventory value, cost of goods sold (COGS), and Inventory Turnover Ratio (ITOR). A mixed-methods approach with a sequential explanatory design was used. Quantitative analysis involved a paired sample t-test comparing inventory data from 2024–2025, while qualitative data were collected through in-depth interviews and analyzed thematically using NVivo. The findings reveal a significant improvement in inventory management in 2025 (p < 0.05), reflected in reduced inventory value and COGS, along with an increased ITOR. However, the implementation of ABC-VEN, EOQ, and ROP methods has not been fully integrated, and challenges such as limited human resources and procurement bureaucracy persist. In conclusion, although inventory control became more efficient in 2025, further integration of inventory methods and strengthening of human resource capacity are necessary to ensure sustainable improvements.

This study examines the effectiveness of the SIPELANDUKILAT program (Population Administration Service System for Border and Remote Areas) in improving population administration services in rural and remote areas of Tanjung Palas Timur District, Bulungan Regency, North Kalimantan Province. Using qualitative descriptive methods with an inductive approach, data were collected through interviews with 10 informants, direct observation, and documentation. The theoretical framework employs Siagian's (2011) effectiveness theory, assessed through four dimensions: human resources, funds, facilities and infrastructure; quantity and quality of services; time; and procedures. Findings indicate that the program has not yet reached full effectiveness, particularly due to the absence of specialized training for operators, inadequate facilities and infrastructure, and the transition from the distributed SIAK system to a centralized SIAK system that rendered offline recording equipment unusable. Supporting factors include qualified human resources, assistance from the Provincial Civil Registry Office, and high community participation. The study recommends that Bulungan Regency accelerate adaptation to the centralized SIAK system, improve facilities and infrastructure, and strengthen inter-agency cooperation to optimize population administration services in remote areas.

This study analyzes the role of the Manado City Regional Disaster Management Agency (BPBD) in managing natural disasters and examines the challenges faced, along with efforts to overcome them. A qualitative descriptive approach was used, with data collected through interviews, observations, and documentation involving key informants, such as the Head of BPBD Manado City. The data were processed using Miles et al.’s (2014) interactive analysis model, which includes data condensation, data display, and conclusion drawing. The findings reveal that BPBD plays three primary roles in disaster management. First, as a coordinator, BPBD acts as a command center, ensuring effective collaboration between government agencies, military (TNI), police, NGOs, and volunteers during disaster events. Second, as a regulator, BPBD formulates administrative and technical policies, including disaster management plans based on risk assessments and stakeholder-driven frameworks. Third, as an executor, BPBD directly implements activities in disaster management, including preparedness, emergency response, and post-disaster recovery, with an Incident Commander maintaining operational control during emergencies. Challenges faced by BPBD include low public discipline, limited awareness of disaster risks, inadequate equipment, and insufficient human resources in both quality and quantity. To address these issues, BPBD has initiated several efforts, including capacity building through training programs, promoting community-based disaster management, and establishing partnerships with national and international institutions such as UNDP and FAO. These efforts highlight the significance of an integrated, participatory, and coordinated disaster management system at the local government level. The study underscores the need for continued improvement in disaster management capabilities and community involvement.

Human resources (HR) are a crucial component of any organization, playing a vital role in determining its development and success. One key aspect of HR management is employee performance, which reflects the quality and quantity of employee output in meeting company targets. This study focuses on PT REX Denpasar, a logistics company that experienced fluctuations in monthly revenue throughout 2023. This phenomenon indicates performance issues related to work quantity, delivery accuracy, and time efficiency. Several operational issues identified included variability in staff productivity, delays in delivery schedules, and inaccuracies in shipping data processing. To explore solutions to these challenges, the study examined the role of managerial leadership and financial incentives in improving employee performance, with job satisfaction as a mediating variable. This study covered all 40 employees of PT REX Denpasar, using a comprehensive enumeration sampling method. Data were collected through structured questionnaires, in-depth interviews, and a review of organizational records. Analysis was conducted using a structural path modeling approach to examine the relationships between variables. The results showed that managerial leadership had a significant effect on job satisfaction, as did the financial incentives provided by the company. Furthermore, leadership quality and compensation systems have been shown to have a positive correlation with improved employee performance. Furthermore, job satisfaction was found to act as a substantial mediator, strengthening the influence of leadership and compensation on performance. Thus, improving leadership quality and improving compensation mechanisms not only have a direct impact but also an indirect impact through increased job satisfaction.

This research was carried out at the Multipurpose Health Center, Sako District, Palembang City. The purpose of this study is to find out the health services provided to Healthy Indonesia Card (KIS) patients at the multivehicle health center and to find out what factors are obstacles in providing maximum service to Healthy Indonesia Card (KIS) patients at the health center. The method used in this study is a descriptive method with a qualitative approach. Data collection techniques include primary data collection in the form of interviews and field observations, as well as secondary data collection in the form of documentation and literature studies. The determination of informants in this study uses the purposive sampling technique. The result of the analysis of this study is Health Services for KIS Patients at the Multiwahana Health Center, Sako District, Palembang City based on PERMENKES Number 04 Article (3) of 2019 concerning Minimum Service Standards (SPM). Health is assessed from the number of quality goods/services, quantity and quality of infrastructure. Health human resources and procedures for meeting standards are running well, this can be seen from the free services provided to KIS participants, namely KIS participants get basic health services at the Puskesmas free of charge, including examinations, treatments, immunizations and maternal and child health services. The provision of medicines at the Puskesmas ensures the availability of essential medicines needed by KIS participants. However, the flow of procedures and services at the multipurpose health center is quite clear, simple, not convoluted, and the officers are friendly. Then, the inhibiting factor in providing services to KIS patients is that there are still many people or patients who are not interested in the Healthy Indonesia Card program.

The SIAP application (Presence Activation Information System) has been implemented at the Personnel and Human Resources Development Agency since 2022. Although good attendance has been the first step, it also requires optimal bureaucratic performance as an effort to achieve institutional goals. The purpose of this study is to evaluate whether the use of the SIAP Application (Presence Activation Information System) has an influence on employee performance at the Personnel and Human Resources Development Agency (BKPSDM). This study used quantitative methods and involved the entire population, namely 38 employees of the Civil Service and Human Resources Development Agency. Data collection was carried out through distributing questionnaires to all BKPSDM employees as respondents, documentation and observation. The results of the analysis using the T test show that the significant value (0.002) is smaller than the probability of 0.05. Therefore, it can be concluded that the null hypothesis (Ho) is rejected and the alternative hypothesis (Ha) is accepted, which means "The use of the SIAP application has an influence on employee performance (Y)." Although the SIAP Application Usage Variable (X) and the Employee Performance Variable (Y) are related, respondents' responses show some shortcomings related to the use of the SIAP Application (Presence Activation Information System), such as unstable network access constraints. Nevertheless, good attendance still has a positive effect on improving employee performance. Employee Performance Evaluation shows deficiencies in the indicators of Quality, Quantity, Timeliness, and Independence.
