Prosiding Seminar Nasional Ilmu Ekonomi dan Akuntansi 2024 Asosiasi Riset Ekonomi dan Akuntansi Indonesia

This study analyzes the differences between the neoliberal and social democratic paradigms in poverty alleviation policies in Indonesia, by adding an Islamic Economic perspective as an alternative. The neoliberal paradigm focuses on free market mechanisms, deregulation, and minimizing the role of the state, but often exacerbates social inequality. In contrast, the social democratic paradigm balances the role of the market and state intervention through resource redistribution and protection of vulnerable groups through sustainable social programs. Islamic economics offers a complementary approach oriented towards the principles of distributive justice, balance, and solidarity, by integrating spiritual values into socio-economic policies. A qualitative approach is used in this study, with policy analysis of programs such as the Family Hope Program (PKH) and the National Health Insurance (JKN). The results show that the social democratic paradigm is more effective in reducing poverty systemically than neoliberalism, especially through increasing access to education, health, and social protection. However, budget constraints, corruption, and infrastructure gaps remain significant challenges. The Islamic Economic perspective emphasizes the importance of zakat, waqf, and infaq as instruments of wealth redistribution that have the potential to strengthen inclusive and sustainable poverty alleviation policies. This study recommends strengthening the synergy between the paradigm of social democracy and the values of Islamic Economics to create policies that are more effective, equitable, and oriented towards the welfare of society holistically.

In line with the concept of a welfare state, Indonesia, as a country, is obligated to implement and ensure the welfare of its citizens, including in the national healthcare sector. To ensure the inclusivity of national health coverage, the government, through the BPJS Kesehatan agency, has established the National Health Insurance (JKN) program, which is mandatory for all citizens, as stipulated in Indonesian legislation. However, the effort to achieve inclusivity may become biased if there is no clear regulation regarding the rights of participants and the obligations of healthcare providers, who play a crucial role in this process. Under Indonesian positive law, the rights of JKN participants are thoroughly regulated, as are the obligations of healthcare providers. However, based on observed phenomena, there are still violations of these obligations by healthcare providers, leading to the neglect of participants' rights. This research aims to raise awareness among stakeholders and provide a foundation for future research. The type of research used in this paper is normative legal research, which focuses on the analysis of legal norms.

Older people sometimes become a new problem for a family or government. These problems are the unavailability of access to health care, the lack of old age insurance, and the social support from the family to care for them. The aging process certainly has an impact on all aspects of life, especially health because with increasing age, the function of the body's organs will decrease both due to scientific factors or disease. The decreased function of the body's organs makes the elderly limited in carrying out activities because of the limited energy they have. Through the design of the Nursing Home with the Biophilic Architecture approach, it can help the elderly from feeling lonely and so that their illness does not get worse and it is hoped that they can recover and continue to carry out more productive activities. So this design can be a social space for the elderly who are able to respond to the conditions and activities of the elderly.

The integration of health insurance with Fixed Deposit Receipts (FDR) and Deposit Pension Schemes (DPS) represents a significant innovation in the banking sector, offering new opportunities for financial institutions, insurers, and consumers. This paper explores the potential of merging health insurance with FDR/DPS schemes, focusing on how such integration can enhance financial inclusivity and healthcare accessibility, particularly in developing countries.  The study outlines the theoretical framework supporting this integration and analyzes the associated challenges, including regulatory and operational barriers.  It also highlights the potential benefits for banks, such as customer base expansion and increased savings attraction, while offering consumers the dual advantage of financial security and health coverage. Through a case study of the banking sector in Bangladesh, this paper provides insights into how such models can be implemented in emerging economies. Additionally, we address the barriers to successful integration, including regulatory hurdles and consumer awareness. The findings indicate that this integration could serve as a strategic tool for banks to broaden their customer base and contribute to the healthcare system's resilience.   Finally, the paper discusses policy implications and future trends, emphasizing the role of technology in facilitating these hybrid financial products.  This research contributes to the growing body of knowledge on the intersection of finance and healthcare, offering strategic directions for stakeholders in both sectors

Health services aim to maintain and improve the quality of health, as well as prevent and treat diseases in the community. This study aiming to analyze the legal certainty for health workers in health services, using the normative legal method. The data source comes from a literature review. The results of this study indicate that Law Number 17 of 2023 regarding Health brings significant changes to the legal certainty for health workers in Indonesia in terms of health services. Previously, legal certainty for health workers was spread across various separate laws. However, with the enactment of Law Number 17 of 2023, this legal protection has become more integrated and comprehensive. Updates regarding the protection of health workers include increasing the rights of health workers, including affirmation of compliance with professional standards and ethics. There are improvements in rights, salary, performance allowances, health insurance, and opportunities for self development. This protection is strengthened by giving health workers the authority to stop services if there is a violation of ethics. It is necessary to strengthen operational procedures and work standards that can be a reference for health workers in carrying out their duties, thereby reduce the risk of negligence that can result in criminal sanctions and additional regulations are also needed to ensure a fair legal mechanism for health workers in facing accusations of negligence, by considering ethics and professional aspects in their work.

This study aims to determine the Effect of Economic Growth and Inflation and Unemployment Rate on the Human Development Index and Poverty in East Kalimantan Province. Inferential data analysis techniques using Partial Least Squares (PLS). The results of the study indicate that the Human Development Index (HDI) has a significant effect on the unemployment rate in East Kalimantan Province, with a probability value smaller than the specified significance level. There are disparities that need to be considered in development in rural areas to ensure equal opportunities for all residents to achieve a better quality of life. Rural areas still face challenges in access to education and health services, as well as regional disparities in development, which need to be addressed through appropriate and sustainable policies. Assistance programs such as Direct Cash Assistance (BLT), National Health Insurance (JKN), and the Family Hope Program (PKH) have helped reduce the burden on the poor by providing access to basic needs. Efforts to improve the quality of education, health, and infrastructure in rural areas are the main focus to create a more prosperous and independent society. Although there has been progress in poverty alleviation, there are still challenges such as regional inequality, quality of education and health, and economic diversification that need to be addressed. Collaboration between the government, private sector, and civil society is needed to create sustainable and effective solutions to overcome poverty in East Kalimantan. Economic growth, inflation, and unemployment rates are interrelated and significantly affect the Human Development Index and poverty rates in East Kalimantan Province. Therefore, comprehensive and sustainable policies are needed to achieve inclusive and equitable development in this region.

The clinic's process for requesting a consultation with a doctor and receiving a queue number is inefficient. To help patients make the most of their time at the clinic, it is helpful to provide them with information on when physicians will be available to see them. A new approach to health development governance is required under Regulation No. 21 of 2020 of the Republic of Indonesia's Minister of Health, which addresses the Ministry's Strategic Plan for 2020–2024. This plan encompasses health information systems, research integration, and development, among other areas. First, Health Technology Transformation, which includes developing and integrating health data; second, Health Service Application Integration and Development; and third, Health Technology Ecosystem Development, will house the primary activities involved in health technology transformation. This study's findings suggest that consumers are mostly interested in finding hospitals in close proximity to their homes, rather than using the doctor's appointment component of the KlikDokter app. Because of this, KlikDokter has to implement a change movement that can increase the number of health facilities that operate with Klik Doctor, allowing it to reach the closest health facility. It also has to link insurance and BPJS so that health facilities may provide transaction features.

The ongoing health problems in Indonesia require the government to take action so that people can still experience justice and obtain their rights and not cause harm. In order to improve the quality of public health, the government provides social security. This social security is provided by the government and is useful for meeting the basic needs of a decent life, starting from Jamkesmas, Jamkesda, AKSES and most recently the Social Security Administering Body (BPJS) for Health. Even though there have been efforts by the government to realize efforts to resolve existing problems, these efforts have not been effective due to several inhibiting factors. A solution is needed in the form of establishing and implementing the IMP (Identity Monitoring Program) concept which is integrated with the Capil Population and Civil Registry Department and BPJS. It is hoped that the application of the IMP concept can minimize the deficit in health insurance and become a solution to solving claims management problems as one of the root causes of the BPJS deficit.
